EXECUTIVE ORDER 15
TO: ADJUTANT GENERALS OF THE PENNSYLVANIA, NEW JERSEY, MARYLAND, AND D.C. NATIONAL GUARDS
FROM: EXECUTIVE COUNCIL OF THE AMERICAN COMMONWEALTH
TOPIC: DEPLOYMENT OF FORCES

ALL NATIONAL GUARD UNITS ARE HEREBY ACTIVATED AND COMBINED TO FORM THE NEW MILITARY OF THE AMERICAN COMMONWEALTH. ALL NATIONAL GUARDSMEN WILL REMAIN ON ACTIVE DUTY FOR THE NEXT FOUR TO SIX MONTHS IN ORDER TO PROVIDE STABILITY AND SECURITY FOR THE UPCOMING ELECTIONS AND THE FOLLOWUP PERIOD OF GOVERNMENTAL CONSOLIDATION. THE NEW MILITARY SHALL RESPOND ONLY TO THE EXECUTIVE COUNCIL OR A MULTI-STATE LEGISLATURE AGREEMENT UNTIL THE NEW FEDERAL GOVERNMENT IS CREATED. UPON THE CREATION OF THE FEDERAL GOVERNMENT THE MILITARY SHALL BE COMMANDED BY THE ACTING PRESIDENT OF THE AMERICAN COMMONWEALTH. THE ARMY NATIONAL GUARD BUREAU IS TO BE TRANSFORMED INTO THE AMERICAN COMMONWEALTH ARMY. THE AIR FORCE NATIONAL GUARD BUREAU SHALL BE THE BASIS OF THE NEW AMERICAN COMMONWEALTH AIR FORCE. THE NEW JERSEY NAVAL MILITIA IS TO BE THE FOUNDATION OF THE AMERICAN COMMONWEALTH NAVY. WE REQUIRE A JOINT STUDY CONDUCTED BY ALL FOUR ADJUTANT GENERALS ON HOW TO INTEGRATE THE VARIOUS NATIONAL GUARD COMMANDS INTO A NEW MILITARY FORCE WITH AN INITIAL REPORT DUE WITHIN THE NEXT WEEK. IN THE MEANTIME WE FEEL THAT IT IS NECESSARY TO IMMEDIATELY IMPROVE SECURITY MEASURES IN WASHINGTON DC AND YOU ARE AUTHORIZED TO DO WHATEVER IS WITHIN YOUR MEANS TO DO SO.

[u][b]Washington D.C.[/b][/u]
The newly formed military of the American Commonwealth had not been fully reorganized yet but capitol defense forces had received the top priority for reorganization and equipment. The newly formed Capitol Defense Brigade consisted of three Infantry battalions, one armored battalion, an combat engineer battalion, artillery battalion, aviation battalion, service support battalion and a headquarters. Quite a bit larger than a normal sized brigade it's mission was probably more important than most normal military units. Defense of the capitol against all possible threats. The defense of the capitol was also augmented by two patriot missile batteries, a military police battalion as well as the Washington D.C. Military District Command HQ and one marine company stationed at the historic marine barracks. Air force units assigned to the capitol's defense included the former National Guard 121st Fighter Squadron flying the F-15C Eagle and the newly formed 39th Tactical Fighter Squadron flying the F-16D Flying Falcon. Maritime protection would be provided by four coast guard cutters and one squadron of 6 Pegasus class Hydrofoil Missile Boats.

Orders soon came through for securing the city for the upcoming elections. Elements of the engineers and military police battalions made their way to the bridges spanning the Potomac and began to fortify the Commonwealth end. Hesco bastions were erected to create small checkpoint outposts and vehicle inspection areas. Jersey Barriers were deployed on the road to ensure compliance with vehicle searches. A visible presence would be maintained with dozens of troops and capitol police officers manning each checkpoint usually supported by a couple armored vehicles. Sniper teams would be perched on nearby rooftops to provide observation and support. NBC and bomb detection gear would inspect each vehicle along with search dogs. With MPs composing most troops at these checkpoints inspections would go smoother thanks to their community relations training. All major and minor routes into the city had a checkpoint established. The reason the D.C. Police were unable to fully man the checkpoints themselves was because they were conducting a massive sweep of the city. All officers were called to duty and the areas around polling sites and other important government institutions were searched for any possible threats. The air defense battalions were put on alert while fighter aircraft from Andrews AFB flew constant patrols over the city.

This scene was replicated across the Commonwealth, although with less military participation. Major cities usually had some military assistance while less densely inhabited areas generally had none. Polls would be placed at public buildings such as high schools, libraries, sports arenas and any other area they could fit in. The elections were going to be held soon and things had to be ready.

HOWEVER, AFTER ELECTIONS ARE OVER WE WILL NEED TO DRAW DOWN THE CURRENTLY MUCH MORE VISIBLE PRESENCE OF MILITARY PERSONNEL BOTH TO EASE OUR OWN POPULACE AS WELL AS TO SHOW NEIGHBORING STATES THAT WE ARE NOT AN AGGRESSIVE NATION.

