IC:

Over the last few weeks a chain of inactivity and perhaps even anarchy had been detected, with the Act of Milan in effect this gave the Federation a responsibility it simply could not ignore. 500 soldiers and 5 tanks were deployed to the Kingdom of Corona which had been part of the Imperial protectorates years ago, secondly the Third Army in Italy reestablished its bases in Veneto to restore order.

The Kingdom's Royal Navy would prevent the Athenian forces from landing in the Kingdom of Corona. The United Kingdom's forces would instead move in from the territory surrounding it and set up a protectorate. A message would be sent to the Athenian Federation informing them that the United Kingdom has placed the Kingdom of Corona under its protection and respectfully requests that the Athenians leave, transportation would be provided to them through the Kingdom's French territory to expedite the transfer.

The United Kingdom's airforce would warn the unidentified aircraft they were approaching a United Kingdom protectorate and to leave the airspace immediately or be shot down.

The aircraft would ignore the warnings simply referring the Irish to the fact that attacking them would be equal to a declaration of war. The first forces had already been on the ground and requests were made to the Hellenic Air Force to prepare combat aircraft.

Without a response from the aircraft, multiple U.K. planes were scrambled to prevent the aircraft from landing. U.K. forces moved into the protectorate land to secure it. A message was sent to the Athenian Federation warning them they were in violation of their multiple treaties with the United Kingdom and to pull back from France.

Another warning would be issued, and if the aircraft entered territorial waters of the United Kingdom (of which surrounded the former Kingdom) then the aircraft would fire. A message was broadcasted to the Athenian Federation on all open diplomatic and military channels warning them that their actions were violating the multiple treaties they held with the United Kingdom. U.K. troops entered into the former Kingdom's lands and began setting up the UK's protection over it.

The United Kingdom is trying to talk to the Athenian Federation, but so far there has been no response but further aggression.

In line with the greater concern for Austrian sovereignty Imperial Command had given permission for Operation Tartarus to move on as proposed. Around 5,000 engineers were to move to the Austrian American holdings to assist in the construction of missile sites and basic defenses. Military transports would also start transporting around 200 surface-to-air missiles, 100 anti-ship ballistic missiles and 15 hypersonic cruise missiles. Even more secret would be the final package which was kept off the records and rather use civilian transports that had been seized by the Hellenic Navy. A total of 5 medium range ballistic missiles armed with a 1 megaton nuclear warhead were to be placed. However only Hellenic forces would guard and control those missiles.

In cooperation with Triyunica Heavy Industries, Fincantieri would set up a subsidiary known as Hellenic Naval Systems, with shipyards dedicated to the subsidiary in Greece, Bulgaria and Portugal and the ability to use Fincantieri shipyards in Italy the subsidiary would become the largest ship construction company in the Mediterranean. It would almost solely be dedicated to producing ships for the Hellenic Navy based on designs of the UFE. Due to these production rights the subsidiary would have half its shares belonging to Triyunican Heavy Industries.

Respecting the will of the Athenian nation and all citizens, resolutely expressed in the free elections, the Athenian Federation is hereby founded and shall develop as a sovereign and democratic state in which equality, freedoms and human rights are guaranteed and ensured, and their economic and cultural progress and social welfare promoted.

[b]Article 1:[/b] In line with the provisions voiced in the Historical Foundations of the Athenian Federation the state will be a Federation composed of semi-autonomous regions. These being;

• The Union of Greece

And the Western Athenian Federation consisting of;

Article 2:[/b] It is the obligation of the Federal government to provide security and protect the independence of each region which will be governed by their own set of regulations.

Article 4:[/b] Each region will have the right of representation within the parliament of the Athenian Federation through regular democratic elections.

The sovereignty of the Athenian Federation includes its land area, rivers, lakes, canals, internal maritime waters, territorial sea, and the air space above these.

The Athenian Federation shall exercise its sovereign rights and jurisdiction in the maritime areas and the seabed and subsoil thereof of the Mediterranean sea, including the smaller seas directly linked to it, outside the state territory up to the borders with its neighbors in accordance to individual agreements.

