I only went through about 11 or so pages of spyops. I noticed alot of TOP nations changing tax rates..i questioned it but didnt include it

Sabotage IRS Proficiency (New tax rate randomly produced, 1-5% lower than old tax rate, low limit of 23%) = $100,000 + (20 x enemy nation strength x enemy number of days inactive) [Defender required to collect taxes to change]

Spy tax is a valid tactic, works better if done by those getting stomped though. If you are getting stomped you will remain in nuke anarchy so sabotage tax does little or nothing to you, however if you are doing the stomping you will likely be able to hit PM and collect or just collect in Warmode once nuke anarchy has passed, thats when having your Tax sbotaged does its damage. You obviously can't change tax rate til you collect.

Unless you are of an NS where your opponents will have trouble staggering you, I havent looked at TOP's nations in a long time but id assume theyre still top heavy

One could also use the more cheaper, Incite Government propaganda option. It also requires you to collect with the same govt. (this depends on whether the other nation has a GM or not.)

Anyone caught changing the govt of someone with a Gm should be nuked repeatedly.

Spying tax rate can be effective, especially when combined with things like blockades. If they manage to escape to PM, they've got 20% blockade, tax rate is 24%, they spent 3 days in PM recovering from anarchy, so they've got the built up PM penalty. It can take a hit

As far as I'm aware, regardless of whether you have the GM or not, if someone spies your governement whilst you are in anarchy, then you cannot change out of anarchy without collecting. Which is the reason people do it.

Also I've managed to Destroy Infra on a few occasions, simply because it's located next Target WMD's. Should probably pay more attention to what I'm doing.

Even stupider then spying to change govt of somebody with a GM is spying to destroy nukes when the person has 1) 5 or fewer nukes and 2) has a HNMS, something that has been attempted repetitively upon my nation by a nation who is large enough that they should know better.

In our little war, I had a blast with the 'destroy money' spy-op. I'd never tried it before, but in the lower ranges I think it can be devastating for nations with little or no warchest.

I was hitting guys in the ~20K range, none of whom had a lot of cash on-hand at the start. One of them received $12 mil in aid over two days. In that same period, with a combination of spy-ops, GAs and defeat alerts, I managed to wipe out about $14 million. (On one of those days, I managed to get a defeat alert followed by two very successful GAs after he took some of that money and re-built his army.)

Nothing like tying up a total of eight enemy aid slots for ten days with nothing beneficial coming from it.

EDIT: The best personal example of wasted spy attacks directed my way occurred during the whole 'Red Senate thing' in the noCB War. For weeks on end, various tC nations launched successful spy attacks, changing both my religion and government preferences. Thing is....I had both a Great Temple and a Great Monument.

After a while it occurred to me that the folks spying on me (none from NPO, I should mention) actually saw my Wonders and purposely launched attacks that were pointless. Not quite spy slot filling, but pretty damn close.

Yeah, destroy money is absolutely lethal in the 20-40k range...in our little skirmish with UBD, between DAs, GAs and destroy money ops, myself and another nation took more than $30m off a guy -- who started with $165m -- over the course of an update. Tends to sap one's desire to fight when you wake up 25% closer to bill-lock than you were the night before.

Of course, the people I've fought have tried that as well. Destroying 10-20 million a day is ineffective when your opponents warchest is well into the billions.

In the last war i saw a bunch of people destroying money via spies and having last done that spyop in Karma war i had to laugh at them for only destroying like 2 or 3 million. Then someone informed me it had changed to 10 million

I should read the game updates, eh? I didnt learn about having to collect when someone changes your threat level till Randomly Jim did it to me in 10.10.10

That depends on how long the war lasts. If you're going for the traditional Continuum-era type of war which lasts for about a couple weeks, then yeah, you're right. However nowadays wars last months, and those destroy money missions do pile up over time.

Thats debatable based on the amount of cash the person has and how long their land lasts(if your Londo or a nation with furs youll likely never run out of land thus have to keep a navy or face lots of blockades)

Umm, yeah, I'm a nation with furs native, I have over 1K growth land, and in Bipolar I didn't have a problem with blockades. Why was that do you say?

Well I was facing a 6:1 beatdown in my first week, then 3:1 after that. However by the end of the 6:1 I was out of range of nations with enough navy to do anything to my remaining boats (I still had a navy then, lol; I'd been rebuying to 2K infra in order to buy cheapie boats so my carriers wouldn't get sunk, but I actually had quite a few more boats than just my carriers) and so I was blockading one or two of them each day, while anyone with a navy flailed helplessly against my superior tech.

10 million a day would have been more than I was spending on all my wars after that first week actually. Most of my cash was going on destroy money missions as I recall, which I was doing five of a day against various targets that I was not actually at war with :v:
