The National Assembly, after brief deliberations, decided to authorize the funding of billions of dollars to help rebuild the still-devastated cities throughout the New England Protectorate. Many cities and towns, especially Philadelphia, Dover, and Washington DC, had been devastated by Xaristani bombing raids in the recent war against the former AUS. Efforts are underway to restore power and electricity to the region.

The federal government announced, once again, that each Protectorate in the New England Protectorate shall be supervised by one Protector-General each, as in the case of New Jersey. The Protector-General wields absolute power in his/her respective area of jurisdiction (Protectorate) and is accountable to the President.

On an unrelated note, the branches of the Stasi and Military-SS had been expanded into each Protectorate of the New England Protectorate, where they will help the Protector-Generals and Protectorate governments to maintain law and order as well as participate in the current reconstruction efforts.

Military inspection officials have reported finding fortifications that may have been built by the former Rebel Virginian government. In the Delmarva Peninsula, in the New England Protectorate, fortifications and defenses were discovered and in remarkable stable condition. Thousands of Czech hedgehogs, deactivated mines, and miles of barbed wires could be seen on the shoreline.

In addition, according to the report, small ridges were constructed at the end of the minefields that had trenches in front of them. Artillery batteries and anti-aircraft flak was discovered alongside the trenches, and as were pillboxes and bunkers. This was an interesting discovery, one that would contribute greatly to national defense without much investment into doing so.

Army soldiers have made a discovery today: approximately four miles to the west of Bedford, Virginia, they discovered what appeared to be a deserted town. Digging through the remaining files, they discovered that the city was, interestingly, named Pleasantville and was apparently built by the former Rebel Virginian government. What made the town special wasn’t only the fence and moat ringing it, but also the architecture, vehicles, and assets inside the town, which was reminiscent of the 1950s.

The federal government is currently investigating this, and so far it has discovered that Pleasantville was intended to be a ‘perfect world’ and was to be expanded to the rest of Rebel Virginia once construction was over.

On an unrelated note, the City Hall of Washington DC voted, with popular support, to change the city’s name from Washington DC to Washington City. The White House, Capitol building, the Lincoln Memorial, along with hundreds of historical monuments and statues, in the former US, Rebel Virginian, and Atlantian capital will be rebuilt and renovated.

As per government orders, the border between Pennsylvania and New York State was reopened and the “shoot-to-kill” orders rescinded. The new border between New England and its Protectorate shall be free and open, as any legitimate citizens (except criminals, illegal immigrants, etc) are allowed to cross the border at any time.

CLASSIFIED

The Unified National Security Command (UNSC) reported to the Department of Interior that reconstruction is well-underway, and progress has been made – especially in the newly-admitted state of Pennsylvania. Power and electricity are being provided by the federal government to the major cities and towns through ‘backup generators’ while New Englander technicians work into fixing the main power and electronic grids.

Massive quantities of resources, equipment, and supplies are being channeled into the reconstruction of Philadelphia, Dover, and Washington City. In the case of the first, the city was being rebuilt in the New England style, albeit keeping most of its old-fashioned beauty; the same went for Dover. The demolished airports are being rebuilt and the leveled naval bases were being bulldozed to the ground to make room for new ones. In Washington City, as stated before, the Capitol building, the White House, the Lincoln Memorial, the Washington Monument, and other monuments are currently being rebuilt (the Pentagon, however, was closed down).

Everything was going pretty well so far.

The federal government passed a resolution nationalizing, or placing under government control or regulation, all major industries, corporations, and companies in the State of Pennsylvania – especially these specializing in manufacturing, electricity, chemical, and the like. This includes but is not limited to US Steel (renamed NE Steel), PPG Industries, and HJ Heinz, stationed in Pittsburgh alone. This also includes the Philadelphia Stock Exchange, cable television and Internet provider Comcast, insurance company Lincoln Financial Group, energy company Sunoco, and chemical producers Rohm and Haas Company and FMC Corporation – all based in Philadelphia alone.

