The Councilors were very happy that they could finally be out of Ice and walk on stable ground, they waited for the car to the Place Du Government along with what the Archon's plans for developing this city as a military fortress and an international city. He asked them to follow him into a secure room within the governmental building. "Here is where all meetings over matters of Douala will be discussed. The local government, a representative of the Republic, and a representative from Oseo or one of you shall meet here." They sat around a table and looked at one another. We would first like to discuss where will be the exact base as we have the plans with us in our bag, and how many labourers the republic can supply, and the materials that can be supplied by the Republic as well." I also have no problem supplying all the supplies and laborers, it will help with my economy. I have one question. My soldiers and yours will both be stationed around here. I ask that joint operations be done so that we could train our units. On top of that, if you do intend to mobilize and station units the designated area, I ask that you give me a heads up. A warning if you will so that my people do not panic." He looked at the map, took out a marker, and drew a line: "Within these lines are yours. Even the island. You will be allowed to pass through my waters at no cost. The people will be informed that they will become part of special adminstated zone. It will be under my control with taxes, laws, buisnesses, permits, etc. While you will have all the benefits of moving freely around and establishing buisnesses and buildings there without going through my international economic standard procedure." Also, with your permission 200 workers from Osea will be brought here to help with the work, and our estimates for building a base , air field, and a naval base would be around 5000 laborers, we shall pay the minimal wage as per Republican law. " Bon takes the shown map of the SAR (The Special Region) and makes a few markings "The pink markings will be where our military soldiers will be living, they shall have barracks, and around 40,000 soldiers shall be garrisoned over here, along with 4 naval ships and 250 aircrafts, the surrounding areas will have Defense Towers (FlaK towers) and mortar pits. As for the payment of workers, I ask you pay them 2.5 dollars over minimum wage, simply because this will be a large project and some are very experienced after working with the Space Elevator for Canada. Sir Keshav IV Posted June 3, 2009 Author Report Share Posted June 3, 2009 The 200 men led by Micheal Essien had arrived at Douala and went over to the Place Du Government and told them that they would start building immediately, the plans were simple- 1) Get 20 Airstrips fully functional 2) Build an air traffic control room with the equipment being shipped in by Osea 3) Get a test run of the air strip by our pilots 4) Build a proper navy harbour with missile silos close by 5) Build the soldier barracks. They brought nearly 3 tonnes of Concrete and they went to the location of the Air Strip, they brought in Concrete mixers lent to them by the republic and started to work on the runways. In about 3 months all the run ways would be completed, they patiently leveled the rough terrain before mixing the concrete and laying it down. Sir Keshav IV Posted June 6, 2009 Author Report Share Posted June 6, 2009 "Being about 3 months since the building actually started there has been little progress, mostly the uneven sand paths but over time the concrete was laid and waited while it set the other strips were being laid, totally 16 strips have been built and the main building was started, the computers had arrived from Osea the earlier day and the extra concrete, the building was to be big as it would contain hangars for planes,silo's,main radio towers and Anti-Air Craft Guns. " The work started about three days later with the main control room started it would be only about 2 months before the hangars are built. Word had come through that a "wall" was to be built on the shore line at places with strategic spaces for entry's and exits, Air Marshall had sent a message to the government of Western Republic requesting permission to ban people from the shore line except at the ports for defensive measures. Not many objected but those who did were given a day of from work. All files containing top secret information was sent to back to China and nothing except a set of fake plans were kept behind and the original plans with the Air Marshall alone. Work was going as planned and over 25% had been completed. The Air Field was ready, nearly all the hangars were completed. The only thing left was closure of sea, border walls, missile silos, shore and land defenses, military barracks and the installation of the ATC, and land defenses. With word coming in that 16 observers from Somalia were being brought in these safety measures were important for opsec. The only thing left was the files on the payment of daily wages, food, clothes and electricity bills. Nearly everything else was shipped back to China. Kilik sat back in his chair, gazing out the window and seeing the vast expanse of what is now the vast United Mechodamian States. The elegance of the perennial plains and the voraciousness of tall and might mountains. It were these natural icons that forced him to realize the greater good in his leadership. Alas, now wasn't the time for goggling the world, but rather business. Set before him was a folder crumpled together by his staff. He hadn't even looked at it... instead he slept the entire trip as it was a decently long trip of several hours. He wasn't armed, as he would escort the Lord Prefect through a 21 gun salute before the soldiers forming a circle around the two men and lead them to the waiting car. Accompanied by Grand Patriarch Pelee Shoustin and his High Envoy, or rather his top "body guard", the three of them stepped carefully down the stairs. The bright streaks of sunlight propagated onto his face as his eyes squinted for a moment, but was immediately responded to with sunglasses. Ahead there was a conglomeration of people, including a lone officer who hailed from an obvious foreign nation. He came to us and said that he has this place, which is also close to then Space Elevator owners' Canada who were our allies. So we decided to build it here."
