Procinctian International Broadcast

The following announcement is not officiously sanctioned by of the Government of Procinctia or our affiliates and does not reflect the opinions or position of Procinctia’s government.
"As many of you might know from international radio I am Generalissimo, but the following announcement is not made in my official capacity as Generalissimo of Procinctia.

Kiska Atka, my Minister of Foreign Affairs has remained unaccounted for since the Malatose atomic attack on Helsinki, her last known location as of two days prior to the attack. Having exhausted all available diplomatic, intelligence, and law enforcement channels; but nothing… I have to know, or at least know I seriously tried.

Seven Hundred Million dollars will be provided to the individual of group who is able to find Kiska Atka alive, regardless of the affiliation or legal status. Payment will be available in oil, silver, military equipment, technology, or in any desired currency.

Seven Hundred Million dollars to anyone who can find her.”

Out of Character Perspectives:

No real clues to Kiska’s current status will be found the week following the initial announcement. Anyone who says otherwise is lying or misinformed, I don’t want this ending too quickly.

I am entirely aware no reasonable leader would ever do something so reckless, but Generalissimo isn’t exactly reasonable, he’s desperate and helplessly flailing blindly. This is entirely in character considering Generalissimo thrives on loud, grandiose, and unilateral action.

Hiring every private investigator in the world three or four times over would have been a far more productive and efficient application of $700,000,000. reward

$700,000,000 is a lot of money, isn’t Procintia barely getting by?

Who said anything about the money being Procintia’s? – information regarding the financing for this will be available to discerning intelligence agencies on the third day following the announcement (23rd).

This seems like a disproportional effort for a government official, is there something else going on here?

Yes, Generalissimo’s motivations will be eventually be revealed.

Tracking the black currents surrounding the Land of Down under led the Wolf to this far-off place, here the Hanseatic League had once existed. The Generalissimo’s Plea from the Procinctian International Broadcast reached him, and he figured that he might take a break and do a bit of detecive work. He tried to remember what happened while he was in the Hanseatic League when the Gebiv War happened.....

After all, it wasn't that hard to spot an East Asian in this far west, was it?

Dranagg is quite saddened to hear this. Prime Minister Edward had nothing but positive remarks about Kiska shortly before the war. Dranagg will most certainly help in the search for Kiska Atka.

:Non-public stuff, but anyone in the area can see them:

Svalbard had been a bust. They had been given a clear mission, but then the rest of the world had decided to end the cover for it far to soon for any progress to be done. So once the area had stablized they had left.

Not in their own boat of course. The crew had kept to schedule, and the whole thing, except a few flakes of paint on the shore, was now effectively "vanished into thin air". Now they found themselves stuck in the Northlands. Venturing South for months was a death sentance with the war and nukes hitting everywhere, but things had eventually cleared up. They always did. Either the ammunition ran out, or the targets ran out, but eventually something runs out and it all ends.

HQ had made contact with them before and after the war, and transport was being found for them in the way of another group. The new arrivals were arriving as part as some kind of military trade program, with one of nations to come out of the post-war Europe, and then the ship would take the others back home.

Then orders had changed shortly before the time to leave.

Orders from the Re's. Search and Rescue. Procinctian Kiska Atka, a physical description to look for, and a last known location.

60 Dranaggan BZ-RK packed up and started to head toward the remains of Helsinki.

OOC: All be warned. Taeunas forces are still in the Hansa's former lands. One division of four brigades- 2 Raiders (heavy on the infantry components) 1 Thunder (heavy on the armor) 1 Steel Rain (Arty, air assets, AA units) for a total of 39600 troops.

A team of my best agents will be dispatched to her last known location to look for clues.

They will be travelling incognito.

They are the absolute best I can offer and if any trace of her can be found it will be found.

Could you please provide us with a recent photograph of her and a letter of introduction so that we can convince her to return with us when she is found.

Ordinary fast food restaurant, North America

Joe hadn’t expected to be working flipping burgers in a country lacking minimum wage, somewhere life hadn’t worked out like Joe thought it should. Very few people considered a forty years old still working in a fast food ‘restaurant’ as someone having any real prospects for the future, but soon he would show them, he would show them all, mwahahahah.

With $700,000,000 people would be flipping burgers for Joe, armed with the dream of a better future Joe, like so many others set off to Finland seeking his fortune.

Typical basement, quite possibly anywhere with basements.

