The small side can always do proportianatly more damage per nation than the big one especialy in the early phases of a nuclear war
A nation with 3 attackers on it can get 3 nuke hits in per day until supplies run out, the atackers can only throw one back

Give it 3 or 4 weeks until the small sides stockpile is exhausted and they only have what they can buy daily to throw and the damage odds should swing heavily in favour of the larger force

Air and ground attacks can easily balance nuke damage on a single target, and in a 3 v 1 even surpass it. So there's more to it than just that.

In every nuclear war where both sides are prepared there will be almost equal damage on each side. The only difference is that the C&G side has a lot of friends taking a hit and spreading the damage out where as the TOP side gets the damage concentrated on their smaller amount of alliances.
Nobody wins in nuclear war.

Except Jack Diorno who gets to see the top 4 smallest alliance gains are IRON, TOP, NpO and MK.
Only thing that could make it better is if echelon was among those as well.

In 3 or 4 weeks we'll be fighting smaller nations without the military wonders or experience to put up a good fight. Of course, many on your side will be ZIed too, they could put up a decent fight down there, but hey, they got ZIed with us so doesn't really matter at the point.
