The short answer to this question is always: Join an alliance. The longer answer is: You can find people who will trade you money for tech (which costs less than they pay you, and you send back in 10 days) both on the forums in the trading harbor, or on irc where most people active people spend some time. In return for 6m, you will have to promise to pay 100 or much more likely 200 tech later. However, with no aid history and not being in an alliance, people will usually assume you either will not pay it back, or will get attackedand lose the money saved up to send the tech back. So, join an alliance. Looks like you are currently pending on NPO, and they should be able to take care of you very well and get you set up with trades and the economic basics to get growing in time to go to war and shrink again.
