The team of engineer soldiers from MEC were the first Cochiites to set foot in the new Bosaso City. The land was wild with thorn bushes and a variety of animals in the locale. However even an untrained eye could not miss the fact that this land had many possibilities. Riding the bulldozers that were flown in by a flight of 5 HALOBs into M'Bossa the engineers started to get to work on creating a temporary airfield. Anti mosquito creams were being used in profusion and tranquilizer guns were readied. The Military Attache had given explicit instructions that the wild life were not to be harmed.

While the MEC were getting busy several other teams from various Departments were landing at M'Bossa.

There was a team from Department of Industry who were tasked with coming up with a plan for an ecologically clean industrial city.

A team from the Department of Transportation was already here and are now conducting aerial survey of the land for planning a network of roads and to determine the location of the port that was going to be built here.

Another team from Department of Health had already started their operations within Bosaso Development Zone as they were calling it until it could earn itself the title of city. This team composed of 5 doctors and 20 nurses had set up a tent hospital at the edges of the Zone and were readying their equipments to fight the plethora of diseases the bush was expected to throw at them. They were also prepared to provide medical care to the Somal people who live nearby.

All in all the Bosaso Development Zone is getting very busy.

FLASH NEWS:

The Durbar spokesperson just announced to the press that The King has appointed Mr. Raju Narayana Swamy as the Administrator of Bosaso Development Zone. Mr. Swamy's career in Cochin Civil Service was exemplary and in recognition of his services he was a fore runner for appointment as a Provincial Governor. He is tasked to coordinate with the various Departments, Military and Private Companies for the development of Bosaso.

The media shy Swamy is currently in a meeting with the Secretaries of Industry, Finance and Transportation before laving for Executive Air Field from where he is expected to fly to M'Bossa. He has refused to brief the press.

In other news L&T has bagged a contract to develop the Air Base at Bosaso. The contractor for construction of Naval Base and Port is not yet fixed.

Good evening this is Salu Menon Live from Bosaso Development Zone.

We are here at a press conference hosted by Mr. Raju Narayana Swamy, the Administrator of BDZ. The conference is expected to start momentarily. Currently we have on dias, Mr. Sajith Sivan, leader of Department of Industries team here, Mrs. Rowena Zacharias , the head of Department of Transportation team and Dr. Alex Joseph, the head of Department of Health delegation. The Military Attache, Maj. Gen. Anjali Kamath is expected to arrive here momentarily with the Administrator.

And yes, here they come.

"Good evening Ladies and Gentlemen, my name is Raju Narayana Swamy and I am privileged to be appointed the Administrator of the Bosaso Development Zone by His Excellency, The King of Cochin. My colleagues and I have had a series of meetings and these are the activities chalked out by us."

"The prime consideration for this project is the industrial development of this land with proper security and minimal ecological impact. The ecological aspect was gravely stressed by the Govt of the Republic of Free Somal."

"First of all we are going to develop an Air Force Base which shall also serve as an International Airport. L&T has been awarded the contract for this and once the MEC clears up a rudimentary landing strip they shall go to work. The MEC shall be solely in charge of setting up the port and naval base.

The next principal issue is power. For meeting the projected power needs and ecological considerations we are building two TROP Thorium based Nuclear Power Plants. There shall be sufficient recycling and the non degradable wastes shall be shipped out of Somal for disposal with Cochin's other power plants. In no case shall nuclear waste be dumped in African continent.

For the water needs of the Zone, the Aquinos International Pvt Ltd, a water works major, has been awarded a contract to build a large desalination plant and water purification and treatment plant. The Aquinos has also been awarded the contract to set up a sanitation network for the Development Zone.

The Bosaso Development Authority has come up with a master plan for the city and an excellent road network has been planned. The Department of Transportation has awarded the contracts for road works to TP Balagopalan Associates.

A 6 track railway terminal, railway marshaling yard and rail cargo terminal has been envisioned for Bosaso. The contract for this work has been awarded to Junker Corporation.

Several Industrial plots are demarked for quotations. State owned industries like Cochin State Armory, Metalstorm Industries etc have already been assigned their plots. Other Cochin companies like L&T, FACT, Tratum, Encompass, KREL, Mahindra and TAW are also expected to quote for industrial plots. Some areas are reserved for foreign companies as well. The interested companies can contact Bosaso Development Authority.

