Mayhaps we should let the current GRL go down before uncapping the GRL, if indeed we do uncap it. It would give larger/MPing nations a chance to rethink their mad liberal usage of the nuclear weapon, while not utterly destroying the environment to those who would certainly not have raised it so much knowing the consequences.

Not really. If only the top nation gets their flag, then that's 1 bonus flag per round (3 months?), or 4 flags a year. Perhaps a Named flag as well, as opposed to Custom Flag ##, maybe the user's name, etc.

There is 22000 citizens, and i have 20 improvements, and it is saying i cannot but more. I do have enough money to buy one, obviously.
