Blue Heaven votes yes on the entrance of the Kingdom of Niciae into the CAN

I agree that the force should not be mobilized until times of war, but once we are at war, this will force us into spending precious time in getting this force set up to full operational capacity.

I suggest that we create this force and put into a reserve status, nearly always a 1/4 of its actual strength in times of peace. This will allow us to use this force as a quick response strategy, being able to reach the enemy and set up a front while it reaches full operational strength.

"We agree with Disparu that the forces shouldn't be mobilized except in times of war. I think that each member nation should each contribute a division that looks something like this:

Structure of an Infantry Divison

3 combat brigades with a cook for every platoon (6,000 soldiers)

1 artillery battalion with 125 pieces of artillery (1,000 soldiers)

1 logistics battalion (1,000 soldiers)

1 engineering battalion (1,000 soldiers)

2 civil affairs companies (400 soldiers)

1 military police company (200 soldiers)

2 recon companies (400 soldiers)

That way JMF will be very flexible and ready to provide humanitarian aid and also fight for the defense of the alliance as a whole or a specific member nation. Also it should be funded by member nations as a whole. If other members aren't as technologically equipped as their comrades, then the more technologically advanced member nations shall equip and train those that need it."

First I would like to thank everyone for the support they showed by voting for me join CAN.

Since the matter at hand is the establishment of a joint task force I will contribute what I can by showing you how my defense force is set up.

My marine corps and navy are my primary armed forces, The army is solely concerned with home guard duties and the marine corps is kept in reserve as highly mobile reinforcements. I do not possess an airforce as a separate armed force, all the duties of an airforce are carried out by the naval aviation division.

This is how I have set up my marine corps at the moment.

"I will have to talk to the Disparuean Minister of Defence before giving out numbers and statistics about Disparu's contributions." said the Disparuean representative. "Anyway, we have a more urgent topic at hand; who will lead the CANJSF?"

Grabbing a copy of the Arctic Defense Doctrine, the representative continued, "First off, let's see which nation gets to appoint one of their citizens as the CANJSF's Chairman. According to the Doctrine, the seat of the Chairman is selected "on a rotational schedule of all CAN member nations based in alphabetical order of the nation’s English name.""

The representative pointed a remote towards one of the screens that was mounted on the debate chamber's walls. A list of all of the CAN's member nations, in alphabetical order, would appear.

"According to our interpretation of the Doctrine, Blue Heaven gets to appoint one of it's citizens as the CANJSF's first Chairman. I personally support this, considering that Blue Heaven had originally sparked the idea of a united military force for the CAN."

After pausing for a drink of water, the representative said, "As for the Operations Commander, we will have to nominate and vote for one. Anyone may nominate a candidate that meets the following requirements."

The nation list was replaced by two entries:

1. The candidate must be at least 30 years old.

2. The candidate must have at least 10 years of military experience.

"Well then." said the Disparuean representative. "Who wants to nominate someone?"

Blyzar Dreth, representing Eggman Empire, stood up. "I second Disparu's statement. Especially in regards to CANJSF's first Chairman. As to the question of who's to be the Operations Commander, I propose Major General Wallace Yerkes, of the Eggman Imperial Army. During the Eggman civil war, he successfully defended the city of Isen from insurgent forces. He was also the commander who led the counter attack on their mountain stronghold. He also helped coordinate and oversee defense and attack plans between Eggman Empire and the-then-country-of Islands of Ice. This past year, he successfully lead the reclamation campaign of the Osean province which placed said territory officially in Imperial control. He's won several awards and medals over his career serving as an EEA officer." With that, Dreth began handing out folders containing info on General Yerkes to the rest of the delegates.

A few matters we'd like to bring up.

First, we will not nominate a candidate for Operations Commander because we believe Yerkes is a good fit for the position. We call upon all other nations to recommend a candidate now so that things can get under way.

Second, we reviewed the treaty and noticed that quite a few of the observers have not signed it. I believe we need to collect the signatures of New England, Texas, Old Dominion, and Arctica for the charter.

Finally, we are preparing to begin construction of the SOSUS lines and will notify the appropriate Disparu officials when needed.

The New Canadian Government, eager to make friends with its northern neighbours, sent a delegation of one man, General Lewis.

He approached the CAN members confidently, suitcase held in hand, in his best military uniform, not a spot out of place.

"Greets to you all, I am General George Lewis, dignitary from New Canada wishing for an interview in regards to joining the CAN.

I shall give you a brief rundown of the Nation and feel free to enquire for details afterwards.

Firstly, we can currently weild 140,000 thousand men, we have 20 squadrons of fighter aircraft, several bomber squadrons and the rest are operations support wings, totalling 35 squadrons of airpower.

Our Navy is officially none existant, but to get around this we have built and can maintain battle barges.

These are nothing more than civilian barges with a few guns on and a naval cannon mounted on the front, by no means are they warships, but they serve for coastal defence and the shallow bottoms allows them to ferry units up shallow etc.

Whilst we are however, equipt with mainly "cold war" era weaponry such as the AK-74, RPG's RPD's and the likes, we are a well trained force.

The 20 fighter squadrons are mainly the F1-Phantom fighter bomber.

10,Bomber squadrons are comprised of the TU-95.

5 squadrons of support aircraft such as helicopters AC130'S and transports.

Each squadron holds 12 Aircraft.

Blue Heaven diplomat Whitney Azuma approached General Lewis and shook hands with him.

"I'm sure that New Canada will be welcome into the CAN!" she said. She then leaned into Lewis and whispered "How would you like your military to have better technology, like around when the United States of America still existed?"
