This building is one of five that are expected to open across the MAR, with three planned for Marscurian Siberia, one planned for Kamchatka, and one in the port city of Glubokiye Vodishtot. Overall, the move towards Sberbank has been universally praised due to the company's history of efficiency, good customer service, and heavy community outreach. Additionally, the arrival of Sberbank is expected to generate hundreds or thousands of new jobs, based not only on employment to the banks, but also on the increased availability of things like small business loans. The Marscury regional offices for Sberbank Major Bridges to Undergo Repairs Two major bridges over the Bira River are to undergo repairs and expansion to increase safety and usefulness to the capital. The bridges carrying the Great South Road and the Great East Road are expected to be expanded to 4 lanes in either direction, a process that will take almost a year. However, first funds must be raised, with both MAR and Moscow being sourced for potential money. The entire process is expected to cost over 500 million rubles, far more money than can be raised in the MAR alone. Suicide Rate Drops In a surprise report, it was found that the number of suicides in the MAR is almost half of what they were in 2012. By this time last year, 2400 people had committed suicide, compared with only 1720 people so far in 2013. The most common reasons cited for suicide are severe illness, monetary or family problems, drug addiction, or clinical depression. It was expected that the recent floods and declining economy would lead to a surge in people taking their own lives, but the reverse has happened. The cause of this decline is unknown, but a leading psychiatrist has a hypothesis. She believes that if people are subject to constant stress or sadness, as hundreds of thousands have been in the past several months, then they may simply begin to adapt to the conditions, creating almost an immunity to negative feelings and conditions. The cup is entering its 14th year of competition, originally started in 1999 as the Governor's Cup. This tournament places 32 teams from cities, towns, and villages across the MAR against each other in four-day tournament that will be played today, tomorrow, next Friday, and next Saturday. The winner of the competition will earn a substantial cash prize donated by engineering firm Dalselmash and the MAR branch of United Russia who is sponsoring this year's tournament. The tournament has been won for the past three years by Team Birobidzhan, who are prepared to defend their title against their cross-town rivals Team Marscury, and their intercity rivals Team Smidovich. Communists End Statue FundraisersThe Communist Party of the Marscurian Autonomous Republic, the regional branch of the Communist Party of Russia, has ended its major fundraising season with over 2 million rubles raised to restore Soviet-era statues across the MAR. Once home to over a hundred statues of Vladimir Lenin, Mikhail Kalinin, Pyotr Smidovich, and Josef Stalin, the Stalin statues were removed in the De-Stalinization, and many of the other statues were removed and sold for scrap metal after the collapse of the Soviet Union. Now, just 8 statues, all of Vladimir Lenin, exist in the MAR, with 4 being present in Marscury, and one being present in Obluchye, Telmana, Amurzet, and Pyotrgrad. The money raised for the statues will be spent towards cleaning and polishing the metal, repairing crumbling bases or pedestals, replacing lose bolts and fasteners, and restoring or replacing nameplates. The Communist Party performs this fundraiser every November to coincide with the final November 8th conclusion of the Russian Revolution. This came as a major surprise to everyone, as the team was not even considered a major player in this tournament. The team has won a grand prize of 100,000 rubles, and more importantly, has become more well known nationally, ensuring more games. The tournament favorite, Team Birobidzhan, finished fourth. Laws Concerning Representatives Passed In the Marscurian Duma, a set of laws has been passed to govern how the representatives from the MAR will be appointed to the Supreme State Council of Russia. The major debates in the duma were on how the representatives will be chosen and how long they will serve for. The appointment was a problem, considering how the MAR lacks representation in the Russian Duma, a body chosen by popular vote. Because of this, there was agreement that some sort of democratic process should be utilized in choosing the representatives. The major debate came in the extent of direct public voting, with more conservative members of the duma advocating appointment of representatives chosen by the duma, moderates advocated the appointment of representatives by the duma based on political affiliation with each 10% duma