The Assembly of the People or the people directly shall, independently and in accordance with the Constitution and law, decide:
- on the regulation of economic, legal and political relations in the Athenian Federation
- on the preservation of natural and cultural wealth and its utilization
- on association into alliances with other states.

The Athenian Federation may conclude alliances with other states, retaining its sovereign right to decide on the powers to be delegated and the right freely to withdraw from such associations.

[b]Article 3:[/b] Freedom, equal rights, national equality and equality of genders, love of peace, social justice, respect for human rights, inviolability of ownership, conservation of nature and the environment, the rule of law, and a democratic multiparty system are the highest values of the constitutional order of the Athenian Federation and the ground for interpretation of the Constitution.

[b]Article 4:[/b] In the Athenian Federation the government shall be organized on the principle of the separation of powers into the legislative, executive and judiciary but limited by the rights of individual regions and citizens as defined by the constitution.

[b]Article 5:[/b] In the Athenian Federation laws shall conform with the Constitution, and other rules and regulations shall conform with the Constitution and law.

Everyone shall abide by the Constitution and law and respect the legal order of the Athenian Federation.

[b]Article 6:[/b] A citizen, resident or otherwise visitor of the Athenian Federation can not be punished for an offense when it has not been recognized as such by the law.

[b]Article 7:[/b] In special circumstances the Supreme Court of the Athenian Federation can issue a temporary regulation for offenses not recognized as such by the law. These may be retroactive however must be approved by the Assembly of the People and the Monarchs within a year to maintain legality.

[b]Article 8:[/b] Formation of political parties is free.

Internal organization of political parties shall be in accordance with the fundamental constitutional democratic principles.

Parties shall publicize the accounts on sources of their assets and property.

Political parties which by their programs or violent activities aim to demolish the free democratic order endanger the existence of the Athenian Federation are unconstitutional. The decision on unconstitutionality shall be made by the Supreme Court of the Athenian Federation.

The status and financing of political parties shall be regulated by law.

[b]Article 9:[/b] The Hellenic Foces will be tasked with protecting and guarding the sovereignty and sanctity of the Athenian Federation as defined in Chapter 2 Article 1 and Chapter 3 Article 2 of this constitution.

The Hellenic Foces may cross its borders or act over its borders upon permission from the Monarchs.

In times of need upon order by the Monarchs the Hellenic Foces may assist the civilian police and authorities provided the rights granted by this constitution are maintained.

Organization of defense, command, administration and democratic control over the Hellenic Foces shall be regulated by law.

[b]Article 10:[/b] The borders of the Athenian Federation may only be altered by a motion approved by the parliament and the Monarchs.

[b]Article 11: [/b]Athenian citizenship, its acquisition and termination shall be regulated by law.

No Athenian citizen shall be exiled from the Athenian Federation, have its citizenship terminated or be extradited to a foreign government.

Article 12:[/b] The Athenian Federation shall protect and promote the rights and interests of its citizens living abroad, and shall maintain links with the homeland.

Parts of the Athenian nation in other states shall be given special concern and protection by the Athenian Federation.

[b]Article 13:[/b] The flag of the Athenian Federation shall consist of 2 colors, white and gold. A white background with a gold cross in the center.

The Coat of Arms of the Athenian Federation shall be a shield divided in the colors white and gold with a helm on top and white lions on each side.

The anthem of the Athenian Federation shall be the ‘Hymn to Liberty’.

[b]Article 14:[/b] The Greek, Latin and English languages and the Latin and Greek scripts shall be in official use within the Athenian Federation. Individual regions are allowed to teach non-recognized languages and scripts along with the aforementioned.

Article 15:[/b] The capital of the Eastern Athenian Federation will be Athens. The capital of the Western Athenian Federation will be Rome.

IV: Human Rights and Fundamental Freedoms[/b][/size]

[b]Article 1:[/b] Everyone in the Athenian Federation shall enjoy rights and freedoms, regardless of race, color, gender, language, religion, political or other belief, national or social origin, property, birth, education, social status or other characteristics.

[b]Article 2:[/b] During a state of war or during an immediate threat to the unity and independence of the State or during a national disaster the Monarchs may authorize the suspension of parts of the constitution for groups and individuals at will.

