Well after more research I am assuming that it expired. So I destroyed my moon base and colony since they were close to expiring and now I do have the option of buying a new one. Is there a reason why?

I have not noticed until recently that my Moon Mine vanished and I know I had one at one time. And I do not have the option of buying another one even though I have Space Program and Moon Base and Moon Colony. Am I missing something? Please help!
