Selenarctos shall be adopting the same restrictions for the South China Sea and within the Selenarctan Exclusive Economic Zone in support of the UFE initiate. UAV patrols have been stepped up and Coast Guard units deployed to ensure compliance. As by the UFE, thank you for your compliance.

"Our company is somewhat worried about how this may affect international trade through Singapore. Any goods heading from our headquarters in Zargathia to the depot in Singapore would have to register its cargo to three different nations if the country it is registered under is not an ally of Selenarctos and the UFE. Does the obligation to have cargo registered only apply to certain types of cargo or is it all-encompassing?"

A single registration may be made to all ASEAN nations at any ASEAN port whether it be in the UFE, Malaysia, or Selenarctos. If your ships are registered under the Zargathian Flag, their transit should largely be un-effected. Transit between an ally port and UFE controlled ports are relatively low concern.

Test Project Heaven's Rain:

A modified SS-18 heavy missile was deployed on the launch pad of one of the many ICBM silos in Guam. Its target would be a vast area of desert in Qinghai. The SS-18 was equipped with a larger version of the flechette weapons pod on some of the submarine forces missiles. Its capability was four times that of a SLBM based weapon. Special fuel mixtures had been modified to give added thrust power to bear the extra load. In total the weapon was estimated to destroy 3000 meters in diameter of battle space.

Space command in Taibei would monitor the ICBMs progress as it descended through the atmosphere, the target was an obsolete Articuno Island military base, it was filled with old T-55 and T-72 armor which hand been reinforced with extra plating by technicians to give it the simulation of more modern armor.

The effect of the weapon was devastating. The radar in the province was filled with small readings as thousands upon thousands of small flechettes rained down on the target. In the first second remote UGVs recording the effect of the tungsten rain upon the base. Buildings began to crumble in many different directions and armor had chunks taken out of them by the force of the blast, after that the area became consumed with a dust storm and smoke billowing upwards from underground fuel tanks struck by the blast.

A message was sent to the national government: "First test is a success. We will begin testing multiple targeting re-entry Lift Pods on the next missile."

The minister of infrastructure read his report, shook his head, and booked a flight to North China to see what the causes of the delays were. Perhaps more rail lines or a new train model were needed on the routes which had the traffic jams.

In order to best identify the source of the issue, he booked a ride on one of the trains affected himself.

It has come to our attention that the commuter rail system in Northern China is becoming stressed due to demographic concerns. That said, we think it advisable to expand the rail system by one line at the critical junctures and routes in order to accommodate increased traffic. Due to advanced planning, most rail stations have sufficient land to support an expansion of terminal space to be compatible with the added segments of track. Since the new rail will be on existing and heavily utilized routes, maintenance cost increases will only be marginal. Increased productivity and fare revenues should justify the expansion.

We cannot peg the exact costs, but an engineering estimate is appended based on current commodities prices and construction services market pricing. The rail industry officials also seem to agree this is the most logical course of action given the transit concerns, adding more highways or increasing air travel could substantially increase pollution output. In places where maglev has not previously been included as part of the route, we recommend using the higher speed maglev trains due to the all electrical power source, high capacity, and it would allow the second tracks to carry higher volumes of non-commuter loads facilitating industrial expansion in addition to commuter traffic.

Thirty SS-18 modified intercontinental ballistic missiles were equipped with the new multi targeting flechette re-entry pods. Each pod would be maneuverable re-entry allowing each missile to do a wide area strike on six separate targets with about 50 meters accuracy. These weapons were immediately battle operational as they could reach any point in any neighboring country of China.

Due to recent regional tensions and the nomination of Chairmain Jia.. Patriot groups have been organizing massive flash mobs throughout the country over the past days, singing and dancing national songs and anthems. Some spontaneously don the national colors and non-military militia armies walk down the streets holding visages of the Beloved Chairman locked in goose step marches.

The United Federation of the East will be blocking further transit through the Straits of Malacca by submarine forces. Missile submarines deployed in the Pacific should be expected to surface an identify themselves, those that do not and are interdicted should be prepared to meet the full might of the UFE air and sea armadas.

Members of ASEAN, as well as our MDP and higher allies are not effected by this decree but should register their positions with the Admiralty.

Field Marshall Qin put his cigar out as he read the notice. "Defcon 1.. a first in my time in command." He had all his air forces move to stand by and all troops were put on 12 hour rotations to maintain readiness, up from the usual 8 hour watch period at their posts.

Project Rain Shield, a new project at developing a defensive screen against large missile attacks would begin testing in the Ryukyu Islands Naval Proving grounds. Medium range missiles would be equipped each with 20, 000 tungsten carbide impactor which were built in with high explosives for dispersant. The weapon would be equipped with a remote proximity fuse for guidance, where a computer would determine the impactors dispersent range along with the speed of the object. The weapon was designed to be able to enter the high atmosphere and detonate similar to the V-1000 ABM system developed by the USSR in the first half of the Cold War, but would use modern computer technology to be much more efficient. It was expected that this capability could both be stop a high concentration of weapons, or engage conventional MIRVs before they had time to disperse.

The first goal of the weapon would be to be launched from Okinawa Naval Station, and intercept a ballistic missiles launched from submarine forces.

By a vote of 60-24 the Assembly of Singapore has voted for separation from the People's Republic of China as an autonomous region and to fully join the United Federation of the East as the Republic of Singapore. Joining the Republic of Singapore in its admission will be the Democratic Republic of the Ryukyu Islands which simoultanously has voted to declare its independence and join the United Federation of the East as an independent nation.

Peninsular Malaysia has been brought into the Republic of Singapore which is hence forth the Republic of Singapore and Malaysia, with Singapore City Proper as its capital.

The People's Liberation Army Reserve Forces have begun their periodic 4 year mass military exercises in the Shanxi province. The training takes place in groups of 50,000 men and rotates through the entire structure of the PLARF throughout the course of 12 months. The exercises are designed to challenge the troops to acclimate to terrain,innovate on the battlefield, and to heighten their senses. Given some of the exercises are live fire, it isn't uncommon to have accidental training deaths due to friendly fire or explosives accidents.

Of course some of the training was video taped and used for propaganda. Use of foreign films in place of training footage as propaganda has been strictly forbidden.