representative appointing 1 council member, and the leftists advocating pure popular vote. Ultimately, the position of the moderates was chosen with a leftist addition that representatives can be recalled based on popular vote, and a law was drafted, called the Supreme Council Appointment Act, which was signed by the president. The second law was based on term length, which after a short discussion period, was decided to be two years, midway between the 1 year terms of a Marscurian duma representative, and 4 years for the president of the MAR. KaiserMelech Mikhail Posted December 7, 2013 Author Report Share Posted December 7, 2013 Struggling Economy Takes Another Massive Hit The already plummeting economy of the MAR took another massive hit as several of the largest corporations in the region announced large layoffs and plant closings. These closings are due to a number of factors including an almost non-existence of exports, the disruption of the domestic market due to the inability of the East Inguish government to keep Muslim extremists from destroying the Trans-Siberian Railway, and the collapse of the consumer market within the MAR due to rising unemployment. The largest segments of the economy hit were manufacturing and tourism. Just this week, several news stories rocked the business world. Masibau Motors announced that due to low sales, the production of civilian automobiles would cease, causing the closure of three manufacturing plants and the loss of 10,000 jobs. Marscurian Military Works announced that low sales has caused it to run only half shifts, causing the loss of several hundred jobs. Obluchye Heavy Engineering has announced that it is shuttering all non-vehicular plants, 5 in all, with the loss of 15,000 jobs. Tepluzersky-Londokostroimaterialy announced that the plunge in new building construction has caused the reduction of working hours, costing several hundred jobs. Both Shif Shipping and MaGaSH Shipping have placed several vehicles in storage as the lack of exports and cargo delivery have made their function unnecessary. Multiple spas and vacation retreats have closed due to a lack of visitors, costing hundreds of jobs in rural regions. Economists warn that this is only the start of region's economic woes, as increases in unemployment will surely cause major depressions in the service sector of the economy. Unemployment in the MAR has reached 33%, and there are warnings that it could go as high as 40% if drastic action is not taken. In attempts to control budget issues before they arise, spending cuts have been enacted across the board. The salaries of all public employees have been slashed by as much as 50%, and thousands have already been laid off in many secondary services. In Kamchatka, most government aid and services have been recalled from outlying villages. The lack of funds have many worried that important infrastructure repair projects will go uncompleted, only exacerbating the the region's current ills caused by poor upkeep of Soviet-era roads, bridges, public buildings, and pipelines. The loss of water service for a large part of Marscury due to malfunctions in aging water pumps may be a terrifying preview of things to come. Many people are also looking at how this failing economic system will affect the Duma elections which are scheduled to occur in just over three weeks. Many supporters of United Russia are feeling disenfranchised with their party, which they believe to have left them to their fates, and are considering simply not voting in the elections. This leaves the field wide open for the left-wing parties, specifically A Just Russia and the Russian Communist Party, who have vowed to reverse the trends in the loss of government services and investments, largely though increases in taxation for the rich. The win for these parties has national ramifications, as representatives to to the Supreme State Council, which the MAR holds 7% representation in, are appointed based on Duma control percentages. Officially, the government has not issued a statement about the recent deployment, but many opinions are floating around the public. The most prevalent is that the troops are being deployed to prevent an outbreak of violence that may occur during or following the Duma elections that occur in three weeks. Due to high unemployment and general anti-government feelings, these elections are predicted to fall to the far left parties, and any fallout will need to be quickly ended. A small military patrol moves down a major avenue in Marscury Burst Pipes Flood Large Portion of Capital A large area in central Marscury was flooded when major water pipes burst, sending massive amounts of water onto street level. Workers from the water company immediately arrived on the site to begin repairs, but the water had already begun to freeze into a sheet of ice, making it difficult to determine the exact location of the break and the flood. Meanwhile, police have cordoned off the area to all vehicles to insure public safety. Currently, there are no estimates to when the damage will be repaired, but crews are working around the clock to solve the problem. A police car sits at the edge of the flooded area, now frozen into a field of ice Levees in Need of Desperate Repair A report from several structural engineers has stated the need to drastically repair and enlarge the levees that protect towns and cities along the Amur River from floods. The urban centers of Pashkovo, Amurzet, Pyotrgrad, Mietonka, and Priamurskiy have been placed at the highest levels of urgency due to the damage dealt in the floods that occurred this summer. With funds tight at the moment, requests have been sent to the federal government in Moscow asking for emergency funds to quickly begin building and repair efforts over the winter before spring flooding becomes a potential issue. Regional Air Corps Loses Bombers In a budget-cutting move, the Tu-160 heavy bombers used by the 13th Mixed Air Corps have been disbanded and returned to the rest of the Russian Air Force. Being incredibly expensive to maintain and having never been used, the cut was an easy one for lawmakers to choose. KaiserMelech Mikhail Posted December 21, 2013 Author Report Share Posted December 21, 2013 New Bridge Opened The New Volochaevka Bridge officially opened for traffic today, ending a 5 month period in which traffic could not cross the Tunguska River. The old Volochaevka Bridge was condemned when flooding began this summer, and the bridge collapsed due to water damage and erosion on August 10. Immediately, a safer, more modern bridge was proposed, and construction began later in August as waters began to recede. The new bridge was constructed in record time due to the large amount of prefabricated segments used and hundreds of workers working 24 hours a day. The final cost is estimated to fall around 250 million rubles, and if the structure and surrounding land are properly maintained, the construction company estimates that the bridge has a lifespan of 100 years. The economic potential of the bridge has given it the nickname the Bridge of Hope. The railway north from Volochaevka is the second most important railway in the MAR after the Trans-Siberian Railway. The bridge and railway are electrified and able to handle the same locomotives used on the Trans-Siberian Railway, giving a rail outlet for the region after western sections of the Trans-Siberian Railway were somehow allowed to fall into disrepair. The railway heads northeast and reaches the industrial city of Komsomolsk-na-Amur where it also connects to the Baikal-Amur Mainline and the rest of Russia, along with the port cities of Sovetskaya Gavan and Vanino in Chinese-occupied territory. There is also a rail link to the remote Marscurian port city of Glubokiye Vodishtot. The bridge also carries four lanes of the M62 highway, connection Volochaevka, Komsomolsk-na-Amur, and Glubokiye Vodishtot, a relic of past cooperation with Cyrantia. The bridge over the Tunguska River New Sberbank Regional Office Opens The second of five major Sberbank regional offices opened in the city of Priamurskiy. The bank is destined to control branches throughout the Mizrekdik Rayon which includes many of the major population centers in the MAR. The east has been much less hit by the recent economic crisis, with the local economy depending heavily on the stable transportation, agriculture, and lumber industries. This new opening comes a month after the opening of the Marscury offices. Branches are still expected to be opened in Amurzet, Obluche, and Glubokiye Vodishtot in the near future. A group of dignitaries cut the ceremonial ribbon to open the offices Glubokiye Vodishtot Voting Law Passed The duma has passed a law concerning the votes of the citizens of Glubokiye Vodishtot. The city is a special territory rather than a rayon, meaning that the populace is not represented in the duma despite being citizens of the MAR. In order to rectify this, the duma passed the Territorial Voting Act concerning the citizens of Glubokiye Vodishtot. The act sought to add the votes of the people of Glubokiye Vodishtot to those of a rayon. After a debate between representatives from the Marscury and Mizrekdik Rayons, it was determined that the Mizrekdik Rayon would receive the votes due to its closer proximity to the city and the similar political views of the people. KaiserMelech Mikhail Posted December 27, 2013 Author Report Share Posted December 27, 2013 Rural Improvement Program Implemented As the majority of the population of the MAR lives in the major towns and cities of the region, money has continually been funneled away from the villages towards the larger population centers. This has