Classified to Russian High Command (Justinian, IA, and Myself)

 

With the induction of Marscurian Siberia into the Greater Russian Empire, a series of reforms and re-organizations have been implemented to better integrate the military into the Russian high command and allow it to be an effective fighting force for the motherland.

 

 

ARMY REFORMS

The Marscurian Siberian army, numbering 100,000 men, has been re-organized into the 69th Independent Field Army.

Command of the 69th Independent Field Army has been transferred to Colonel General Mikhail Marantzbaum.

 

The Marscurian Siberian National Guard, numbering 92,000 men, has been re-organized into the Marscurian Autonomous Republican Guard.

The Commander-in-Chief of the Marscurian Autonomous Republican Guard will be the elected president of the Marscurian Autonomous Republic.

 

The MHT-1 heavy tank shall be fitted with the Tank-Based Air Defense System, consisting of a cluster of 7 short-range surface-to-air missile tubes for defense against helicopters and attack aircraft.  Two of these systems will be deployed on each tank.

 

The armor forces of the 69th Independent Field Army and the Marscurian Autonomous Republican Guard will be composed of the following:

30% (2,459) MAT/SV-100 

60% (4,907) MBT-84 Tanks

10% (831) MHT-1 Heavy Tanks

NAVY REFORMS

The Marscurian Siberian Navy has been re-organized at the Russian Marscurian Pacific Fleet.

 

Two Khagan-Class Aircraft Carriers (MSS Stein, and MSS Khagan Mikhail) have been retired and put available for foreign purchase or transfer to other Russian Navy fleets.  If no buyer is found, ships will be cannibalized for parts and broken up for scrap.

 

Two new Marscurian Autonomous Republic-Class Aircraft Carriers (Marscurian Autonomous Republic and Kamchatka) have been acquired from Tianxia.

 

All MF/AN-21 carrier-based jets have been removed from service.  They will be fitted with jamming pods and re-introduced into service as MEWA-21N.  The fighters will be replaced with the 120 MF-29N fighters supplied by Tianxia

 

Thirty MASA-40 amphibious anti-submarine patrol airplanes have been introduced into service from Tianxia.  They will be stationed in Petropavlovsk-Kamchatsky.

 

Forty-five MNH-52 anti-submarine helicopters have been added to the fleet to supplement aircraft already in existence. 

 

The ships of the Russian Marscurian Pacific Fleet have been broken into three different groups.

AIR FORCE REFORMS

All MF/A-21 jets have been removed from service.  They will be fitted with jamming pods and re-introduced as MEWA-21 units.  The aircraft will be replaced with 300 MF-29 jets supplied by Tianxia.

 

All MB-2 Bombers have been removed from service.  The planes will be sold to foreign nations or transferred to other units in the Russian Air Force.  If no new destination is found, the planes will be broken up for scrap.  The airplanes will be replaced with 60 MB-60 bombers supplied by Tianxia.

 

Two squadrons of nine MWCA-50 EWAC airplanes supplied by Tianxia shall enter service.

 

Squadron locations for all these aircraft shall be determined at a later date.

INTELLIGENCE REFORMS

The Marscurian Siberian Intelligence Agency (MSIA) is to be decommissioned and disestablished.  Relevant agents, materials, and intelligence will be transferred to corresponding units within the Russian SVR and GRU agencies. 

 

POLICING REFORMS

The Marscurian Autonomous Republican Guard is to be put under command of the Autonomous Republic's branch of the Eastern District of the Russian Ministry of Internal Affairs (MVD).

 

One division (10,000 men) will be stationed in each of the 8 rayons of the Autonous Republic.  The remaining 12,000 men will be distributed as OMON units in the major metropolitan areas of the Autonomous Republic.

AIR FORCE REFORMS

The Marscurian Siberian Air Force will be integrated into the Far East Military District as the Russian 13th Mixed Aviation Corps.

 

Optimal squadron placement is still being decided upon.

NAVAL REFORMS:
The Russian Marscurian Fleet is to be renamed to the Russian Pacific Fleet.  Admiral Chaim Shapiro is to remain in command of the fleet.  All ships will be marked with the patch of the Pacific Fleet of the Russian Federation.