[b]Article 3:[/b] An immediate threat to the unity and independence of the State is defined as any act that can compromise the authority of public figures. Exact interpretation is up to the Monarchs of the Athenian Federation.

[b]Article 4:[/b] The right to appeal against the first instance of courts shall be guaranteed.

[b]Article 5:[/b] Individual decisions of administrative agencies and other bodies vested with public authority shall be grounded on law.
Judicial review of decisions made by administrative agencies and other bodies vested with public authority shall be guaranteed.

[b]Article 6:[/b] Anyone violating the provisions of this constitution concerning the basic freedoms and rights of man and citizen shall be held personally responsible and may not exculpate himself from invoking a higher order.

[b]Article 7: [/b]Every human being shall have the right to live, under no circumstance shall the Athenian Federation execute capital punishment.

[b]Article 8:[/b] Man’s freedom and personality are inviolable, under no circumstances will an individual have his liberty restricted or removed, except when specified by law or this constitution.

[b]Article 9:[/b] No one shall be subjected to any form of maltreatment or without consent to medical and/or scientific experiments.

[b]Article 10:[/b] No one shall be arrested or detained without a written court order based on law. Such an order shall be read and given to the arrested person at the moment of arrest.

[b]Article 11:[/b] Any arrested and convicted person shall be treated as a normal citizen. Any person who has been illegally deprived of liberty or convicted shall, in conformity with law, be entitled to damages and a public apology.

Article 12:[/b] Should a citizen or alien not be able to afford defense, the state shall be obligated to provide professional aid.

[b]Article 13: [/b]Anyone in the Athenian Federation shall be assumed innocent until proven otherwise in an independent and neutral court.

Article 14:[/b] Anyone suspected or accused of a penal offense shall have the right to a fair, independent and neutral trial. A charged or accused person shall not be forced to testify against himself or admit his guilt. Illegally obtained evidence shall not be allowed in court.

[b]Article 15:[/b] No one may be tried more than once if a final court sentence has already passed.

[b]Article 16:[/b] Anyone legally within the territory of the Federation shall have the right to freely move and choose a residence. Every citizen shall have the right to leave the country and permanently or temporarily settle abroad, and at any time may return home. This right may be restricted by law if this is necessary to protect the legal order or the rights of another individual.

Article 17: [/b]Foreign citizens and stateless persons may obtain asylum in the Athenian Federation. No alien within the territory of the Athenian Federation will be extradited. Both elements of this right may be suspended for individuals by court order.

[b]Article 18:[/b] Homes shall be inviolable. Only a court may by a warrant based on law and a statement of reasons order the search of a home or other premises. The tenant concerned shall have the right, personally or through his representatives and two obligatory witnesses, to be present at the search of his home or other premises.

Article 19:[/b] All citizens shall be guaranteed respect for and legal protection of personal and family life, dignity, reputation and honor.

[b]Article 20:[/b] Freedom and secrecy of communication shall be guaranteed and inviolable.

Article 21: [/b]Everyone shall be guaranteed the safety and secrecy of personal data. In special cases the government may collect data.

[b]Article 22: [/b]The Federation shall guarantee the freedom of though and expression.

[b]Article 23:[/b] Any call for war or resort to violence, national, racial or religious hatred or any form of intolerance shall be prohibited and punishable. Committing a penal offense motivated by the above shall be punished with a 50% increase above the sentence.

[b]Article 24:[/b] Freedom of conscience and religious and free public profession of religion and other convictions shall be guaranteed.

Article 25:[/b] All religions are equal before the law and shall be separated from the state.

[b]Article 26:[/b] All citizens shall have the right to peaceful assembly and public protest.

[b]Article 27:[/b] All citizens above the age of 18 years shall have universal and equal suffrage. This right shall be exercised by direct elections through secret ballot.

V: Organization of Government[/b][/size]

[b]1. Monarchs of the Athenian Federation[/b]

[b]Article 1: [/b]The Monarchs of the Athenian Federation are the heads of state and heads of government. The Monarchs shall represent the Federation at home and abroad and ensure the continuance and unity of the Federation and its regular functioning at all costs.

