All officers in the Sudanese Army from the rank of Squad Leader (Corporal) and above are to be issued a standardized Kaskara sword, and are to be trained in its use against bayonet and firearm wielding opponents in close quarters. Secondary training of its use against others armed with swords is voluntary. The swords are to be of a utilitarian nature, and aristocratic markings such as gold leaf and engravings are strictly banned. The sword must be carried at all times.

The Committee for the Assurance of Civil Quality has approved the bulldozing of individual housing and the creation of standardized apartment blocks within urban districts. This will assure the standardization of quality of life among the citizens of Sudan. Clean water, plentiful electricity, and sanitary living conditions will be ensured with the creation of these apartment blocks. A higher population density will also be achieved, and projections show that Sudan will be able to sustain a far higher metropolitan population with standardized housing. All housing will be owned by the state, with "rent and utilities" being included in the national taxes.

The Sudanese Air Force has announced, in compliance with new laws posted by the Chancellery, that all unauthorized aircraft that enter Sudanese airspace will be forced to land as directed or face destruction. Should the aircraft not respond, visual contact will be attempted by Sudanese military aircraft.

Sudanese airports, outside of Khartoum International Airport, are restricted to Air Sudan (State airline service) flights. Non-Air Sudan civilian flights must schedule one week in advance.

Exception to this policy are diplomatic flights, which may announce themselves upon entering Sudanese airspace.

To coordinate and supplement the existing intelligence branches of the Sudanese Army and Sudanese Air Force, the Ministry of Intelligence & State Security (MISS) has been formed. It is tasked with the defense of Sudan against covert attacks, including but not limited too cyber-warfare, espionage, sabotage, and terrorism. This singular body is to serve as an internal investigative service, similar to the FBI, and defense against external threats, similar to the CIA. This unified nature will allow information to be cross-examined by experts in both jurisdictions, allowing links to be found between internal and external threats should such links exist.

 

A secondary police force, which holds higher authority than regional police, is to be formed, and shall report directly to the MISS, and shall be referred to as Ministry of Intelligence & State Security Special Police (MISSSP). These offers are granted the power to search non-government civilians and their property without warrant. Warrant must be obtained from the Chancellery to search or detain anyone from the Chancellery or Secretariat. MISS communication is to be done entirely with secured land-line, or by paper. No MISS system is to connect to any external network such as the Internet, and shall instead have its own encrypted Intranet. Data transfer between standard government Intranet and MISS Intranet is to be done under MISS supervision via manual data entry.

 

All media, apart from the official paper records released after-the-fact, is hereby banned from the courts of Sudan, to "prevent a circus of popular opinion in matters of state security and ensure the preservation of national integrity."

 

In order to ensure easily obtainable, cheap beef and lamb for the general populace, a large scale research project into "Cultured Meat" is to be undertaken. The goal is to create a product which can be sold as ground beef or ground mutton at a low, sustainable price, which can not be immediately differentiated from existing ground beef and mutton of similar price. The lab-growth of cheap meat should eliminate the health issues usually found with cheap meat products. This project is to be handled by the Ministry of Agriculture.

The Agricultural Branch of the Sudanese Secretariat, as well as the Agricultural Branch of the Darfur Secretariat, have announced astounding success with the nationalization, modernization, and expansion of Sudan's agriculture. The existing anti-desertification program is to be expanded, with the implementation of windbreaks, contour trenching, sand fences, and increased implementation of sustainable agricultural methods.

 

Recreational grass lawns using water-intensive grasses are banned. Only grasses native to arid environments will be permitted for recreational lawns. Pastures used for agriculture will not be included in this ban.

A contest has started in Sudan for the domestic design of a cheap, affordable, reliable, environmentally-friendly automobile series. This contest includes a family car, a pick-up truck, and public bus.

 

Construction of elevated electric trams for inter-city transportation has begun. This system is to be organized in such a manner as to allow ease of movement from the residential apartments to places of work and leisure.

The Sudanese Civil Intranet has been completed. Civilians will be able to connect via landline in the new government-built housing, or via neighborhood WiFi routers in areas which have yet to be properly renovated. This network, completely separate from the international internet, shall contain only the necessary information needed for Sudanese civilians; information on where to find businesses, approved maps of cities, and access to the basic Secretariat webpages, among other things of that kind.

The Sudanese Air Force is to stand down from active patrol along the border with Rohan, with the exception of unarmed recon aircraft. MISS has been tasked with checking the backgrounds of all personnel, both civilian and military, who have tied to Rohan. Business, family, or previous visits for pleasure are all reasons to be inspected. Forces deployed near the border are to continue their normal armed patrols. The border is to be unsealed to refugees seeking asylum, should there ever be any. Normal civilian movement is to continue to be denied.

 

All foreigners who leave the free-market zones (which have been established in Khartoum, Al-Fashir, and Port Sudan) are to be followed and are to have their backgrounds discreetly checked by the MISS. Freedom of movement is not to be directly restricted, but the ban on filming and photography by non-SNNSD entities is to be strictly enforced. Both standard police and MISSSP officers are permitted to permanently confiscate any device suspected capable of filming or taking photographs from any foreigner, unless they hold diplomatic status.

Free-Market Zones, also known as Free-Trade Zones, have been formally established in the cities of Khartoum, Al-Fashir, and Port Sudan. While the vast majority of industries are nationalized under the Secretariat, these are areas where private ownership of industry is possible. Already established in some of these zones is Athenian-Sudanese Heavy Industries (A.S.H.I), as well as several foreign corporations from nations such as the Union of Guinea.

A set of new Secretariat offices is to be constructed in Khartoum; these offices will serve a bureaucratic center to help coordinate the Secretariat's national operations.

The national healthcare initiative has been formalized beyond a basic insurance system. Vaccinations have been made mandatory, as well as a minimum annual visit to a general doctor and dentist. The state will pay for all medical expenses.
 
The education system is to be run by the state from Pre-School to Graduate School. As part of the National Healthcare Program, a new center for medical research and education is to be constructed in Khartoum, named the Chancellor Okot Samara State Hospital & Medical Research Center.

Research into "Cultured Meat" continues, with promising results. Blind tests have shown that while lacking in flavor, the texture and nutritional value of the product is reaching acceptable levels. A select number of neighborhoods have been chosen for a limited deployment of "Cultured Meat," which will be sold simply as ground beef and lamb.

National Golf Tournament Announced!

 

Chancellor Samara has fallen in love with the game of golf, and has announced that a tournament will be held on his newly constructed private golf course. Ever strata of the nation is allowed to try-out. "I welcome the competition. I doubt I will win, I have only just started, but for the love of the game I will encourage it here in Sudan!" Stated Chancellor Samara over the radio today.

 

Rumors have it that the Chancellor is a changed man. Once seen as a patriarchal and demanding figure, this new Samara seems care-free and pleasant to be around.

In a shocking turn of events, Chancellor Samara came in last during his golf tournament.

 

In unrelated news, Golf has been banned in Sudan. Chancellor Samara has denounced it as a decedent and elitist sport, and has decided to take up basketball.
