In recent news mere weeks after announcing the new Empire the finishing touches had been made on the city, a large metropolis most likely making several nations jealous if only for the mere size, for the city a kind of Island construction was chosen amongst others converting land into a kind of lake that would just increase the beauty of the city. Of course the parts of the rain forrest destroyed would be planted elsewhere and green finding its places inside the city itself.

As for the actual construction of the city many metals were used including gold and silver mined from the many reserves on the continent.

One of the many streets inside the city, the large interstate system above the city connects through several bigger cities and is the easiest way to go from the west of Foundation to the East.

Due to her size and sensitive location the architects had covered AA and radar installations inside the city. Using dozens of low frequency radar installations and a few high frequency systems people would probably have some notice, in addition to the AA and radar several surface-to-air missiles were also strategically hidden at the edges of the city. And last but not least there would always be roughly 50 Interceptors available to quickly stop any nation foolish enough to attack the city.

While people at High Command knew their current situation would make hostile invasions possible to flex their muscles and have increased odds against possible invasions. The former rulers in Phoenicia had already begun the construction of sea-based defenses 2 and a half years earlier some of these smaller projects were nearing completion like the SOSUS in the old EEZ, High Command first of all within Phoenicia ordered construction of the SOSUS to cover the new part of the EEZ within Phoenicia with SOSUS at the same time the designs used were forwarded to their partners in the provinces north and construction would commence relatively soon there too. The systems would be linked to the Central systems in Foundation to at least detect any ships coming within 200 nautical miles of the South American continent. At the same time higher technology defenses using railguns and thermite would be researched by the scientists in all provinces. The power of a continent working together to create a defense for their holy empire.

Last but not least to create understanding and promote people applying for the police a large recruitment campaign had started within Phoenician Provinces. Posters showing police officers at their job and the motto of the police would be found at every government building and due to the nature on several civilian ones too it was expected this would help grow the Police Corps by at least 25%. The posters also showed the new uniforms used within the provinces.

Imperial Soldiers were the envy of nations across the world. Their armory was highly advanced and yet rugged at the same time, reflecting the need for technology capable of standing up to the Amazon. The various Armored Combat Suits present in the Imperium would be distributed and reproduced for various new Holy American Empire elite infantry squads, many of which drew manpower from both former nations' Special Operations communities.

The Holy American Empire is in the process of creating a unified military equipment list; oftentimes based on old Imperial Weaponry.

ICR

The better part of a decade of research culminated in the Individual Combat Weapon; or ICR. This automatic weapon is entirely modular; it can switch between 5.56mm and 7.62 ammunition virtually identically to the venerable Magpul Masada. Various attachments exist for the rifle such as Holographic Sights and a limited system detecting electrical impulses of the human brain.

G-3 "Longbow"

The Longbow arose as a bit of a Jack-Of-All-Trades; capable in many roles, yet master of none. The high-powered rifle chambers highly devastating .70 caliber ammunition. Combat Rifle

Contracting out the challenging task of creating a brand-new battle rifle to replace the aging Mk 14 Thunderburst was a tough decision; one that paid off as Kriegland R&D stepped up to the task. This 7.62mm firing rifle uses a variety of rounds depending on the mission, from tungsten spikes to frangible ammunition to even SABOT rounds for single-shot fire. It is highly customizable, with Holographic Sights, Telescopic Sights, and even Grenade Launchers availible.

More individual weapons will be developed as the various programs in research come to fruition.

Over the next few days some drastic changes would follow in regards to the Eastern sea of the Empire. First of all, all forces were withdrawn from the Umbrella Corporation and transfered to the until then minor base at the Western Falklands this was followed by increased deployments to 80,000 Soldiers and 20,000 Marines as excuse they would state the deployment was due to the increased global tensions. Similar excuses were used for the positioning of several Submarines, Carriers, Battleships, Destroyers and Cruisers not to forget the 10 Squadrons of F-1s and 2 Squadrons of B-2s. The Antarctic territories were also reinforced with new soldiers.

Finally, to end the chain of events the governmental news agency would announce a large military operation

In the interest of proving the efficiency of the new united Armed Forces the Generals in command of the Military have announced a large military operation in the Atlantic waters around the Western Falklands and the Antarctic territory, these forces will participate in wargames with 4 different teams, the winning team will receive a temporary increase on their monthly salary. Due to the teams consisting of both Phoenicians as Imperium soldiers it is expected to create cooperation on a whole new level.

After the founding several institutions had been tasked with formulating a Defense plan to protect the land of the Empire within South America and on the oceans, at this priority was put on coastal defenses and the remote Islands that were somewhat away from the mainland.

The remainder of the forces are advised to be deployed across the nation to ensure order and be able to quickly respond, regular trainings especially in regards to using the terain in a defensive situation are recommended.

Advised Air Force Deployments:

At any time there should be at least 400 Fighters ready to defend the Empire against enemy attacks. These should be divided over the nation giving priority to the larger cities.

In addition it is advised to keep 90 Fighters and 10 Bombers within the Azores, the Bombers on ground and the fighters on Carriers, these should be able to quickly respond to any threats. These deployments are desired due to the time reinforcements will take to arrive.

Finally, it is advised 10 Fighters and 10 Bombers remain in Miyako. Such numbers will ensure a net of security for the Empire.

Advised Naval Deployments:

The navy should be divided in 4 separate Fleets, one to ensure Imperial security along the Pacific coast and any possessions in the same ocean, one to maintain a presence capable of reacting to both humanitarian crisises and allied needs in Europe, one to maintain security along the Atlantic Coast, and one fragmented fleet dedicated to landing forces.

Advised Strategic Deployments:

For preserving the sovereignty of the Holy American Empire and maintaining a public image this committee advises AGAINST deploying any Strategic Weapons with the exception of Cruise Missiles and EMPs outside of the American land of the Holy American Empire, with the exception of the Azores island chain. Ballistic Missile Submarines should only be deployed close to other nations when war is expected to be on the horizon.

Defensive Systems:

Ground Based Defenses:

It is the recommendation of this committee that not too excessive funds should be aimed at protecting the mainland from enemy invasions by land. Remote controlled mines using basic thermite should be placed at all international borders in high densities, especially to routes leading towards the trans-South American highway system. Several fail safes are recommended to prevent accidental detonations. Domestically all major transport routes (roads, bridges, rails, etc.) should be easy to detonate through the use of explosives, systems should go to one central base in charge of all systems across the nation. Furthermore, every military base will be equipped with enough cataclysmic warheads to utterly vaporize any Empire technology. The same goes with research facilities. This base should be EMP-proofed and sufficiently defended against enemy attacks as to ensure the systems remains running, it is recommended security precautions are equal to the launch procedures of Nuclear Warheads. No less than 40,000 soldiers will remain on-base at all times. *Classified* Base will likely be located in one of the old Imperial underground-cities.

To detect all enemy aircraft including stealth a combination of ground based and space based radar systems should be used. This part should be given high priority to ensure the airspace is safe. It is the recommendation of this committee to create a kind of mirror system on the both radars. Due to this process a Stealth Aircraft would become a hole flying through the air on national systems. A very high resolution IR camera should then be used to confirm the identity of the anomaly. In addition low frequency radar should be deployed across the nation. To prevent human error in the AA systems all SAM sides and AA guns should be connected to a national computer. This could then attack and calculate if support from the ground by American aircraft is needed. Just as with other automated systems manual overwrites should be able at individual sectors. Across the nation acoustic receptors were also established. The stations were massive discs which scanned the sky for unusual noises, capable of detecting stealth aircraft by the sound of their engines from dozens of miles away. These systems should be deployed on all lands of the Empire including the remote islands no matter how small.

Finally, a large operation should commence to EMP-proof all buildings and systems within the Empire first priority should be military followed by industry and finally general civilian matters. All new buildings should have plans for EMP-proofing in their building plans to be accepted by local governments.

Coastal Defenses:

It is recommended the SOSUS systems should be expanded to 500 nautical miles of any side of the mainland where it does not violate the sovereignty of other nations. Territory not covered by this should have the SOSUS systems stay within their respective EEZ. No systems are to be deployed in Miyako due to it being a lease and not American territory. As a defense to act once 3 systems should be used. First of all, just as with the ground based defenses remote controlled mines (these improved by nano-thermite) should be deployed within 200 nautical miles of the American mainland where it does not interfere with the national territory of another sovereign nation. The Azores mine field should be limited to 12 nautical miles.

As a second measure of defense, Railguns should be placed across the shoreline powered by small Nuclear Reactors. These railguns should be able to quickly respond if the mine field comes in too late or fails in its purpose in essence it could be used to enhance the destruction of the mines by firing once within range. With a theoretical range of dozens of miles, these guns establish a zone of control out to twenty miles. Supporting these installations in a 10:1 ratio, new AA bunkers and systems will be established across the American coast and along island possessions. These hardened reinforced positions take advantage of natural geography when available, but otherwise literally contract the building of new mountains to establish defensive positions with.

