Subject: Membership request

Dear sir/madam,

With this message, Zargathia wishes to request membership of the Dragon Bloc. Though we are still in the process of restoring order, the end is in sight and we hope to have fully achieved this goal by the end of the month.

We are a young nation, and as such have little to offer aside from allegiances and treaties. We do however strife to achieve peace and stability to Asia, and feel it would therefore be in our best interests to join the bloc. Our current treaties involve an oil trade treaty with the PRC, an alliance with the Hanseatic Commonwealth and a military access and joint control treaty with Lu Empire on the Hulunbuir prefecture of Inner Mongolia. At the moment, we have no active wars, nor do we foresee them in the future.

Another small thing to put forward is a small issue with Article 5 and, to a lesser extent, article 11. The Mercenary State Provision applies to us, but given that they are operating semi-independent some requests may or may not be possible to grant, depending on the severity of the requests. It should however be mentioned that we have signed the treaty that came forth from the Sydney Convention, and as such Article 29 itself will not be challenged.

Attached to the document were the articles mentioned in the letter. Though the Dragon bloc would more than likely have a copy of them, they were included for the purposes of completion, as well as added in case the document she had read was outdated:

5. Signatories of this bloc give full military authority to the Governor of Military Affairs.

11. Signatories will unify their defensive networks, including all sensory nets and unify them under the Governor of Military Affairs.

29. This amendment was made in light of the facts some states contract their military power out as mercenaries. In event a nation commits to activities by contract that are not sanctioned by the charter such as Military Aggression, the use of WMD, or spying, that nation forfeits the protections afforded by the Dragon Bloc for that specific action although the Bloc may still convene a cession to decide whether or not to protect the member in the event the contract goes bad. This leaves the responsibility of the contracts of all mercenary states firmly upon the shoulders of those mercenary states who chose to take contracts. However a war that is not done out of contractual obligation and is a standard act of aggression against the state out of territorial or policy dispute shall still be considered defensive mandates for the Bloc.

"We appreciate your desire to join our group. Articles 5 and 11 have not been as stringently enforced. It merely is a statement of our intent to unify our commands as closely as possible. Keep in mind if the bloc moves as a whole your state will be required to move with it to act. We are here for each other in all matters. Do you understand this.. and are you still alright with joining our group knowing this?"

"In order to be considered a full member, we find it no more than obvious that we would be held to the same rules as the other signatories. As such, we had already taken that into consideration prior to sending our application, so yes, we are aware and prepared to follow. We thank you for your quick reply."

A document is submitted, marked with the royal seal of Zargathia and sealed with candle wax. In it was a copy of the membership statements of the Dragon bloc, and at the bottom there was a signature.

"The Transitionary Government of Zargathia has read and understood this document, and will comply to the obligations stated herein."

OOC: I don't mean to rain on anyone's parade here, but I thought that technically, the Dragon Empire gets only one vote in these matters. :unsure:

OOC: no, they get as many votes as they have members. Thats what I asked on IRC last night.

"Yes, after reading both documents we feel joining the Bloc will be sufficient. Perhaps at a later time we will reevaluate, but for now we have no wish to become a member of the Empire"

"Also, there are two minor treaty issues with Dragon Empire members we would like to discuss. As both of these concern territorial control, would we be needing to talk to a representative of the Empire or rather the members whose territory is affected separately?"

There was a possibility that the Dragon Empire's laws were not yet aware of this joint control and military access treaty and well... let's just say we wanted the circumstances be known when reports come of Zargathian troops crossing the border into Hulunbuir. On that note, the option of war games between our troops in the region appeals to the Dragon Empire also?"

"The second issue is one concerning another new member of the Empire, the PRC. I do not know if you have heard of the recent discussions concerning the secret clauses mentioned in this treaty between Yamato and the NPR, which had been declassified a few days prior to the nuclear incident in Beijing."

"Zargathia sees itself as the successor state of Yamato similar how Yamato was a successor state of the Dai Kyokujitsu Teikoku, and the treaty would have been renewed at this scheduled diplomatic meeting which would have taken place a few days from now, we technically have a claim on the Hubei region given the fall of the NPR without a successor state. Given that we still lack experience, would you be willing to mediate in this matter?"
