The Imperial Alliance which primarily draws its outside wealth from external consumer markets is worried that the instability in Europe will disrupt shipping interests and has ordered the moving of a considerable naval force into the region. These shall be posted in the region and docking at neutral ports to observe our neutral merchant ships and ensure that their security is upheld and the economic interests of our nation not harmed.

OOC: Eh; this has been up most of the evening and part of the afternoon I took from the lack of objections that there were none; if someone wishes to voice a challenge they may do so and I have planned accordingly. Moreover I didn't necessarily pass your territory at all unless you have claimed the Atlantic ocean as your own along with the sections of intentional waters in the Mediterranean which I assume are still governed by maritime admiralty law; as well as subject to the legal subject of "freedom of the seas". Furthermore I am not presently allied to any party there and have clearly voiced my reasons for moving forces into the region. Unless you wish to commit an act of war by attacking my peaceful vessels, and further to violate my own ship's rights to do business and my right to protect them from exploitation and abuse then I see no issues? If you wish to object feel free to treat them as if they are in the western portion of the Mediterranean.

OOC: You'd have to pass through the Saborian fleet and Gibraltar just to even GET into the Mediterranean, which means once you say 'no' to inspecting those ships your plan is uncovered.

OOC: What plan? Since when is it uncustomary to have soldiers on an aircraft carrier, or nuclear missiles in a nuclear submarine? Perhaps labeling it as classified was silly to do that was more from the standpoint that you can't visibly see those things from the outside. They can inspect all they want, they will simply find a large military force in a large naval contingency moving into a region which is in a war in order to protect my business interests there.

OOC: Sure I do, of course those are not to simply protect merchant ships they are there to ensure I have muscle that I can exercise if I need to. I don't see how that's some how alarming or out of the norm, there are numerous military precedents in history in which troops were moved to a region without a specific plan in mind in case the need arose. For example my shipping may become the target of naval attacks attempting to cut off resources to their enemies in which case I would need a military force larger or equal to those in play in order to ensure my success, since it takes awhile to get up here and I am not really guaranteed re-entry it makes sense to bring more than enough. Moreover if you must know I intend to use them to secure and occupy Romania a territory which triyun is going to cede to me. The point being so I can get some land close to the rest of CN as you and I discussed vaguely in our own chat the other day. However using that against my case or using that to alter your own plans or the plans of others would be meta gaming so I trust that wouldn't effect anything. In either case even if I am denied entrance into the Mediterranean its irrelevant I had planned on having to find another way in. If Saboria wishes to deny me entrance, or some other nation they may do so and I will alter my actions. All I am saying is, If no one says anything what am I supposed to assume other than no one cared; if there is a legitimate objection by someone then I can RP based on that. So based on what happens I am either in the Mediterranean or waiting to get in.

EDIT: Now that the war never happened, (maybe) I suppose I am free to just move troops around then (considering I had a reason independent of the war)? Assuming the things that would have blocked me would have been a result of the war.

Both being one much like the right and left fists belonging to a body must recognize that aggression by one is therefore a call to action for the other. In the event that aggressive action is deemed fitting by one then it is the duty of the other to assist militarily, economically, or diplomatically based on the needs of the other.

Article Five: Eternity

It is impossible for a being to separate itself from itself. A mind cannot strip itself of its mind, nor a body of its body therefore this union shall exist in perpetuity until the dissolution of one or the other.

*Prior to the CSSR's announcement*

Just north of NC territory the Aircraft carriers of task force alpha had brought up the Cradle Transports from below their decks and line them up along each of of the carrier's dual runways. Hundreds of thousands of soldiers (400,000) began boarding their respective transports crafts, and the 4000 mechanized units and their crews are loaded aboard crafts of their own. After a few hours the airlift was ready. The helicopter plane hybrids began their vertical take off by activating their twin propellers/blades. Upon reaching a safe height the blades swung forward and the crafts went into a circular holding pattern above the task force. Immediately afterward the carriers began lining up their T37's (Banshee Fighters) along their runways each of which activated the VTOL ports on their underside rapidly deploying allowing the carriers to continue deploying more waves of fighters. The final group to be launched were the bombers (ares). As a group the airlift surrounded by fighters for protection began moving toward NC airspace.

