Main Guideline: Claims must be supported by RP
This is non-negotiable.

-Protectorates are land set aside by blocs, nations, etc. for new nations. They are not an integral part of any nation, or bloc, and will normally be ceded to those who wish to place their nation there. However, you must speak to that bloc, nation, etc. before claiming the land.

-If you want to claim an area already claimed, you have to work something out with the current owner. This means you cannot start a rebellion in their territory, a terrorist group, etc. without their permission.

-There are three ways to gain land in CNRP:
1) Claiming it through your In-Game Sphere of Influence (SoI)
2) Being given land through an RP, in an IC manner. [OOC Gifting is FORBIDDEN]
3) Winning land through war
[Thread/behavior Guidelines]

-This is an OOC thread. Period.

-Any conversations NOT regarding the map do run the risk of being reported for off-topic or spam.

-If you have questions, ASK THEM! The only stupid questions are the ones never asked. There's only stupid answers.

-Never demand the mapmaker update this. We take our precious time to make necessary changes, and add your requests when we have the ability to do so. Being untoward to any mapmaker may result in shenanigans being played on your own nation.

[General Guidelines for CyberNations Roleplaying]

*The first claim made by your nation must be within your in-game sphere of influence (SoI) unless you are claiming a protectorate. If you are claiming a protectorate it is up to the owner of the protectorate to give as much land as he decides. Any claims outside of your sphere after your first claim must be roleplayed out and accepted by the general community.

*Take your in-game working citizen count (not total population/supporters) and multiply it by 0.80. This number is your maximum in-game soldier count. Multiply this number by 10.0 and this number will be your maximum CNRP soldier count. Tanks are directly equal to what your maximum is in-game.
For example: If I have 10,000 citizens in-game, then I have 80,000 soldiers in RP.

*Artillery, APCs, IFVs, etc. require common sense. If you have none, ask someone who has it.

*You may use whatever citizen count you wish for your CNRP nation - but within reason.

*Your in-game tech (technology) level is directly used in CNRP. See below for technology guidelines.

*Your in-game navy is directly used in CNRP. Meaning, whatever you have IG = whatever you have in RP. The sole exceptions apply to submarines, destroyers, frigates, and corvettes.

The current submarine, destroyers, frigates, and corvettes multiplier rule when converting from IG to IC fleets is as follows:
0-4,000 Infra, 0-500 tech: No multiplier
4,001-5,000 Infra, 501-1,000 tech: x2
5,001-6,000 Infra, 1,001-2,000 tech: x3
6,001-7,500 Infra, 2,001-3,500: x4
7,501-Infinity Infra, 3,501-Infinity: x5
If you're in different brackets for tech and infra, go with the lower one.

*Planes are equal to maximum number capable of having in-game.

*Nations may use each of their planes as a squadron, each squadron has a cap of twelve planes per squadron. Such 12-plane squadrons are equal to maximum number capable of having in-game.

*The amount of nukes (warheads) you have is equal to your in game level of warheads. Everyone with standard nukes has fission bombs (max 500kt). Weapons research complexes give you hydrogen bombs (With an absolute maximum yield of 20 Mtons), and neutron weapons. This decision was reached by consulting with the GMs and at their urging.

*Also, large Fuel air explosive bombs, chemical weapons, large EMP weapons, and biological weapons are capped at 50 and equal to the number of CMs you have in game.

*You cannot arm your citizens and have them fight a war. It does not matter if you give them full time military training and automatic weapon, the maximum number of armed people you can field in a war is determined by your soldier count.

These rules only apply if two combatants (or more) do not agree to change them. If I declare war on Uberstein and we both agree that he can use nuclear weapons on me then as long as we are the only two in the war he is allowed to use nuclear weapons.

Game Moderator definition, rulings, etc

*Go to this thread: Click me - This is a must for certain things. Just read through it occasionally for changes.

Game Moderator "wipe" effects

There are two kinds of wipe effects.

*Type one, total impossibility. IE Death star. Total RP wiped. These kind of god mods are easy to spot, and will be called quickly, so little RP to go back and redo.

*Type two, feature impossibility. IE Fighter jet with a laser. These are sometimes unnoticed, and when found / called, Rp should be paused, while they are argued out in a separate thread. If the feature is found to be impossible, then the Rp continues as if all actions had occurred minus that feature. IE, you still used your fighters, but since they didn't have lasers, they got annihilated.

Communication

*Whenever you say something that is not "in character", use the 'OOC:' tag before the statement.
For example, if Uberstein decides to hold a gladiator tournament, we may insult the action in-game but then add "OOC: haha, nice" to show that we (in real life, not in game) like the idea.

*If something is to be a private message, put "PRIVATE MESSAGE TO <nation name here>" before the message. While the rest of the community will be able to see the message, only the person you send it to will be able to respond or use that information. There are also other options, like *CLASSIFIED* or whatever else you feel like you need to put. Remember, if it isn't clearly labeled or RP'd as private it may be used against you.

Treaties
*Any treaty (MDP, ODP, economic, NAP, etc.) can be made in CNRP with another nation. For instance, if you sign a Mutual Defense Pact (MDP) with Uberstein, whenever you are attacked in CNRP, Uberstein will activate the MDP and attack whoever attacked you. Treaties can be broken.

*Economic treaties are treaties where you trade with another nation (Be it food, technology, medicine), and both nations are to be treated as if they have the same level of whatever they're trading. This is usually called tech trading, see the tech trading rules below.

Rerolling
* A term meaning that you are RPing an entity that is not the one you first RP'd with.

[Technology]

Logarithm Calculator <- click

You have a minimum of 50 tech at all times. This is to ensure that tech sellers will not be at a disadvantage.
Tech is capped at the current year, +20. This means, the maximum year is 2032 as of 2012 ie around 11,000 technology.
From 2012 onwards, you can begin roleplaying technology that does not exist yet, but is within the rules of what can and cannot exist in CNRP.
Lasers are allowed within limits, walkers are allowed, no space-based weapons, no mechs [Alá Gundam. Walkers that are feasible, such as IRL designs, are possible, but likely perform worse than standard vehicles.])

The Tech Efficiency formula has been abolished. RP is all. Roleplay well, and you will do well.
Design statistics will matter less as there is an efficiency formula for your armies, showing how relatively effective they are.

Technological Trade.
Roleplayed entities can give/sell equipment to other entities, such a trade shall not be regulated. However, a nation with much lower tech will be required to receive support for maintenance from more advanced nations.

Compilation of GM/Moderator Rulings

1. Custom aircraft: 1) All custom aircraft used in combat must have stats accompanying them which are reviewable and accessible before they are used in combat. These stats must be reasonably comprehensive.
2) All custom aircraft which are employing yet to be serviced technology must be defendable by some semi-mature science and links which can show there is a reasonable chance to see it in production service by your tech year capped of course at 2031.
3) While all aspect ultra stealth aircraft and hypersonic aircraft are feasible by advanced nations, it is not feasible to have aircraft that do both of these "near perfect"
4) No uber cloak (all aspect detection proof) can be employed by a player, active camouflage is hereby banned.
5) No materials which allow for ultra light, ultra strong, with huge payloads (ones which exceed current weapon capacity of equal size by multiples, for example the T-50 currently has the largest internal weapons bay of fifth generation aircraft, a tactical aircraft of this size could not weigh half as much and carry 20 internal weapons as opposed to the T-50s ten). Additionally these materials may not be used as justification to make range levels which seem unreasonably high with compared to current top tier aircraft of similar size and role.

2. Nuclear attacks on nations under 20k NS in-game: Any nation under 20k NS in-game can not be attacked with nuclear weapons unless they are 1. developing or own chemical, biological, area-effect EMP weapons, 2. own nukes and/or a Manhattan Project in-game, 3. ask a larger player to nuke someone.

3. In cases where GMs are in conflict with each other, or are otherwise compromised, GMs may now elect amongst themselves with a unanimous vote a temporary neutral fourth GM who's sole responsibility will be arbitrating that particular dispute.

4. In order to engage in a forced war, you must be able to provide proof of having made at least two reasonable attempts to contact the other parties and to come to some arrangement for a planned war. It is suggested, but not required that a planned war include an agreed outline for maximum losses for each side. A predefined outcome is not required and may be used as desired.

5. GMs involved in a war will not be allowed to roll during that war unless specifically requested by the opposing side to said GM.
Oh ho, new mapper, good luck Cent. :P

My requests:
1. Please mark the Maldives as part of the United States of Oceanesia - i.e. could you place some small squares to indicate some Maldivian atolls on the map like what is done with most small islands on the map - I suggest (from north to south) Ihavandippolhu atoll, Goidhoo atoll, Male atoll, Ari atoll, Kolhumadulu atoll, Huvadhoo atoll, and Addu atoll. Have one label saying United States of Oceanesia next to them.
2. Please also mark Bali, Christmas Island, West Nusa Tenggara, and North Maluku as part of the United States of Oceanesia (most of these are neighbouring the USO area north of Western Australia). For Bali, West Nusa Tenggara, and North Maluku, perhaps enlargen the already existing USO label there perhaps to encompass these territories as well - and add a new label, again United States of Oceanesia (or perhaps just Oceanesia since it's a small island and long/large label may be unwieldy) for Christmas Island.

Here's a map to assist:

-Thanks Cent! :)

Please label the north Mexico protectorate as Mexico, with Guadalupe Island going to Texas. Guadalupe is the island that is furthest from Baja California.

Few Adjustments to Africa:

For the next one... 1 goes to Joel James, 2 goes to Waffles.

No one seriously believes that there is anyone out there looney enough to go for a landlocked nation in Central Africa. So it's going to be chopped up.

Port of Sudan... it's mine.. don't know why Lynneth didn't add it onto the map. It's the blotch in black in Aeon..

Levantia and Firebase Lion:

Please be sure to put in the district lines in both Northern and Southern Africa. These are/ or soon will be actual incharacter administrative districts that will also determine how much land new rpers get. I don't want to shove over something the size of that white space in North Africa to just one person.

Centurius: Here's a map for the Maldives from Kankou as discussed so it can be added.
Label next to it should say United States of Oceanesia. Thank you.

I just hope people don't go asking for every island to be added.
Yes - this request is probably quite reasonable considering that the Maldives is a country in RL and is well populated.

Something Knowz had requested to me but forgot to write in the thread:

Knowz: Can you mark Horn Island as well (in the Southern Torres Strait) -> It's next to the already marked Muralag/Prince-of-Wales Island

Oh yes, I forgot that since it's a bit trivial... just for aesthetic purposes since Muralug and Horn are in two separate first-level administrative divisions in the USO. If you're ok with marking it Cent, please do, thanks (no need for another label since an Oceanesia label is already there).

Please mark the American protectorate to the south of Mexico as a Mexican Protectorate.

Alright, some changes to the map for me; first off, Greater New England is now to be known as the Atlantic Confederacy, secondly, please mark Georgia, the Carolinas, and Quebec as part of this nation. Also, there is a part of my protectorate that is actually part of Ontario (which is the American Protectorate of Canada, so please don't include that in my annexation.

Also, there is a chunk of Tennessee that actually belongs to Dixie, but it was taken away during a map update error, I believe, I'd like to see that returned to LBT88.

Thanks Centurius. :awesome:
