In light of poor coverage in any Vox-created newsletters, the MHA would like to take this opportunity to inform Planet Bob of the recent happenings, changes, and drunken decision making in the Mostly Harmless Alliance.

#1 - Elections

With the completion of the April Election cycle, we are happy to announce the election of Sorum into the Triumvirate. Sorum has been either in MHA or a friend of the alliance for years now, and the populace were very eager to elect him into this position. Along with a long history of Diplomacy and Foreign Affairs experience, our Sorum is also a well travelled and worldly Hitchhiker, and his leadership will bring fresh ideas and new perspectives into our Government. This also means for the first time, the Triumvirate (consisting of WCR, Crushtania, and now Sorum) will all be from the Southern Hemisphere - an Austral-Kiwi Threesome.

#2 - Spring Cleaning

On this day, April 6th 2009, the MHA hereby pardons all nations on our Eternal and Permanent Zero Infrastructure lists. All nations upon these lists will no longer be considered sentenced to EZI or PZI by the alliance. Should these nations commit new crimes against the alliance, the MHA Court will conduct new trials and will pass verdict or sentence as it sees fit.

#3 - Policy Changes

In light of recent discussions in the MHA, we are pleased to present the following changes/affirmations of Alliance Policy.

Eternal ZI - Changed to unilaterally ban the practice in MHA.

The Mostly Harmless Alliance shall never sentence any nation, group, or alliance to the punishment of "Eternal Zero Infrastructure", whereby any current or future nations are arbitrarily reduced to zero infrastructure. A new nation shall equal a new start, unless that new nation is used to continue to harm the alliance or our allies. In such a case, they shall be judged accordingly in a new trial in the MHA Court, taking prior history into consideration. The MHA shall not maintain a list of IP's or other OOC information to track or hunt CN players, nor will the MHA provide such information to foreign parties for the purpose of enforcing EZI or tracking and hunting CN players. Unless a MHA member has committed a crime and been judged accordingly by the MHA Court, the MHA shall not release any of it's members to a foreign party in order to enforce an EZI punishment for crimes committed by a previous nation. The MHA will not accept nations on a foreign party's EZI or PZI list, however the MHA may offer her assistance in having their ZI status reduced on a case-by-case basis.

Permanent ZI - Changed to allow appeals and clemency on PZI orders.

The MHA reserves the right to sentence nations to the punishment of Permanent Zero Infrastructure after a free and fair trial by the MHA Court whereby the offender has committed outstanding and numerous aggressive acts against the alliance or her allies, committed acts of espionage or treason against the MHA or her allies, or committed outstanding and numerous Out of Character attacks against members, the alliance or her allies. Permanent Zero Infrastructure will only be sentenced in extreme cases, whereby numerous offenses have been recorded. Should the PZI nation remain in a state of non-aggression with MHA and her allies, and show a willingness to make amends for their previous offenses after a period of 3 months on PZI, the nation may Appeal to the MHA Court for clemency on the PZI order. Appeals for clemency may be made earlier should the offender show an exceptional willingness to make amends. The MHA, the Triumvirate, or the MHA Court may offer to pardon any and all offenders sentenced to PZI at any time.

Eternal Wars - Created to outline possible cessation of hostilities, to ban Eternal Wars.

The MHA may offer to cease military action against a nation, alliance, or group, if they no longer pose a threat to the security of the MHA or her allies. Should the enemy remain in a state of non-aggression against the MHA or her allies for a period of 3 months, giving fair leniency to rogue and unsanctioned attacks, the MHA will draft a Declaration of Peace, using the criteria of Part G of this article. The MHA will only proceed with a declaration of Peace should the enemy no longer pose a military threat of any kind to the MHA or her allies, and/or show a willingness to cease hostilities. The MHA will not partake in Eternal Wars whereby a defeated enemy is held in a state of warfare with the MHA without any acts of hostilities towards MHA or her allies.

Nuclear Policy - Changed to outline when nukes will be used, to allow aggressive use of nukes.

Hitchhikers are entitled to defend themselves by any and all means necessary against any threatened, planned, attempted, or actual acts of aggression. The MHA will go to war against any nation, alliance, or group, who actively seeks to or has harmed the MHA or allies. The MHA reserves the right to develop and deploy Nuclear Weapons as necessary. Any threats, attempts, or actual attacks using Nuclear Weapons by any nation, group, or alliance, against the MHA will be met with full Nuclear retaliation. The use of Spies against MHA's Nuclear weapons will be met with full Nuclear retaliation. The Aggressive use of Nuclear weapons may only be approved by the MHA Triumvirate as necessary.

#4 - Triumvir's Award for Excellence

The MHA is also pleased to present the 2nd ever Triumvir Award for Excellence, to our former Hitchhiker and Triumvir Floyd. Words cannot describe the amount of gratitude the MHA has for everything Floyd has done for us. He is an exceptional leader, a solid and dependable friend, intelligent, funny, and WCR's not-so-secret man-crush. There are far too many examples of the many extraordinary ways in which he lead this alliance and helped us through incredibly difficult times, to pick just one. We are going to miss you, buddy.

With that in mind, we award him the following Award:

This award signifies excellence and dedication within the Mostly Harmless Alliance. The merit is the most prestigious honor available in the MHA, and serves as recognition of the highest level of achievement in a career in MHA. It is also used as a general award meant for those individuals who perform services to MHA that may not technically fall within the sphere of any one single Ministry but nevertheless deserve reward and recognition.

I like the new policies, especially regarding the EZI and PZI, however:

The use of Spies against MHA's Nuclear weapons will be met with full Nuclear retaliation

Honestly I felt that proved to be a bit of a foolish policy in the past, foolish if you are actually trying to not use nukes at every single opportunity.

Thank you :D

And that's a fair point. I see it as more of a deterrent on people touching our nukes at all. I'm more than happy to keep a war conventional, as we easily did so in the previous major war with that spies policy already being in place. But we are only mostly harmless after all and enemies need to know this if they're thinking of declaring on us.

As long as you stay allied to those who still use EZI you're not really making any change. "We don't support EZI except when our friends do it."

I think you've mistaken us for a certain green alliance. Since the announcement of this policy, an hour ago, none of our allies have EZI'ed anyone that we know of and thus, we've supported nothing of the sort. And retroactive Charter amendments don't really work.

Plus, if you read the article, it clearly states that we won't be assisting any foreign parties with practicing EZI, nor will we be handing over members for EZI like a certain green alliance did. Sure we could cut all ties with alliances who EZI, just as they could cut ties with us for not EZI'ing, but that's not our style. I'd rather do whatever I can as a friend and ally to discourage the practice, as opposed to entirely disconnecting with someone over this one particular issue.

Besides, you know it's only because I want to be in the Tattler that I did this.