Two young men suffering from chronic (but consensual) cannabis intoxication watched Generalissimo’s announcement on a television in their roommate’s basement.

Dude, that’s enough money for eight bags.
No that’s like enough money for nine bags.
Whoa.

White Cross Refugee Camp, Finland

The aid work had been incredibly satisfying, but $700,000,000 was more than enough money to test Hannah’s resolve. No one would miss her if she slipped out for a few days, the refugees would still be here when she returned, and there were plenty of other aid workers. What’s the worst that could happen?

I don’t plan on finding her, someone else will, and when they do I’ll remove them and collect the reward.
We let others take care of the investigation, and then we kill anyone with more information than us, excellent. If this succeeds we won’t have to share the reward.

A nondescript light civilian float plane with white cross markings landed on the water of the gulf of Finland a couple of hundred yards from the shore of Helsinki,

Georgi Petrov: Ok team this is a simple operation, we get in have a look around and get out, if anyone sees us we are just aid workers.

We have five hours till sunset and then we will go to the Procinctian embassy building and have a look around.

Sara King: The local radio chatter seems to indicate that they have noticed our plane but it looks like they are ignoring us for the moment.

Georgi Petrov: Lets get ashore and hand out these supplies to the locals. (He points to several large crates of medical supplies in the back of the plane) By the time we are finished up handing this lot out it should be sunset and we will be on the far side of the city. Then we can get a little lost on our way back to the plane and accentually stumble into the embassy for a look. Henry I want you to discreetly question the locals about miss Kiska Atka, tell them she is a missing person and we are trying to reunite her with her family, after all it is almost the truth about why we are here.

Henry Smith: Sure thing boss.

After this the plane taxied along the water to a stretch of stony beach and they unloaded the supplies onto a light 4 wheeler marked with a prominent white cross also unloaded three other light four wheelers that were similarly marked and rode into town.

OOC: Ok Generalissimo your telling this story, what do I see in the city while I am handing out supplies and questioning the locals.

A Taeunas squad, on patrol along the shore comes across the airplane.

"What in the name of the grand bansidhe..." said the driver. "Sarge, get a load of that. Odd place to land a plane, dont you think?"

"Yes, Flynn, I would say so. Swing over there and stop." The two utility vehicles, one Puma and one Cougar slid to a stop near the plane. The soldiers dismounted, checking the area, with two of them looking over the plane.

"Not much here. Looks like just a run of the mill light cargo craft, sarge. There are several wheel tracks heading toward the city though."

"Ok, make note of that registration number and call it into Vantaa. Then call the security teams at the cleanup HQ and have them be on the lookout. Pvt. Hughes, can you fix this plane?"

Hughes caught the insinuation. "Yes sarge, I think I can. Most riky tik." He opened the engine and proceeded to disable it, pocketing the parts. "Ok, shes not going anywhere for a while."

"Nice work Hughes. Your juvinille record paid off." The sargent chuckled. "Ok, mount up. We're going to follow those tracks and see if we can run them down before whoever made them can reach the city."

Both vehicles roared to life and sped off toward the city.

Helsinki according to a helpful message from DeSchaine:

Uber has cleanup crews on the north of the city, there is a massive Taeunas cleanup crew on the south side, working on tearing the city down and moving the debris to the dock for transport. Taeunas controls the major airports in Turku and Vantaa, and has sixteen ships operating off the coastline, the TNS Morrigan and her escorts. My army is running anti Rebel patrols all over the old hansa country, mostly consisting of two APC's, one squad each, and two Glory tanks.

The devastation of Helsinki is absolute, if you’re in Helsinki expect to be talking to workers in hazmat suits moving the rubble of what used to be Helsinki. The only people currently in Helsinki are clean-up crews, foreign aid workers, and a significant military presence.

A standard car alarm goes off when the aircraft is touched. (extremely well set up alarm, touching any part of the plane sets it off)

The radio is also turned on and transmitting with a sound activated microphone. (the alarm sound will be transmitted)

A search of the aircraft will reveal nothing out of the ordinary. There is documentation for eight aid workers from a Neo Olympian medical aid non government organisation and a log book that shows that the aircraft has visited several European cities previously to deliver aid packages. The log also notes that the airport in Helsinki is closed due to damage to the runways and a sea landing was planned close to the capital on the beach where the plane was found.

