[b]The Tangier Agreement A Treaty of Association and Confederation[/b] [i]The Emirates of Tangier, Rabat, Tetouan and Larache come together in the interests of mutual security and benefit to agree to abide by the following contracts and stipulations for the formation of the Tangier Union.[/i] [b]I. Political Status[/b] By signing this agreement the Emirates of Tangier, Rabat, Tetouan and Larache, as well as any future signatories (hereafter referred to as SIGNATORIES) agree to cede limited sovereignty over their respective domains in order to allow for greater coordination of economic, security and foreign policy. The SIGNATORIES recognize that they are giving up their status as independent status and investing it in the greater Tangier Union. While they are no longer independent entities, the SIGNATORIES shall retain control over their respective domains free of interference from the central administration or other parties except in areas explicitly enumerated in this document or through separate and subsequent agreements. [b]II. Political Organization[/b] Governing authority shall be delegated by the SIGNATORIES to a central administration with the understanding that the central authority shall not infringe upon the sovereignty of their respective territories. The central administration shall be comprised of a single individual, designated by the SIGNATORIES, holding the title of Hakim, who will be responsible for executing the powers of said office and overseeing the collective affairs of the Union. The Hakim shall be supported and advised by a consultative council of advisers comprised of two members appointed by each of the SIGNATORIES. The SIGNATORIES shall retain their existing systems of government and under such authority retain purview over all matters not designated to the central authority. [b]III. Economic Union[/b] The central authority is hereby designated with the responsibility of establishing policies to coordinate a mutually beneficial economic climate for all SIGNATORIES. Further, the central authority is granted the responsibility of coordinating customs and tariff policies amongst the SIGNATORIES and establish plans for economic investment and development projects that span multiple SIGNATORIES. In order to maintain a stable and beneficent economic situation for all SIGNATORIES, the central authority may enact whatever economic, trade, fiscal, business, or otherwise commercial regulations and policies as may be needed to promote economic development and commercial growth between and among the SIGNATORIES as well as the world at large. [b]IV. Monetary Union[/b] The SIGNATORIES hereby agree to adopt the Dirham as the sole currency for all debts both public and private. The central authority shall be tasked with overseeing all monetary policy on behalf of the SIGNATORIES, and to this end shall establish a Division of Monetary Stability to control and implement all monetary policy. The Dirham shall be pegged to a basket of currencies containing the Athenian Euro, French Franc, UFE Yuan, TRG Gulden and the New Spanish Bancor. The DMS may alter the basket of currencies as the international situation dictates. The DMS is charged with managing the strength of the Dirham and is mandated to optimize the exchange rate for maximum growth potential. [b]V. Security Cooperation[/b] Maintenance and oversight of the various armed forces of the Union will be retained by the respective SIGNATORIES. In the event of extreme peril to the Union from external threat the central authority may declare a State of Siege and temporarily institute a central unified military command. This military command will last only for the duration of the State of Siege. The central administration will be responsible for overseeing and coordinating security matters related to the transit of people and goods between the SIGNATORIES and with the international community. [b]VI. Accession of New SIGNATORIES[/b] Independent political entities existing outside the current Union may accede to this Agreement and, with the approval of the existing SIGNATORIES and the central administration, join the Union as a full SIGNATORY. Full SIGNATORY status is only granted after successfully proceeding through a transition and compliance phase during which time the acceding party must demonstrate full compliance with the stipulations of the AGREEMENT and other relevant Union laws and regulations. Such a transition period will be overseen by representatives of the central administration and may be terminated at any time by the central administration if they determine the acceding party to be making insufficient progress in complying with all necessary agreements, the transition period shall be capped at ten years after which an acceding party which fails to fully comply with all relevant agreements will have its accession process terminated. [b]VII. Amendment[/b] This Agreement may be amended by a unanimous vote of the existing SIGNATORIES excluding any entities under temporary status or in the accession compliance process. [b]VIII. Suspension[/b] SIGNATORIES may be suspended from the terms of the AGREEMENT by a unanimous vote in favor by the SIGNATORIES and the central administration excluding the SIGNATORY in question. [b]IX. Expulsion[/b] SIGNATORIES may be expelled from the Union and removed from the AGREEMENT by unanimous vote in favor by the SIGNATORIES and the central administration excluding the SIGNATORY in question following a successful vote for suspension of a signatory under CLAUSE VIII. SUSPENSION and the conclusion of a formal investigation into the SIGNATORY in question by the central administration and a presentation of the aforementioned investigation to the other SIGNATORIES.   2. The Tangier Union would like to welcome Colorado in to the Community of Nations.
  3. The small seaside town was almost totally deserted. Most of the population had left long ago, unable to take the hardship of living in a wild, unorganized land. Those few who had remained, those who had weathered years of hardship, had been served with eviction notices by Tangier. A week later heavily armed men in Sabah Group uniforms arrived and completed the process of relocating the people to a new development that was being built in Rabat. With the people out of the way, construction crews swarmed the small ghost-town. The now empty and crumbling houses were torn down, the same with the small church, the town hall and the two room school-house. All had to be removed to make way for a shining example of Tangier's glittering future. The seawall would be extended and repaired to make way for an expanded port that would be dredged to allow small container ships to make entry. A new grid of streets would be built, with apartments, stores and shops built to accommodate a permanent population of 2000 employees and support staff with room to hold up to 4000 more. In the center of the new compound would be the Headquarters building of the Sabah Group. A glittering 35 floor work of steel, marble and glass rising out of the earth while stretching six floors below. The plans also called for a sloped concrete perimeter wall to be constructed around the compound, allowing enough room for future growth.

