I checked spy odds on a nation and got a result of 70%. I changed my government from Revolutionary Government to Transitional and it stayed at 70%. Even accounting for the fact 70% can mean 70.1% to 79.9% it should have changed to 80% based on the chart provided in the Government type section which gives me a +10% spy attack for having a Transitional Government. edit: Unless the 10% is 10% of my attacking power of 70% which would give me a total of 77% assuming I have odds of 70% to 72.9% (even though the odds are slightly better than 7/3 in my favour that its not.
