For about the fourth time since 9:15 this morning I've read "we have never imposed viceroys" or "you can't talk, you used viceroys."

For visual effect, I quote Azaghul, but he's not alone, he just happens to be the random 7th person to say it:

Our "hegemony" allows for far more dissent. People don't fear that we will kick in their door if one of their members criticizes us, like in the past. We don't EZI anyone for opposing us. We don't impose viceroys or forced disbandments.

Anyone who finds themselves thinking along these lines, or finds themselves nodding their head at this argument: Please grow a brain.

Before you ever pulled it out of the fire and got your act together to win dominance, Admin yanked the opportunity to use viceroys out from under your feet. You have never used viceroys because you have never been in a position to use them.

The GATO Viceroy was the last viceroy not because of any moral compunctions on the part of any dominant alliance in the past 2 years, it is due to the foresight of Admin.

May Admin take credit for your virtue, for you have none.

Making up some illusionary "moral barrier" that they haven't passed is convenient for an alliance that wants to blind-side people from the imposition of a million in tech reps or 1 year terms.

It's like that whole "wonder decommission" whining, the end goal is still the exact same thing.

Now, what it isn't. It isn't a blast to the past (sorry folks, a hegemony worst than the last you won't get), given that we aren't ones to seek debilitating, humiliating terms (viceroys, government bans, extortionist reps, etc). As well, this isn't intended as the endgame

And another one. Besides being unable to use viceroys, it was of course Karma that did ban Caffine from Echelon, and GOONS which has been demanding $90,000,000 over $3,000,000 aid packages all year.

They just make it easy.

Viceroys may still be installed, they just cannot ask for any "ownership" control of the alliance's forums/hosting/etc. As long as all of the directions given by the Viceroy fall within the IC boundaries then there is really no conflict with this rule.

This has been an invalid argument for 2 years. The point of a Viceroy is governance, governance cannot be achieved without complete access, complete access cannot be assured without administrative access. Without demands on RL property (forums) a Viceroy is incapable of performing its purpose.

I disagree. You can govern an alliance without having root admin, which is the only thing that the rule forbids (demanding RL control of the board). You could even do it with a non-admin mask.

What gives you this idea?

"Follow the instructions of the Viceroy or we roll you"

"Give the Viceroy adequate means to provide instructions or we roll you"

I don't see much essential past that. Perhaps add some time frames.

If you're worried about information being kept from you, the only thing granting admin access will stop is it being kept from you on that one specific forum. If you're arguing that governance cannot be achieved without complete access then you're arguing that a proper Viceroy is an impossible concept to begin with.