Despite his best efforts the Andorran was doing a poor job at concealing his true intentions so Peter wasnt too surprised when Bridgette turned on him and that odd lizard creature. The speed and ferocity with which Bridgette turned on them was too much however. He slammed his palm down on the table and burst out a deep, booming laugh.[/i] Bahahaha, ohh this is all too rich milady. Why leave? Why not just kill these two now and continue with our discussion. [i]He paused for a moment, thinking. A hint of a smile began to creep across the corners of his mouth.[/i] I think a dead Duke would be an excellent way to show these powerbrokers you speak of that there is a new force in the world, think of the message it would send. [i]He stood and slowly walked around the table to where the guards were holding Paul and the lizard. His hand drifted to the hilt of the sabre he wore on his hip, his eyes locked on the Andorran Duke.[/i]

[i]The letter had somehow reached him in the remote wilds of UFE Administered Central Alaska, delivered to a lonely cabin that had no address by a dog sled team whose driver hadnt stayed to talk. The contents of the letter interested him to say the least, he was a man who was getting up in years and his scenic tundra abode wasnt his home by choice. There were more than a few people who had done him wrong, and more than a few countries he wouldnt be sorry to see buried in a history book. He paced about his one room cabin until he came upon the spot he was searching for, he bent down and gave a good tug on the floorboard which came free in a cloud of dust. Revealed was a compartment filled with a loose pile of pictures, a coronation, weddings, a man in military uniform leaning over the railing of a ship sailing out of harbor, tears in his eyes. He rifled through the pictures until he grasped the edges of something hard, wooden. He pulled the rectangular, polished oak box out of the floor and carried it over to the small table and chair underneath the cabin's only window. He opened the box and was greeted by the familiarity of the things that lay inside. Wrapped in green cloth was an ornate scabbard and sabre, detailed with etchings depicting great scenes from antiquity and adorned with a series of red-green Alexandrite stones running along the hilt. He pulled out too a worn and battered Makarov, it was clear it had seen a lifetime of service from the number of nicks and scars it carried. Snapping the lid of the container shut, he placed the box in a large green duffel bag on his bed and began to pile clothes on top of it. Just as he was about to leave he paused and looked again at his now mostly bare closet. Hanging to the side was an old military dress uniform, all white with gold and crimson braiding along the sleeves of the jacket. The epaulettes carried five gold stars and a crimson embroidery of an eagle clutching a thunderbolt and scroll, the insignia of the Royal House of Okhrana. He folded his old uniform and gently placed it in his bag. In a matter of hours, Peter Duncan, defender of one nation and father of another, boarded a small charter jet and flew to the meeting in remote Northern Sweden. On the plane he changed into the old uniform he had almost not brought with him. Turning to inspect his figure in the mirror of the plane's bathroom, he was surprised to see it still fit him perfectly. It had been almost two decades since he had last worn it, after the death of his wife when he fled the ruins Port Haven and fled into the wilderness. Two decades in the wilderness had kept him sharp, lean, focused. Even now, in his mid fifties, he still cut a dashing figure. He had few wrinkles and his hair grayed only at the temples, though his once auburn hair was now just a dull brown. The flight had offered him ample time to reflect on the events that had come to define his life, the events that now inspired him to make this journey to Sweden and put himself in league with one of recent history's more interesting characters. He still remembered vividly the Winter War with Ubersteinia; how is country's neighbors had taken advantage of the civil war in his country to wipe his homeland off the map. He had lead the rearguard action against the German and Ubersteinian troops as the advanced on the last civilian evacuation point in St. Petersburg. That Germany was gone now along with Ubersteinia, but Slavorussia yet remained. He arrived just as Saenger had finished her presentation. As the map behind her slowly faded, he walked in.[/i] You will have to apologize for my tardiness, Alaska is a remote place. Getting out is just as difficult as getting in. [b]A Back Room, Somewhere in Tangier[/b] It had been a tough few years, he had never imagined himself to be a business man and yet somehow he had pulled the company through some pretty tough times. The dissolution of the League had left Said Al-Malak without a country and a job, and it had left AI Corp without a place to do business or a CEO. He didnt think it at the time, but it had turned out to be a pretty good fit. He may have had to shut down most of the businesses and change the name, but Sabah Global was a profitable business once again and would soon have a new home. Just as Said began to pace the worn, stained carpet floor, he heard a knock at the door. The man who walked in was short, no more than five foot five and was sweating profusely, the setting Tangier sun was less the problem than his considerable girth. He pulled a handkerchief out from inside his suit jacket and mopped the sweat from his face. "Mr. Bouziz, my friend, I was worried you were not going to make it." Said walked over to greet the pudgy Adel Bouziz, he forced a smile and beckoned him in. "I am sorry about my tardiness, this place was more difficult to find than I had anticipated." Mr. Bouziz spoke in a raspy tone in between very audible attempts to suck air in to his overworked lungs. "Of course, but you must understand the need for such secrecy," Said beckoned him to sit at the crooked table in the middle of the room, a few pieces of paper lay neatly arranged next to a pair of pens. "If we are to uphold our arrangement then no one besides the two of us must know of its existence. Imagine if your new subjects were to find out, Im sure they would be quite upset." Bouziz shuffled over to the table and leaned over the papers. Apparently hard of sight he practically buried his nose in them. "This covers everything we discussed, yes?" Said paused, even with his nose buried in it apparently Bouziz still could not actually read the text. "Indeed my friend, in return for putting our considerable financial and political support behind you and the Tangier Union, the TU agrees to grant my company exclusive telecommunication, mass transit, commercial, internet, shipping and defense procurement concessions. The TU further agrees to grant my company the rights to Ksar es-Saghir and to consult with me or my designated representative on all matters related to international relations and the economy. If you will just sign above your name, you can get to work leading your new country." Though Said was smiling as he watched Adel Bouziz sign on the dotted line, inwardly he was fuming. The man was an imbecile and he was putting him in charge of a country, but there was no other recourse. The man was like putty and would do as he was told. Besides, it was often better to be the man behind the throne than the one on it. -------- FOR IMMEDIATE RELEASE-PRESS STATEMENT Late last night representatives from the cities of Tangier, Rabat, Tetouan and Sale concluded negotiations on the establishment of a political, economic and military union for the mutual betterment of all parties. The Tangier Agreement establishes a Union between the four principal cities and their hinterlands and creates a central administration to coordinate the economic, foreign and military policies of the new Union. The Emirs of the principal cities have agreed that Mr. Adel Bouziz, a prominent businessman and confidant of the Emir of Tangier will be the first Hakim, or leader, of the Tangier Union's central administration. Aged 59, Mr Bouziz served in a number of upper level positions in the previous government and was the unanimous choice for the position. As Hakim of the TU, Mr. Bouziz will retain extensive discretion in how Union funds are put to use as the Emir's agreed that the creation of any sort of legislature would only restrict the needed program of investment and economic overhaul that is needed to bring the state in to the 21st century. Instead of a distinct legislature, the TU government will instead have a small council of general advisors that will collectively vet and oversee the federal budget. Mr. Bouziz is expected to give a formal press statement later today on the formation of the Tangier Union and will be happy to take any questions.

