I have always like FAN, originally I was thinking of making something like FAN but much further to the Left. this is a lot more tame than that draft. so you will have to forgive me if my lack of art skills had me steal and mod your flag.

Alright i have tossed this idea around for a while now, and I'm settling down and starting up my own AA. It's just me as of now, I don't expect to grow to big, and it will be a miracle if I last a week seeing as how I have had a serious lack of motivation to check up on this game in the past, but here goes nothing. I'm introducing MOUSE, The Municipality of United Socialist Empires, tired of the old ways of government on planet bob MOUSE will try something different. If it succeeds, Ho-Ra! if not, well thats cool to. Any ways I'll be assuming the position of both MoDA and MoFA until there are more members. Forums and such will be created as seen fit, but the majority of the work/communication will take place over in game messages, and in #MOUSE on cold front. Where others have fallen into the same trend of government style and leadership MOUSE will be different, striving to keep an active membership. MOUSE will reside in the Aqua sphere and will work with other Aqua Alliances to promote peace and teamwork within the sphere. Section 1: Citizenship Members of MOUSE will fall into one of 3 levels of Citizenship, starting at the lowest level and moving upwards there will be, non-Citizen, Citizen, and Honored Citizen. Part A: non-Citizen All Nations new to MOUSE will start as a Non-Citizen. Non-citizens in MOUSE will be restricted from most alliance matters, they will be expected to fight for MOUSE knowing that in the event they are attacked that MOUSE will defend them. But they will be extended no voting privileges. Part B: Citizens Non-citizens that have shown there worth to the alliance in whatever way is deemed fit by the Minister of Domestic Affairs (explained in further detail in section 2). At this level members are not only eligible to vote on any alliance matter, and encouraged to take part in all votes and discussions regarding alliance policy. Part C: Honored-Citizens Becoming an honored-citizen is the highest achievement one can earn in MOUSE. Honored-citizens have access to every alliance mater no matter how sensitive, and have the right to run for government positions. To become an honored-citizen one must first have the recommendation of a current honored-citizen, than they must have the approval of the current citizens by winning a majority of votes. Citizens and honored-Citizens will have the right to cast one and only one vote in each matter. Non-citizens will have no voting privileges. Section 2: Government Government in MOUSE will be made up of 2 major positions, the Minister of Foreign Affairs, and the Minister of Domestic Affairs. The two may have as many cabinet members as they wish, but all Ministers and cabinet members must be honored-citizens. While positions of power will mostly stand as figure heads, and not wield any more power than any given Citizen they should be considered experts in their field and will be relied on to guide MOUSE. Part A: Minister of Foreign Affairs The Minister of Foreign Affairs (MoFA) will be speak on behalf of the alliance on all matters that involve relations with outside Alliances this includes but is not limited to matters of treaties, and wars. Part B: Minister of Domestic Affairs The Minister of Domestic Affairs (MoDA) will preside over any internal issues in MOUSE, issues regarding tech deals trade circles and most importantly administering court affairs. Part C: The Cabinet Cabinet positions may be created and destroyed at will by the minister that sees over the area said cabinet position is in charge of. Members of the Cabinet should be experts in whatever field they look over. They will oversee programs to help MOUSE grow. One must be elected into the position of MoDA/FA, elections will be held every 2 months for each position and will be staggered so that each month one of the two positions is up for re-election. Voting will be open for 2 days and winners will be decided by majority rules. Section 3: Creating, Repealing and Amending Laws Laws will be made and voted on by citizens of MOUSE, and all members will be required to follow them. Part A: Creation of a Law Any Citizen may create a new bill to try and pass into law, said bill will be debated on for as long as the creator sees fit, after debating voting begins, this will last at a minimum 1 day, and a maximum of 3 days, the bill will state its allowed voting time, if no time is given, 2 days will time will be assumed. A bill with a majority of the votes in its favor after the allowed time will be passed into law. Part B: Repealing a Law If at any time a Citizen feels that a law is out dated they may move to have said law repealed, or amended, this process is much like the process for creating a law, but in the place of a bill will be a report of what should be changed. Section 4: the Courts If at any point a member of MOUSE breaks a law they shall be subjected to a trial in court, trials will consist of a week of debate between the convicted nation and the citizens of MOUSE, the MoDA will be in charge of the final judgment and if need be a sentence for a guilty nation. If the MoDA is the one on trial the MoFA will take on these responsibilities. While debates and final judgment are pending the accused nation will be demoted to Non-Citizen, if he/she is found guilty they will serve out there sentence as decided by the MoDA (MoFA if the MoDA is on trial). If found innocent there rank in MOUSE will be returned. And life will continue. Section 5: Amending the Constitution of MOUSE Amendments to the Constitution will follow the same rules as creation of laws, but 3/4th of the alliance of MOUSE must vote in favor, that is 3/4th of the number of citizens in MOUSE and not just those who vote.
