To clear up some questions on Gallifreys position on national waters the government has made a public announcement on their position on national waters and the Exclusive Economic Zone.[/i]

[b][u]National waters:[/u][/b]

[u][b]1:)[/b][/u][u][b]Search and securing of any assets passing through Gallifreyan national waters.[/b][/u]
[b]A:)[/b]If any ships are found passing through Gallifreyan waters the Gallifreyan military has the right to stop and search the contents of the ship and if nessisary turn the ship around.
[b]B:)[/b]If any ship refuses to be searched once asked, Gallifrey reserves the right to ask the ship to turn around or take a guided detour out of Gallifreyan national waters.
[b]C:)[/b]If any ship refuses to turn around or take a detour once asked then diplomatic actions will be taken.

[u][b]2:)No fly zone.[/b][/u]
[b]A:)[/b]Gallifreyan national waters are considered a no fly zone if any aircraft are found in the air without permission they will be asked to turn around or take the shortest detour out of Gallifreyan air space.

[b]A:)[/b]Gallifreys exclusive economic zone is defined as the waters used for Gallifreyan resources exclusively.
[b]B:)[/b]While the waters are open for any ship to pass no questions asked it is preferred that if a government uses them for military purpose they warn the government that a ship or air craft is passing through. Stats of course are not required.
[b]C:)[/b]Gallifreyan military monitors and defends these waters but only does so for economic and internal security, the military does not enforce any laws on the EEZ except to Gallifreyan citizens and military.
[b]D:)[/b]General civility is expected in the EEZ meaning that wars should not be fought there unless absolutely tactically necessity. Even though reparations would be payed for Gallifreyan losses.

[i]This policy has been signed by the Time Lord Council and the High Time Lord Council as well at the Lord President.[/i]

[u][b]Gallifreyan Border Policy: Public[/b][/u]
[u][b]Definition: [/b][/u]Gallifrey defines its borders as all borders extending as far as the Minas Gerais, Rio De Jeneiro, Espirio Santo, and Goias regions as well as any in shore or off shore land Gallifrey may acquire.

[u][b]Unauthorized Foreign Troops:[/b][/u] Gallifrey maintains a policy that if any troops are found on Gallifreyan land a communication will be sent to their government and in the air on all frequencies and they will have 5-10 minutes (up to the commanding officer) before they are fired upon.It is considered an act of war for a government to gain unauthorized access to Gallifreyan land. If troops fire first on Gallifrey the troops being fired upon may take up a shoot first ask questions later policy if they deem it necessary. After firefight Gallifreyan government officials will communicate with the offending government.

[u][b]Unauthorized Civilian Offenders:[/b][/u] Gallifrey maintains a policy to detain any civilian crossing over the border in unauthorized areas and without documentation. If civilians are found committing crimes in Gallifrey they will be detained until negotiations with the offending civilians government or indefinitely. This is all on a case by case basis. Civilians fleeing their home government will be investigated and will be given asylum on a case by case basis.

[u][b]Gallifreyan Air Space policy:[/b][/u] Public

[u][b]Definition:[/b][/u] Gallifrey defines its air space as any air over the Gallifreyan regions and holdings and territorial water claims.

[u][b]Unauthorized Military Craft:[/b][/u] Gallifrey maintains a policy of escorting unauthorized military craft in the Gallifreyan air space out. If the air craft do not respond and the government does not respond the air craft may be fired upon depending on the situation at hand.

[u][b]Unauthorized Civilian Craft:[/b][/u] Gallifrey maintains a policy of escorting and detaining unauthorized non-military craft. If the craft does not respond and seems to be a threat to Gallifrey my means of crashing into Gallifreyan structures or a bomb is detected the craft may be fired upon.

[u][b]Unauthorized Missile Launches:[/b][/u] Gallifrey maintains a policy of shooting down missiles in Gallifreyan air space first and asking questions later. If it is shown the missile wasnt intended for Gallifrey the government may or may not pay the offending government reparations.