Georgi Petrov heard the alarm over the radio and quietly changed the channel to a local music station and changed direction to travel on the road that ran alongside the beach when the convoy reached a crossroads several miles down the road he had two of the four wheelers take some supplies to a nearby town to the north while smith and long left the convoy on foot and headed towards the capital they would meet the group at the embassy at the appointed time, they will hitch a lift with any local traffic heading towards the capital. (Their clothing is normal civilian issue hazmat suits)

Georgi Petrov then left with sgt. soon to return to the plane to investigate what set the alarm off. While the four wheeler with the supplies continued towards the capital.

Two different sets of people took the Generalissimo's offer seriously...The SWORD organization (Promised Land's intelligence and secret service agency)--and the Red Guard. If this latter organization could get the money, they would beable to buy many, MANY more weapons and followers.

When Promised Land sent its share of aid workers to the White Cross operations...both groups slipped in two operatives. Neither party was aware of the other, and if they had been, they would have done their best to kill each other.

Grey clad men and women filtered through the countryside of what was once Hansa. The heavy felt uniforms and cloaks were almost to warm for the late Finnish winter, but so well insulated, trapping the heat, that even IR would have trouble seeing anything but the eyes of those in the company. They were avoiding roads and villages, and places that people might be in general. The latter of which being extremely easy considering that most of the countryside was deserted in the face of the war and exodus. Drab and fast the company approached the city like ghosts.

Captain Ina was leading the company. She stopped them short of the city by several kilometers, Just North of Olari. Recon was the first order. Sergeant Ugigh, private Wahdu, and private Matul were sent into the city to find out what they could and return to the group. Main objectives were to scope the land and the locals, secondary was to acquire supplies they'd need to get into other parts of the city, and, of course, should they, by chance, stumble upon the overall objective to retrive it and immediately return.

The three troopers threw a quick a salute to their captain and left in silence. It wasn't long until they neared the remains of Leppavaara on the East side of the city.....

Somewhere at a checkpoint outside the Helsinki Reconstruction Area a team of White Cross engineers clad in radiation protection suits were attempting to gain entrance into Helsinki. Lead by Nikolai Makarov, a respected structural engineer, they were to inspect the massive concrete radiation containment structure Trash Can #2.

The ignorant foreign soldiers at the checkpoint or pitiful aid workers that currently accompanied him were not aware that Nikolai Makarov was a lifetime operative of the Dark Hand.

By all accounts the unassuming fifty-five year old structural engineer devoted his considerable talent in assistance to the infantile White Cross organization, a mask he wore well. If there were ever the slightest crack in Nikolai’s cover he would have already been executed by the Iron Fist, his awareness of the Iron Fist’s existence (information he intentionally withheld from his comrades) was the testament of his skill.

Nikolai Makarov’s mission was conceptually simple, yet incredibly difficult; to find Kiska Atka and collect the reward. While Generalissimo was no friend of the Dark Hand, his money would be used to finance operations for years to come.

With the recent loss of two members, there would soon be a position available in the Council of Eight, a position that could easily be Nikolai’s if he could secure the $700,000,000.

And considering what was coming they were going to need the cash...

Tactically the recent attack on Estovakia’s Empress had been an overwhelming success, the elimination of a longtime enemy, putting the Dark Hand in a position of strength in Estovakia, and the physiological blow to Justinian seemed impressive. . . but Nikolai was savvy enough to know killing someone close to Justinian would only strengthen his resolve, and the coming crackdown would seriously diminish the Dark Hand (at least for the several months of reorganization required to challenge the Slavorussian government, yet again). How many times had the Dark Hand implemented variations of the same plot? When Nikolai was in a position of power in the Dark Hand he would not kill those closest to Justinian after he was confirmed dead.

Nikolai knew the Red Guard and several others were already in motion. Nikolai, however, had the advantage. Unlike everyone else who were likely sneaking across the Finnish countryside, Nikolai was going to walk through the figurative front door.

Unfortunately the inspection wasn’t for another week, but an early arrival shouldn’t be too suspicious.

Mariehamm Security Personnel waved Nikolai's car through, his papers checking out. Who really cared anyway? It was just a radioactive pile of rubble on the other side of the fence.

Then one noticed something, "Wait..was that group wearing White Cross uniforms? I thought we hadn't let them in yet..."

"Who knows, early arrival most likely, maybe they want to see what the hell they're up against."

