I propose keeping 50% for updeclares, but limiting down-declares to 75% like it is in SE. Weasel wars will still happen of course, someone can always declare war when they have 48 million dollar warchest to build to 3x the size of their opponent. It might still help keep newbs from getting too punked, too fast. I think it would more help in alliance wars, limiting down declares and encouraging up declares. Meh, just an idear. Three 5k nations with MP's could go rogue on an unprepared 9k nation, but the 9k nation's more prepared 8k alliance-mates wouldn't be able to defend him.