WE DO HOWEVER FEEL THAT ADDITIONAL DEFENSIVE MEASURES MUST BE TAKEN TO SAFEGUARD THE CAPITOL, THE GOVERNMENT AND THE CIVILIAN POPULATION OF WASHINGTON D.C. WHILE IT IS NOT THE POLICY OF OUR NATION TO DENOUNCE OR REPRESS ANY REASONABLE POLITICAL IDEOLOGY WE DO NOTE THE RECENT AGGRESSION WITH WHICH COMMUNIST NATIONS AND THEIR ALLIES AROUND THE WORLD HAVE CONDUCTED. MORE SPECIFICALLY RECENTLY IN THE CARIBBEAN AND THROUGHOUT THE AMERICAS. WHILE WE DO NOT FEEL THE UVSR IS A THREAT THERE IS STILL THE POSSIBILITY OF IT BECOMING FRIENDLY WITH OTHER MORE AGGRESSIVE COMMUNIST NATIONS WHICH MAY POTENTIALLY BASE MILITARY FORCES IN THE UVSR OR PROVIDE THE UVSR ITSELF WITH MILITARY SUPPORT. A MORE PROBABLE AND GREATER THREAT IS A FOREIGN INVASION OF THE UVSR WHICH WOULD MOST LIKELY LEAD TO OUR NATION FALLING UNDER ATTACK AS WELL. EITHER WAY A COMPREHENSIVE DEFENSE PLAN MUST BE MADE FOR THE NATION BUT IN THIS CASE WE ARE CONCERNED WITH THE CAPITOL'S SECURITY.

THE CAPITOL DEFENSE BRIGADE WILL PROVIDE THE INITIAL MILITARY RESPONSE TOWARDS ANY THREAT WHETHER THAT IS A FULL SCALE INVASION BY A FOREIGN POWER OR ASSISTING LAW ENFORCEMENT WITH ANTI-TERRORISM OR NBC CONTAINMENT EFFORTS. WHILE THE CAPITOL DEFENSE BRIGADE DOES POSSESS MORE MEN AND EQUIPMENT THAN A TYPICAL BRIGADE NORMALLY HAS, IT ALONE MAY NOT BE ENOUGH TO HOLD OFF A FOREIGN INVASION FORCE COMING UP THROUGH VIRGINIA OR THE CHESAPEAKE BAY. WHILE THE NEED FOR ADDITIONAL FORCES IS NECESSARY WE DO NOT WISH TO OVERTLY ALARM OUR NEIGHBORS OR OUR CITIZENS WITH AN OVERWHELMING MILITARY PRESENCE.

WE BELIEVE THAT THE CREATION OF UNDERGROUND STORAGE FACILITIES AND TRANSPORTATION ROUTES WILL ALLOW US TO SOLVE THIS PROBLEM. CURRENTLY THERE IS A NETWORK OF BUNKERS UNDER THE CITY IN EXISTENCE DUE TO NUMEROUS PAST THREATS THE UNITED STATES AND ITS SUCCESSOR NATIONS HAVE ENDURED. WHILE THEY ARE UNABLE TO SUPPORT A SIZABLE MILITARY FORCE AS THEY ARE WE BELIEVE WE CAN EXPAND THE NETWORK INTO AN UNDERGROUND COMMAND CENTER, STORAGE FACILITY AND MOBILIZATION COMPLEX. FURTHER ATTACHED PLANS INDICATE THAT STORAGE CAN BE PROVIDED FOR THE EQUIPMENT OF ONE OR TWO FULLY EQUIPPED INFANTRY BRIGADES. THESE STORAGE FACILITIES MAY BE CONNECTED TO THE DISTRICT OF COLUMBIA'S ALREADY EXTENSIVE SUBWAY SYSTEM AND POSSIBLY LINK IT TO OTHER TRANSPORTATION AVENUES. TIME ESTIMATES FOR THE MOBILIZATION OF SUCH FORCES IS ABOUT FIFTEEN TO TWENTY MINUTES AFTER THE ARRIVAL OF TROOPS FOR THE FIRST COMPANY TO BEGIN MOVING, WITH THE REST OF THE FIRST BATTALION ON THE MOVE WITHIN HALF AN HOUR. ONE BRIGADE WOULD BE ABLE TO BE MOBILIZED WITHIN ONE HOUR. ALTERNATE EVACUATION ROUTES WOULD EXIST TO MOVE THESE FORCES OUTSIDE OF THE CITY VIA UNDERGROUND TUNNELS IF THE CITY ITSELF HAS BEEN OVERRUN SO AS NOT TO PUT THE EQUIPMENT TO WASTE. AN UNDERGROUND COMMAND CENTER WOULD ALSO HAVE TO BE IN PLACE TO COORDINATE THE CITY'S DEFENSE. THE CREATION OF THIS SYSTEM CAN BE HIDDEN AND EXPLAINED AWAY BY EXTRA SUBWAY EXPANSION, WATER MAINS WORK AND OTHER GENERAL CONSTRUCTION THAT COULD TYPICALLY TAKE PLACE. WHILE NO DOUBT COSTLY THIS MEASURE NOT ONLY REDUCES OUR VISIBLE MILITARY PRESENCE BUT ALSO PROVIDES A MEASURE OF SURPRISE AGAINST ANY POTENTIAL ATTACK.

ASSUMING AN ATTACK FROM THE SOUTHWEST THE PRIMARY ROUTES OF ADVANCE WOULD BE FROM ACROSS THE POTOMAC, SPECIFICALLY THE BRIDGES THAT SPAN THE RIVER. MOBILIZED ENGINEER UNITS WOULD BE ABLE TO PROVIDE DEMOLITION SUPPORT TO DEMOLISH THE BRIDES WITHIN FIFTEEN MINUTES OF RECEIVING THE MISSION. HOWEVER UNDER COMBAT CONDITIONS THAT TIME MAY DRASTICALLY DECREASE IF NOT BECOME OUTRIGHT IMPOSSIBLE. HOWEVER, FRIENDLY ARTILLERY OR AIRCRAFT ON READY ALERT WOULD BE ABLE TO DESTROY THE BRIDGES WITHIN MINUTES USING LASER/GPS GUIDED MUNITIONS. EVEN AFTER ALL BRIDGES ARE NEUTRALIZED THERE ARE POSSIBLY AREAS THE ENEMY MIGHT FORD OR ATTEMPT TO BRIDGE VIA COMBAT ENGINEERS. FOR THIS REASON ALL SUCH POTENTIAL AREAS MUST BE PLACED UNDER APPROPRIATE OBSERVATION AND DEFENSE IN THE EVENT OF AN ATTACK AND SURVEYED BEFORE. AIR DEFENSE SHALL BE PROVIDED BY TWO FIGHTER SQUADRONS BASED OUT OF ANDREWS AFB AND TWO MIM-104 PATRIOT MISSILE BATTERIES ALONG WITH A SEPARATE AIR DEFENSE BATTALION UTILIZING AAA AND MEDAD/SHORAD MISSILES. JOINT BASE ANACOSTA-BOLLING SHALL BE ONE OF THE MAJOR DEFENSE AND MOBILIZATION CENTERS IN THE CITY. WE MUST ALSO CONSIDER THE POTENTIAL BENEFITS OF CREATING SMALLER FORTIFICATIONS ALONG THE RIVER ITSELF, PREFERABLY NEAR BRIDGES OR POTENTIAL FORDING OR BRIDGING SITES. THE LACK OF MOBILITY AND A POSSIBLY PERCEIVED AGGRESSIVE POSTURE MAY BE OFFSET BY THE ABILITY TO DELAY OR EVEN HALT AN ENEMY OFFENSIVE.

[b][u]OPPLAN 314B[/u][/b]
AN ATTACK FROM THE NORTH IS UNLIKELY TO BE HEAVY IN NATURE DUE TO THE INABILITY OF ANY NATION OTHER THAN THE EMPIRE OF PRAVUS INGRUO TO DEPLOY SIGNIFICANT HEAVY FORCES WITHOUT SEIZING A PORT OR BEACH HEAD ON THE EASTERN COAST FIRST. SUCH AN ATTACK, IF ANY, WOULD LIKELY CONSIST OF AIRBORNE INFANTRY AND OTHER SUCH LIGHT UNITS THAT CAN BE ADEQUATELY DEALT WITH BY NEARBY HEAVY UNITS STATIONED THROUGHOUT MARYLAND AND SOUTHERN PENNSYLVANIA. IN THE EVENT OF AN ASSAULT OF THE CAPITOL THESE UNITS MAY BE ALSO CALLED UPON TO REINFORCE OR RELIEVE THE CITY. READY UNITS WOULD BE ABLE TO ARRIVE NO LONGER THAN 30-45 MINUTES AFTER BEING ORDERED TO MOVE WITH THE MOBILIZATION OF THE REST TAKING NO MORE THAN TWO TO THREE HOURS. AN AIRBORNE INVASION WOULD MOST LIKELY BE A VERY COSTLY ATTEMPT DUE TO THE HEAVY PRESENCE OF AIR FORCE UNITS IN THE AREA ALONG WITH GROUND BASED AIR DEFENSE UNITS.