The Department of Health has established a medical camp at the Development Zone and this shall be shortly expanded to a Field Hospital and later a fully fledged Multi Speciality Hospital. DNH Healthcare has been given sanction to build a super speciality hospital that shall cater to both Cochiites and Somalians alike. This hospital is to be partly funded by the Cochin Royal Family.

Accomodation for the people living and working in Bosaso is going to be provided by the BDA. BDA is bringing in prefab dormitories from Cochin which shall later be replaced by BDA Apartment Blocks to be constructed by the MEC. People seeking residence have to apply at the BDA camp. Residential facility is offered for citizens of Cochin and Somal.

BDA is planning to set up an administrative headquarters for the various government agencies to function. The civil engineering firm Mantrix has been awarded this contract.

The BDA is also planning to set up some schools for the children of various Cochin citizens who live here. But we expect that to be finalized in the second phase of Zone development.

Anyway the Tenth Infantry Regiment is expected to arrive in Bosaso soon and they shall assume the police duties of Bosaso until a force from RCPF is established."

"Well Ladies and Gentlemen , that is all the updates for you so far. We thank you for your cooperation. By the way the BDA camp is right over there and you can register for residence right now and you can sleep in the rudimentary tent village we have established with the MEC."

After the long and exhausting briefing the Administrator and various Department heads are now leaving the dias.

We have just witnessed the first development stages of the Bosaso Development Zone.

The Bosaso Development Zone(BDZ) is in a blizzard of activity. The main works were kicked off after last week's press meet by Mr. Raju Narayana Swamy, the Administrator of Bosaso Development Authority (BDA).

The work that is going on with the greatest urgency is the construction of the Airbase and port. The airfield is already operational. Of the total 4 runways designed 1 tarmaced and 1 unpaved runway is operational while crew from L&T is tarmacing the remaining two runways. A radar station has been set up by RCAF and barracks and hangars are being constructed. The airbase is set to be fully operational by May 29th.

The other urgent construction going on at a fast pace is the construction of the port and naval base facilities. MEC engineers have dredged out the harbor and adhoc docking facilities are already established which has been seeing a convoy of chartered merchant ships bringing the heavy equipments for construction. We have been informed by the BDA that the port will be ready by 2nd of June. The railway and road network is also set to be ready by June 2nd.

The BDA has announced in a press release that it is securing contracts for food supplies with various local producers in Somal. only if local supply is found wanting will food be imported. It is expected that these contracts could be a boon for the local agricultural sector.

The medical camp set up by Dept of Health saw a heavy influx of local Somal citizens who came for a myriad of treatments. As per the orders from the King all treatment shall be free until the commissioning of the various industries that are to be set up here.

Various prominent industries of Cochin like L&T, FACT, TAW, Mahindra have already started the preliminary works for building their factories. They have all signed the stringent environmental clauses promulgated by the Dept of Industry.

The State Bank of Tripunithura which started its operations said in a press release that commercial loans are available from them but personal loans shall be started only after the functioning of industries have started.

Altogether Bosaso is a very busy place today. A convoy of RCAF Halobs were flying in almost non stop ever since the first runway became operational. They are bringing the light equipments needed for various construction sites before the larger machinery could be brought by ships.

Mad Dog Bob Denard watching the activity from the front seat of an AXE can't help but be impressed. He turns to his bodyguard Farouq and says, "Keep a light roving patrol active in the area to make sure they can work undisturbed. I'm less worried about bandit activity and more worried about someone trying to drive their herd of cattle through the construction area. Make sure the Cochin military authorities know we are skulking about as well."

A Bell 212 from the X Infantry Regiment which had come with the headquarters staff was roving the skies above Bosaso and saw the AXE with Somal military markings. Swooping down they saw who it was . The Bell 212 gave a circular fly by around the vehicle and waved at the premier from the helicopter. Maj. Gen. Anjali Kamath was the passenger who waved.

The Bosaso Air Base was formally commissioned today by Chief of Aerial Operations, Air Vice Marshal Praveen Kumar. It was preceded by the flying in of the entire complement of Mig35 fighter regiment RF16. The 50 sleek fighter bombers along with their escort transport HALOBs with various technicians, 3 MERAT Tankers and a MERAT AWACS landed here in waves from morning 0300 onwards. They were all parked in their reinforced hangars. Following the fighter regiment had come the regiment of METACs, the MT120 regiment.

