Imperator Azenquor Posted September 8, 2013 Author Report Share Posted September 8, 2013 (edited) Death Penalty Reform Act 20XX (Amendment) The Parliament hereby moves to amend the Death Penalty Act (1992) as follows: The following crimes shall be termed death penalty offenses: -Severe Corruption -Drug Trafficking -Membership in a terrorist organization -Provision of material support to a terrorist organization -Intentional homicide -Money laundering -Embezzlement -Espionage -Aggravated Burglary -Inciting, or seeking to incite armed rebellion -Cyber-terrorism or hacking with malicious intent -High Treason -Provision of material support to the enemy during wartime -Escaping from prison after being lawfully sentenced This amendment shall also create a Suspended Death Sentence (SDS) which may be handed down at the discretion of a Judge or presiding official of the Judiciary. The National ID card shall include anti-counterfeiting measures and shall store a limited amount of biometric data. After January 18, 20XX, all citizens who are eligible for the National ID card are obligated by law to obtain said ID card or face a fine of not less than NRR$20,000. The Ministry of the Interior shall be required to maintain a secure database of information on each card issued and each ID# assigned. The creation, destruction and transfer of National ID cards shall be the sole responsibility of the Vaulian Ministry of Interior which shall not be delegated to any other agency or organization at any time. Possession of a counterfeit National ID card or attempting to use a fraudulent National ID card shall be considered a serious criminal offense and upon conviction shall result in no less than 15 years imprisonment without parole. Possession of counterfeit National ID cards for the purposes of distribution of said cards shall be a serious criminal offence and upon conviction shall result in no less than life imprisonment without parole. National ID cards must be returned to the Ministry of Interior immediately upon the loss of Right of Abode in the Serene Republic of Vaule or within 10 days of the death of the person in whose name the card was issued. National ID cards must be carried by the person to whom they are issued, at all times. Failure to produce a national ID card upon request by the relevant authority shall constitute a minor offense for which the penalty shall be a fine of NRR$2,500 or 24 hour detention. Should an individual bearing a National ID card be travelling outside of the borders of the Greater Russian Empire for any period of time, the individual is required to surrender their National ID card at the border. (The card shall be returned at the port of entry upon the individual’s return) National ID cards, as issued by the Ministry of Interior, do not replace Driver’s Licenses, Passports or other documents and cannot be used as proof of Russian Citizenship. Should an individual lose his/her National ID card, they are required to promptly inform the Ministry of the Interior so that a replacement card can be issued. Imperator Azenquor Posted September 9, 2013 Author Report Share Posted September 9, 2013 (edited) Law governing the Dissolution of Marriage/Divorce (20XX) The Parliament shall hereby amend the Marriage Act (1992) as follows: Individuals who are in a legally recognized matrimonial union shall be permitted to seek the dissolution of said union only under the following circumstances: a) Upon deciding to seek dissolution of their union, the married individuals must submit an Application for Divorce to the relevant judicial authority. b) The married individuals, at the time of the submission of the aforementioned application, must have been living in separate domiciles for a period of not less than two years. c) The married individuals, at the time of the submission of the aforementioned application, must have attended and completed an approved marriage counselling course and must provide evidence that they undertook reasonable action to save their marriage. d) Should the above circumstances be met to the satisfaction of the relevant judicial authority, then a Certificate of Pending Divorce may be issued. Once a Certificate of Pending Divorce is issued, a judicial hearing will be scheduled within 60 days at which matters relating to: -Distribution of shared property -Custody of any children resulting from the union -Distribution of any shared debts Shall be resolved. Upon the resolution of the above, the relevant judicial authority may proceed to issue a Certificate of Divorce to the married individuals. Upon the receipt of this Certificate, the union shall be considered to have been dissolved. Upon the dissolution of a matrimonial union, any benefits gained by either spouse from the federal, state or municipal governments as a result of said status shall be removed. Should an individual obtain Right of Abode in the S.R.V. through marriage, then the Right of Abode is withdrawn immediately upon the dissolution of the marriage. Should an application for divorce be rejected by the relevant judicial authority, the affected individuals have the right to appeal the decision and to be informed of the exact reason why the application was rejected. Divorces granted by a foreign authority shall not be recognized as valid for the purpose of this act. Marriages of individuals within the Royal Family of the Serene Republic of Vaule, or any of the families who bear titles of nobility, shall not be subject to the provisions of this act. Imperator Azenquor Posted September 9, 2013 Author Report Share Posted September 9, 2013 (edited) Independent Investigative Authority The Parliament hereby creates the Directorate of Independent Investigations (DII) which shall be charged to investigate serious criminal or unlawful conduct in an efficient manner beyond the influence of any other state authority. This agency shall be tasked specifically to investigate: -Political corruption -Organized Criminal activity -Drug and Narcotics Trafficking -Fraud and Corporate corruption -Racketeering and Money laundering This agency shall exist outside of the hierarchy of the Guardians of the Peace of the Serene Republic (G.P.S.R.) and shall derive it’s authority directly from this Act and from the Crown in it’s own right. The agency’s territory of jurisdiction shall be defined as the territory of the Serene Republic of Vaule and it’s overseas territories. The Director of the DII shall be appointed by order of the Crown with the nominal input of the Prime Minister of the S.R.V. The Director shall be required to have both a legal and a police training background as well as some knowledge in the field of criminology and forensics. In order to facilitate the efficient execution of the objectives of the