Finally, Hypersonic Missiles should be deployed with the railguns. These missiles should be filled with warheads of a high mass to hit a ship at a maximum speed exceeding Mach 3. For submarines it is advised to stay with conventional tactics of using Attack Submarines and Anti-Submarine Warfare upon detection of hostile submarines. To increase this fixed active sonar installations should be used. Just as with SOSUS these systems should be mainly automated. The mines should only be activated when the SOSUS detect hostile ships coming, when there is a threat to civilian or allied vessels close only defensive measures 2 and 3 should be used.

Safety:

Finally, to ensure systems are not hacked they should all have their own intranet and eventually connected by several highly secured connections to a Central Command facility. These systems may not be linked to the Military or Civilian internet. Hard Disconnect buttons and physical removal from the network as a whole is available to all installed stations, preventing the network from being taken completely through the simple expedient of pulling the plug.

By now the deployments had been completed and construction of the several fortifications would commence it was expected the total project could take several years but priority would be given to naval defenses.

While the forces in Miyako were still preparing to leave and packing up their stuff all forces there were put on Defcon 1 with the Pacific Fleet given a readiness order and orders to go closer to Asia. This would all be part of the Imperial plan to improve the efficiency and response of the Pacific Forces who would more actively watch their part of the ocean.

Just as fast as the mainland forces had mobilized they returned to a normal state again. Nationwide defcon levels were increased to 3 and most of the forces were informed they could return home. The Pacifican forces remained at Defcon 1.

All Military forces were ordered back to Defcon 4, the forces stationed in Miyako were by now all welcomed back home. Preparations were made to make the final increase of the Defcon to 5 if the situation in Florida was solved for at least 1 month.

Furthermore the defenses were proceeding steadily, As the SOSUS was being deployed transports with the mines followed to extend it once SOSUS was established in a zone. Due to Phoenicia already having an extensive network less priority was put there as it could be expanded faster. Until the network would be fully deployed the 2 Battlefleets would be on increased patrols and most ships were kept close at home. The SOSUS in the Azores had been completed for 50% by now with the minefield at 25%.

In the mainland of the Empire the SOSUS was at 5% and the Minefield at 4%. Railguns were progressing less fast but still in a reasonable pace it was calculated approximately 2% of the line had been completed. The plans for the ground were progressing much slower but with the decrease of tensions given more priority again the minefield at the borders were at 10%(OOC: Not so many borders to mine) and the Stealth Detection Systems at 5%. Due to the bases in the former Holy Imperium of Man already being fully EMP-proof and those in Phoenicia mostly the EMP-proofing of the remaining bases was at 20%.

The bunker having been ordered way before the reports was already at 40% and expected to be ready for use within the next 2 years.

A remote town in the area of Buenos Aires has hit national news recently with tensions between 2 minorities rising to a point of armed violence. It all started with a fight on new years eve that has resulted in 5 deaths by now and 20 wounded. In response the local government has finally started, the city has been made off limits and an official request has been filed with the Army to deploy 500 Soldiers to reinforce the riot police already on 24/7 duty. The request has been approved late in the evening yesterday and the first soldiers have arrived today. Road blocks have been established and several temporary laws have been declared. These include a dusk to dawn curfew and temporal suspension of the rights on privacy. While these actions will halt the violence the local police has hired several experts to go on the streets and talk with mostly the teenagers involved. So far 120 people have left the town temporarily until things cool down.

Imperial Senate convenes in Foundation; discussing recent issues abroad.

Earlier today, the Imperial Senate took the time to conduct a meeting in their chambers within the Imperial Capital. Some of the more controversial topics of the last few months came to light, inevitably exposing the factions within the Senate; often split along theological or sociological lines. Perhaps unsurprisingly there was a noticeable lack of "Former Imperial" unity as opposed to "Former Phoenician".

'There can be no negotiations with the terrorists seizing control of Madrid. Obviously their leader is an oaf with a large enough fortune to obtain plastic surgery and classes in charisma. The only logical course of action is to side with any who require it and crush the rebellion in its' infancy. That territory rightfully belongs to Valencia first, Scotland second, and Madrid the so-called state doesn't even place in this competition.' - Sen. Most other parties have elected to support one or the other stances, with varying nuances which are minor in the face of the main issue. A vote was called on the issue to recommend a course of action for the Emperor and Empress; recommend being the key word.