REQUESTS TO RUSSIAN MILITARY HIGH COMMAND
 

The Pacific Fleet requests immediate replacement of its capital ships.  The Athenian-designed Mizrekdik-Class are becoming quickly obsolete and dangerous for the crew to operate.  In order to maintain a proper Russian presence in the Pacific Ocean, a new class of battleships is requested.  Engineers have designed the Meyrev-Class battleship in order to fill this need.

REQUESTS TO RUSSIAN MILITARY HIGH COMMAND

 

In order to better serve Russian interests in the Pacific Ocean, we are requesting funds and engineers to construct a military complex spread out over the area surrounding the city of Petropavlovsk-Kamchatsky.

The complex will be divided into 3 separate areas, each with a separate purpose.

Area A is going to be a naval base for the larger ships of the Pacific Fleet (Area A3), as well as a seaplane base for the new MA-40 anti-submarine warfare flying boats supplied by Tianxia.  Area A1 will  serve as a refueling, storage, and maintenance area for the planes, while area A2 will be a dredged runway area for the flying boats to take off and land.

Area B will be an expansion of the Petropavlovsk-Kamchatsky Airport.  The expansion will house fighter jets, bombers, and transport planes belonging to the 13th Mixed Aviation Corps.

REQUEST TO RUSSIAN AIR FORCE HIGH COMMAND

With the recent influx of aircraft, there is not enough space at the aviation facilities inside the Marscurian Autonomous Republic to facilitate all aircraft within the 13th Mixed Air Corps.  Because of this, we are asking permission to base aircraft in the following aviation facilities:

Dzemgi Airport (Komsomolsk-on-Amur)

Khurba Air Base (Komsomolsk-on-Amur)

Srednebelaya Air Base (Srednebelaya)

Without any fanfare, the ships of the Pacific Fleet would leave their ports of Glubokiye Vodishtot and Petropavlovsk-Kamchatsky and head Northeast.  As the sea ice melted in the summer, the ships would take the Northwest Passage through the Arctic ocean.  They would end off the Atlantic coast in international waters, near Virginia.

 

REQUEST TO THE RUSSIAN HIGH COMMAND

If the danger is as real as these preparations have been made out to be, the government of the Marscurian Autonomous Republic wishes to implement conscription on all healthy males ages 18 to 45.  With the influx of troops, we also wish to develop an additional 3 field armies, increasing the manpower of a field army to 200,000 from the original 100,000.

OOC: Hate to be a downer, but the Northwest Passage is not an international waterway that can be used as simply passing through en route to somewhere else and requiring icebreakers for safest passage.

 

IC: The presence of the Russian fleet would be noted by the Hudson Bay Federation and inquired on their intentions on encroachment on Federation territorial waters.  Federation Coast Guard icebreakers would be on an intercept course from their western base in the Yukon.  After the initial confusion and coordination for getting through the NW Passage, Federation Coast Guard icebreakers would lead the way for the Russian fleet.

In a transmission from the fleet flagship, aircraft carrier Marscurian Autonomous Republic, the icebreakers would be informed that the fleet was simply using the Northwest Passage as the fastest means to reach the Atlantic Ocean, and would thank them for their cooperation and guidance through the Arctic Ocean.

With the request by the Marscurian Autonomous Region to station forces at the aforementioned bases, the C-FOR Peacekeeping unit in the newly created Cyrantia Autonomous Community (CAC) would coordinate with the Marscurians and facilitate their deployments to the Dzemgi Airport and the Khurba Air Base (Komsomolsk-on-Amur). A report on the status of the facilities at the two bases would also be forwarded to the Marscurians. 
 
However, the Marscurian request to station forces at a ‘Srednebelaya Air Base’ was rather perplexing to the Vaulian government. After careful research and double checking to be absolutely certain, a classified telegram would be sent to the Marscurians informing them that no such facility exists or ever existed. A request for clarification would also be sent, along with a pledge to facilitate the stationing of Marscurian aircraft at another facility.

REQUEST TO THE RUSSIAN HIGH COMMAND

We are requesting funds and specialists to upgrade three existing, but non-functional air bases in Kamchatka to handle the remainder of the aircraft from the 13th Mixed Air Corps.  These three bases are Lenino, Milkovo, and Ust-Kanchatsk.  Runways and aircraft aprons appear to be an adequate condition, but storage and maintenance facilities are unable to handle military aircraft.