led to continually degrading infrastructure and decreased safety in the rural regions. The Duma has recently passed a plan that would begin to improve these villages through the installation of street lights, the repair of severely damaged roads, and the promotion of public safety through the increased hiring of police and animal control officers to control stray dog populations, many of which become feral and rabid. To raise funds for these projects, the village budgets will be examined and made more efficient, and additional funds will be raised through increases in various fees such as drivers licences and jail bonds. Autumn Conscription Season Ending Begun three months ago, the Autumn conscription drive is coming to an end, and both conscripts and recruits are in record numbers this season. Conscripts, destined for the Russian armed forces, numbered 10,000 including 1,800 commissioned officers from college training projects. Voluntary recruits, sent to either the Marscurian Border Guard or the OMON, produced a similar amount of new sign-ups. The increase in enlistment is due in part to population growth, and in part to the recent economic conditions. The military, funded by the federal government, is seen as a reliable source of income, especially in a recession that has disproportionately affected young men. The recruits will undergo several weeks of training before being sent off on their assignments. Glubokiye Vodishtot Upgrades Planned Plans are underway to massively upgrade and enlarge the port of Glubokiye Vodishtot, the only major Marscurian port city and one of the last free Russian Pacific ports. The current port, located several miles upstream of the mouth of the Amur River, is a set of a half-dozen small harbors, many of which are choked with silt, small islands, and old wooden piers. Because of this, the size of ships available for the port is severely limited, and navigation is difficult and often hazardous. In the new plans, an additional 3 kilometers of riverfront will be developed for additional berthing space. The several small harbors that create the current port will be combined, the harbor walls repaired, and the old port machinery will be drastically upgraded to allow for the increased import of both specialized cargo and shipping containers. Cost and time frame of the project are currently unknown, but construction is expected to begin in April after the river melts and construction materials can be easily transported by barge. Marscury hosted a large fireworks show along with a concert featuring popular musicians from around the Far East. Nearly every town posted a Novy God yolka, although this wasn't without mishaps, as the tree in Amurzet was chopped down by vandals the first night it was set up. Throughout the region, 500 policemen were called in for reinforcements to make sure that all the festivities went off without major incident. Additional traffic police were called in as well, as this night is the highest recorded night for drunk drivers. Leftist Coalition Dominates 2014 Duma Citing an ailing economy and general voter apathy from centrist and rightist voters, the leftist political parties rode into the lead in 6 of the 7 rayons, capturing 12 of the 14 seats available in the duma. The only rayon were non-leftist parties won seats was the Meyrev Rayon, a traditionally conservative region, where United Russia won the two seats. The three leftist parties that won the 12 seats were A Just Russia, which won 6 seats, the Communist Party of Russia, which won 4 seats, and the Green Party, which won two seats. Unlike most substantial towns and cities throughout the MAR, Telmana does not have a memorial to the war, and a group of Russian army veterans is set to rectify the issue. From the city, which was a small village in 1941, over 50 men went to fight on the front lines, only 20 of which returned, and all have since died of old age. Old army records are being scoured to find the names of the soldiers who originated in the village before leaving for the war. The memorial's construction comes with a massive reconstruction effort in the city, situated at the confluence of the Tunguska and Amur Rivers, which was particularly affected by the summer floods. Many families have donated army medals to the memorial so that they may be displayed for the people Cattle Industry Set to Improve in 2014 A group of investors in the Mizrekdik Rayon outside the city of Smidovich have established a breeding center for cattle and milk cows. The cows produced will be sent to the southwestern parts of the nation where wide grass plains provide ample room for cows. The projections indicate that an additional 10,000 cows will be raised in the region in 2014 compared to 2013, increasing not only the production and exportation of beef and milk, but also facilitating the need for