Four Senators either abstained or walked out in disgust, a new low for Imperial proceedings. The recommendation sent to the rulers of the Empire was worded as such.

'Through near-overwhelming support the Senate has elected to support an immediate offer of assistance to any and all nations working through military and monetary means to eliminate the state of uprising within Madrid and its' outlying areas. At your majesties' word the attached plan for dissemination of Imperial Arms from the Azores depot will be implemented, giving the nation of Valencia no less than 50,000 Individual Combat Weapons with significant reserves of ammunition. In addition the plan outlines channels for potentially larger donations of military goods.' - Consensus of the Imperial Senate.

Imperial Senate again convenes

While there was in fact more unity from former Phoenician politicians as there war from former Imperial politicians the camps from Phoenician provinces were still divided on several issues, one would become more obvious today. Shortly after the former meeting a new issue was brought up by the Social Unity Coalition(the main leftist party).

"While it is a good agenda to provide stability outside of the Americas we must keep our neighbors in mind, the nation of Curristan has been a supporter of the Empire for a long time. After having had several civil wars this country is approaching an economic crisis that could cause even more conflict and spread instability to American nations amongst others our own nation. Therefore I call for a government policy to promote investments in Curristan and have the government itself fund projects. Only this way we can ensure stability, military forces alone aren't going to make it. If this plan works we could even apply it to more nations friendly towards the Empire but in trouble"the leader of the SUC stated in it's address to the Senate, the plan had a large approval but was mostly hindered by the Conservative party originating from Phoenicia, the plan was eventually approved with a small majority.

Defenses continued to be erected steadily in accordance to the Imperial policy laid forth at the very foundation of the empire. The SOSUS network was for all intents and purposes complete in the Azores; work on Central America and former Imperium territories proceeded at a somewhat slower rate; reaching 30% completion due to some zones being given higher priority than others; such as Imperial Center. Fortunately the minefields were far easier to emplace one the assets of Battlefleet Terra were drafted into the task; indeed a modification to doctrine called for larger minefields in order to compensate for SOSUS short-fallings.

A special form of mine was placed, averaging one in one hundred in the deep ocean. These 'mines' were highly sophisticated electronics packages which simulated the sounds and actions of a submarine firing when armed. These noises served to mask disguised, stealthy torpedo launchers either tethered to the ocean floor or actually embedded within the soil. Sophisticated Passive detection systems listened for the slightest sound of a submarine reacting to the decoys, and would counter-fire at the pinpointed source.

These more advanced measures were understandably behind other defensive projects; the minefields as a whole standing at 14% whereas the torpedo defense net rested at a mere 5% completion.

The collapse of Curristan left the Empire with much less land to fortify; emplaced mines and fortifications were disassembled when possible and split between the Diberian and Reich borders of the Northern Empire. Munitions and materials already earmarked for the now-dissolved border were instead rerouted to nodal military stockpiles pursuant to the Pax Americana doctrine. These weapons would remain preserved in the event of an invasion on home-soil.

A massive economic upswing had materialized as more and more jobs were created supplying the mammoth undertaking across the equator. This project had required power, and Imperial Engineers had deemed it necessary to produce more of the Fusion reactors provided by the GDR. State-of-the-art plants sprung up outside major urban centers located around the coast. These additional reactors would also provide power for the coastal defenses being erected.

With the only other main presence in South America dissolved, the leaders of the Empire shifted more and more resources from land-based defenses and instead sought to prevent landings before they would occur. It was to this end that the Pax Americana doctrine called for camouflaged missile bunkers and anti-missile systems to be constructed in addition to the frustratingly slow-to-build railguns being placed according to an area's status in the Empire.

These railguns were to be accompanied by massive 16" guns working off of the advanced ETC principles for firing shells; combined with both inland radar stations and the SOSUS network the conventional guns would be able to accurately hit targets at a distance of 15 miles. Actual range exceeded that, but accuracy percentages sharply declined after 20 miles or so.

Missile silos were noticeable and always earmarked for first strike operations. So, the Empire had elected to produce missile 'boxes' within the underground factory cities of the former Imperium and shipping these boxes in components which passed for ammunition crates from orbit. Each missile station, when fully assembled and installed within the coastal hills, held multiple 'sprint-mode' interceptor missiles as well as anti-ship cruise missiles capable of being pneumatically launched into the ocean before firing; thus keeping the missile box' location unknown.

Stealth detection systems further in-land provided with computer mainframes measured in petaflops of power were constantly scanning the skies through a multitude of sensors for any sort of anomalies which would give away a stealthed aircraft. Acoustic mirrors along the coast would be able to detect any slipping through the net on their approach. Such a complex system takes time to develop; as it was the network was rated at a mere 15% complete.

EMP weaponry could be used to devastating effect, as the former Imperium had noted after the Colstream crisis. It had taken measures to eliminate this vulnerability; only the most antiquated civilian hardware was susceptible to elimination by the weapon. Power stations and factories had multiple redundant systems in addition to the hardened electronics coupled with fiber optic links to the outside world. The entire building acted as a Faraday cage, making EMP weapons as a whole mere inconveniences to the less up-to-date citizens of the cutting-edge happy Empire. These improvements had trickled down to the former Phoenix Empire with steadily increasing numbers; it was estimated that the Empire as a whole stood at a solid 35% immune to Electromagnetic weaponry.

In a highly classified memo, plans for the first truly large Imperial Space-station were being drawn up.

The Imperial Class is the largest fleet carrier currently in operation. With a total of 125 aircraft at your disposal, the Imperial is able to project power over large tracts of ocean. Operating as part of a battle group, it fulfills the vital role of mobile air superiority for large-scale campaigns deep in enemy waters. (5 spaces in the aircraft package have been left empty for additional ammunition storage)

Additionally, the Imperial Class has the unique function of lobbing ABM missiles armed with full-yield Microwave emitting warheads. The system is designed to stop any sort of 'scatter-shot' type missile salvo by frying missile guidance systems into either exploding prematurely or dropping harmlessly into the ocean, as engines cut out without power.

The Imperial Class is more often than not the flagship of a fleet; with its' advanced systems for detecting, categorizing, and ultimately eliminating threats. Truly the Imperial is a capital ship worthy of its' name.

Originally designed by Hybalt Defense Industries for the Republic of Daorim, the plans were never put into effect due to technological constraints. Now redesigned to reflect changes in the armament and with additional advanced sensors and systems, the Dreadnought Class has breathed new life. Armed with a 20 inch ETK railgun, it is specifically designed to perform as a shore bocmbardment platform. The long single barrel serves to accelerate the round fired, producing devastating damage on impact.

The vessel itself is subdivided into 40 watertight compartments below the waterline. If needed, they can be sealed off individually in case the hull is breached. The engine rooms are located in 4 separate compartments, to reduce the possibility of a direct hit disrupting the power supply. Vital functions, such as engines/fuel storage are clustered near the center of the main hull, allowing the secondary hulls to shield them from direct fire.

The Dreadnought Class is armored with several layers of material which complement each other. The outer covering is made of a ceramic mix, fired in ovens and arranged plate by plate. Built for defense against kinetic-based weaponry, it diffuses the energy of contact and spreads the shock out along the outside of the ship. A titanium composite strengthened with heat resistant metals is underneath. This second layer is lightweight, yet incredibly strong proof against explosive weaponry. Special care has been taken to armor the traditionally weak area of the vessel, including beneath the waterline, around magazines and storage chambers, surrounding the propulsion system, and fire control/gunnery positions. The strongest sectors are the turrets, especially at the base, ship control and navigation center (bridge), and along the broadside.

Weaponry aboard the ship is built to outmatch those of similar designs. 2 triple turrets of Electro/Thermal Kinetic Guns seek to provide a dual blow. Constructed to fire the MGA-12 "Ironstorm" round, the shot consists of a solid 2000 lb. reinforced steel/titanium slug. The projectile relied on the massive kinetic force generated from impact to cause damage, benefiting from an armor piercing, arrow-dynamic shape to increase speed and performance. One of the few type of shells built to penetrate heavily armored targets. Recoil is minimal due to extensive dampening. This can be substituted by another round.

Beyond the larger guns, dozens of smaller ones protect the ship in close quarter combat. GK26 missile launchers are for anti-ship combat. They are usually launched in groups of up to one hundred missiles at the same time. Automated tracking systems with a human override assign targets to each missile, factoring in the relative importance of each foe and success of strike. Similar systems work with the VLS, usually used to deliver cruise missiles or tactical missile strikes. The GR-25B CIWS/RAM system combines aspects of both, providing high aspects of success, superior guidance, and delivery (high rate of fire). Torpedoes have a separate guidance system to prevent enemy EW interference. Ten helicopters can be housed at once in the spacious hanger, equipped with a machinery and repair shop.

All weaponry is laser guided and radar guided, directed from fire control armed with state of the art sensors and constant feeds from other sources, such as satellites. A secure and wireless receiver to an encrypted channel allows for rapid communication of orders and close coordination of fleet movements. There are the standard navigational suites, and long-range radar. Surface tracking and targeting matrixes work together to simultaneously record the actions of up to several hundred vessels. An entire system of defensive measures share information and coordinate actions against threats. These include decoys, burst fire, concentrated fire, etc. In essence the entire ship is networked together in order to streamline and make efficient procedures, while in battle or out.

A true capital ship, the Zealot forms the backbone of a fleet's heavy fire, either in support of carriers or long-range bombardment. The Sky Manta is a UCAV craft carried by the Empire's naval forces for the express purpose of defense while pilots are taking the offensive. Other nations' sea-going carriers often make the fatal mistake of sending too many aircraft into a strike and thus leaving their home-bases with little cover. The Empire has elected to rectify this mistake by carrying two-dozen Sky Mantas aboard every Imperial, one dozen aboard each Zealot, and a full wing of three-dozen aboard a single Dreadnought.

These unmanned platforms can be loaded up with varying modules; capable of lobbing missiles with reckless abandon. The unique sprint-mode missiles developed to be lofted with the interceptors contain highly efficient engines designed to accelerate the warhead to over Mach 3 in a short distance. These densely packed weapons explode upon proximity with enemy aircraft; either creating a blast wave which utterly destroys the aircraft or sends it spiraling out of control.

Other weapons packages include installable point-defense installations; the 'Mercury' class micro-missile is little more than a charge of explosive wrapped around a missile. Additionally, the module includes a miniaturized CIWS designed for short, radar-guided bursts to eliminate incoming threats from far ranges. These weapons and an added torpedo complete the defensive package.

The final variant of the Sky Manta is heavily laden with 6 full-sized missiles. These are armed with fully capable EMP devices which sacrifices range for sheer intensity by using microwave technology. Any electronics within a mile of the intense electromagnetic pulses are guaranteed to be shorted. Including Imperial equipment.

NOTE: All Imperial ships carry modules which drop into the ocean for firing their missiles. These fire-and-forget box launchers are integral to the high-launch capacity of all Imperial ships; specifically the Dreadnought and Imperial classes. These modules are little more than organized grids similar to a metal-storm system, only including missiles and dividing walls to prevent accidental cook-off.

Armament: 140mm Electro-Thermal Chemical Main Gun - A second generation high-velocity ETC was the weapon of choice for the Arbiter, the extensive use of composites and titanium in the entire gun assembly means a considerably lighter weight than what would otherwise be achieved is possible. Penetration is rated at 2,695mm of Rolled Homogeneous Armour for an APFSDS composed of Alloy R4, but experiments are underway to determine if more blood can be squeezed from the rock.

(4) 9mm Automatic Cannons - Two anti-personal cannons are mounted on the sides of the tank in ball turrets, a third is mounted topside in a remote firing config, and a fourth is mounted coaxially with the main gun.

(2) ATM-159B Persephone ATGM Launcher - Each launcher is a recessed pop-up type with two missiles in an over-under Derringer configuration. The launchers are placed on opposite sides of the main gun, right next to the left and right turret walls. The lightly armoured covers have a dual role as blow-out plates in case the missiles are destroyed due to a penetrating hit.

Electronic Systems:

Multi-Level Tactical Digital Information System, MkII - The MLTDIS (pronounced Malt-Dis) is in some ways much like IVIS in that it is meant to share and coordinate combat data among many units. On the Arbiter this can occur from the platoon level all the way up to the brigade level, although not at the same time. Access is granted to the system by simply plugging it into the new Combat Suit, Tanker and initiating a retina scan. Using this system has been described as something akin to Godhood, as mentioned above it has an IVIS-like component combined with a video game-esque virtual world with HUD/IFF; simply use the intuitive controls to select the point of aim, weapon of choice, and a single squeeze of the trigger fires the weapon.

Pulse LIDAR Targeting System - The PLIDARTS (pronounced Ply-Darts) is meant as a way of fooling active anti-laser counter-measures. Instead of a steady stream of ultra-violet light that most laser targeting systems provide, it uses pulses of light to track targets. The pulses come fast enough that targeting of the main gun does not suffer but at even the fastest setting allow for several clock cycles to pass on the processing chips inside enemy counter-measures. An added feature is the ability to program the laser to randomly pulse between the set acceptable highest and slowest time values; this adds even more confusion to enemy counter-measures.

