Nuke Aircraft Bug

As far as I am aware, aircraft that nation possesses by the FAB and by aircraft carriers are not supposed to be included in the 75% loss of aircraft due to a recent change by admin (I thought I remember seeing this somewhere? but I cannot find it anywhere :(), but ---

I had 105 aircraft (FAB and max carriers)

I got nuked, so obviously 75% should be lost.

Message: A fighter escorted bombing run has been launched against your nation by Dinux. In the attack you lost 27 defending tanks, 3 cruise missiles, and 27.84 infrastructure. You destroyed 0 attacking bombers. You lost 13 fighter aircraft and destroyed 3 fighter aircraft launched by Dinux. Any existing peace offers that were on the table have been automatically canceled.

This means I lost an additional 14 aircraft.

After the three attacks (nuke and two bombing runs) I was left with 13 aircraft.

So after the nuke, I had only 13 + 1 + 13 = 27 aircraft. This unfortunately is almost exactly what 25% of 105 is (it is 26.25) which means that the nuke aircraft loss still affects both aircraft from the FAB and carriers.

Based on my current knowledge of the game, I should have lost (105 - 20 -25) * .75 = 45 aircraft instead of the 78 aircraft I did lose.

And if this isn't a bug (ie the game is supposed to work this way) it SHOULD be a bug, for obvious reasons. My airforce which is located in at least 3 different locations had 2/3 of them completely wiped out with one nuke :S Not to mention that the 75% figure makes it impossible to defend against air if you get nuked...