additional grain and hay for feeding many of the cows. This is set to provide more jobs for the agricultural sector of the economy which is quickly become the largest source of stable jobs in the region. Number of Tigers in MAR Increases In the Eastern Game Reserve in the Mizrekdik Rayon, motion-sensor cameras have identified a new tiger pair. This gives ecologists hope that the number of tigers will increase in the region, adding to the number found on the northern side of the Amur River. Most Siberian Tigers were living in the Khabarovsk Krai and Primorksy Krai, and are now in Chinese-occupied territory, a crushing blow to the region which views the Siberian Tiger as an important cultural symbol. The MAR is among these groups, with the Siberian Tiger appearing on the seal of the Duma. Park rangers are working with ranchers to keep cattle away from the forests to avoid a conflict between humans and these top predators. The total number of Siberian Tigers stands at 40, with 28 being identified in the wild, and 12 being kept in zoos under a captive breeding program to save the endangered species. Mietonka Experiment Ends in Failure What is popular being called the "Mietonka Experiment" has proven itself to be unsuccessful. Mietonka was designed to be the first truly Marscurian city, and was hoped that this city at the meeting of the Amur and Bira rivers would be the next metropolis in the Far East. Massive amounts of money were poured into creating vast amounts of infrastructure for this new city, building bridges, schools, hospitals, airports, and even a mass transit system, much of which now sits empty and abandoned, waiting to be torn apart for scrap metal. The lack of substantial population and an unstable economy, met with severe flooding over the summer, was the death blow for this young city. Falling from a high population well over 100,000, barely 1% of that number now remains, and more leave weekly seeking better opportunities in other parts of the MAR and in other parts of Russia. Noting Mietonka's fallen status, the government has moved the administrative center of the Bira Rayon to Valdgeym, a city of 60,000 placed a few kilometers southeast of Marscury. KaiserMelech Mikhail Posted January 11, 2014 Author Report Share Posted January 11, 2014 Obluchye Hospital Nearing Completion The hospital complex in Obluchye is nearing completion after nearly a year and a half of construction and expenditures exceeding 1.5 billion rubles. The opening coincides with the closing of another major hospital in the region, the Mietonka General Hospital, closed along with much of the city. The new hospital complex consists of several buildings including a clinic, an emergency room, sewage and boiler facilities, and dormitories. The hospital is destined to serve the entire western part of the MAR including the cities of Amurzet and Pyotrgrad, along with the towns and cities in the Grois Rayon. However, the history of fishing in the river is under threat from the expansion of gold mining. Recent estimates have placed 500 kilograms of gold along three sites in the upper reaches of the river, and several companies have placed large bids to access the reserves. Environmentalists, however, strictly oppose the plan, fearing that the large movements of soil and rock could ruin spawning grounds, and the toxic chemicals used in mining and processing gold could poison the river beyond repair. "Gold does not pay for ruined nature," said one protester. The companies have countered with the arguments that the mining operations will provide much needed jobs to the area. Regional authorities are currently analyzing the situation before making a ruling on the matter. Old Obluchye Tunnel Undergoes Reconstruction The old Obluchye Tunnel through the Lesser Khingan Mountains is undergoing its first major reconstruction efforts since the tunnel was constructed over 100 years ago. The tunnel has been suffering many structural deficiencies that made it so that trains cannot pass through at optimal speeds. These are being fixed by replacing the tunnel lining with fresh concrete, improving the water removal systems, installing modern signalling and communications equipment, and replacing the double track with a single track that affords more room on the sides of increased speeds. When the tunnel is completed, it will handle westward traffic, while the new tunnel will handle traffic from the east. The total cost of the project is expected to be 4 billion rubles, and once completed, both tunnels will not need major repairs or reconstruction until 2114. Prefab Housing Offered in South A set of prefabricated plans has been shown to the public, set to replace thousands of homes lost to flooding this summer. The homes have been given the affectionate name Mikhailovka, a reference to the Khrushchyovkas, cheap apartment buildings