A brief statement

OOC: A little edit here--please read carefully before any assumptions are made. I would prefer you to read the entire thread before jumping to conclusions.

"Many are aware of the current conflict in Africa. Many are aware that soon after, an outbreak of a deadly disease was seen in Somal. What you may not be aware of, is that the outbreak was not an accident. It was, in fact, a particularly virulent strain of the influenza virus. A strain that I had personally believed still locked away, only to be used for benign purposes. However, rogue members of our own intelligence agency, working for persons unknown, released this virus directly into the Somalian population. While I did not order this attack, i feel personally repsonsible for the atrocity, for the needless deaths that occured. Inb brief...we are providing any and all information concerning the virus to the Somalian government even as I tell you this. Thank you for listening, and good day."

What he said was true. The Somalians would be receiving all the information possessed on the virus.

Official Republic of Free Somal Response:

The leader of a country is responsible for the actions of its people. You intelligence agents use of a biological terror weapon on your watch makes the attack your responsibility. Failure to control your agents and intelligence apparatus hardly is a valid defense on your part. So far we've not asked for a change of government and nor will we.

Our request for the handing over of the leader of your Intelligence agency and the agents who perpetuated the attack.

We now openly call for world condemnation of Promised Land with their open admission of cupability for this heinous attack. The Republic of Free Somal will be closing its airspace and sea ports to any sea going or air vessel of Promised Land.

The Nation of Selenarctos condemns not only this attack, but Promise Land's possession of these bioweapons. Our sphere of influence will be closed to all Promise Land military traffic for a period of 1 year.

We feel that the state of Promised Land is definitely on the right track to seek forgiveness for the crimes committed in its name. We hope that the level of co-operation they have shown thus far in resolving this issue continues and that the true offenders among them are purged from society as the bane that they are to all that is good. Hopefully it will result in live imprisonments or executions, these are the only fitting punishments for these magnitude of offenses."

"We want to thank Somal.. and the Somalese people. In their patience and longsuffering to see this matter through without resorting to rash action they have proven benevolent intent. Some would say that is because they are powerless, but they are not. They are backed by the full might and power of the Dragon Empire, its Bloc, and its friends. Somal has just chosen a higher path, and for that they should be commended. We do condemn the attacks, those who committed the attacks, and Promised Land's government for allowing these kind of lapses to occur which resulted in this tragedy but we're hoping the lessons learned will lessen the possibility this event is repeated going forward. Thank you for your time, have a good day everyone. I will not be taking questions at this time. Promised Land will remain a friend of the Empire so long as they seek justice be done."

He left the stand and returned to the work of the legislature.

The Alliance does not believe any leader can be totally responsible for the actions of underlings within the government. No leader or organization can operate without some degree of trust and faith in its employees, clearly an individual betrayed the trust of those who trusted him or her, and said betrayal resulted in this debacle. Unless Somal can provide some measure of reasoning as to why the leadership of promised land would want to harm somal then it would be ridiculous to blame it on them. That being said we think delivering the rogues involved to the somali government should suffice.

As for biological weapons. Get over it, we live in the real world such weapons are sadly a reality in many nations.

The Prussian government today sent a strong condemnation to the public regarding Promised Land.

"Fools who possess such weapons are merely asking for a leakage by 'rogues'. Either Promised Land needs to get past the horrors of germ wars of the past century, or they need to invest in security systems of this century. As of right now, Promised Land docked ships are hereby forbidden to seek docking transfer in Deutsch-Samoa. Travel and Trade to the mainland, however minimal it is, shall not be restricted."

While we respect your view that the entire government is not responsible, we do raise a collective eyebrow that your government's position on WMDs is 'they exist, get over it.'

The Alliance would never research, nor would we employ "biological" weaponry for a number of reasons. First of all they are impractical in the sense that they can easily backfire; the best of biological weapons even used in small cases could threaten the entire global population, including the population of your own nation. Second we have strong personal dislike for them, and think they are unnecessarily brutal. As for chemical and nuclear weaponry, while it would be great if we lived in a world without them that is obviously not the case, and it would be an injustice to our own nation not to at least study and develop them as a defensive measure against other governments. Our point may have been a bit forward but it was that these weapons are a reality of our world. While we would not pursue their development we wouldn't tell another government that they couldn't if they thought it was necessary to defend their own people.

Patience and longsuffering? Don't mock me. it is because of their rash actions, threatening to go public with it themselves, that this is being published now, before the culprits are found. No doubt the perpetrators are going to be even more difficult to find, and you can thank Somal for that.

All of us have the best intentions, but it always turns out badly.

That said, the use of such a virus in such a manner is horrible. Aiginor strongly condemns this action, and we hold that whoever authorised the use of this be held as a traitor, especially since they did so under the guise of the Promised Land government.

When we find the traitor (and yes, we view them as such), the members of the AC will be invited to view the trial, along with representatives from the aggrieved parties. Final sentencing will be determind and carried out by the aggrieved parties.

The wine glass dropped to the floor, shattering to hundreds of pieces, while Sarah sat awestruck at the television report given in front of her. Around her, generals, politicians, servants, and diplomats, all silent, all slightly worried at the building tension in the room. Her hands shook steadily for only a moment and then pressed firmly against her eyes, as if she was trying to forcefully put the memory of what she had just seen out of her head. "Biological warfare..."

"And only a year since we were attacked by the same kinds of weapons!" An angry senator rose from his seat. But he was quickly silenced by a glare of acid as Sarah turned and looked at him, her silver eyes shining in the dimming light of the chandelier. "My apologizes Your Ladyship, but what they have done..."