[b]Article 2:[/b] The Monarchs of the Athenian Federation shall be appointed by bloodline. If no heir is available to the existing Monarchs the Assembly of the People can select a new monarch by a 2/3 vote.

[b]Article 3:[/b] The Monarchs shall enjoy full legal immunity and maintain all executive powers within the Federation. The Monarchs may veto any legislation by the Parliament.

[b]Article 4:[/b] The Monarchs are commanders-in-chief of the Hellenic Forces. On the basis of a decision by the Assembly of the People the Monarchs may proclaim war and conclude peace.

[b]Article 5: [/b]The Monarchs may dissolve the Parliament if it has passed a vote of no confidence to the government, if it has not approved the state budget within a month of proposal or has acted against the constitution of the Federation.

[b]Article 6:[/b] In the performance of powers the Monarchs of the Federation shall be assisted by advisors.

[b]Article 7:[/b] Under no circumstances may a direct link by bloodline exist between the monarch of the Eastern Federation and the Western Federation.

[b]2. Parliament of the Athenian Federation[/b]

[b]Article 8:[/b] The Parliament of the Athenian Federation is a body of elected representatives from the people and operates the legislative power in the Athenian Federation. The parliament shall consist of the Council and the Assembly of the People

[b]Article 9:[/b] The Assembly of the People shall have 5000 seats, elected through secret ballot by all Athenian citizens above the age of 18 years. The Council shall have 500 seats, elected through secret by all Athenian citizens above the age of 18 years. Election of the council of the Athenian Federation shall happen 2 years after the election of the Assembly of the People.

[b]Article 10:[/b] Elections for the Assembly of the People shall be held every 4 years, after conclusion of the elections the Council shall be formed.

[b]Article 11:[/b] Members of the Parliament shall not have an imperative mandate and shall receive regular financial compensation for their service and other rights specified by law.

[b]Article 12: [/b]The term of office of representatives in the Hellenic Parliament may be extended by the Monarchs only in the case of war.

Article 13:[/b] The Parliament of the Athenian Federation shall have all legislative powers with the exception of signing international agreements where it serves in an advisory role.

[b]Article 14: [/b]The Parliament of the Athenian Federation shall vote by majority unless specified otherwise in the constitution.

[b]3. Council of Magistrates[/b]

[b]Article 15:[/b] The Council of Magistrates shall maintain individual departments of the Athenian Federation.

[b]Article 16: [/b]The Council of Magistrates shall be proposed by a majority of the Assembly of the People and is subject to approval from the Monarchs. Upon approval the Monarchs will officially appoint the Council of Magistrates.

Article 17:[/b] Individual Magistrates or the entire council may be removed upon a vote of no confidence passing in the Assembly of the People. Such a vote requires a simple majority.

[b]4. Judicial Power[/b]

[b]Article 18:[/b] Judicial power shall be exercised by independent and neutral courts. Courts shall administer justice on the basis of the constitution and law.

[b]Article 19:[/b] The Supreme Court of the Athenian Federation, as the highest court, shall ensure the protection and execution of the constitution. Formation of the Supreme Court shall be regulated by law.

[b]Article 20:[/b] Court hearings shall be open and judgments shall be passed publicly unless minors are involved or the protection of individual rights is at jeopardy or matters of national security are involved.

[b]Article 21: [/b]Justice shall be administered by judges in conformity with law, judges shall be appointed for life and enjoy immunity in regards to rulings.

[b]Article 22:[/b] Judges shall be appointed by the Supreme Court, the Supreme Court shall be appointed by the Assembly of the People.

[b]Article 23:[/b] The Monarchs may at any time grant a pardon or immunity to an individual even if against court rulings.

[b]Article 1: [/b]International agreements on behalf of the Athenian Federation shall be negotiated by the Monarchs.

[b]Article 2:[/b] The Parliament may provide non-binding advice on international agreements.

[b]Article 3:[/b] International agreements concluded and ratified in the Athenian Federation shall stand above law but below the constitution.