The inauguration by the Air Chief was followed by the declaration that the Kingdom's commercial air liner Air Garuda shall be flying numerous flights from Bosaso to Cochin.

The other major news of the day is the the chartered ships which have been coming in a race track pattern for the past several weeks from Ratnagiri to Bosaso have finally brought the prefab houses promised by the BDA. Fully 10,000 units have been brought so far which can house the 100,000 workers who are on site now.

The military attache, Maj. Gen. Anjali Kamath said today that the X Infantry Regiment shall arrive at Bosaso from June 1st onwards. Already a headquarters detachment and logistics detachment are in Bosaso setting up their operations.

Twenty communal canteens have been opened today near various construction projects to feed the army of construction workers who are here. The food for them are brought in by ships daily from Ratnagiri. BDA has said in a press release that it shall be consulting with the embassy to seek procurement of food from Somal and its neighboring countries.

When asked about the arrival of RCPF units to Bosaso the Administrator Mr. Raju Narayana Swamy said that since it is not a sovereign territory of Cochin the RCDF shall be assuming the law and order issues in the region.

BDA has been encouraging the various construction companies to recruit more manpower from the Somal citizenry. That way the BDZ can contribute speedily to Somal economy and also be spared of the necessity of bringing in workers from Cochin.

Mr. Adib Meluba the largest farmer in Somal sends the following message, "I can supply you with an ongoing supply of vegetables, meat, and milk for a reasonable price. In fact, I was told if my price weren't reasonable I'd be milking my cows with two fingers on each hand from now on. Several of my neighbors can provide produce as well and they've asked me to negotiate on their behalf in the form of the newly formed M'Bossa Agricultural Cooperative. I believe we can supply up to fifty percent of your needs."

The Administrator of BDA, Raju Narayana Swamy read the message and replied gladly, "Sir, your offer is acceptable to us. We shall pay according to the prevalent local rates in the Free Republic of Somal. We would like the food products to be delivered at the large Food warehouse we have set up at Bosaso."

The X Infantry Regiment have now arrived in Bosaso. The 77000 strong unit is Cochin's primary response force in the sector. Immediately after arriving via the troop transports from Ratnagiri the soldiers were given a day's rest. Next morning they were given detailed briefings by the senior sergeants and officers who had come to Somal weeks ago to participate in the language programs in the University of M'Bossa. Now they impressed upon the soldiers the necessity of maintaining order and to maintain proper decorum while interacting with the Somalians.

Various teams left off in their AXE Jeeps to the various sectors of the BDZ. They were to maintain law and order and base security for the territory.

Meanwhile a S-RECO which had come as part of RCAF contingent was flying above Bosaso monitoring the various activities going on. The electronic eyes on these birds picked up a convoy of trucks bringing in food from the Agricultural Cooperative.

At a lower altitude a flight of 4 Mig35s were performing familiarization sorties. Led by the Group Captain of the regiment this flight will establish the flight routes and sectors where the pilots of the RF16 could practice.

The MT120 METAC Regiment had already established an air corridor between Bosaso and M'Bossa for the transit of Cochiites and Somalians who travel between the two places. One METAC was also stationed at M'Bossa Airport until the Somal Military told them their final base for the training of Somal pilots.

Further offshore the Task Force 07 commanded by the Cruiser CR01, CNS Endeavour was conducting a familiarization cruise in the Gulf of Aden and Arabian Sea.

All the promised military units for Somal defense were now brought in theater by the Kingdom of Cochin.

While all this was happening something interesting was happening at Bosaso Air Base. First a MERAT transport with call sign MR04102 landed. From it emerged eight young men wearing the insignia of the X Infantry Regiment and 2 AXE jeeps with the same markings. They proceeded to a remote corner of the airbase where there was an isolated hangar. An army sedan was parked in front of it. The newly arrived soldiers drove over to the sedan and conferred with the person sitting inside and the military attache handed over an attache case to the soldiers. The sedan then drove off.

