My bad for being a first time player of CN. I didn't realize A. That you even needed a slot for foreign aid, and B. I would get scolded for asking a question. I did read that section, several times, in fact. I guess since I didn't realize what a FOREIGN AID slot was or that someone even needed one that I just assumed it was a trade slot. I was recently thrilled to get my first 1000 citizens and waited and saved my money for 5 days straight to get enough to purchase a Foreign Ministry, however, when I did, I noticed something funny.
