The majority of the people are either farming serfs or factoryworking proletarian, controlled by the landowning nobility and the factory foremen who have capitalized on the industrialization and de facto controll the factories as their property (even though they are owned by the state. The foremen and the nobility intrigues against each other to gain influence over the Tsar.

The country lacks constitution and is ruled by the will of the Tsar en the three councils: Council of Nobles, The Citycouncil and the Officers council. The newly coronated Tsar has plans to reform they country ruled by law.