NpO is just an alliance, same as any of us. [/quote] Thanks for proving my point Xiph that VE was going to roll NpO regardless of what happened. If anything, this 'rebuttal' has shed any pretense of having the higher ground and just jumped into the mud with all the other alliances that have been hated and demonized over the years. Just because other people have skipped negotiations and gone straight to the war phase doesnt mean that VE is absolved of responsibility. People have been complaining about this sort of thing since the beginning Xiphosis, usually it was the people you were allied with doing most of the complaining.

Now we have this information showing that Impero provided Lennox with information to give to NpO and I think we have a pretty good understanding of why Lennox chose to 'spy' on VE rather than MK.

[/quote] Indeed, VE started this war because they wanted to. My point was that this situation with Dajobo didnt need to start a war if VE didnt want it to, you can always negotiate a settlement if both sides are willing. VE started this war because they wanted to, if Dajobo hadnt messed up then VE would have found another opportunity and taken it. Im not going to make a blanket statement about why everyone goes to war, but from my perspective VE has shown an intent to go to war with NpO and the Dajobo issue is really just their excuse.

[/quote] While I do agree with the first part I would have to raise issue with the second portion in light of the information brought up by RV. If you accept all of RV's information as valid then it shows an intent by VE to generally go to war with NpO. VE was motivated to go to war before Dajobo did what he did, his actions simply gave VE the excuse to do what they already wanted to do. If they actually wanted to sort things out without a conflict Im sure Impero and NpO could have worked something out. If anything Dajobo has the bad luck of being the excuse for VE attacking NpO, if it wasnt Dajobo 'being naive' then something would have happened a few weeks from now and we would find ourselves in a similar situation.