[b][u]OPPLAN 314c[/u][/b]
AN AMPHIBIOUS ASSAULT FROM THE CHESAPEAKE BAY ITSELF WOULD BE AMBITIOUS AND POTENTIALLY COSTLY BUT STILL POSSIBLE. THE LACK OF A POWERFUL REGULAR NAVAL FORCE LIMITS OUR CAPABILITIES IN THIS SCENARIO. HOWEVER, IT WOULD NOT BE IMPOSSIBLE TO STOP OR AT LEAST SEVERELY DAMAGE SUCH AN INVASION FORCE. ONE SQUADRON OF SIX PEGASUS CLASS HYDROFOIL MISSILE BOATS IS STATIONED AT JOINT BASE ANACOSTA-BOLLING. IF PLANNED UPGRADES ARE COMPLETED ONE SQUADRON WOULD BE ABLE TO EFFECTIVELY ENGAGE ONE OR TWO DESTROYERS WITH POSSIBLY MODERATE LOSSES. THESE SHIPS MUST USE THE GEOGRAPHY AND TERRAIN OF THE AREA TO SURVIVE, SURPRISE AND ENGAGE ANY HOSTILES ENTERING THE COMMONWEALTH PORTION OF THE BAY. THE AREA IS ALSO SUITED TO DEPLOYMENT OF LAND BASED ANTI-SHIP MISSILES WITH THEIR EFFECTIVENESS MULTIPLIED BY THE SMALL SIZE OF THE POTENTIAL ENGAGEMENT AREA. AIR FORCE UNITS WILL ALSO BE ABLE TO CONTRIBUTE TO ANTI-SHIPPING OPERATIONS IF PROVIDED WITH THE PROPER EQUIPMENT. IT WOULD NOT BE UNREASONABLE TO THINK THAT HIDDEN EMPLACED ARTILLERY WOULD ALSO BE QUITE EFFECTIVE IN THE SMALL AREA AGAINST NAVAL FORCES.

[u][b]MARCHING ORDER (EVACUATION OF THE CAPITOL)[/b][/u]
UNDER THE THREAT OF ATTACK IT WILL BE NECESSARY TO QUICKLY EVACUATE THE UPPER ECHELONS OF GOVERNMENT AS WELL AS REMOVE THE CIVILIAN POPULATION FROM AREAS OF ACTIVE OR POTENTIAL COMBAT. CURRENTLY THE SOP FOR RAPID EVACUATION OF THE WHITE HOUSE IS VIA HELICOPTER TO ANDREWS AND AN AWAITING PRESIDENTIAL AIRCRAFT. IF IT IS A SURPRISE ATTACK SUCH AN EFFORT WILL MOST LIKELY FAIL. IT HAS BEEN DECIDED TO CREATE AN UNDERGROUND ESCAPE ROUTE VIA HIGH SPEED RAIL TRANSPORTATION DIRECTLY FROM UNDERNEATH THE WHITE HOUSE. IT WILL LINK TO THE GENERAL RAILROAD NETWORK AT SEVERAL HIDDEN POINTS AND POSSESS SUFFICIENT COMMAND AND CONTROL CAPABILITIES TO OPERATE THE EXECUTIVE BRANCH FOR A PERIOD OF TIME. SECURITY PROTOCOL SUGGESTS HAVING THE PRESIDENT AND SENIOR GOVERNMENT AND MILITARY OFFICIALS ON THE TRAIN WITHIN FIVE TO TEN MINUTES AND OUT OF THE CITY IN ANOTHER FIVE. A SIMILAR ROUTE IS BEING CONSIDERED FOR THE SENATE AND ASSEMBLY. EVACUATION OF CIVILIANS SHALL BE HANDLED WITH STANDARD OPERATING PROCEDURES AND BE MODIFIED ACCORDINGLY WHEN NEEDED.

The creation of several coastal military facilities has been started. The Point Lookout State Park has been acquired by the Commonwealth Army which shall establish a base there. Units stationed there will be an infantry company for security, two anti-ship missile batteries, one MIM-104 Patriot SAM Battery, two HAWK missile batteries, two artillery companies and one army scout aviation squadron. Another, somewhat larger facility, shall be created on Smith Island. It shall be the location of a coast guard station, small naval base, and the same contingent as the Point Lookout with the addition of a land and sea search radar facility to provide coverage extra coverage over the Chesapeake Bay area. The Cedar Island State Wildlife Management Area shall also be home to a base the same as the Point Lookout Station. Studies indicate these measures will be able to provide an adequate level of protection in the Chesapeake Bay. Several more sites would be placed in strategic areas along the eastern coast of New Jersey.

Construction on Project Earthworm had begun. A public announcement was made that a massive overhaul of the D.C. subway and utilities system was required and underway. Funding would be provided via secret government funds as well as "massive cost overruns". City construction workers could be seen all around the city working on various projects. However, many of these men weren't city engineers and were actually special contractors or military engineers in disguise. The National Intelligence Agency would provide protection of the actual Earthworm construction areas with undercover agents. Everyone involved was sworn to secrecy. Even these men didn't know the entire truth, being told they were constructing an underground command center (which was kind of true). Nobody was really told the facility's true purpose. The movement of equipment would take place after most of the construction was completed and most of the personnel were gone.

[size="5"][u][b]Commonwealth Military Infrastructure and Realignment Assessment[/b][/u][/size]
With the withdrawal of the Empire of Pravus Ingruo and the establishment of a new national military, much of the existing military support infrastructure that used to maintain military forces in the Commonwealth area have disappeared. As a result new facilities must be constructed along with large improvements to existing installations.