built in large numbers in the 1960s by Khrushchev to solve a housing shortage. However, to many who could live in these houses, they represent a vast improvement in their quality of life at a much lower cost than a traditional house. The houses, made largely out of brick, will contain 42 square meters of space, the homes will be equipped with a bedroom, a main sitting room, a kitchen, a pantry, a laundry room, and a maintenance room to hold furnaces and water heaters. Since the houses are shared by two families, a central communal bathroom will provide needs for both homes, an unintended reference to the Khrushchyovkas. The plots of land around the houses will be large enough for the families to plant traditional gardens. Part of the cost of the new home will be paid in federal aid to families who have lost their homes, while the other part will be supplied by the family. Construction on the first 500 units will begin in March, and it is estimated that a maximum of 2400 units will need to be constructed to meet housing needs. Most of these cadets will go on to serve as patrol cops or investigators in towns throughout the region or as traffic police, but around 50 of the new recruits were admitted into the elite OMON units, set for special operations and anti-terrorism activities. The admittance levels were 30% below 2013 levels, a number matched throughout Russia set by the Law of Police which called for fewer officers that were better trained in compensation. New officers take the police oath at their graduation ceremony. Normal officers stand in back, while OMON recruits are in front in the tigerstripe camouflage. Birobidzhan Wins Far East Bandy Tournament After coming in fourth at the Marscurian bandy tournament, regional powerhouse Birobidzhan took the gold at the event which hosted teams from all over the Russian far east. Many of the teams that competed in the Marscurian tournament returned for the latest round of games. The team from Smidovich again took second place, falling to Birobidzhan 4 to 2. In secondary news, it has also announced it will be busting the Mascurian fleet out of the ice. For his assisgnment 9 Yuan Class Battleships are being deployed to the Sea of Japan to bombard the ice sheets with their main rail batteries to clear the way for ice breakers. However, the army will continually monitor the peace and security in the capital, and will assist the short-handed civilian law enforcement with carrying out their day-to-day operations. It is estimated that over 2,000 Russian soldiers are stationed in Marscury, with far fewer in the more peaceful outlying regions. Soldiers continue to patrol the main streets in Marscury, keeping a fragile peace that has been reached among opposing ideologies. Entire Region on Alert for Terrorist Plots In the war that rages in the west, the fascist invaders have proven that they are not above terrorist attacks. Apart from their nuclear strikes in Glubokiye Vodishtot and Petropavlovsk-Kamchatsky which killed hundreds of thousands of civilians and sank the Pacific fleet, the invaders have unleashed a series of car bombs in the heart of Moscow, killing dozens. Already, two scares have been investigated by police and proved to be false. The first involved a bag found on a flatbed car at the Marscury rail station. Since these rail cars are now mainly used for the transport of heavy military machinery such as tanks and artillery, the threat was taken very seriously, and a member of the Marscury police bomb squad was dispatched with a sniffer dog. The bag was searched and found to be simply a bag of trash left on the train car. The second report came from a storage facility in the border town of Amurzet, where a mysterious foreign purchase of several warehouse spaces raised concerns that the facility could be used to house bombs or bomb making equipment. After a thorough search, nothing out of the ordinary was found. Increased security presence has already been dispatched to several places viewed as potential targets including schools, train and bus stations, airports, important civilian infrastructure, communications centers, and sports arenas. However, despite these two false alarms, authorities continue to urge all citizens to keep a wary eye out, and report any suspicious activity to the police. The possibility of attack is still very real, and anyone could have a hand in foiling a plot and saving countless lives. Governor Abramovich Arrives in Marscury The federally-appointed governor Roman Abramovich has arrived in Marscury to take control of the government and the wartime situation. Arriving by plane, his first stop was the Marscurian Duma, where he met with each of the representatives, and laid out his plan for the immediate future of the Marscurian territories, regarding both immediate war business and his plan for the economic future