With the recent admittance of Pennsylvania into the Union, the Department of Defense and the Unified National Security Command outlined preliminary plans to expand the border fortification project to cover Pennsylvania’s borders. According to the plans, the two planned border fortification lines will be configured to take maximum advantage of Pennsylvania’s natural terrain and geography, similar to the ones already established from the New York border to New Brunswick. The plans are currently awaiting government authorization as top priorities are rebuilding/repairing the region’s infrastructure and there is a possibility that further Protectorates may decide to join New England, as Pennsylvania had done.

In its bi-weekly report to the Department of Defense, the Unified National Security Command (UNSC) stated that construction on the first border fortification line was now 68 percent complete, and the second line 64 percent completed. Next, the coastal fortifications were reported to be approximately 67 percent completed; the air defenses were 70 percent completed.

The IUSS Department reported that the IUSS network was reported to be 72 percent completed. This is because the major components were successfully installed in place, and it was only a matter of installing allays across a wide area of the seafloor.

The Department of Defense has announced that it is withdrawing all military forces from the New England Protectorate because a local power have taken power in the area (the Theocracy of Rebel Virginia). However, the federal government will continue to maintain these bases (it has dropped its claims on the rest), which shall be a part of New England and shall perpetually be so:

  • Fort Meade, in Maryland
  • Fort Washington, in Maryland
  • Fort Eustis, Virginia

The federal government, in conjunction with withdrawing its military forces from its now-former protectorate, issued the Kennedy Doctrine. The Doctrine stipulated that in any case the Rebel Virginian government and/or state lose control or collapse due to war, disaster, or any reason, the region shall revert back to New England’s control and protection immediately – and New England shall have every right to enforce and exercise the Doctrine through military, diplomatic, and economic means.

After review, the federal government approved of the preliminary border fortification plans on the border of the new State of Pennsylvania – but only after mandating that a third, frontier line be erected. The Department of Defense had submitted detailed plans to the Unified National Security Command, Army commands, Border Guard commands, and sector commanders. The plans, besides from explaining the two border fortification lines, also detailed about the new border frontier fortification line. The frontier line will be built only on the Pennsylvanian border. The details are as follows:

First, a border dividing line will be outlined at least several feet from the border fence (which will be explained shortly); the line will be marked with border stones and columns. Beyond that, a control strip will be located between the dividing line and the border fence. The control strip will be approximately 100 meters wide, and will be mined (of which will be configured in a way that demining the hidden mines will be extraordinary difficult).

Beyond the control strip, two types of fences will be established: an electrified, double-row barbed wire fence will be established in conjunction with single-row and double-row grid fences, which will also be electrified and barbed-tipped. The double-row grid fence will be approximately 2.5 meters high and the single-row grid fence will be 3 meters high. Both types of fences will utilize anti-personnel mines between rows.

Several meters behind the fences, an anti-vehicle ditch will be dug, of which it will be enforced with concrete slabs. The ditch will be utilized to stop any military vehicles right on their tracks and enable sufficient time for reinforcements to be brought to the area. After the anti-vehicle ditch, a second control strip will be laid out. It will be six meters long, and mines will be also utilized beneath the strip.

Next, a patrol strip will be built alongside the second control strip as to enable the Border Guard troops to conduct patrolling and monitoring missions along the entire border. It will also enable the border guards to bring into sufficient reinforcements, utilizing a well-developed road system. Border communication networks will be established alongside the patrol strip as to enable greater control and monitoring of the border fortification; surveillance and arc lamps will also be utilized for this purpose. They will be EMP-proofed.

Several meters behind the patrol strip, an intricate network of observation towers, flak towers, bunkers, and pillboxes will be established at specific intervals, and in a way that all will be interconnected with the each other. All structures will be constructed with enforced concrete as to enable them to withstand even the mightiest attack (except a direct nuclear blast). The bunkers and pillboxes will be partially underground, as to provide greater security and protection. Listening posts and road barriers (including but not limited to Czech hedgehogs) will be established throughout the entire fortification line.

A concrete wall will be constructed several meters behind the fortifications; it will be made of enforced concrete and will be 3 meters high. They will be utilized to defend strategic points (such as towns or villages located near the border and the like). An electrified, barbed-tipped hinterland fence (also known as an electrical warning fence) will be established, and will utilize visual and acoustical warning devices.