Multi-Spectrum Threat Warning Receiver, MkIII - The MSTWR (pronounced Mist-War) is a simple detection system designed to warn tanks crews of potential enemy targeting systems being directed upon their Arbiter. It is also capable of giving the bearing, estimated range, and type of targeting based upon known performance data of enemy systems. Obviously, if one does not know what one is facing then it is extremely hard to take advantage of this feature. The system is also tied into a jamming system that is capable of neutralizing most targeting systems. The system is now capable of detecting Sonic Imaging.

Counter-Measures: Beyond the aforementioned electronic counter-measure system, there are a few physical counter-measures afforded to the tank. One is a fog generator that is capable of producing clouds of fog to fool laser-targeting systems and allow for tactical retreats. The other is a chaff/flare canister launching system that is installed into the turret itself. It is arranged into a hexagon pattern and the canisters are packed three deep in order to provide adequate protection against radar-guided missiles. Finally, the turbine is placed forward in a rear-facing mount so as to both provide extra protection to the crew and to not expose the crew or people outside to the gamma radiation given off by the isomers in the event of a piercing hit. Also, a new Physical Defense System is installed which uses hexagonally segmented strips of metal are slotted into grooves along the edges of the tank's hull and backed by high explosives. When a missile threat appears the EOO tasks the Neural Net with removing the threat, which then selects how many segments are necessary to defend the missile and engages the threat.

Survivability Systems: Full Nuclear-Biological-Chemical protection. Armoured crew pod to separate crew from engine and external weapons damage. Armoured ammo storage area to protect tank from sympathetic detonations resulting from enemy fire.

Tank Systems: Computer-controlled electrorheological suspension. Hydrothermal exhaust system to reduce IR signature and protect infantry from turbine blast.

HDI’s first indigenous armored vehicle, the Guardian was designed to facilitate troop movement in battlefield conditions. Superbly armored, the Guardian is instrumental in bringing soldiers and supplies to the front over virtually all terrain type. With the tensions reaching their absolute height and the blockade of Europe established the Ministry of Trade would issue a message to all traders informing them of the risks of sailing to Europe, meanwhile the fleet at the Azores would receive Orders to stay on standby and react on any nation trying to stop Civilian trade. While the Azores uptil now had been the only one at Defcon 1 with the rest on 4 mainland would follow, a national Defcon 2 was declared and all forces were to be mobilized and man their defensive positions.

**Imperial Economic Prosperity Zone announced**

In a move completely unforeseen until its' announcement today, the Emperor has declared a new form of doctrine to be applied only towards willing nations. The Imperial Economic Prosperity Zone is similar to the rights granted all nations under the Empire's umbrella doctrine of Imperial Right. However, a few key details differ between the two. The Imperial Economic Prosperity Zone is described as follows;

- All nations submitting to the Imperial Right are automatic members.

- Any nation is allowed to join the IEPZ with the approval of the Emperor or Empress.

- Nations agreeing to the IEPZ will be granted Imperial permits for their merchant ships to dock at any Empire facility; including the Azores.

- Additionally, Imperial ships will treat associate nations' shipping as if it was Imperial. This means convoys.

- Tariffs are waived for all participant nations.

- The Magellan Straits and the Intercontinental Canal are open on a priority basis to all members.

- The Holy American Empire expects similar rights to be granted from all associate nations.

The Emperor had this to say on the subject;

After evaluation by Imperial Command the old DEFCON system was considered obsolete and a new Alert system had been ordered, it was completed right in time to see it's first increase with the European war. The new system would be divided in 8 different levels covering Internal and Foreign issues. Due to the situation it was immediately put on Alert Level Orange.

White: Peacetime Readiness, all forces are to remain at their stations. No special measures required

Green: Minor to reasonable Dissidence or risk of terrorist attacks, all Armed Forces are to remain at their stations. Intelligence Agencies will be granted more rights to combat resistance, increased security measures on all public places.

Blue: Unstable global situation or high risk of terrorist attacks, all Armed Forces are to be placed on standby and border security improved. Same measures to be taken as with Alert Level Green.

Purple: War in Europe or Africa, all Armed Forces are to prepare for a possible combat situation. Intelligence agencies are authorized to assist Allies involved, the Azores including its part of the Atlantic will only grant access to Imperial Ships with a clearance from Command.