[u][b]Training[/b][/u]
Current training facilities lack the capacity to process the amount of recruits needed to expand and maintain the new military force of the American Commonwealth. Most such installations are located in other areas of the former Empire. Currently the largest training facility available is Fort Dix which has been designated as the Commonwealth Army's primary training facility due to it's history of training troops and existing infrastructure. A $150 million renovation project will expand the base's capacity to be able to train over 20,000 troops per training cycle. Fort Dix itself is part of a larger military complex, Joint Base McGuire-Dix-Lakehurst which will also be home to the Commonwealth Air Force training programs. Naval training facilities shall be constructed on Sandy Hook which has been acquired and designated the Sandy Hook Military Reserve. Fort Monmouth shall be reactivated and provide extra training and garrison facilities.

Officer training facilities have been established with the three service academies but they alone will not be able to provide the amount of officers needed to fully staff the armed forces. Funding has been provided for ROTC programs at Pennsylvania State and Princeton as pilot programs which will be expanded if successful. Fort Carlisle will become home to the General Staff College as well as the Army War College in order to further train senior officers. Fort Leslie J. McNair shall remain the National War College.

[u][b]Research & Development[/b][/u]
In respect to military testing and research facilities we are actually fortunate to have a fair amount already in existence. Fort Detrick shall remain the premier medical research center of the nation and armed forces. It shall be home to the Army Medical Research and the WMD Defense Command. The Aberdeen proving grounds shall become the headquarters of the Army Combat Research Command to improve military technologies.

[u][b]Naval Facilities[/b][/u]
The Washington D.C. Naval Yard has been reactivated and shall serve as a major shipbuilding and maintenance facility for the new naval service. While very small now, we are projected to expand the navy into a blue water force within the next year or two and thus prefer that a robust naval infrastructure be in place beforehand. The Federal Shipbuilding and Drydock Company shall be reactivated at Kearny Point to serve as a joint navy/civilian shipyard. Siting of a future primary naval base is still pending.

[u][b]Air Force Facilities[/b][/u]
Numerous Air Force bases and installations will be renovated, restructured or be constructed within the next year as an integral part of the national defense strategy. The Benton, Claysburg, Oakdale, Palermo and Gibbsboro Air Force stations will be reactivated and form the basis of the military's air defense network. These radar facilities shall be renovated and improved with new radar models and communications technologies providing complete coverage of Commonwealth airspace and territorial waters. Andrews and Bolling AFB will become front line facilities and be home to mainly combat units with the exception of Andrews which will remain an air mobility hub. McGuire AFB will become a major Air force installation and will be expanded to accommodate it's future responsibilities. Harrisburg Air National Guard Base will be re-designated as the Harrisburg AFB and also be expanded as a major Air Force installation. In addition to these changes, numerous other small facilities shall be maintained at airports and independent airfields.


[u][b]Support Facilities[/b][/u]
There is a good underlying logistics infrastructure already in existence that will be expanded upon. Numerous national guard depots will become regular military facilities and act as logistics hubs and armories. Intelligence support infrastructure also needs to be created. Most intelligence services and training will be located at Fort Meade, namely the National Military Intelligence Network as well as the newly created Cyberwafare Command.

[u][b]Defense Facilities[/b][/u]
Frontline defense and mobilization facilities are necessary (especially along the Potomac) and therefore several dozen smaller military installations shall be created to fulfill this purpose. Fort Washington shall be constructed and house up to a battalion in order to provide defense for the Washington D.C. area. Numerous air defense and anti-ship missile sites will be placed where necessary as well.

[i]General Morgan was watching the news on a TV just outside the Situation Room in the White House while he was waiting for the meeting to begin along with several other staff officers. "A large explosion at a military depot has rocked the capitol-". He smiled a little bit, project EARTHWORM was roughly 20% complete and the movement of military equipment was to commence as soon as possible. The 'explosion' was the the use of a well placed fuel air explosive bomb at a facility run by a dummy corporation of the National Intelligence Agency. The men 'killed' were all very much alive and well, their bodies being unclaimed cadavers that were now damaged beyond all recognition. All of the wreckage and debris shown to the media were discarded weapons and vehicles that had also just been rendered unrecognizable. More supplies and equipment would be procured through less noticeable means but this was a good way of getting a large portion of what was needed while being able to actually explain what happened to the stuff. The door opened and the president's aide beckoned them to come in.[/i]

The eight officers in the room consisted of four generals, one admiral, two colonels, and a major who all sat down at the table. As Chairman of the Joint Chiefs General Morgan started the meeting. "Mr. President, as you know the Armed Forces Committee has mandated that we look at the possibility of starting a strategic weapons program and have concluded that the procurement of chemical weapons is the most pertinent and economic choice available. We are not projected to acquire nuclear capabilities anytime soon without massive and virtually nonexistent research. Biological weapons have been rejected due to being ineffective for battlefield and morally repugnant."

President Bronson was very uneasy with the proposal just given to him. "General, forgive me but I have always had reservations about these types of weapons. I know that the Committee mandated the study but they haven't mandated that we follow through." General Morgan sighed before speaking "I agree Mr. President but I was told by the Committee chairman that if we didn't follow through on our own he'd force it through via the committee." "I understand but I'll do what I can to avoid that" said the president. "Please continue".