of the region. After that, he attended a meeting at the governor's office in Marscury to shore up events following the arrest of MAR President Mikhail Stein and to coordinate logistics to keep everything running smoothly. A final stop at Marscury's city hall to meet with mayor Andrei Parkozhan ended supposedly in a discussion about budget deficits and what could be done to improve the state of the capital and surrounding regions. In a rare move, Governor Abramovich talked publicly about plans to directly improve the impoverished Bidzhan Rayon and the city of Pyotrgrad. He named the rayon a "Region of Advanced Development" for the year of 2014, and launched a series of initiatives to improve the economy of rayon. Long abandoned by most politicians due to its high crime rate, and long suspected accounts of racism against the Vauleyo-Buryatians that make up the majority of the population, Governor Abramovich has vowed to boost the standing of the rayon to equal living standards around Russia. To bolster the economy, Abramovich has proposed a massive expansion of the river port at Pyotrgrad, an upgrade in the Great South Road and the railroad that runs through the rayon, and even a bridge across the Amur River into China. Additionally, taxes will be dropped in the region to help draw both domestic and foreign investment in the region. To help fund his projects, Governor Abramovich has vowed to petition the federal government for funds, collect foreign investments, and donate his own money if need be. We can already see that Governor Abramovich has taken a turn from his predecessor, and will certainly not be conducting business as usual. The question everyone is asking is, could this be just what Marscury needs? Federal Government Commandeers Wood Production in Eastern Forests In a temporary motion to bolster the war effort, the federal government has assumed control of Smart Forest, the largest logging company in the Mizrekdik Rayon. Deputy Prime MInister Dmitri Prohodtsev arrived earlier from Moscow to oversee operations at the company and to finish legal proceedings to insure temporary government control. With hundreds of lumberjacks on its payroll, and a state-of-the-art lumber processing plant, the company is set to produce large quantities of wood in order to feed the Russian war machine. The company will continue to use its environmentally friendly logging practices, part of a deal made with the government for logging rights in a wildlife preserve, but says that it is ready to possibly even double capacity to help the country through its time of need. Construction projects were varied, and could be found all across the nation. New schools, clinics, hospitals, roads, sports venues, fire stations, and housing was constructed in every rayon. Some of this, such as the construction of the new Obluchye Hospital, was done for economic development and population growth. However, much of the construction was performed as repairs or rebuilding after the floods of last summer. This is leading many to believe that construction will take a slight downturn after 2014 when most major projects will be completed. In the capital, some of these new construction projects are actually coming under scrutiny as questions are raised about their quality. In a modular apartment complex, residents are complaining about low building standards and unreliable utility services. One woman complained that her bath moved while she was in it, and that her central heating did not work for days at a time. Other residents are too afraid to step onto their own balconies for fear that they may give way under their own weight. These reports led Marscury mayor Andrei Parkomenko to directly investigate the new complexes, and he was shocked by what he saw. Unchecked moisture caused paint to peel and mold to form, heat fluctuated wildly from room to room, and many fixtures were not properly attached. Parkomenko has ordered the construction company to complete full repairs withing 3 weeks or face legal action by the city. However, not all on his tour was bad. Visiting a new apartment building, Parkomenko praised the quality, and even said that the hot and cold running water was more reliable than that in his own house. One of the new apartment buildings visited during the tour Junior Officers Competition Held in Marscury A competition among the junior officers programs from all over the MAR was held in Marscury this week, and Birobdizhan High School's team emerged the victor. Birobidzhan High School, the larger of the two high schools in Marscury, also submitted the largest team, and it proved to be filled with talent. The team won 60% of the events, winning the most gold medals. Second place went to Amurzet High School, winning 30% of the events. Third place was Marscury High School, Birobidzhan's smaller cross-town rivals, winning