*Post Announcement*

Reaching Romanian airspace the airlift divided and began moving to pre-chosen airfields to unload tanks and troops. The fighters divided and began patrolling the airspace. With Osiris satellite coverage security was ensured. Full territory turn over is expected.

(OOC: TLDR: The Viceroy of the region is named Mathew Kaine, the place is being secured, and plans have been put forth to transform it into a system similar to the mainland of the Imperial Alliance).

It was the early morning when Cradle A35 touched down at its designated drop zone in Bucharest, The historic capital and industrial heartland of the region of Romania. Being of swiss origin and in some ways to spite the treatment of the Imperium in the aftermath of the Ferrous Pacifician war he had chosen to rename this city "Nova Zurich" an allusion to the Imperium's capital. Disembarking from the rear hatch Mathew Kaine, the appointed General Administrator of the first Sub Administrative Zone (Viceroy of SAZ I), followed by his generals and advisers made their way toward the pristine capital buildings. He had great plans on his mind for this region but his primary concern was the stabilization of this region. As they moved forward he noted the Goliath, HAT (heavily armored tank) with its many turrets as well as two LRV's sitting vigilantly to ensure that no attempts were made to challenge the new regime directly. Kaine understood there was no way at least for now he could turn this region into a manager state similar to the mainland, so for now he allowed the presently capitalist economy and liberal social structure to continue as it had. In the mean time he figured it would be important to show a strong presence as a result he had ordered a portion of the 400,000 soldiers in the region to begin acting as the local police force in their respective regions. Teams of three were deployed to patrol the cities in machine gun rigged LRV's. The air force was currently fully scrambled and working to patrol the airspace. Entering the vast capital building they made their way to a lift, and proceeded to find their way to a conference room. (OOC: everything below is classified)

"Alright gentlemen we have two topics to discuss. First is the vague future of this region, and second is the war that is presently raging in Europe. Neither of which is to leave this room. First, let me begin by laying out my plans for this zone, we all know it would be utterly irrational to immediately move to a social system and economic structure similar to the mainland, which is why we are not going to do that. Instead we need to put into place the pieces for such a shift then incrementally move forward with a shift. Therefore I give you my three point plan. Point one Containment, this will come in the form of a series of infrastructure projects and regulatory laws.

We will begin first with the infrastructure projects, we will begin the restructuring of the cities bringing in smart growth plans for urban development and begin the construction or modification of current public transportation systems to be similar to those in the mainland. This will mean the creation of extensive mag-lev networks within the cities. Between the cities an extensive transportation system will be constructed, in the form of a Hexlev network (a larger maglev train; which is basically a large pod which levitates inside a vacuum tube which has six magnetic rails, like a big rail gun). At the same time the removal of the energy sector (through dependancy policies) will drive fuel prices up as they will no longer have any real regional participation outside of automobile fuel, this will drive people away from cars and towards cheap public transportation. We will offer a simple government deal to repurchase cars in exchange for generous monetary compensation. Additionally smart growth plans will make automobile use inefficient as it will mean there will be very few places to store them as well as cause heavy congestion on the roads. We will follow this increased environmental regulations making domestically produced vehicles more expensive along with steep tariffs on foreignly produced automobiles. Eventually we will just outlaw them entirely as they are A obsolete due to our extensive and free public transportation system B an annoyance to people living in the cities and C an environmental problem. This will remove the freedom of movement a car can provide. As all of that is happening we will begin construction of a massive dome for each of the cities which will allow us to mediate internal climate as well as protect property. Beyond all of this a surveillance network will be installed including an omnipresent camera network, along with a series of laser mics mounted around the outside of the domes which will allow us to read the vibrations off the windows of homes and offices of virtually every inhabitant. Finally we will close the nation and limit immigration into the country as well as prevent people from leaving. These along with similar projects will allow us to concentrate the population into highly dense centers and then focus our police force rather than have to overstretch them. This will allow us to control a lot of people with very few resources.