agency, and to ensure adequate judicial oversight of said agency, a two member panel of the Supreme Court of Vaule shall issue warrants, approve preliminary charges and rule on detentions for time sensitive cases. Imperator Azenquor Posted September 9, 2013 Author Report Share Posted September 9, 2013 (edited) Economic Reform Act (20XX) The Parliament hereby seeks to reform the economic structure of the Serene Republic of Vaule by implementing the following changes: -All non-essential state agencies or companies, with the exception of those which must remain under state control by virtue of an order of the Crown, or a National Security decree, must be privatized within two fiscal years. -The defunct Energy Network Project (ENP) shall be restarted and funded by Parliament for 4 years or until completion of the project. -The Banking Deposit guarantee shall be lowered from 60% to 36.2% and a 2.0% bank profit tax shall be enacted. -The government shall be required to sharply reduce government expenditure on a year to year basis for the next four years. -The Registration of Business Entities Act (1993) shall be amended to permit the one step registration of new businesses. -The National Tax rates shall be adjusted as follows: a) Corporate tax: 15% (down from 26%) b) Property tax: 4% (down from 5%) c) Value Added Tax (VAT): 8% (down from 15.2%) d) Inheritance Tax: 21% (down from 29.8%) e) Export Tax: 0.2% (down from 2.1%) f) Alcoholic Beverage Tax (non-vodka): 1.1% (down from 2.1%) g) Alt. The withdrawal of said license shall be undertaken pursuant to the terms of the license agreement between the Government of the Serene Republic of Vaule and EACo. Accordingly the appropriate waiting period shall be observed prior to the reissuance of said license. The costs of ending the license agreement and preparing the handover to a new prospective licensee shall be borne by the Government of the Serene Republic and the East Asia Company in the ratio 60:40. Imperator Azenquor Posted October 13, 2013 Author Report Share Posted October 13, 2013 (edited) Public Sector Reform & General Labor Efficiency Bill (20XX) Recognizing the significant and important contribution made by the workers in the public sector on a daily basis, and the need to strengthen the public sector by emphasizing efficiency and eliminating redundancy, the Parliament hereby proposes the following reforms: -Reduction of statutory minimum vacation leave from 25 days per annum to 12 days per annum -Elimination of all non-rank earned specific bonuses in the public sector -Reduction in authorized period of unemployment benefits from 40 weeks to 12 weeks. -Reduction of employer mandated termination pay from 10% of employee salary to 2.5%. Therefore, the Parliament hereby moves to suspend the right of unions and individuals to take industrial action (for any purpose whatsoever) immediately and without exception. Imperator Azenquor Posted October 13, 2013 Author Report Share Posted October 13, 2013 (edited) EIAC: Loyalty Oath for all Key Officials We the Regional Parliament of the East Ingushetia Autonomous Community, recognizing our vital role in ensuring the security and constitutional normalcy of the province and the need to steadfastly oppose the efforts of those groups and entities seeking to dismember the Serene Republic of Vaule (and by extension the Greater Russian Empire) do enact the following: -All officials who are determined to hold key positions of authority within the East Ingushetia Autonomous Community (EIAC) shall be required to swear a loyalty oath to uphold the Constitutional order in the province. -The administration of the loyalty oath may be undertaken by any official who is authorized to oversee the swearing of oaths and must be sworn precisely as is written. -Failure to swear the aforementioned oath by the individual (or individuals) required to do so shall, without exception, result in their ineligibility to hold the position requiring the oath and (if the position is held prior to the passage of this law, then the individual shall be fired.) -The key positions that shall require the swearing of the loyalty oath are as follows: -Officer (any rank) of the Guardians of the Peace of the Serene Republic (G.P.S.R.) -Member of the Regional Parliament (MRP) of East Ingushetia -Member of the Civil Service above rank 3A -The loyalty oath to be sworn shall be as follows: “Before the eternal and omnipresent God above, and all those who witness here, I (full name) hereby swear my eternal and undying loyalty to the Serene Republic of Vaule, my sacred motherland, and to His Most Orthodox Royal Highness the Imperator. I shall uphold the Constitution of the Serene Republic of Vaule and shall always uphold the unity and territorial integrity of the state. My Motherland, should I ever commit an evil against you, may my hand be forfeit. Should I utter slander against you, may my voice be forfeit. And should I ever betray you, may I cease to draw breath. Imperator Azenquor Posted November 8, 2013 Author Report Share Posted November 8, 2013 [b][u]Proposal for the Construction of a Security Barrier in the East Ingushetia Autonomous Community (EIAC)[/b][/u] - Proposed Route for security barrier (Phase 1-Yellow, Phases 2 & 3-Red) Upon the advice of the Regional Parliament of the East Ingushetia Autonomous Community (EIAC), and with the support of the Regional Governor of the aforementioned province: The Parliament hereby moves to authorize the government of East Ingushetia to: -Allocate 50% of the overall funding for the construction of the Security Barrier -To acquire the necessary land to locate the Security Barrier -To issue the necessary permits for the construction of the Security Barrier The Parliament hereby moves to: -Authorize the extension of the State of Emergency in the province by 30 days -Allocate 50% of the total cost for the construction of the Security Barrier -Allocate NRR$ 2 million for the compensation of individuals who’s land is acquired -Mandate the Construction arm of VaulTech Industries (VTI) to begin construction -Mandate the completion of phases 1 and 2 in 1 year In order to minimize the impact of the Security Barrier on trade routes with the Marscurian Autonomous Region (M.A.R.), the Parliament hereby authorizes the Regional Governor of the East Ingushetia Autonomous Community (EIAC) to: -Negotiate a security agreement with the M.A.R. to assure minimal impact to trade using the M58 route. === Quote Link to comment Share on other sites More sharing options...

News agencies will be strongly encouraged, though not mandated, to air several news stories stressing the importance and benefit of Russian national unity and highlighting the national progress made under the leadership of the Russian Crown.