"What they have done is reprehensible and will not go unpunished I assure you. Promised Land is our friend, but that does not abstain from the fact that they have launched biological weapons at people that were not able to defend themselves properly from the attack." Sarah wiped her brow and brought her hand to rest over her mouth. "Gentlemen, if you'll excuse me. I'd like to be alone for a little bit."

The congregation bowed and the echoes of scraping wood ran through her office, seconds later, Sarah sat alone, red wine still ebbing its way across the floor. With a heavy sigh she slowly pushed herself from the chair and walked over to her desk. "How could he let something like this happen and if it was during the African War..." Her voice faded out. "It would mean that only months had passed, even weeks since Brisbane had been attacked." She pounded her fist against the desk. "Anthony, how, how could you let something like this happen. Damn it all." Sarah sighed and reached in for an envelope and paper. She didn't have much time before an official statement was to be made, so she dove into the writing as quick as she could.

I have recently come across the news that Promised Land has allowed a biological attack against Somal, during the East African War. You say rogues, but there are so such thing in my mind. You are the leader of your country Anthony and it is good of you to take the responsibility for this attack. But, how could you let something like this happen, only weeks since Brisbane had been hit by the same monsters that use such weapons. I am deeply disappointed in you, and disappointed in your government as a whole. You hold the keys to Bio-terrorism, you understood the risks of keeping such strains that could be accessed by members of I would imagine a much more shaded branch of your government.

What am I supposed to think now, if rogues from your country can do this to Somal, what is stopping them from launching the same kinds of attacks against your neighbors or against other nations. How am I going to be able to have any trust in your country, if these things are done without you even knowing. I would like to speak with you in person about this if at all possible, but I have no idea what kind of damage has been done and what damage the world community would like to place on you and your people.

I am sorely disappointed in you Anthony, but perhaps as always, there is hope for a better future. Maybe the world will see that, maybe not. Though I will say that I would get a better hold on your country and these rogues before worse things occur.

**OFFICIAL STATEMENT FROM THE OFFICE OF THE LADY PROTECTOR**

The recent biological attack made by Promised Land against the Republic of Somal is horrific as it is reprehensible. Even more so, the Commonwealth is extremely disturbed by the actions of our ally and close friend, not weeks after a similar attack occurred in Brisbane at the end of the Mariehamm War. I have seen already that the world has condemned Promised Land, which is entirely understandable. I believe for all purposes that Promised Land should be condemned and anxiously await the trials of the rogues that unleashed this attack and further explanation from the government in power. If not an investigation of the government itself.

However, The Hansa will not cut of trade and will not close our borders to Promised Land because through all this we see many countries around the world of equal blame as them. Biological weapons have no purpose in our world, they, like all weapons are used to kill. However, the manner in which death is delivered is barbaric. I for one, am sick and tired of countries hiding behind weapons such as these along with nuclear weapons as a way to either defend themselves or intimidate their neighbors into listening. My country has been attacked by nuclear weapons and biological weapons and the death toll for both attacks were enormous. People complain that these attacks were done, governments explain that they are sorry for such attacks. You want to solve this? Here's the answer. STOP PRODUCING NUCLEAR WEAPONS AND BIOLOGICAL WEAPONS!

However, I know that that is not a realistic goal, because leaders need the feeling that they can rain hellfire at any time against their enemies. If you have nuclear weapons, if you have biological weapons, you can say all you want that you are using them for defense or for curing disease, or for scientific study. I refuse to believe that, I have seen what Bio-terror can do. I have seen what nuclear holocaust can bring. You want to stop these attacks, these mistakes from happening. Then it is up to the world community to stop these things. Or we can just continue to travel down the dark cycle that we have been on. Fearing war, fearing death. I chose not to live in fear, but it is hard when your neighbors know no other way.

Stop these attacks, change your policy. It's a simple statement, but I would be hard pressed to see any country on earth attempt to live up to it.

In conclusion, the families effected by these attacks are in my prayers and the Hansa will be sending humanitarian aid, and rebuilding personnel to Somal to help bring life back to the way it was. Promised Land, you have seriously made us rethink our trust in you, do not let this happen again.

nothing pains me more than to have disappointed you.

While I have done much to combat the damage wrought in my country and elsewhere, I cannot ever be in two places at once, a fact that has been to my sorrow on more than one occasion. Yes, I am the leader, and as such, I am responsible, indirectly, for this attack.

But even I am not omniscient. I am human. I make mistakes. I missed the moment when this virus was smuggled out of the country. I missed that someone had appropriated MY agents on the off chance that they could be used to wreak devastation.

The agents that deployed the virus were themselves deployed there initialy only to train Somalian intelligence operatives, and long before the war was even thought of, about the time of the wargames between our nations or soon after--the records are incomplete, and someone has clearly been altering them.

I am not lying to you, or anyone in this matter. What was said is the truth--the virus was only supposed to be used for scientific study in hopes that an effective vaccine or cure could be found. I realize that I am far from an inocent--I myself have been responsible for innocent deaths, but never in this manner. If I am directly responsible for a death, it is by more conventional methods. Even as I write this letter, any remaining samples of the virus are being destroyed to prevent any similar atrocity from occuring on my watch.

If you truly wish to speak with me in person about this, I will be there. Name a time and place, and I will be there.

We are deeply saddened to have disappointed one of our closest allies. We, too, as a nation, wish that this had not happened. All steps are being taken to ensure that a tragedy such as this never again originates from our land.