The second point I term dependency as all of our containment projects are going on a second form will exist to get them all dependent on the central government. In the heart of the region a rectenna station will be built allowing us to flood the energy grid with cheap public electricity supplied by the solex array. Initially we will work within the bounds of the capitalist system here and simply charge very little and undercut the regional power companies. This will be followed by a removal of personal responsibility for electrical contracting and place it in the hands of the cities and the regional authorities. We will bind their hands and require them to allow objective bidding for the contract, the central government's energy department will win the bidding war and control of energy production will be in government hands. This removes foreign and local companies from the energy sector. While we do that we'll bring our pod farming from the mainland and creating a series of pod farming centers. We can then flood the food market with under priced food driving local farming under. Our central bank can then enact deflationary policies to make debt harder to pay this will please our urban dwellers as prices on everything will be lower for them making their wages and salaries go farther, and will please the wealthy and bankers as it will make their money go further. Internationally it will improve our credit and make the value of our currency better. After this we rescue the farmers with a rural relocation policy offering to buy up their land for generous compensations and help them to relocate to free public housing in the cities. After most of these individuals have been moved the remaining ones will be relocated through land conservation acts and the nationalization of all land outside of cities that has not been granted for specific purposes. Water utilities and other "needs" will be bought out and nationalized as well. Health carewill be covered in two waves one with a half way public insurance policy which will wipe out private insurance and then eventually a full nationalizing of the health care industry. Next a series of industrial parks will be created and owned by the government high wages will be provided which will starve the private factories of their own workers and cheap product prices will undercut their production. These will be exempted from taxes and publicly subsidized/owned. Eventually private industrial parks will be bought up and placed under government control. Education will be nationalized on both the lower and higher level and examination policies will be implemented which will allow us to mimic the mainland's three tier cast system of workers, bureaucracy and leadership. At the same time there will be a relaxing on competition laws allowing the private economic structure to consolidate into a series of monopolies or oligopolies. Finally a series of bank failures and economic crises will be engineered to wipe our private wealth, and the capitalist power structure in the nation. The government will absorb the remaining private companies as well as the banking system and restructure them firing unneeded management and executives as well as consolidating similar industries. The end result will be total government control the absence of all private property, and total dependence on the state for everything.

The third and final point will be Ideological War. The first step will be the nationalization of the media which is easy as there is no independent media present. Since we are taking over in the midst of the break up of the Repulik Balkan we can simply establish a State media service and prevent anyone else from doing so. This will allow us to prevent any individual or media figure from putting all these pieces together. The second thing will be to use the higher education services (universities) instill a sort of intellectual elitism among the educated 20% who are advanced. These individuals will be encouraged to look inward to one another, and offered membership in the National Governing Party (NGP). By offering special privileges and preference it can be assumed their joining will be universally. Primary education as well as the media can be used to create a sort of envy about the NGP and make membership in it something universally desired. This will create a sort of cooperative nature between them as a block creating fluidity between the middle and upper levels of the private and public sector. This way when things begin to fail the private sector will not care about being absorbed into the public sector. In general this will create almost a reverse of the class envy typical of socialist nations as the elites will view themselves as dominating the underclass. In general all of this will ensure that A the lower class does not have an intellectual backbone from which to launch a counter ideology, B the elites are unified under a common agenda, C the wheels of the transition will be greased as no one with any power will resist as they are eager and looking forward to seeing their own power expand as they take their seats within the expanding public sector. At the same time trade schools and and the non-advanced educational tracts of the schools will instill a brand of socialism which idealizes the public sector and demonizes the private sector this view will be promoted in the media and will make all the take overs and other programs which wipe out the private sector an act of heroism and something in their name. Furthermore the militarization of this section will create an easy recruiting pool and a cooperative working class. In general this group will be grateful to watch the society transform as it will ease their own lives increasing job stability and making things cheaper as well as satisfying their own class envy and lust for blood in the private sector." The group nodded and seemed to agree with his thinking. "As for the war it is likely that we will soon be drawn into it as we are now permanently allied to the CSSR. That said we await orders from the mainland. That said you all are dismissed to work on setting up your own offices." As the group exited Kaine felt confident, he loved challenges, and he looked forward to seeing his plan unfold.

OOC: Just for the benefit of your knowledge, while I was there I built a two land canal from Bucharest to Constanta and the coast, each lane being capable of allowing an aircraft carrier to pass through. Also, there are numerous supply depots along the way. It's there if you want it, of course it's wiped if you don't.

OOC: Well that's what I wanted to do, but Sargun pointed out canada's fleet being there, I ended up diverting to the north sea and bypassing everyone via an airlift over NC territory.