Yellow: War in the Americas, all Armed Forces are to mobilize for war. All borders to non-Allied nations are to be completely closed off, all defenses should be put on a maximum readiness level and all ships entering the EEZ will be checked.

Orange: Ally at war and/or risk of the Holy American Empire to reach a state of war in the near future, all Armed forces are to mobilize for war. Same measures as Yellow with limited Aerial and Naval Attacks allowed when approved by the Emperor and/or Empress.

Red: The Holy American Empire is in a state of war, all forces are to be deployed. All borders will be closed off and Imperial waters will be closed off to non-Allied Military ships. Weapons of Mass Destruction will be placed on standby and prepare for launch. Ground attacks allowed.

Black: The Holy American Empire is in a state of war with the risk of Weapons of Mass Destruction being used. Same measures as with Alert Level Red adding permission to conduct preemptive strikes. All Weapons of Mass Destruction will receive their launch codes and be prepared for launch within an hour.

OOC: Before you all start I don't have the base yet, this is the preparation rp for when I actually buy the wonder in roughly 2 weeks.

With the construction of the Launch Loop the national space program had remained silent for a long time working out projects it would undertake in the future, one of those was a very ambitious one to construct a populated colony on the moon within 6 years, the most important part of the base within 1 year. To do this several projects had been undertaken under the Phoenix Empire already to find out how life would be on the moon, after the merge designs had been made for modules and components to be flown in space some had even already been produced with the rest following. Another issue was power however looking at the Fusion Power Plants constructed by the GDR a similar facility was proposed to be constructed on the moon which could be fueled partly from earth and partly from the Lunar resources itself. 6 more missions were planned to be conducted in the upcoming weeks each trying new Shuttles to see which one would be most effective in supplying a potential base. The project would be kept private for now until more progress had been made.

Of the 6 planned missions the first launched today, at 8:00 AM the Mission Control Center in Buenos Aires was in a direct link with the launch site to the North, this was the first test of one of 3 bids for the Lunar 2010 program. 1 the original proven Space Shuttle design the other 2 new developed ones both using NEP to reach their designation. Because the effects were not certain of using a reactor inside the atmosphere the shuttle would be taken into a High Orbit by conventional means where the Shuttle would take over and travel to the moon on Nuclear Power, this would prove cheaper than normal due to the lower consumption allowing the shuttle to take over resources put into orbit by the Launch Loop, it was estimated that whichever of the 2 won a maximum fleet of 5 or 6 would prove to be sufficient. Due to this reasoning the conventional Space Shuttle was already doomed and only participated in the project for the show. However today the Taurus would launch.

Take-off!" Tensions at the Control Center were almost as high as when the first shuttle was launched even exceeding the first moonlanding, as the Shuttle entered a Low Earth Orbit the reactor would take over, under a normal expedition this wouldn't be allowed however for testing purposes it was considered neccesary, the first flight was a succesful one so far with the crew informing Buenos Aires all systems were working as expected and to quote the captain it was one hell of a view. The Second expedition once the Taurus had returned would be a longer one to actually reach the moon.

With rising tensions in the American continents all forces were moved to maximum pre-war readiness and 400,000 Soldiers were redeployed, 100,000 to the Northern border with Central America and 300,000 to the islands close to continental North America of these around 180,000 were Paratroopers. Both Combat fleets were redirected to the Gulf and Pacific close to Central America.

With the development of the Cult and the increased actions by the government to take them down a member from the radical Party of the Phoenix initiated a motion that would formally recommend the Sovereigns to consider the Imperial Dragon Cult a terrorist organization and take appropriate action. Due to the controversy of the issue and the risks it could pose it was still unclear how it would go when. In the news broadcast that evening the recordings of the Senate would be released.

The Empress was fast to execute the advice and would order the arrest of the few Cultists that might have been in the Empire.

The cultists went without protest or resistance into their jail cells. They would quietly sing hymns and not resist their captors... in fact, offering to assist them with tasks during their processing. None renounced their faith. It would soon be apparent by their behavior they were no threat to the Order or the Imperium, but all the same.. the law is the law. They follow the law. They would talk to prisoners if asked about their faith, but otherwise did not breach the rule of law out side of simple social discussion of their beliefs among the inmates. The Dreamers words would be heard.. bars or none.

Additionally, word of the prophecy would likely start filtering through the prisons where they were held even if it was with some resistance due to cultural norms. It was like, to them, suffering was just all part of the job. They seemed to have no fear.. at all.. of anything.