Minutes later yet another special aircraft was landing. It was a Halob transport aircraft with the call sign HB3101. It taxied to this isolated hangar. The flight crew were not briefed on the contents of their cargo or anything specific in fact. Only the load master, a First Sergeant who was unfamiliar to this Air Force flight crew knew what this was all about. As the Halob rolled to a stop the rear doors were opened and 2 of the soldiers drove in with two forklifts and started carrying the 4 ton standard pallets. A total of 10 pallets were offloaded from the plane which was too lightly loaded for its rating. Once the last pallets were loaded one of the soldiers wearing the rank of Captain shook hands with the load master and the Halob taxied away for an immediate refueling and taking off.

The eight soldiers entered the hangar where they stacked the pallets discretely on the sides and retired to their ad hoc barracks where they stood around a conference table. The Captain opened the attach case and started taking the blue prints out one by one.

The phone is ringing in the office of the Ambassador. Ambassador's Secretary is answering the phone.

"Yes, Ambassador of Cochin's office here. Oh, ok Sir. I shall connect you immediately." Punching a button on the intercom, she says to the Ambassador, "Sir, Mr . Swamy on line 1."

"Okay patch him through."

"Ah good morning Swamy, what can I do for you today?"

"Good morning Dr. Fahad. Sir as you know the construction works are proceeding at a fast pace."

"Yes. Carry on."

"Sir I have just have had word from the various companies setting shop here that it is time for recruiting. They want to train the workforce in Cochin before starting operations in Bosaso. That will significantly reduce the turn around time. Sir, we require your assistance with coordinating it with the Somal authorities."

"Hmm. So what are the modalities, Swamy?"

"Sir, the companies recruit from the existing labor pool in Somal. Recruitment shall be done through an intelligence test. Education is not a priority, intelligence is. Moreover once they are employed in our companies they shall be given opportunities for education. We seek to recruit a total of 10000 employees to start with. They shall be sent to Cochin at the companies' own expense and trained at existing plants there. They shall be then brought back here for the Bosaso operations."

The foreign workers recruited shall be provided housing within Bosaso and will be permitted exit to Somal only after receiving permit from Somal authorities. Hence BDA invites Somal govt to set up an office in our forthcoming administrative block. All travel of Foreign employees shall be via the Bosaso Air Base through RCAF units.

United Steel went directly to work, constructing I-beams, trusses and other structural steel products as well as loading raw steel for transport. They would be ready for the first ship the next day.

Traverse Energy began pumping diesel into overland delivery vehicles. They had contracted North Shore to send the bulk of the fuel by ship, but the overland delivery was for delivering at least a part of the order quickly. A military detachment was to accompany them through the lawless Sudan for the safety of the drivers and the assurance that Bosaso's order would be filled.

The vehicles shall be accompanied from Somal borders by Royal Cochin Army units. They will be escorted back to the borders after the delivery is completed. The payment for the supplies will be transferred by the State Bank of Tripunithura.

The 77000 strong Tenth Infantry Regiment is keeping themselves fully busy in Bosaso. The Commander of the unit, Brig. Gen. Jagdish Mehta was coordinating with the Somal military for conducting some joint training exercises. He also had oversight duties over the Training Command detachment that was training the Somal forces in M'Bossa.

Meanwhile the Regiment had completed the surveying of Bosaso. Various monitoring instruments were placed at the perimeter of the Zone to prevent unauthorized human and animal incursions. Already some African bush elephants had given surprises to the Cochin soldiers.

This had led the Regiment to employ some of the soldiers in special Elephant Chase Teams. Armed with massive tranquilizer guns and lots of fire works these bemused soldiers were designated to roam the perimeters and scare away the elephants from the Zone when directed so by the S-RECOs roaming far over head.

5 men fire teams are deployed at various entry points to Bosaso in their AXE Jeeps and Tatra trucks. Rubber bullets and lethal hollow point ammunition were issued to the soldiers. Rubber bullets were the standard load out and lethal ammunition could be used only when permitted at Battalion level.

By now all officers and senior sergeants of the X Infantry Regiment have been indoctrinated in Somalian language and culture. The senior officers are being sent to University of M'Bossa for better cultural understanding. This was almost like an educational trip to the soldiers.

Another quaint Cochin tradition introduced to Somalis by the settling Cochin soldiers was Bada Khana. A monthly feast thrown by Army Canteen it was a free for all food and booze party for soldiers and civilians alike. What Dress Balls are for officers Bada Khana is for the enlisted ranks. Rivers of rum and torrents of beer flow on these days and they offered a welcome relief to the various construction workers from their tight schedules.