TROOP MOVEMENTS

All active duty soldiers have been ordered to prepare for a possible move to the west.  If orders come in, all soldiers will have 24 hours to report to rendezvous points at rail yards for movement.  Armored vehicles have also started to be prepped for a possible move to the west.

REQUESTS TO THE RUSSIAN HIGH COMMAND

Due to increasing age and maintenance costs, along with decreased utility, the Pacific Fleet is asking for permission to decommission the destroyer Amur, and convert the ship into a museum due to its historical importance.  The space in the navy will be filled by a new Bira-class destroyer, also named Amur.

 

With the upgrade process of the T-84 tanks halfway completed, the 69th Independent Field Army is asking permission to cancel the upgrade process, and move the upgraded tanks into reserve storage.  The new T-89 tank will be used for active-duty units.  The saved funds can be returned to the state treasury.

 

With the strong showing of female soldiers in a recent tank trial, the army would like to begin trials to judge female abilities in other areas of combat and noncombat roles within the army.

AIR FORCE REFORMS

The 13th Mixed Air Corps is requesting funding for a complete overhaul of the structure and make up of the corps.  The MF-23 is looking to be replaced with the multi-role light fighter, the LaG-12, along with a small amount of Su-35S air-superiority fighters.  Additionally, bomber squadrons will be equipped with LaG-22M medium bombers, largely based out of Kamchatka.  Regarding MA-2 attack aircraft, command recommends ending resupply of new aircraft, and simply cannibalizing older aircraft to keep others operational, allowing attrition by age.  The loss of the MA-2 will be compensated by an increase in the number of Mi-24M attack helicopters for the ground forces.  Additionally to increase efficiency, aviation regiments will be initiated to group squadrons, and to allow for easier allotment of orders at a local level.

REQUESTS TO THE RUSSIAN HIGH COMMAND

The current war has shown the need for a powerful Russian navy in the Pacific Ocean to strike all enemies of the motherland where they falsely believe they are safe.  To accomplish this goal, we propose the complete rebuilding of the Pacific Fleet along with the submarine base at Petropavlovsk-Kamchatsky, and expansion of naval bases at Magadan and Glubokiye Vodishtot.  Contracts for the ships will be spread across the major shipyards of Russia, the Amur Shipbuilding Plant, Severnaya Verf, Admiralty Shipyard, Almaz Shipbuilding Company, Russian Shipyard No. 10, the Baltic Shipyard, Severnoye Design Bureau, the Black Sea Shipyard, and the Zalyv Shipbuilding Yard.  The rebuilding will consist of the following ship classes.

REQUESTS TO THE RUSSIAN HIGH COMMAND

In order to integrate Azerbaijan into the Russian military network, and to effectively make use of the resources presented, commencement protocol AZ12191, the establishment of the Azerbaijani Military District, is requested.
 
LAND FORCES
From the populace of Azerbaijan, 400,000 troops will be raised, and will be organized into the 1st-4th Azerbaijani Field Armies.
 
1st Azerbaijani Field Army, headquartered at Yevlax
2nd Azerbaijani Field Army, headquartered at Perekeshkul
3rd Azerbaijani Field Army, headquartered at Şəmkir

4th Azerbaijani Field Army, headquartered at Nakhchivan

 

Unit arrangement will be the same as that already applied to the 69th Field Army.  Equipment used will be identical, save for a few examples.  The AK-103 will be replaced with locally-produced AK-74Ms, all active-duty M13 rifles will be replaced by the Dragunov and Yalguzag sniper rifles, and all UAZ jeeps in active service will be replaced by the Gyurza patrol vehicle.  Patrol vehicles will be mounted with Kord heavy machine guns, PKP medium machine guns, AGS-30 automatic grenade launchers, and/or 9M133 anti-tank missiles.
 
NAVAL FORCES
Four frigates will be transported from the Pacific Fleet, through the Volga-Don Canal and into the Caspian Sea.  These ships shall be stationed in Baku, and will form the Caspian Flotilla.
 
AIR FORCES AND AIR DEFENSES
A total of one half of the 13th Mixed Air Corps will be transferred to Azerbaijan, and will be stationed among eight air bases.

 

Kula Air Base will house the 15th, 25th, and 72nd Fighter squadrons, along with the 82nd Bomber squadron

Dollyar Air Base will house the 35th, 45th, and 73rd Fighter squadrons, along with the 92nd Attack squadron

Kyurdamir Air Base will house the 55th, 65th, and 74th Fighter squadrons, along with the 102nd Electronic Warfare squadron

Nakhchivan Air Base will house the 14th, 24th, and 75th Fighter squadrons, along with the 124th Transport squadron

Nasosnaya Air Base will house the 34th and 44th Fighter squadrons, along with the 83rd Bomber squadron and 93rd Attack squadron

Sitalchay Air Base will house the 54th and 64th Fighter squadrons, along with the 103rd Electronic Warfare squadron and 141st Training squadron

Gyandzha Air Base will house the 13th, 23rd, and 33rd Fighter squadrons, along with the 84th Bomber squadron

Lenkoran Air Base will house the 43rd, 53rd, and 63rd Fighter squadrons, along with the 94th Attack squadron

 

Additionally, bases will be equipped with the Aerostar UAV, and all Mi-24s in service will be upgraded to the Mi-24G Super-Hind.  Tor anti-air missile systems will also be utilized to increase security near bases and other sensitive sites.

REQUEST TO THE RUSSIAN HIGH COMMAND

The Pasirung Military District is requesting 11.1 billion rubles in order to procure armored infantry vehicles.  In order to aid in training and maintenance, the decision has been made to standardize armored forces around the BTR-80/90 family of vehicles.  Based on product prices provided from GAZ, a military accountant has split the costs between different classes of vehicles.

 

Five billion rubles allotted to the purchase of 5,000 BTR-82 armored personnel carriers.

 

Six hundred million rubles allotted to the purchase of 500 specialty vehicles including K1Sh1 command vehicles, BMM ambulances, and RKhM-6 NBC reconnaissance vehicles

 

One billion five hundred million rubles allotted to the purchase of 1,000  BTR-90 Infantry Fighting Vehicles for use by the Border Guards

 

Two billion rubles allotted to the purchase of 1,000 BTR-90M for use as assault guns

 

Two billion rubles allotted to the purchase of 1,000 BTR-90 chasses and the installation of the 2A45 anti-tank gun and a more powerful engine by Marscurian Military Works to create the MKBB-1 tank destroyer.

REQUEST TO THE RUSSIAN HIGH COMMAND

The Pasirung Military District is requesting 15 billion rubles to replace its outdated self propelled artillery systems with new systems from Marscurian Military Works and the Barricades Production Plant.  The current 2S5 Giatsist used as the standard self propelled artillery system will be replaced by three separate systems.  The first and most produced system is the 2S43 developed by Marscurian Military Works, and is a wheeled system featuring a modernized version of the 152mm 2A36 howitzer as its main armament.  The second system is a land-modified variant of the 130mm Bereg A-222.  The third system is the lightweight 2S44, also developed by Marscurian Military Works for use by rapid-deployment forces including marines and airborne troops, featuring the 2A18 122mm howitzer.  All three systems feature advanced auto-loader systems, and are able to be set up and begin firing in less than 10 minutes.

In continuation of Order 162118-75, we are seeking replacements for the following officers.

The removal of these seven officers will totally remove Marscurians from the top leadership positions in the Pasirung Military District  To ease the transition, it is recommended to give the officers the Order of Zhukov, Kutuzov, Suvorov, Military Merit, or Alexander Nevsky, depending on coincidence, and an increase in pensions.  Position changes should be sporadic, but occur in a timely fashion.

REPORT TO THE RUSSIAN HIGH COMMAND

Order 162118-75 has been concluded in a timely fashion.  All generals, colonels, and majors of Marscurian ethnicity have been forcibly retired and replaced by ethnic Russians from the west.  In the navy, all commanding officers have been forcibly retired, as have all squadron leaders and commanders of air wings in the air force.  The complete removal of Marscurians from the officer corps greatly reduces the possibility and success of any nationalist movements, such as that seen in Ukraine.
