The South Kamchatka Conference

Itsuki tapped his fingers against his desk, and began to think. He knew what the plan was, just a diplomatic conference. Violent course of action in any situation was never advised. Diplomacy was always the Empire's primary tool. It was like a secret weapon for some nations, that lurked to most as nothing more than an alternative. Warmongering was common sometimes in the history of Planet Bob, which is obvious of all civilization.

The Conference would be held at Petropavlovsk-Kamchatsky, a city in the southernmost region of the Buryatian Protectorate over the southern half of the Kamchatka peninsula. Invitations were dispatched to both Yuktobania and Buryatia, discussing the conditions of the meeting, the reasoning, and other needed details. Hopefully Haruhi's current soul ambition would come true.

To the Governments of both Buryatia and Yuktobania,

I hereby invite for us to hold a conference in the Buryatian Protectorate over Southern Kamchatka. The purpose of such a conference is to determine the fate of the protectorate, in a sense, and hopefully improve local relations among our three nations. Hopefully this can all go diplomatically, and hopefully no insults are hurled across the table back and forth.

He waited for the Buryatian reply, so he could book flights accordingly.

Buryatia's Foreign Minister was still en route back to Buryatia from the previous meeting in South Kamchatka. About half way between Buryatia and Kamchatka, she received an urgent message from the Foreign Ministry requesting that she return to South Kamchatka. The instructions were relayed to the pilot, who promptly turned the plane around.

While she waited to once again see South Kamchatka, Foreign Minister Onatopp stared at her half empty vodka glass. As if on cue an aide appeared at her side:

"Ma'am shall I bring you another glass?"-Aide

With half a smile the Foreign Minister replied:

"No Yuri....bring the whole bottle"

Itsuki had received his confirmation through Haruhi and the Imperial government. As such, he got in the nearest plane, and begin his flight.

Although it was on a private plane, he didn't arrive as quickly as expected. It was a bumpy flight, but he'd managed to reach his destination. As he stepped out the plane, he could see the obviously disgruntled Buryatian minister waiting for him. Yuktobania still had yet to send it's envoy apparently, but hopefully they would in time.

"Hey, sorry to direct you here again. We've got some important business the deal with."

He patted the ground with his foot.

"Involving this land, right here."

Seeing as this is an important matter, The Deputy Prime Minister, Demitri Petrenko boarded a C-130 Hercules protected by 2 MiG-29 fighter aircraft.

Petrenko had a slight smile on his face, he had consulted the Haruhii before and will be a primary propornent in how to deal with the senario.

Arriving at the destination, he came off the plane tired and seemingly worn out, telling the envoys that "Civil War'll do that to you."

Itsuki could see the woman knew slightly was was going on.

"As of late, the God-Empress had become a little ambitious. Mainly, in territorial expansion. Although she dosen't necessarily demand it, or expect to expand much. However, the territory she has set her sights on is right below us, Southern Kamchatka. We believe it would give us better trading advantages in our region of the Pacific, and also allow us to have a pretty clear territorial water route. We hope this dosen't however, annoy or anger the two of you. It would also allow us to be closer to our AUP neighbor, Yuktobania."

The Buryatian government tables the following proposal regarding the South Kamchatka region.

Standard Draft Transfer Agreement (SDTA)

Article 1: All signatories of this agreement are recognized as being sovereign entities

Article 2: Upon the withdrawal of peacekeeping forces in the region, the government of the Haruhiist Empire shall assume control of the territory and its defense.

Article 3: The territory to be held by the Haruhiist Empire shall be subject to the Zhukov Doctrine. This means that, should the government of Haruhiist Empire collapse, dissolve or should the territory descend into anarchy, the territory would return to its status as a Buryatian protectorate

Article 4: The government of Buryatia shall maintain a single Naval base on the territory. The base is considered to be Buryatian soil and shall remain in perpetuity as an exclave of Buryatia

Article 5: Except in situations where the Zhukov Doctrine is activated, the government of Buryatia shall not be responsible for the defense of the territory against any threats be they internal or external.

Article 6: The government of Haruhiist Empire agrees to facilitate the unimpeded movement of Buryatian Naval assets to the mainland and to open sea along an agreed route.

Article 7: The government of Haruhiist Empire shall pay the Buryatian government the equivalent of B$ 2.3 Billion in exchange for the territory

Article 8: This agreement shall remain enacted unless the government of Buryatia collapses without a successor state or if the Zhukov Doctrine results in the territory returning to Protectorate status

Itsuki reviewed the document, and carefully scanned it. The wording was precise, and nothing negative was within the text.

"I believe this document to be agreeable to the government of the Haruhiist Empire. May God-Empress Haruhi bless this signing."

He pulled out a pen, and stenciled both signatures to the document. Haruhi had given him this permission, at least to use her signature if the move was favorable.

He made sure to contact the God-Empress, and have the predetermined amount be shipped to Buryatian soil.