Lastly, at least four (and possibly more) tunnels will be built under the border fortification system that will emerge on their side of the border. This will allow for covert reconnaissance missions and the like. An illustration of the new border fortification line are as below:

Construction will begin immediately, and massive quantities of resources, supplies, and labor will be utilized to help make this a success.

The Department of Defense has announced that EMP-proofing of all government buildings, installations, and institutions – as well as Army and Naval ones – in Boston has been completed, and with success (this includes the few select areas of New England). All government and military vehicles in Boston have been hardened against EMP, and as were electronic and power grids in the capital.

EMP-proofing of civilian vehicles is now beginning as civilians are now required by a government resolution to check in their vehicles to their auto retailer for checking and to submit their vehicles in for EMP-proofing. The federal government has now expanded the scope of the operation from Boston to New York City, Providence, Fort Orange, Fitzgerald, Philadelphia, and Saint John, as well as other major cities.

The Department of Defense transmitted a series of highly-classified communiqués to the Unified National Security Command (UNSC), the National Air-Defense Command (NADC), and the National Missile Defense Command (NMDC), detailing about the expansion of the current air and missile defense project to the newly-admitted states of Pennsylvania and New Jersey:

Thousands, if not more, of anti-aircraft and SAM sites, radar installations, communication centers, and missile sites will be established in strategic and classified locations all over Pennsylvania and New Jersey, including major cities and towns. In the case of New Jersey, its shoreline and beaches will be configured with the current coastal fortification projects, to be set to be fortified at a moment’s notice.

In addition with the PAC-3 and THAAD missile system, a new, third missile system will be configured and established in the State of Pennsylvania and New Jersey for the time being (there is a possiblity that the system will be expanded to the rest of the country). It will be detailed below:

Starstreak High Velocity Missile (HVM):

The Starstreak HVM is a short range surface-to-air missile manufactured in New England. After liftoff, the missile accelerates to over Mach 3.5 and utilizes laser beam-guided submunitions. The Starstreak HVM has several advantages:

  • It cannot be jammed by infrared countermeasures or radar/radio countermeasures
  • It cannot be suppressed with anti-radar missiles
  • Its high speed reduces the effective time for any countermeasures to be mounted
  • It is more quick-reacting than MANPADs and require no cooling-down period

Army soldiers seized the Delaware River estuary today, moving across the historic New Jersey-Delaware border and taking over the area. Through this, Army commanders have stated they have erased the border off the map and thus eliminated the worrisome issue of having to allocate further resources and supplies to constructing another line of border fortifications in New Jersey. The Rebel Virginian government has been compensated for the loss of this territory.

For classified reasons, the federal government ordered the Pennsylvanian-Rebel Virginian border to be closed and the Stasi Border Troops placed on “shoot-to-kill” orders. Airport and custom security in both New Jersey and Pennsylvania, as in the rest of the country, were placed on near-draconian footing as stringent regulations took effect.

The Department of the Navy in conjunction with the IUSS Department declared today that the current IUSS network will be expanded to include the waters around New Jersey and Pennsylvania. Thousands of IUSS components (such as torpedo and mine launchers, and the like) and arrays will be placed all over the ocean floor alongside New Jersey’s shores.

In addition, the scope of the IUSS network has been finally determined (shaded areas on the provided map denotes the fullest extent of New England’s IUSS network). The shaded area will also function as New England’s Exclusive Economic Zone (EEZ) and its sovereign waters. It is configured in a way that it does not violate any nations’ sovereign waters/restricted zones (it also includes Guantanamo Bay in Tahoan Cuba):

The federal government, upon conducting a survey regarding ethnic groups in both the states of Pennsylvania and New Jersey, found that there were five prevailing ethnic groups in Pennsylvania: Pennsylvanian Dutch, German, New Netherland Dutch, Irish, and New England American. The largest of the five, Pennsylvanian Dutch comprises of approximately 27 percent of Pennsylvania’s population, making it’s the largest Pennsylvanian Dutch community in the Republic of New England – but rivaling Connecticut in having the third largest New Netherland Dutch community. According to the government, about 25 percent of the population is of German descent (though a higher percentage speaks German), and 17 percent is of Irish ethnicity. Lastly, the smallest of the major ethnic groups is New England American, which comprises of about 12 percent of the population.

