OOC: Some of us have lives that are outside of CNRP. Just because I didnt respond to the thread immediately after reading the PM does not mean that it was ignored.

IC: Buryatia dispatches a representative to meet with the Transitional government of the Socialist Republic of Chernorussia. Once the representative arrives at the meeting, he makes a short introductory statement:

"While we welcome the formation of a new government in the regions under our protection, we voice our opposition to the fact that the Transitional government has, according to credible information obtained by Buryatia, petitioned to join an international organization. Until there is a signed document that bears the signature of the government of Buryatia, as well as that of the Transitional government, we do not recognize the Transitional government as being sovereign, or as being able to take foreign policy decisions. Accordingly we ask the transitional government to explain this action, prior to the start of any negotiations regarding territory."-Buryatian Rep

IC: A representative of the Chernorussian transitional government has met with the Buryatian dilpomat.

"Yes, we thought that would be touched on. Be assured we did not intend to join this organization until we were given the land, as i believe was mentioned in the request. That said..."

Without waiting for the Chernorussian Representative to complete his sentence, Buryatia's Rep interjected:

"Until that foreign delegation is withdrawn, any negotiations with Buryatia will be halted. Only once they have been recalled, will we proceed with any negotiation. The issue is not the intent to join the organization. The issue is the fact that Chernorussia is not a sovereign country and is not independent. To dispatch foreign delegations before even meeting with the representative of the nation who is to consider handing over the territory to your Transitional Government is rude and presumptuous.

Had Chernorussia waited until negotiations were completed and the necessary paperwork was signed, then this would not be an issue. Once again we reiterate our commitment to negotiating, however any negotiations will be held under agreed conditions."

"We are still waiting for an explanation as to why this was done. However we are prepared to begin negotiations. If your representative can present a map showing the areas requested to fall under Chernorussia, we can begin"-Buryatia Rep

"I am afraid i do not know why or under whose orders the request was sent." the Chernorussian representative said. "Consent was not given by Big Brother, in which case it is illegal. Rest assured we will find the person who did this, and remove them from their post."

How then can this government be expected to run an entire country? What assurances do we have that your nation won't declare war on someone if a General decides to take a tank ride into a neighboring nation? As a Transitional government, it is necessary for you to demonstrate your ability to effectively manage the area in question. This incident has, in our view, significantly undermined the Chernorussian case for independence.

Despite this, we are willing to continue to negotiate and to permit your government to convince us otherwise. Once a map is submitted showing a proposal of the area to be granted to Chernorussia, then we will draft a formal agreement after consulting with the necessary Buryatian government officials"

"It should be known that this will not happen again. Likely this person believed they were acting in the national interests. Be assured that we will make sure it never happens, this will be the only time." the representative continued. "The land we are interested is the one formally inhabited by the government of Diadochoi."

Standard Draft Independence Agreement (SDIA)

Article 1: The government of Buryatia shall, upon the signing of this agreement, recognize the government of Chernorussia as a sovereign and independent entity representative of the wishes of the people in its territory

Article 2: The government of Chernorussia shall accordingly assume all duties including the defense of the territory upon the withdrawal of Buryatian peacekeepers.

Article 3: The territory to be held by the Chernorussia shall be subject to the Zhukov Doctrine. This means that, should the government of Chernorussia collapse, dissolve or should the territory descend into anarchy, the territory would return to its status as a Buryatian protectorate regardless of any other agreement or treaty

Article 4: The government of Buryatia agrees to hold future negotiations regarding ceding additional territory to the Chernorussia for reasons of natural growth within acceptable reason.

Article 5: Except in situations where the Zhukov Doctrine is activated, the government of Buryatia shall not be responsible for the defense of the Chernorussia against any threats be they internal or external. In short this is not a guarantee of Chernorussia's independence

Article 6: The Government of Buryiatia shall maintain a military base (in yellow) that shall remain as an entity of Buryatia in perpetuity and may not be closed without the agreement of both parties.

Article 7: The Government of Buryatia shall gradually withdraw peacekeepers from Chernorussian designated territory according to a three month timetable.

Article 8: The Government of Buryatia shall begin the process to open formal diplomatic ties between Buryatia and Chernorussia.

Article 9: Any modifications to this agreement must have the approval of both parties before the amendment may be added.

Article 10: This agreement shall remain enacted and in full effect unless the government of Buryatia collapses without a successor state or if the Zhukov Doctrine results in the territory returning to Protectorate status

Article 11: Upon the addition of both signatures to this agreement, Chernorussia shall become an independent nation, and the government of Buryatia shall recognize Chernorussia as an independent and sovereign nation.

OOC .... <_< You can go ahead and RP Chernorussia. Just remember that Buryatian Peacekeepers will still be on your territory for three months, and I will have a military base there.

IC: "The government of Buryatia recognizes the independence of Chernorussia. We hope that the new government can manage the territory efficiently and convince us that our decision was not a mistake"

OOC: As specified in the agreement, Chernorussia is an independent nation under the agreement. The Agreement defines the relationship that exists between Buryatia and Chernorussia. This Agreement does not give Buryatia the ability to intervene in your foreign policy. So if you want to join the AUP, go ahead. (If they accept you of course)
