Dispatch from the Central Government of The Nation of Selenarctos

Unless there is significant opposition from the international community, with in the next 7 days forces of The Nation of Selenarctos will enter the northern half of the island of Luzon to bring stability since the collapse of the Fasci Empire. Little to no opposition is expected, so a majority of the annexation force will be composed of units from the Selenarctan Domestic Force to ease the transition. The following attack plan will be followed to minimize the loss of civilian life:

Total Annexing Force:

1,500 Ground Force divided into 3 attack groups:

Attack Group Cyan with 500 infantry

Attack Group Purple with 500 infantry and 72 Bionix II AFVs

Attack Group Blue with 500 infantry

4,000 Domestic Force divided into 8 district commands with approximately 500 policemen in each command.

Annexation Plan:

Attack Group Cyan, Purple, and Blue will advance quickly along their respective paths, spreading out to cover the maximum possible terrain given the troops available. Purple, utilizing its AFVs to advance the fastest, will effectively split the territory in half and prevent rebel elements, should they prove to be present, from regrouping in the mountains in the center of the island. All attack groups will be closely followed by the Domestic Force elements, which will remain in their assigned districts after the annexation force has passed through.

All current residents of the districts will be granted full citizenship to The Nation, however officers, commissioned or otherwise, responsible for the persecution of the Chrisitians will stand a fair trial for their involvement in this crime. Non-officers who peacefully surrender to the annexation forces will be granted amnesty.

OOC: Since King Chris gave me the land here, but never RP'd anything, and we're still technically at war, I'm going ahead with the annexation with a few modifications. For further background info, refer to this topic.

The SS Bonifacio will located offshore to the northwest of Attack Group Cyan to provide fire support against military targets only.

4,000 Domestic Force divided into 8 district commands with approximately 500 policemen in each command.

Attack Group Cyan, Purple, and Blue will advance along their respective paths as quickly as possible. Each attack group will leave behind approximately 1,000 Ground Force in each district to augment the 500 Domestic Force police units assigned to the district. The remainder of the original annexation plan still applies:

Are you merely stopping them from annexation, or do you plan to stabilize the nation in question yourself? Perhaps if the Nation of Selenarctos were instead to make this area a protectorate...would you still object in such a case?

OOC: Sorry for the delay, I lost internet connection. I'll give you the land now iKrolm.

IC: A few days ago, the Luzon army was able to relinquish the majority of Fasci forces, capturing most of their top leaders, including Adalgar von Richter. Upon defeating the Fasci, the Filipinos stumbled upon large and disgusting death camps filled with the Catholics, Protestants, Orthodoxes, Buddhists, and Muslims that the Fasci have prejudiced for so long. Some Filipino forces were also killed from the exploding Catholics due to the bombs implanted in them by the Fasci not long before. It is estimated that because of this regime 2/3's of the Catholic population has been obliterated. Adalgar von Richter and his men will now stand trial for war crimes and crimes against humanity, with their charges currently totaling 73 counts. Selenarctos will head the trials for now.

Also of importance, Brianna Felicidario formally gave Luzon to Selenarctos in hopes that they will be able to resolve the recent chaos. Madam Felicidario then resigned herself from politics and chose a career of Catholicism.

In a joint announcement from the Security and Popular Divisions Marcelo Bonifacio and Pacita Arellano (first Security Director and first Popular Director, respectively) outlined the success of the Northern Luzon Campaign so far. A summary of their speech appears below.

It's been one week since the invasion of Northern Luzon, dubbed the 'Northern Luzon Campaign,' and we are pleased to report the war effort has been very successful so far. Elements of attack groups cyan and blue have advanced more than 40km into formerly Fasci territory while attack group purple, has advanced more than 60km into former Fasci-held territory. Resistance has been lighter than expected, however the recent suicide attacks of large numbers of Christian prisoner-soldiers has come as a surprise to all of us. Countermeasures to this sort of attack are rapidly being implemented, including the establishment of 20m 'open fire' zones around troop encampments and command points. Portable metal- and explosive-detecting units are being distributed to soldiers to check all civilians who require contact with Selenarctan military forces and additional medics specializing in shrapnel wounds are being deployed to the area around former Christian prison camps.

So far, 96 Selenarctan Ground Force troops have been killed, 89 of enemy action, and 324 Ground Force troops have sustained injuries.

Overall, we are very optimistic for a successful outcome from the war and believe the major hostilities will draw to a close shortly.

It is with great pleasure we stand before you today to announce the end of the Northern Luzon Campaign. At 4:00 AM the last Fasci loyalists surrendered to Selenarctan forces outside of Eyes. Among those who surrendered were Fasci Commander Adalgar von Richter and a number of other top leaders who, despite common belief, did not commit suicide before their arrest. He and other leaders are currently held in a military base within Eyes until their transport back to Isifth where they will stand trial for the massacre of the Catholic population.

Overall, 147 Selenarctan Ground Force troops died, 131 of enemy action, and 521 Ground Force troops sustained injuries.

In other news, Sergeant Benigno Maturan, arrested, dishonorably discharged, and due to stand trial for Excessive Use of Force, has escaped from his holding cell in a military compound outside of Rantél. While the base commander refused to commend, several guards are "perplexed" by his escape, noting that he appears to have, without assistance, exited his cell, entered the armory where he helped himself to an M249 machine gun and an unreported amount of ammunition, walked out of the base, and simply disappeared. No photo of Sergeant Maturan has been released, but citizens are advised to keep watch for and report any non-uniformed personnel carrying an M249 to the Domestic Force as soon as possible.
