My friend and I are using two computers right next to each other in the computer lab, and it will not ever let me trade, war, or aid with him. Anyone know how to fix this?

Also u might try looking if u put it on "Secret trade". That way nobody can sanction it, but u get no bonus.

Actually the efficiency drops... And ur soldiers can't fight as well. Other things such as low happiness also apply...
