Bill DIFP (short for Dragon Imperial Financing Proposal) (1):

Proposal date: 06/09/2009

The purpose of this bill as proposed by the State of Dragonisia is to move the Dragonisian Sovereign Wealth fund, its holdings, and the holdings of the Dragonisian Global Nuclear Relief Fund into the possession of the Imperial Treasury under the control over the Dragon Empire Legislative Chairperson of Economic Development for the purposes of funding empire wide infrastructure development and economic projects as well as to ensure the safety and security of the nation. This is a transference of control from the state to the nation. Although the state has the power to grant the funds, the Empire as a whole must be willing to accept/receive the funds. If approved, the transfer will occur the day after the approval date.

The purpose of this bill is to welcome Singapore to the world stage by unilaterally granting it favored nation status as a trade partner and free trade for a year as a good will.

DEFAP (2) Optional Defense Pact with Rebel Army
Private discussions with embassy personnel put forward through the Triumvirate Adviser Maelstrom Vortex has discovered that Rebel Army may be inclined to accept an Optional Defense Pact at this time. Would the Dragon Empire like to enter an Optional Defense Pact with the Rebel Army? At this time, our diplomatic personnel feel this is the appropriate offer with anything greater perhaps being to aggressive and anything lessor being something that the Rebel Army doesn't feel to be proper. They don't do Non Aggression Pacts.

Recommended Duration: Until Canceled.

Recommended Cancellation Time: 72 hours notice.

Imperial Economic Development Bill (IEDB) (1)
The proposed intent of this bill is to begin a massive joint effort on a major region-wide hydrology project with the vision of turning our waterways into the freeways of the 21st century. During the first empire of China, a man by the name of Li Bing worked with the Imperial Court to connect waterways and run irrigation canals on an unprecdented scale that resulted in a boom of agricultural production and trade. We are taking this idea, and as Asia often grows on the backs of its history, we are doing the same on a colossal scale.

The plan calls for 3 phases.

1. Evaluation: In this phase rivers that are candidates to act as transit waterways are evaluated for use as irrigation, transit, and power sources. Also evaluated at this time would be the environmental impact of their use in this fashion to establish methods of ensuring there is no accidental damage done to the local environmental habitat such as the introduction of foreign species from another river. In the case where rivers need to remain separated, special locks with fish nets may need devised if those rivers are to be connected for transit purposes.

2. Preparation: Financing and resources are secured to begin the local project. If homes must be evacuated the land is bought out and the people relocated to a better dwelling than what they formerly owned. Our goal is to sooth domestic discontent while ensuring the projects are completed. Financing need not be immediate, it can be budgeted for the duration of the project.

3. Implementation: The project for the area in question is completed over the course of however many years necessary. This is not a short term plan, we recommend that once a project be approved for completion that it only be able to be stopped by the legislature with a 3/4's vote. The reason for this is to ensure no projects are only half-done. These projects will pay for themselves in time in trade, taxes, and power revenues.

With as many rivers as there are in Asia suitable for transit, power generation, and irrigation.. we suspect a dramatic impact on GDP, agricultural production, and even a possible reduction in CO2 emissions by the substitute of river transit as a major source of industrial transport over traditional sources such as train, automotive vehicle, or aircraft. We also think this will bring new economic life to cities sitting on major waterways and will be an engineering project which is the envy of nations throughout the world.

This plan is too ambitious and complicated. The geography of the Dragon Empire is very varied, and at some parts there just isn't enough water to justify a waterway. At other rates, such as the border between the Melvin Republic and Dragonisian India, the altitudes are too high, and pumps will have to be fitted. Also, such a waterway will inevitably cause immense ecological damage as invasive species are carried along its currents from one part of the Empire to far corners.

That would be the reason for some locks being out fitted with fishnets. The ambition of the project is not to do this where it is impractical. The point of the initial evaluation phase is to identify areas where this would be profitable to pursue. We realize in some geographic locations there will be limitations on what can be done. We have no plans, for example, of building a river through the Himalayas.

The Melvin Republic completely and totally supports this plan. Republican engineers and geologists are willing to begin research as soon as possible.

We believe that irrigation canals and additional dam production will be vastly beneficial to the Empire, and we are much less excited about opening new waterways for transit.

Foreign Crisis Management Motion (1)
This motion involves the nation of Yamato. Treaties have been suspended due to recent aggressive activities including the annexation of Korean owned Islands and an unnecessarily large naval enforcement perimeter that has been established by them. Rebel Army has moved into the area to defend Korea and the region may be heading towards war, we suggest an escalation of Empire DEFCON status to 2, high threat security and movements of the military to the north east Asian regions and coastlines where possible.

We also advise the movement of the navy into the region in support of the R.A. strike groups.

Cochin votes Nay. It is not truly viable for its investment. There are few rivers that support an inland navigation system between various nations. The rivers that exist pass through ecologically sensitive terrain and engineering nightmares like the Himalayas. An inland navigation system is practical only for a largely plain land like China. It will also be hugely vulnerable to attacks bursting of dykes . Rather we would suggest we increase our hydro electric power by improving what dams we have and constructing better dams.

Cochin proposes the setting up of an Imperial Power Grid by which we can share power between our fellow nations.

RE: Foreign Crisis Management Motion (1)

Task Force 06 and Task Force 01 which are currently engaged in fleet exercises off Japan coast shall move into the theater. Cochin shall also be rushing two cruiser task forces TF12 and TF13 to the theater immediately. Third Submarine Squadron deployed to Pacific Ocean Region is ordered to maintain defensive patrols in the theater.

The 2nd and 3rd Airborne Divisions and the 3rd Mechanized Division of Royal Cochin Army are geared to be deployed to the conflict zone. Jadayu Regiments RF09 and RF10, Su30 regiments RF21 and RF22, UCAV-F Hornet regiments UF01 to UF05 and UCAV-B Raven Regiments UB01 and UB02 are geared up for deployment.

Dragonisia has moved to Defcon 2.

As a side note, it appears that Korea is calming things down, but we're going to remain escalated until we get a clear signal this mess is concluded. There is still a possibility of conflict.

Regarding the river systems plan, the irrigation and transit canals will only be done where appropriate, that's what the engineers are for. Fact remains there are places in Asia where such will be extremely useful and we should do all 3 items based on engineer recommendations for placement. I like the idea of the hydroelectric power grid, we can integrate that into the planning and instructions to our engineers.

Imperial Humanitarian and Health Bill (IHHB) (1)
This bill would provide for the construction of a small fleet of five hospital ships, to provide medical aid to war-torn sections of the world. They would also be available to support the military in the event of war.

The Hydrological improvement bill has been passed. Engineers will begin inspections, and at the request of Legislators, will focus their efforts on where returns should be generated within 25 years of operation as a measure of practicality.

Dragonisia favors IHBB (1). This bill has the floor for discussion.