gold in only one event. All the events were fitness, team, or military related, and included activities like properly assembling a combat uniform, target shooting, dummy grenade throwing, quickest disassembly and reassembly of the AK-103 assault rifle, tug of war, and the most anticipated event, a paintball battle. This was the final event for many of these Junior Officers students, most of whom will go to university next fall and will be inducted into formal officer training programs. Blood Drive Organized in Support of War Effort In Marscury, a blood drive was organized to raise badly-needed blood stocks to help wounded troops fighting in the Caucuses. Citizens and public workers showed up in droves to do their civic duty and donate blood for the soldiers. Thousands of liters were collected, surpassing even the expectations of the organizers, and the stocks are being shipped via air to hospitals all along the front. A soldier died of his wounds this morning after falling off a barrier in the town of Babstovo as his unit mustered for movements west. Hitting his head on pavement, he died of bleeding in the brain, when there was nothing the medics could do for him. While, at the moment, the incident is being reported as an accident, there are some reports that the soldier may have intended to self-harm, or may have even committed suicide. As reports of massive amounts of death and destruction come from the warfront, many soldiers are simply not receiving proper mental preparation for war. Attempts to injure ones self so gravely that war is avoided are on the rise, usually though asking fellow soldiers to break an arm or a leg, or to be hit with a car. This may have been the reason the soldier fell off the barrier, appearing to be pushed to make it seem like it was an accident and possibly hurting himself enough to avoid deployment, only to fall at an incorrect angle and land on his head. At the moment, the idea of suicide is being ruled out, as the presence of knives and guns would have made them a more appealing and successful option. This incident has led military prosecutors to open a new line of investigations over such self-harming actions, and talk of strict punishment is being raised to deal with the problem. Early Flood Warnings Go Out Around Region With the melting of the winter snow and ice fast approaching, officials are preparing for possible flooding that could occur around the region. While the peak flood season is weeks, or even months away, officials are not taking an chances based off the disastrous results of last summer's floods. Levees are being examined, sandbags are being stockpiled, and special teams are even being given explosives training to remove log or ice jams that may cause flooding. Additionally, a list of 28 villages, towns, and cities around the region are listed as high risk areas for extensive flooding, and are expected to develop flood evacuation and prevention plans. These places are: Tukalevskiy, Avgustovskiy, Pazdolnoye, Golovino, Nadezhdinskoye, Preobrazhenovka, Leninskoye, Kukelovo, Kvashnino, Dezhnevo, Novoye, Nikolaevka, Danilovka, Vladimirovka, Sotzgorodok, Priamurskiy, Pashkovo. Bira, Padde, Puzino, Dobroye, Blagoslovennoye, Nagibovo, Yekaterino-Nikolskoye, the regional capitals of Amurzet, Pyotrgrad, and Telmana, along with the capital of Marscury. The theater and its surrounded plaza were built in the Soviet era in the Birobidzhan district of the city, and are popular places for concerts, plays, and summer outdoors events. However, inspections have placed the safety of the building at risk, as electronics constantly fail, tiles crumble from the building, and emergency doors are often found closed and locked. The repairs will focus mainly on the infrastructure of the theater, although significant repairs are expected to be made to the fountains and grounds that surround the building. The city has allotted 950,000 rubles towards the repair of the Marscury Philharmonic and its surrounding plaza City Makes New Rules Regarding Zoning Laws The city duma of Marscury has enacting a new set of zoning laws aimed at improving the economy of the region and curbing urban sprawl. The city has placed a set limit on F1 permits, those for single-family houses, and increased the amount of permits they will issue for F2 and F3 developments, apartment buildings two stories and above. Agricultural reports have shown that the production of meat, eggs, and milk have all decreased between 20 and 30 percent, while production of row crops and vegetables has decreased anywhere between 50 and 70 percent. Much of this drop was the result of bad weather, but some of it is also the result of people leaving agriculture for the higher paying field of manufacturing. In the Meyrev Rayon, thousands of jobs are being created in new and expanding factories and workshops.
