I, Galen, Head of the House of Habsburg-Purple, have garnished the people's willingness to be their own independent nation. This means that, should the government of Kingdom of Arsenia collapse, dissolve or should the territory descend into anarchy, the territory would return to its status as a Buryatian protectorate regardless of any other agreement regarding the territory Article 4: The government of Buryatia agrees to hold future negotiations regarding ceding additional territory to the Kingdom of Arsenia for reasons of natural growth if and when this becomes necessary Article 5: Except in situations where the Zhukov Doctrine is activated, the government of Buryatia shall not be responsible for the defense of the Kingdom of Arsenia against any threats be they internal or external. In short this is not a guarantee of Arsenia's independence.