"Well the study here was conducted on the basis of finding the ideal strategic weapon and delivery system which was conducted by General Tanaka and Bri-". "Wait, if he conducted the study where is General Tanaka?" interrupted the president. "Sir, he was appointed to attend an international conference on WMDs". One of the other general officers spoke up. "We don't need Tanaka here, he wouldn't be useful for this anyway". General Morgan looked at the man with contempt and said "You will not ill of a superior officer Brigadier General" with an emphasis on Brigadier. "Yes sir" quipped the other officer.

The president was a little confused and asked "So what's going on here that I probably need to know?" "Yes Mr. President" replied General Morgan. "General Tanaka is our nations premier WMD expert, probably one of the best in the world. He has a M.D. from Harvard, a Bio-Chemical Engineering Degree from Yale, a degree in Nuclear Physics from Columbia as well as nearly two decades of uniformed service in the Empire of Pravus Ingruo Army. We are indeed fortunate to have him. The reason he has his aversion towards WMDs is in his past. His grandfather was an officer of the infamous Unit 731 during World War II. Ever since he found out he's devoted himself to prevent the usage of such weapons."

The other general scoffed before speaking. "Such a tragedy I'm sure but this sob story is getting us nowhere". General Morgan looked furious and Bronson new that was pretty hard to do. "Mr. President, the study was also conducted by Brigadier General McClintock here along with General Tanaka. Seeing as he doesn't have any reservations on these weapons I'll turn this presentation over to him".

"Thank you General Morgan" McClintock said as he stood up to get to the projector screen. The lights dimmed and a power point presentation appeared. "As you can see" he said gesturing towards the slideshow "we have come to the conclusion that chemical weapons are the most economical, attainable and effective strategic weapon we are able to procure at this point. We have concluded that a secret chemical weapons program will be able to produce the necessary amount of agents needed to provide a strategic defense coupled with their deployment on ICBMs as well as cruise missiles and other tactical delivery systems. I do stress that this must remain classified to avoid damaging relations with foreign nations. Official guidelines and policies must be set before usage of these weapons is allowed. This concludes my report". With that the general returned to his seat.

"Well gentlemen" the president began "This has certainly been an enlightening evening for me. I will consider this proposal although I'm going to have a talk with Senator Rodman and see if this can be avoided all together. Thank you for your time." With that everyone cleared the room, all but one a little worried about what they had just discussed.

The Joint Chiefs of Staff had been convened in the Situation room again just a couple days after the last meeting. The president looked a little sullen when he entered the room followed by General Morgan. As they all took their seats the president began to speak. "Well you all know why we're here today. In spite of my objections the Armed Forces Committee has passed a secret binding mandate to start the development of a chemical weapons program. Apparently because it's classified I can't veto this measure because it would require me to announce it publicly. Idiotic as that sounds we have to follow through with it. General Morgan can we please start this presentation?".

"Yes Mr. President" said General Morgan. "We have decided that a moderate sized secret underground facility will be able to serve our strategic needs. We can construct such a facility at the Edgewood Chemical Biological Center where we conduct a large amount of NBC research already for defense purposes. Construction should take roughly two months for a small facility which can be expanded if required. Production is pegged at roughly one ton per month wih the goal of eventually reaching a stockpile of 200 tons. Such weapons may be deployed via standard aircraft bombs, artillery shells and cruise missiles. We have decided not to develop an ICBM delivery system due to it's heavy cost as well as political ramifications should this program be revealed. As such we have developed a weapon usage policy that is located inside of the folder in front of you.

[u][b]PROJECT PENNY PINCHER[/b][/u]
National Intelligence Agency operative Mark Sanders was currently driving to his next 'job' in a white van marked Morgan Security Services. Mark was, in spite of his real identity, an employee at MSS and had been very busy of late as the Financial Institution Security Executive. Oh well, at least he was able to keep both paychecks. Hell, Morgan Security Services seemed to pay better than the NIA but then again he didn't do this for the pay check.

Morgan Security Services was one of the Commonwealth's premier security and safety firms offering everything from private bodyguards, security systems and, in this case, bank security services. Mark was one of the NIA's top computer programming experts and cyber warfare experts but he was using the first skill rather than the second today. As the Financial Institution Security Executive he headed up the entire department which was good considering nearly half of his staff were NIA agents similar to himself.

Today was just another day as he parked outside the PNC Bank where he'd been scheduled to do a security review and overhaul. While he exited his vehicle he grabbed his laptop and a tool kit and entered the bank where he was greeted by the chief security manager, who also happened to be a Morgan Security employee, and was lead to the vault. After about an hour of inspection (which he really did seeing as it was technically his job) Mark noted several small defects that should be taken care of but otherwise cleared it in good condition.

He was then taken to the main computer where his real purpose was. He grabbed his laptop and interfaced it with the bank's network and went to work. After about 10 minutes he told the security manager that the system was ok but that he was going to be installing an updated security program to boost security against hackers. Mark began to ran a program called Bank Safe 3.0 which was being installed into the bank's computers.

