I like the notion of a benevolent dictator. The idea is that a dominant force holds sway over a segment of the population, but that is actually beneficial to the population. A stern king, but a good king is better than no king.
Think of RL historically laudable and heroic dictators - King Arthur, King Richard, even Abraham Lincoln was called a dictator. They were benevolent, though.
With regards to the current state of affairs, NPO has acted as the Benevolent Dictator for some time now. While they have been accused of many things, I have not seen them acting in a totalitarian manner. Were they the most powerful force on Bob? Clearly. Did they misuse that power? I don't think they did. Certainly any misuse was not to the level of the rhetoric being leveled against them.
Factionalism is something that cannot be avoided. It is natural for entities to bind together to avoid anarchy. The entropy being hailed by the opposition to 'Hegemony' will certainly not be all that it is cracked up to be. While Hegemony may not be what they desire, they will certainly find that what fills the void in Hegemony's absence is not pleasant. The choices are:
1. the disordered factionalism that resembles anarchy or
2. A new Hegemony.
Would a new Hegemony be preferable? I doubt it. Pacifica seemed to politic with one arm tied behind it's back (so to speak). Very rarely did they utilize their true sway. The new dictator (should their be one) may not be so benevolent.