"I hope they know the time limits wherever they're going."

"Who cares? Their fault if they get sterile."

The two guards had a laugh at that, and went back to watching the timer to see when to sound the "leave cleanup area" alarm again.

Meanwhile, in one of the refugee camp soup kitchens...

"Hey..did you hear that radio broadcast? 700 million, that would set me for life and get me out of this dump serving these !@#$%^&*."

Everyone in the kitchen turned to him at his last comment.

"Simon, take your break, before these guys put you into the hospital."

"Right.."

Pinomäki was a minor functionary in an obscure office overseeing refugee records, but since Generalissimo’s ridiculous announcement he was in the business of information distribution, and today business was good.

Requests regarding refugee information, undoubtedly those looking for Kiska (which was nearly everyone these days) were unrelenting, and the shady types brandishing big threats and even bigger guns were becoming an increasing nuisance, but the money was excellent. A minor contribution to the Pinomäki Retirement Fund in exchange for refugee information, some preliminary research, and (false) guarantees of silence and exclusive access.

The both promised him a bonus...IF he mentioned them to no one. They left implied what might happen if he did open his big mouth.

The one who happened to belong to SWORD also left a tiny, nearly unseeable bug in an out-of-the-way location, where no one would think to look, to see and hear who else might be trying to access the information.

4 men dressed as aid workers where among the many to meet with Pinomäki. Their demands weren't origional; they wanted any information regarding the possible where abouts of Kiska in exchange for a large "donation". 2 black suitcases where opened flashing their cash contents to Pinomäki. The paper binding the money in stacks was marked only with a red cross. But their agenda was very different than many others in search of Kiska. They had no need for the cash reward, nor where they in the business of charity work. They had a specific objective and failure to retrieve Kiska was intolerable.

The three troopers had entered the city easily enough. No one was really watching for a small group of people seemingly wandering around the ruins of a city. Rather than heading to the military camps or the refugee control offices they headed toward the refugee and aid camps themselves. They didn't need to know if there might be any information on Kiska was with the authorities. If the authorities already knew of Kiska's exsistance and location she would of already have been found. However it was likely they knew nothing, whichrevealing themselves was the most foolish thing to do. In the camps themselves it would be easier to ask around casually, and possibly even spot Kiska directly. Though none of the three liked the idea of giving up their weapons to sneak in.

Speaking of their weapons, all three had placed theirs so that the grey capes and hoods mostly concealed the long barrels of their shotguns. Of course without having them sawn off it was impossible for it to be perfectly concealed, but then again armed men in the city these days looked less suspicious than if the city was still standing. Each one of them carried several dozen shells of various types with them in the pockets and pouches of their uniform. The trademark missing finger on their sub-dominant hand also marked the place of the traditional wrist blade, but other blades were most certainly in their possession.

Contrary to most stealth units they actually talked to people they met. In fact they made small talk often, especially with the clean up crews, and generally acted like they were part of the effort in the city and belonged there. This made gathering of information from clueless aid workers and refugees extremely easy so long as their improv. didn't suddenly falter, but such people seldom ask damning questions.

The military in the area was another matter. The few times they saw any they kept low, and noted the paths they had taken.

The volume of information was considerable and would take days, if not weeks for a discernable intelligence agency to sort through.

The entire registry of every Hansean refugee, emigrant, and expatriate processed; including an additional directory narrowed to everyone recorded leaving Helsinki, with the documents of every female matching a description anywhere near Kiska’s who left Finland from the weeks before Helsinki’s destruction until today. Also included were several copies of Kiska’s diplomatic vista to the Hanseatic Republic, travel arrangements, hotel accommodations, functions attended, known contacts, and relevant Hansean prewar intelligence.

Out of Character: That’s a lot of information, but sorting through it is going to be paperworkhell for someone.

I can’t imagine how much trouble Pinomäki would be in if legitimate authorities were to catch on to his little scheme, all of this information is considered private, and some of it is a little beyond Pinomäki’s pay grade (how does a minor official come across Hansean intelligence? It sounds like lazy plot advancement to me). I do know what some of his clients would do if they found out about his double dealings, and the results would be less-than-pleasant.

Wait, is every faction in the hunt for Kiska going to use an aid worker alias? This is propably going to put a bullet in the reputation of the White Cross.

I would very much like to reply to Tahsir Re’s post, but I can't, I don’t control Helsinki.
