Have you spoken to your alliance about this? They should be able to have someone help you out. Otherwise, tech dealing works well. Someone sends you $3,000,000 and you send them back 150 tech or whatever else is negotiated over the next few aid cycles. You can't do it all at once but you would send tech every 10 days until all is paid up.

And don't listen to fuzz227, no one does 150 tech. It's usually 100.

You might want to join an alliance first... they are usually very good at helping you find the best ways to grow your nation.