The lights in various construction camps lit up with nuclear power yesterday onwards. The two TROP power plants which were brought to Bosaso were commissioned by a team from Strategic Command and it started operation yesterday night. The thorium fuel currently in the reactors are expected to last for 6 months when the plants will be serviced and longer duration fuel will be installed. The reactors and fuel arrived via train to Ratnagiri and from there it was shipped in a freighter contracted from Olympic Merchant Shipping and escorted to Bosaso by a cruiser from Task Force 07. Though it was expected that reactors could be unloaded only after the port is readied the MEC team managing the port handled it well.

In other news Aquinos International which was contracted by BDA to set up water and sanitary networks handed over the project to Administrator, Mr. Raju Narayana Swamy. For accomplishing this project well within the time schedule, in fact ahead of it, Aquinos was awarded an extra 5% of project cost by the Kingdom.

The age of tent in Bosaso is over.

With the large scale supplying of pre fabricated housing materials residential needs for all the construction crew now in Zone is cared for. Now a team from MEC that completed its work on port was set out to construct the apartment blocks required to house the employees and families of the factories that were being built. Already 10,000 people were recruited and the first 3000 were already at various Cochin factories learning their trades. Quite a large and pleasant sector of the Zone was readied for the 10,000 new employees and various citizens of Cochin who shall be working here.

Many of the companies slated to set shop here have already started prospecting for business. The Kohinoor Rare Earths Limited which is constructing three huge plants in Bosaso were seen prospecting in and around Bosaso for various minerals. Teams from FACT Africa Division are reported to have been consulting with teh Agricultural Cooperatives that have been supplying the food for Bosaso about the various chemical and fertilizers they needed to improve their cultivation.

The port and naval base at Bosaso were inaugurated today by the Secretary of Industry Dr. Mathew Joseph who was one of the initiators of the entire Bosaso project. He also announced the imminent launching of the state run Varuna Mercantile Limited. The ships ordered were expected to arrive at Ratnagiri in a few days.

With the port the triumvirate of Bosaso's transport infrastructure was complete. The Junker Corporation had completed the work on the railway terminal and rail networks. Currently the railway is within Bosaso mainly from the port to the loading areas of the various industries that are taking shape here. The Ambassador to Somal, Dr. Fahad Abdul Majeed had said that BDA will contact Somal for permission to extend railway line to M'Bossa for better connectivity between the two cities.

With various prospecting teams running around Bosaso it is expected that the Kingdom may seek to extend railway lines to various mineral deposits that may be found in Somal.

In other news TP Balagopalan Associates finished paving the last stretch of the roads as per the town plan created by BDA. The roads have been paved with rubberized bitumen taking into account the level of traffic that could be expected here.

With the opening of the port the Task Force 07 which currently holds the naval end of Bosao Protection Force has docked at Bosaso. The ships entered the harbor with their customary horns and gun salute. The MEC teams which had constructed the port and naval base handed over the project to the BDA who would henceforth run the operations with the Royal Cochin Navy.

We wish to investigate the improvement of our mineral and oil facilities. While most are in adequate condition I believe they can be improved upon a great deal. I am looking to hire the appropriate Engineers and technical experts to provide the expertise to make these improvements. As stated earlier the offer is being made to the Kingdom of Cochin first before any consideration is given to other sources. Given our working relationship I'd prefer to work with the Kingdom in this manner than other vendors.

The Kohinoor Rare Earths Limited, the premier mineral exploration company has established a presence in Bosaso. They are willing to cooperate with the Republic of Free Somal in the endeavors so chosen by them.

The KREL has also found some significant deposits of coal and iron ore in your nation. We would like the permission of Somal to set up mining facilities for these resources. Since these mineral sites are outside of the Bosaso Development Zone and in Somal jurisdiction KREL needs permission to set up the operations. The refining and processing facilities are being developed in Bosaso. We offer Republic of Free Somal board positions in the newly incorporated KREL Africa Region Ltd which shall be operating all mining and processing facilities.

As for the oil facilities again KREL will be off assistance. We also offer to refine the petroleum at the Oil Refinery being set up at Bosaso.
