Predecessor: The Philippine Free State Following the fall of the Philippine Free State and subsequent anarchy in the Philippine Islands, a coalition of Pax Pacifica nations led by Greater Aotearoa moved in to secure order in the area. It was during this time our ruler IKrolm emerged onto the political stage. Originally a citizen of Greater Aoteroa, he was born on Easter Island and escaped some 5 years before the formation of Selenarctos but little else, including his exact age, is known. IKrolm quickly gathered the support of various, critical factions (many of which are signatories of the Selenarctan Constitution) including major industry leaders and upstanding Filipinos. Once he felt he had secured the support of a majority of the population, IKrolm initiated negotiations with Greater Aotearoa and the Pax Pacifica block to free the Philippine Islands. Water Boundaries: Selenarctos claims territorial sovereignty over all waterways within 12nm of any of our numerous islands/internal waters and exclusive economic use of waterways up to 200nm offshore. Ships sailing within the Selenarctan territorial waters or entering any docking facilities are subject to search and/or seizure. Unallied military vessels moving through Selenarctan waterways are required to file a course at least 24 hours beforehand with the Domestic Force. Ships not registered to a recognized nation may be stopped and searched at the digression of the Security Division. Air Boundaries: Selenarctos claims the airspace within it's exclusive economic waterways extending upward from the earth's core (meaning it expands slightly as you go up) to an altitude of 100km above the earth's surface. Air Policy: Open air. Any civilian planes may fly through Selenarctos airspace, provided they maintain an altitude at least 5,000 meters above the ground level. Unallied military planes, planes flying lower than 5,000m, and planes with the intent to land must file a flight plan with the Air Force at least 24 hours in advance. Sensitive Data PolicyPer Security Council Resolution 287, (summary) All sensitive documents and data shall, at all times, meet the following regulations. Failure, intentional or otherwise is punishable by law. Designation: Sensitive documents shall be marked Classified by the order of _(insert name here)_ on an otherwise blank cover page, followed by a second blank page and ending in two blank pages. The header of each page shall also mark the document as classified Ink used to print such documents shall not appear on a magnetic resonance imagery, X-ray, millimeter wavelength imagery or any other non-invasive scan. Physical Transport/Storage: All physical documents are to be stored in dual-lock boxes (requiring one physical key and one 12-character electronic password to open). For particular sensitive documents/groups of documents, armed guards may be allocated. Democratic Party of Selenarctos Supporters: 3,000,000 Background Information: The Democratic Party calls for increased friendly foreign relations and free trade with other nations. They have a history of supporting workers, though not nearly to the extent of the United Socialist Front. Threat Analysis: The Democratic Party is a LOW-level threat. National Conservative Party Supporters: 2,400,000 Background Information: The National Conservative Party supports deregulation and a simpler, more compact code of justice. They are also strong activists for capital punishment and a harsher code of justice. Threat Analysis: Key members of the National Conservative Party's leadership are corrupt and, as a whole, the party is easily kept under control. They remain a LOW-level threat Center (Catholic) Party Supporters: 1,200,000 Background Information: The Center Party derives its support from the Catholic population and supports legislature inline with the beliefs of the Catholic Church. Recent years have seem a decline in registered Center Party members but the party remains a significant force in Selenarctan Politics. Threat Analysis: The Center Party tends remain apathetic toward non-religious issues. They have a LOW threat level. Communist Party of Selenarctos Supporters: 800,000 Background Information: The Communist Party wishes to for Selenarctos to resemble a Marxist-style Communist economy and Leninist-style government. Only a minority within the party calls for the gradual change predicted Marx while the remainder prefers immediate change. Threat Analysis: The Communist Party of Selenarctos could, if better organized, put up significant resistance to government initiatives. They've also had some contact with international communist parties. For the time being, they shall remain classified as a MODERATE threat. United Socialist Front Supporters: 600,000 Background Information: The United Socialist Front, also called the Worker's Party, has a long history of pushing for increased worker's rights, better working conditions and better pay. Threat Analysis: The USF is highly organized but tends not to work with other, more militant parties. They are classified a MODERATE threat. Constitutional Party of Selenarctos Supporters: 500,000 Background Information: The Constitutional Party, occasionally referred to as the 'Real Democratic Party', supports a general re-write of the Constitution to create a more democratic, representative system. Threat Analysis: The party is united solely in the desire for a more democratic constitution but has no internal unity for how such a system should be run. They represent a MODERATE-LOW threat. Selenarctan Nationalist Party Supporters: 50,000 Background Information: The Selenarctan Party, as the name would imply, is a strongly-nationalist party supporting increased military and defense spending. The party has a history of very vocal opposition to proposals by both the Communist Party and the United Socialist Front. While small on paper, with properly applied campaigning they are often able to pull support from the National Conservative Party. Threat Analysis: The Selenarctan Nationalist Party has a long history of near-perfect agreement with government policies. They are NOT a threat. Anarchists, International Supporters: 25,000 Background Information: Anarchists, International calls for the immediate dissolution of the government on a national-level. Local governments are tolerated only to the extent of maintaining basic facilities, so long as they do not infringe the slightest bit upon personal liberties. Threat Analysis: Despite the name, a careful investigation has revealed Anarchists, International does not, in fact, possess international connections nor even significant contact with other Anarchist parties. Their nature tends to be slightly militaristic and for this reason, they are a MODERATE threat. NOTE: More than 10,000,000 Selenarctans are not listed under a specific party. This stems from the tendency many Selenarctans possess of not officially aligning themselves with a political party and, in general, keep political views private. For this reason, the Supporters figures above may be significantly off, even when compared with the numbers of registered supporters of other parties.