In New Jersey, the most ethnically diverse – and the most densely populated – state in New England, the largest ethnic groups are New England American, New Netherland Dutch, Italian, Irish, African, and German. The largest, New England American comprises of about 18 percent of the population, followed closely by New Netherland Dutch (16 percent) and Italian (14 percent). New Jersey boasts a large Irish community of which came from the Tahoe Republic: about 12 percent of the population is Irish. African and German comprises of approximately 11 percent of New Jersey's population, respectively.

Plus, construction on the new frontier line in Pennsylvania, as well as the two lines, was reported to be about 5 percent completed so far. The coastal fortifications were about 76 percent completed – but about 7 percent completed in New Jersey and 5 percent completed in Pennsylvania. The air defenses in New England was reported to be 79 percent completed so far, but 5 percent completed in New Jersey and 4 percent in Pennsylvania.

The IUSS Department reported approximately 81 percent of the network were in place and functioning, but also that about 4 percent were established in the waters around New Jersey and 3 percent around Pennsylvania.

The Department of the Air Force has announced that the Air Force will be undergoing an upgrade: approximately half of its Interceptor squadrons (about eleven) and half of its National Defense squadrons (about eleven), will be replaced and fitted with the F-50 Screaming Banshee, purchased from the Tahoe Republic.

The Department of the Navy announced that the Navy was getting an upgrade in the term of its Destroyers. Starting immediately, the current destroyers will be phased out in favor of a newer and upgraded brand of Destroyers: the Roosevelt-class Destroyer, with its first Destroyer being christened the DD-21 Franklin D. Roosevelt.

According to the Navy, the Roosevelt-class Destroyers will blend concepts of seamless interoperability, information superiority and precision firepower to ensure naval superiority at sea; the DD-21 will have two operational capabilities: Land Attack and Dominance. The DD-21 will be armed with a wide array of land attack weapons as to provide precise, sustained, and distributed rate of fire over a wide area of operation in support of onshore missions and the like. The specifications of the DD-21 Destroyer are outlined below:

The DD-21’s advanced weaponry system will provide for improved sustainability, more firepower, and increased range needed for current modern naval warfare. To improve its performance and capabilities, the DD-21 will be employed with stealth technologies as to reduce its visual, radar, infrared, acoustic, and magnetic signatures; it will be near-undetectable. This would enhance the DD-21’s offensive capabilities, according to the Navy. The DD-21 would be the first of the SC-21 family.

In addition, the DD-21 will utilize leading-edge radar suite which, combined with surface-to-air missiles and cooperative engagement capabilities, will enable it to establish and maintain local air and naval superiority; it also employs mine hunting systems and broadband sonars. The DD-21 Destroyer will be staffed with a crew ranging between 95 and 150.

The Unified National Security Command announced today that all electronic, intelligence, and communication grids in Pennsylvania and New Jersey has been successfully repaired and put back online, and that backup grids have also been established in place. In addition, reconstruction of Philadelphia is nearly complete as thousands of contractors, officials, and construction workers are currently putting in the finishing touches in the Pennsylvanian capital. EMP-proofing efforts are currently underway and will cover strategic cities and points in Pennsylvania and New Jersey in conjunction with the rest of New England.

The Unified National Security Command reported today that progress on the first two border fortification lines were nearing completion, with the first line being 93 percent completed and the second line being 90 percent completed. The third line in Pennsylvania was reported to be 22 percent completed so far. In addition, the coastal fortifications were approximately 93 percent completed, and about 24 percent and 23 percent in New Jersey and Pennsylvania, respectively.

The air defenses system was finally completed, and was now 100 percent online and functioning. Much progress had been made in New Jersey and Pennsylvania, though: 21 percent in the former and 20 percent in the latter.

Lastly, the IUSS network was also successfully completed, reaching 100 percent progress. The IUSS now extended throughout New England’s EEZ and sovereign waters in the Atlantic Ocean – save for New Jersey and Pennsylvania. In New Jersey, the IUSS was about 21 percent complete and about 25 percent completed in Pennsylvania.