[b]Article 1:[/b] Amendments to the constitution may be proposed by at least one fifth of the Assembly of the People or the Monarchs of the Athenian Federation.

[b]Article 2:[/b] The Assembly of the People upon hearing advice from the Council and Council of Magistrates shall decide by a majority vote of all representatives whether or not to start proceedings for the amendment of the constitution.

With events occuring globally the new constitution would see its first trial, one by fire. Enough had happened to require a more effective and efficient government, as such both Valerio and Ariadne had agreed to use their emergency powers under chapter 4 article 2 to suspend parts of the constitution. The exact changes were outlined in a confidential act sent to both the Council and the Assembly of the People.

Each individual in this council shall have a vote equal to the percentage of the party within the Assembly of the People. The Emergency council shall take over all legislative functions for the duration of the crisis.
-Effective immediately crimes against the state shall no longer be handled by civilian courts but by military tribunals.
-Effective immediately the monarch may proclaim war and conclude peace without permission from the Assembly of the People. [/quote]

Using these new powers several known opposition and anti-war leaders were placed into protective custody and denied access to popular media, military and police presence in the larger cities would increase drastically and a general ban on demonstrations was declared. Considering most citizens were aware of the nature of the crisis they would accept the measures.

At the same time citizens throughout the Federation would receive notice they had to report to their nearest army base where they would receive weapons and basic training. Most of them were either unemployed and between the ages of 18 and 30, in addition to this the reserves were informed that they were to prepare for deployment and shipyards and factories throughout the Federation were confiscated for the production of ships, aircraft and other equipment the Hellenic Forces were going to need. Owners would be given compensation in the form of war bonds mostly and direct money in a lesser form.

In general a campaign was started to increase the money flow into the Ministry of Defense. It was expected the campaign would get at least a few billion into the treasury.

Finally with a change in the situation in North America the full First Army was redeployed to the Federation, half of it would move to Portugal and reinforce the Spanish border with the other half moving to Italy to secure the border with the United Kingdom there. the Second Fleet would do the same however focus purely on the Spanish and Portuguese coastlines.

While the war had been averted the emergency measures would remain for now, with the entire arms industry under a single committee the Federation as a whole could produce and design weapons more effectively. In line with that ground warfare had always been a lower priority but it was painfully obvious the Army would be the branch seeing the most action. As such the Hellenic Army needed to be modernized. Under order of the Magistrate of Defense an investigation would start into this important matter. The goal was to improve the use of computer systems and to link the ground forces even more. The MBT and combat armor already used link interfaces and satellite uplinks however other systems were still very much using traditional systems. It was expected the initial results would be in within 2-3 weeks after which a decision could be made if a project to truly modernize the Army could go on.

Well aware of the threats abroad there was another part that the government could not forget, internally dissident influences might decide to take action against the Federation while it was perceived weak, this was next to the risk of foreign espionage and the like influencing the security of the state. As such the Committee for State Security was formed and instructed to work next to the Federal Intelligence Agency. Where the FIA would be the more public and clean agency focusing on conventional intelligence gathering such as satellites and recon aircraft the CSS would do the dirty work. All foreign operatives currently working for the FIA were placed under the CSS, further recruits would be trained and specifically retired military would be a prime target for CSS recruitment efforts.

The CSS would have 3 main tasks outlined below.

[*][b]The protection of the state against dissidents:[/b] This would in practice mean the CSS was authorized to use any and all required force against perceived dissident movements. Primary focus would be placed on the fascist National Front and in lesser form the liberal party. To exercise their duties the CSS was given the permission to start tracking movements of all citizens, intercepting their use of communication systems and finally under Emergency Act 1 arrest individuals deemed a serious threat.
[*][b]The protection of the state against foreign influences:[/b] This would perhaps be the most clean of operations the CSS was tasked with, the protection against foreign influences in essence meant tracking down foreign operatives, taking them down and as such preventing espionage or sabotage to affect the security of the Federation. To be able to exercise this duty the CSS would receive access to the database on known foreign operatives and their contacts made by the FIA in the past.
[*][b]Proactive protection of the state in foreign countries:[/b] This function would in essence mean everything they could do abroad. Gathering intelligence to spreading false information(in some cases the truth) and not to forget promote revolutions that helped the Federation. To exercise this function they would get a sizable financial reserve that was filled every year(the beauty of $600 toilet seats and the like).

