The Melvin Republic does not agree with Bill IHHB 1, we do not see how this will positively influence the Dragon Empire. We do not see a positive cost-benefit with the plan. We would be more interested in seeing better quality medical facilities on existing military ships, but even that doesn't seem very beneficial to the DE.

The Melvin Republic votes "Nay," but reserves the veto.

It is the embodiment of our good will. It has no tangible cost-benefit, we agree on this, but if you'd seen the strong relations that we have developed historically by the presence of these ships when and where they were needed, I think you'd re-evaluate your position. Having and constructing the ships will pour money into the economy. They're not expensive to maintain when at rest and can double as hospitals in metropolitan areas throughout the Empire in the event of Pandemic. With these points noted we leave the floor open to further discussion."

I considered this as I placed my vote, I do see the possibility of diplomatic benefit. Is it worth it? I'm not sure.

Your first point I will hotly contest, government expenditure with the only purpose other than expenditure will only increase the economy in the short run and will hurt it in the long-run. However, if we can add in revisions like the second suggestion to make them worth the cost I may be swayed. Again, if the other members support this I will not use veto powers.

The ship would be constructed by Andonia, with the assistance of Pax Pacis and some money from the Empire. Charities will be set up to help reduce the cost to the Empire as well. This would make it not that expensive, but still not cheap. The benefits outweigh the costs. There is the diplomatic and public opinion benefit, and there is the benefit of saving more lives during conflicts. If your brother was lying on a battlefield, bleeding to death because there was no hospital ship to help him, would you still say that the hospital ships are a bad idea?

All Dragon Empire member-states are to change to Defcon 3.

Massive Underground Maglev System (MUMS) (1)

The bill calls for an Empire-wide magnetic levitation railway system. The project would consist of one main channel containing 8 rail-lines that reaches into the heart of each major "area" of the Empire. Branching off of this main line will be many secondary lines containing 4 rail-lines each. Subsequent rail-lines can be added on at the member-states expense, or with a revision of this bill.

The benefits:

- Safe and fast military movement

- Faster personal travel for leaders during war (safer than a plane)

- Reduction in congestion and ease of empire-wide movement

- Drastic increase in intra-empire trade

Personally, I believe that the Reich is doing nothing wrong, they are simply wrapping up a year+ war. If they had issued a DoW on Mariehamm, or if Baron Uberstein had seemed more eager for peace I could sympathize with him. However, we feel that the Reich is right in this instance.

We support no action, for we feel that the Reich shall be victorious, regardless of our help.

Cochin cannot understand why a sovereign nation would require a Guarantee of Autonomy. There have been some economic crises in Palintine but we are not aware of them being militarily threatened by any nation. So where is the rationale for this Guarantee?

Palintine is strong enough to maintain an EEZ in its territorial waters and that shows that they are quite militarily independent as well.

If Palintine has voluntarily requested for this Guarantee Cochin proposes that DE should be given some concessions as well.
