Heavy assault weapons, explosives, riot gear, and armor-piercing weapons are strictly prohibited. Light weapons are to be utilized by your Embassy/Consular guards only and within Embassy/Consulate grounds. You can have up to thirty diplomatic personnel, sixty security staff personnel, and sixty service personnel. You also are to declare any drugs, alcohol, pets/animals, or plants that your Embassy/Consular officials may bring with them. Sincerely, Department of Foreign Affairs On a different note recent reports show increased bandit, smuggling operations, and other nefarious activities on the Bolivia-Peruvian border. In a statement today President Robles decreed that should any smugglers carrying drugs or weapons into United Bolivia would face the death penalty for going against the wishes of the Church. Three hundred soldiers of the United Bolivian Armed Forces were assigned to the territory from the Tarija joint base in hopes of stopping or dissuading smugglers. As of current news the Church is in uproar at their dethroning, local reports show that the eastern parts of United Bolivia where large mobs have taken to the streets in violent displays of burning the United Bolivian flag and beating local government officials. Thought the Government has yet to make a reaction to this; strong police forces mounted in Oxen riot cars have been moved closer to the scenes of protest. The Church has called for a talk between, themselves and the official Government of United Bolivia, with intents undetermined as of late. However it can only be speculated that the Church wishes to either agree to a non-violent stand down, or that tempers may flare uncontrollably in United Bolivia. Their acceptable flight patterns and diplomatic staffs would be brought into play, restricting what could be considered the acceptable in United Bolivia. The Tarija Joint Arms base would begin it's preparations in the foreign affairs block of the base, which could be likened more to a city rather than a base. As it had its own airport/base, military residencies, and infrastructure it would definitely be large enough to host a conference between the Science guilds within the Americas. Very little is known about the situation at this moment and the government is refusing to release statements as to how many people were killed. Mayor Julia Résas was at the podium today stating her disappointment in the choices of the Police, who were allegedly ordered to open fire. The fiasco in Sucre is being dubbed the Cardinal Massacre, by some dissenters, found within the Church. The Pope has also yet to make a statement however it can be assumed that a stern response will follow. The white consuls, a private military employed by the Church have been sighted in three protests. In reaction the number and frequency of their appearance is increasing with every hammer statement levied against the official government by the Church. Needless to say, the Cardinal Massacre would only help to build the sympathizer base. The police force has been stepped up, local sources say, where originally 600 officers monitored 3,000 plus protesters, now a Gaurd National force has been implemented. Though the reasoning behind bringing squads of live fire weaponry is questionable, the risk may outweigh the gain in this, where we can now see sniper teams placed around the city heights and white consul fireteams patrolling the downtown streets of Sucre. This first infraction would ultimately be the last for the Church as armed soldiers escorted the Pope and his Cardinals to 'GRF's' hidden in isolated retreats within United Bolivia. President Robles made a statement from the burned out city block within Sucre mentioning his plan for the next few months. In a quote he stated these few things. "I plan to find the Cardinals which escaped into Peru and bring them to justice.. I can tell you from reports that the Eastern territories within United Bolivia are teetering on the brink of mass riots with the arrest of the Church officials, and my plan is to construct a wall that seperates the Western territories from the Eastern territories to keep the riots from spreading. We also have a plan to enforce the United Act more strictly inside the Eastern territory and vote new laws into place that will make such situations a capital offense." President Robles went on to say how he'd be sending troops into South Peru to root out the renegade Cardinals'; a task he said would be estimated from four to eight months due to the expansiveness of the territory in question. He also mentioned that the wall would have gates to enter the opposite sides of the country regardless of it representing an inner border. The construction plan would be a hefty sum as the sheer logistics of the project would require massive western workforces. With the Mint located in Santa Cruz De La Sierra, unveiling the coins en masse a statement was made today stating that the older currency would be cycled out at a 1000:1 ratio. state ran businesses and international trading partners would be the first to receive the new currency while other tertiary parties would receive the currency at later dates. Military Expansion Plans (semi-classified, censored for citizens and international parties) The United Bolivian Armed Forces are expected to expand to a standing total of 440,000 soldiers by the end of a three month period. Due to the recruitment offices constructed in key locations throughout the country, such an expansion is supposedly an easy transition. With the Subway being 40% built it remains to be seen how it can handle a massed march. Other news in Fac11 would be that bounding leaps had been made in the usage of polonium for weaponry, the most well noted would be the depleted polonium shells used by the new Type-4 battle tank in usage by the United Bolivian Armed Forces United Bolivia Church to Reform? With the execution of the previous Pope and the 3rd Bolivian Light Infantry Battalion in southern Peru to capture or eliminate the rogue Cardinals, a motion is set to be heard before the Supreme Court in United Bolivia to restore the Catholic church but without governmental power and limited reach. Such a motion is not without protesters nor is it without supporters. It remains to be seen whether or not the government would re-allow an organization which resulted in civilian and military deaths. Government to Reform? Following the wake in protests President Miguel Ganzado Robles has acceded to a partial government reform. He stated that, without a set destination, there would be nowhere that the government could lead its people. The object of the holiday will be a week's Military Parade, followed by celebrations on the seventh morning ending on the seventh night with the toll of seven bells, one hundred times, to symbolise the lives lost in copacabana both military and civilian. On a lighter note, Prime Minister Roblés has funded a 23.2 Billion economic reform plan for Copacabana and Peru, this plan includes rebuilding, housing plans, westernization assimilation into the wider Bolivian heritage and culture, new infrastructure, affordable transportation, new companies and bailouts for failed buisnesses, orphanages and adoption agencies, and lastly ten sports stadiums and teams. This would see them opening three new facilities altogether, in a public statement following their bailout, CEO Cameron De Leon, made a statement saying that each family would be driving one of the newest Oyola Motors smart-cars within the decade. A big goal, but an accomplishable one. The Air industry was not without its third down comebacks, Air Bolivia a maker of 737's and various other aircraft would come back even stronger than before. It's product flying off the assembly line as thirteen new airports opened around United Bolivia nearly simultaneously, including Oruro Airport, Tarija Airport International, La Paz International, Sucre Airport and others. The new influx of international travelers booming by nearly 26% and bringing in swathes of Revenue to the government. Almost enough that it would single handedly cover the Economic Reform plan. The Oceanic Industry would begin drawing plans for when the annexation of Peruvian coastline would finish, the resulting drop of value would make it prime choice for any boating, shipping, or international parties that wished to take advantage of the newly acquired ocean front property. The most recent story my fellow Bolivians is that Senator Jinta was killed in his Villa last night by an executioner style shot to the head. There are no current leads as to why a Bolivian Senator would be murdered on the eve of a House session but it can be surmised that a political rival could've ordered such a hit. Senator Jinta was known for his outspokenness on the need of individual rights, a commodity not often known to the Bolivian people, despite living in a very relaxed utopian style. Sixteen Tianxia conventional mid course vehicles had been brought up the space elevator out of the eyes of adversaries who could see them, or even really any country capable of detecting a normal space launch. They would remain a complete secret as they were moved into fractional orbit, undetectable by all but Imperial space command, moving down over the Pole. HMP multiple use cruise missiles would be deployed from high atmosphere homing in, firing bursts of EMP energy over the radar command and control parts of the IADS designed to bypass hardening followed by homing in on and frying the nuclear reactors in the country. Diplomatic Dispatch: Tianxia announces a blockade of the Bolivians for violation of the Nuclear Non-Proliferation Treaty. Our forces have taken preemptive steps to stop a break out attempt by the Bolivians. Our forces in the coming days will conduct punitive strikes on locations with enriched materials, and the intellectual and physical capacity to enrich Uranium and Plutonium. Further as the world's lead supplier of these materials, we will economically embargo any nation attempting to assist Bolivia with its nuclear program. The fleet would be a first assistance to the blockade effort against Bolivia. Our facilities are also a mile underground lined with three metre thick lead casing. Please tell me how you found out about them when I also used counter UAV's on your drones to prohibit you finding targets. absolutely none of triyuns attacks would succeed because all my infrastructure is hidden deep underground. The attacks launched by Tianxian forces would be largely useless as no official military infrastucture or nuclear infrastructure existed to the outside world. Large civilian numbers would be killed in the attacks, numbering 113 with 438 wounded. The unofficial military death count would be 13 personnel and 78 wounded or in critical care. Meanwhile Chico Alto and other warheads would be primed with launch codes aimed at DTK elements and at the Galapogos. The nFZ would now be enforced as AA sites would reactivated and fighter squadrons would be prepped within the subway for quick launch. With an EMP attack in effect Fac12 Generators would kick in bringing back only necessary military infrastructure. The DEFCON would become level 1 and all military personnel would move into blast bunkers within the Subway simultaneously leading a civilian evac to the subway. All military papers and files would be transported to the databanks within Fac12 before being wiped and destroyed.