Officially the CSS didn't exist, its workers were either registered as part of the FIA or simply didn't exist at all on any public records. To test the new organization operatives would be sent into the new Spanish territory with the task of silencing any dissident movement.

For unknown reasons satellites would start to notice elements of the Second Fleet were heading north towards the waters of the Germanic Union, if asked the Magistrate of Defense would claim exercises were scheduled however that he couldn't disclose more.

After combat ended in Japan all forces with a few exceptions were ordered back to the Athenian mainland. Upon return however the full mobilization would be maintained and all branches of the military remained at a maximum readiness.

The deployments still overseas were 500 soldiers in Cimei Naval Station and 1,500 soldiers in Cam Ranh Bay, the rest of the Hellenic Forces were spread throughout the Federation with most of the navy in the area of Portugal but spread out and not in harbors.

In line with the 'Air Force Modernization Program of 20XX' the completion of the B-10 project had been welcomed. The B-9 had become outdated in the eyes of Imperial Command and a proper replacement was needed, the B-10 that was primarily developed by the UFE would be this new plane. The entire B-9 arsenal would gradually be decommissioned and put in storage for potential future use. At the same time the powers granted to the government were used to have all factories that were needed for the production to dedicate its production towards the B-10.

Intelligence reports from both the CSS and FIA had shown a similar development, while further tensions and escalation were fully expected the recent live feed from the English was effective in putting the subject even higher on the agenda. The B-10 by now had fully replaced the B-9 which was in storage, meanwhile production of the B-10, F-1 and F/A-47 would continue at full speed so there were proper reserves.

In addition to the 4,000 ER-M-51s bought from the UFE the country would start producing its own missile which was roughly based on the UFE design, the MX-52 would be produced in factories in Greece, Italy and Spain. It was expected the missile would be fully compatible with the other units that currently used the ER-M-51s.

Production of the Neptune ASBM was significantly less important with 400 produced and placed along the coast of Portugal, production would continue until they reached 500 after which it would be put on an even lower priority. After all the defense of the other Hellenic waters could be done by the significantly cheaper and easier to produce conventional anti-shipping weapons.

The Second Fleet had fully consolidated its position in the Atlantic guarding the waters that could most easily be reached by hostile forces however great care was taken that a single strike by an enemy could not take down a large group of ships at once. Especially the threat of nuclear weapons was considered seriously.

Finally unarmed ships had been spread between Portugal and the American base that was under construction, these would serve to rearm Hellenic and allied vessels when needed.

A measure common when the Federation entered this state of alert was that the monarchs and Council of Magistrates would be taken to the Imperial War Cabinet, in this specific case the Emergency Council would also join them while the suspended parliament was taken to houses along the countryside of the Federation.

With elections in the near future security measures around the nation were somewhat relaxed. All political movements were given exceptions on the ban on peaceful assembly provided they gave proper notice and security forces were in place to make sure there wouldn't be any clashes between individual political groups. With the political debates and standard arguments about the state of the social security system and healthcare it almost looked like everything was back to normal. An air of calm and peacefulness had even returned to the newly gained Spanish territories which had seen a serious increase in political participation since the annexation. The Athenian citizen valued their right to vote and no one was going to take it away. Initial polls showed that the ruling coalition would probably win to rule for another term, the rather unique coalition of socialists, pacifists and greens had brought the country to a great position, and now it even had given them an enemy they could unite against. The Nationalist Front would be almost annihilated from the Assembly of the People with them being suspected of directly supporting the large rebel movement in northern Italy, they also lost ground fast to the new and rising Nordic Socialist Party of Southern Europe. While this party had originally been banned the Supreme Court had ruled the Nordic Socialists deserved representation too.

Bases in Asia were ordered to the highest state of alert with around 50,000 reinforcements promised. The situation that was developing in Oceania had seriously worried Imperial Command so it was decided some securities were going to be needed.
