Those things are long past however now lays an new hope for Russia to be great a again under the fair and just hand of Tsar Robert, weather he succeeds or fails depends on you. Charter. 1) the Tsar: The Tsar shall be held as the successor to the Romanov throne and emperor/empress rules for life until he/she resigns. The Emperor/Empress can appoint any officer or regent at his/her sole digression. 2)Applying Any nation seeking to the join may do so if said nation isn't already apart of another alliance or wanted for crimes. 4) expession The Tsar can expel any nation from NIRO at his/her sole digression,any nation can submit any nation up for expulsion provided that clarification of wrong doing is presented to the general assembly at such a time voting will commence at no later then 24/hr.
