Police Headquarters have a real effect on the strength of security forces and This is a very expensive improvement for TE that has very little value. Maybe move the happiness to +1 to offset the positive effect of the increased soldier efficiency but, this is still quite expensive for an improvement in TE or even SE where it is $75,000.