Bank Safe 3.0 was actually a Malware program codenamed PENNYPINCHER which was developed by Mark and his small team currently working at Morgan Security. The program accessed private bank accounts and siphoned off minute amounts of money and deposited them into a dummy account which would be physically withdrawn and deposited into a completely different account. Minute amounts translated to less than a dollar which was taken off every time a transaction was made. Money people wouldn't miss and wouldn't notice. There was also a safety built in to stop the program from operating on bank accounts under $10,000 which were pretty few and far between anyway.

PENNYPINCHER was envisioned as a way for the NIA to procure funds for covert missions and secret projects. The problem was that this was highly illegal in every way and this project itself was a black op. The only people who probably new about it were him, his team, his manager and maybe a half dozen spooks in accounting. The Director stated that so long as nobody was hurt getting the money he didn't want to know anything about it, not even the President was informed. If Mark or his team were discovered they'd be looking at some pretty hefty prison time but it wasn't that big a deal seeing as the program was almost impossible to detect unless you were specifically looking for it and that would require a programmer of comparable skill which was hard to find around here.

With his work done he bid the bank manager a good day and exited the bank to get into his van. He was curious about the operation's status and took a look at the project on his laptop. So far they had accumulated a respectable $120,000 since the start of business today and that number was climbing. 'Excellent' mark thought as he drove back to his office at Morgan Security.

[size="5"][u][b]2012 Defense Budget Augmentation Report (Q1)[/b][/u][/size]
The purpose of this report is to provide the Congress of the American Commonwealth a general outline on how additional funds will be used by the military of the Commonwealth for the purposes of adding increased capabilities of the military and measures to improve the defense of the Commonwealth. A much more detailed financial statement will be made available for those interested, this report merely highlights the main uses of the additional funding.

[b]1) Personnel[/b]
Out of total of $20 billion in additional funding, roughly $6 billion will be used on doubling the amount of troops in the army along with civilian support personnel. Smaller additions of personnel will be granted to the navy and air force as their manpower needs are almost entirely met at this point. The $6 billion will be spent on active recruitment, training and the support of additional combat troops, expansion of training facilities, increasing the size of garrisons as well as expanding medical and logistics coverage to an additional 100,000 troops. Note that $8 billion does not represent an permanent increased cost of additional personnel but also the cost of additional facilities and programs. Estimates of additional required support costs for the extra personnel are at about only $3 billion at most. Money will also be used for retention and incentives programs to encourage soldiers to reenlist in order to further develop the professionalism of the military.

[b]2) Equpment[/b]
Acquiring the larger amount of equipment required to arm and support the new expanded military force will take a sizable $10 billion investment. The total force of tanks shall be increased to roughly 1,000 MBTs along with the procurement of other armored and support vehicles. Total levels of 2500 IFVs and another 3000 other armored fighting vehicles will be procured along with perhaps 10,000 more support and miscellaneous vehicles. Funding will also be made available for improved vehicle and equipment research. Stocks of individual and crew served weaponry will be nearly tripled to equip new units. The purchase of body armor has been halted for the time being in order to see if it feasible to acquire a new and improved model.

[b]3) Intelligence[/b]
Improvement of intelligence gathering capabilities is necessary if we are to be able to compete with other nations militarily. First and foremost is satellite support for reconnaissance and communications. Roughly $2 billion will be invested in satellite research and procurement as well as analysis facilities and staff. Some of the money will also go into more human resources, expanding our physical intelligence network to improve counter espionage and counter terrorism capabilities.

[s][b]4) Projects (Classified)[/b]
The remaining $2 billion are to be invested into three top secret programs. The first and foremost is the chemical weapons development project, while chemical weapons production has actually begun we do require additional funding to expand production, fund facilities and research, and develop more efficient delivery systems. The second project is an anti-satellite weapons program that we have just begun. The use of satellite information is very critical in most modern militaries and such weapons will be able to deny the enemy such an advantage. Funding will be used for research and development of such weapons. The last program is a lower priority and is the cyber warfare project. Integrated sophisticated computer networks are a necessary component of command and control and is used by almost every single major military power. Again, the ability to disrupt such networks will be able to negate an potentially important enemy asset. This project will also be used as the groundwork for a cyber defense unit so that we can safeguard both civilian networks as well as our probable future integrated military network.[/s]

General Morgan had just arrived at the White House for the daily morning situation briefing. He had recently been very busy with inspecting the newly created units and hadn't had much rest in the last couple days. Nonetheless he had made sure to make himself look presentable for the briefings and his uniform looked crisp and proper. After this he'd be heading out to inspect a newly constituted armored brigade that had just come off the training cycle. He navigated himself through the White House along with his aide and entered the situation room and gave a friendly nod to the other officers already there. As the Chairman of the Joint Chiefs of Staff General Morgan would be briefing the president as to any military developments that might be deemed important for the president to know. They all stood at attention when the president entered the room and sat down after he had done so.

"So General Morgan" said the president "What do we have to go over today?". The general quickly glanced at the briefing sheet to get started. "Well Mr. President first off Project EARTHWORM is now finally complete and fully operational. Current stocks of equipment exist for two infantry brigades and an armored battalion although that can always be changed at a later date depending on need. Ummm, secondly the chemical weapons development program has just delivered its 20th ton of Sarin nerve agent and production is currently on schedule for the mandated 200 tons. And third, almost all personnel of the newly formed army units have received basic training and a majority are already halfway through advanced training. We estimate maybe another couple weeks or so for full baseline readiness from these units".

The general shifted through his briefing paper to make sure he was still on track. "Also, we have the great situation of two major wars breaking out within the last 24 hours. The invasion of Grand Papua by Germany is probably not something that really concerns our nation but the second conflict may. Yesterday evening Canada was invaded by forces of the Northern Imperium and Mascuria. Evidently they had used a massive training exercise near the border to mask the mobilization of an invasion force. If the Mascurians are involved we can deduce that Tianxia and the whole horde organization they control will be moving as well. Indications are that the Athenians might also intervene as they are very close to Tianxia".

"If they do triumph in this war the worst case scenario is a drastic expansion of Tianxian and foreign influence in our hemisphere. This is a scenario that has no good implications for the continent, let alone our nation. The Joint Chiefs and I have discussed this and feel that offering some sort of assistance to the Canadians should be considered. Obviously full scale war is not something we advocate in this situation as we don't have the capability to wage such a war against these opponents. Conveniently enough our special forces unit has just come off a mountain warfare training cycle at our facilities in the Appalachians. We feel this may be the most appropriate use of resources given our options" concluded the general.

President Bronson let out a noticeable sigh. "I feared that it might come to this. I find myself reluctant to send our young men onto the battlefield, especially for a nation that we haven't had any noticeable relationships with. Nonetheless I feel the implications of a Canadian loss are potentially severe. I'll have to think about this a bit gentlemen. In the mean time I'd like a prepared outline for a potential operation. Thank you for your time, that will be all". With that the president exited while and Joint Chiefs remained to discuss the matter further.

The American Commonwealth Department of Defense wishes to put several open contracts out on the market. Choices will be made depending on price, effectiveness, availability and several other minor factors.

Currently the American Commonwealth lacks the ability to launch satellites into space and we are looking into a possible moderate term contract for the launch of military communications and reconnaissance satellites (along with additional commercial satellites). While several indigenous satellite models have been created and are sufficient for our needs we are also willing to pay extra for more advanced satellites.

[u][b]2) Next Generation Fighter Aircraft[/b][/u]
The American Commonwealth Air Force wishes to acquire next generation fighter aircraft to enhance it's combat abilities. While we are not above purchasing the aircraft and technical support we'd prefer licensed production rights to ensure a better availability of the aircraft.

[u][b]3) Naval Upgrades[/b][/u]
While the Commonwealth Navy lacks a blue water navy it does possess multiple fast attack missile craft. We are willing to contract out to equip these boats with advanced radar and fire control gear as well as more advanced anti-ship missiles and an improved electronics warfare suite. We are also willing to look at completely new more advanced fast attack craft as well.

[u][b]4) Radar Systems[/b][/u]
Currently used radar systems are somewhat adequate but the military would like to acquire newer more advanced models in order to improve air defense and detection capabilities. We require new systems for stationary facilities as well as AWACS aircraft and mobile systems for anti-aircraft units.

The Hershey Corporation's defense manufacturing and development branch has proposed several new prototype vehicles based upon the M1 Abrams for consideration by the American Commonwealth military procurement and assessment board.

[u][b]M1 Combat Engineering Vehicle (CEV)[/b][/u]
With the full upgrade of Commonwealth military forces to the M1 series of Main Battle Tanks the former combat engineering vehicles based upon the M60 are unable to keep up with the mobility requirements of the new armored forces. As such we have deemed it necessary to create a new CEV based upon the capabilities of the M1 Chassis. The hull will be further strengthened against land mines and IEDs by further armoring the underside of the vehicle with a external v-hull. The hull will also be retrofitted to be able to quickly attach or detach a mine plow or bulldozer blade. It will also possess a powered winch and the ability to attach a crane for armored vehicle recovery missions. The turret will be redesigned to accommodate a 180mm short barreled demolition gun with a range of roughly 1200 yards. A separate prototype will test the feasibility and effectiveness of a 203mm gun as well. The vehicle will retain the Abram's standard co-axial and pintle mounted machine guns and will also possess a mine clearing line launching system.

[u][b]M1 Infantry Combat Vehicle[/b][/u]
Compared to MBTs, IFVs and APCs are usually relatively much less armored and more vulnerable while at the same time lacking equivalent firepower. As such an infantry fighting vehicle based upon a main battle tank would bring the armor and survivability of an MBT to the capabilities of an IFV. The M1 ICV is based upon the M1 Abrams MBT. A fairly extensive redesign has allowed this vehicle to transport up to ten troops and their equipment along with two crew members. The M1's engine has been relocated to the front of the vehicle both to free up space in the rear for a troop compartment and to add even further survivability for the vehicle's passengers if hit. The crew now consists of a driver and a vehicle commander towards the front of the passenger compartment. The turret has been removed and replaced with a remote operated system mounted 40mm auto-cannon with a 2 tube TOW missile system attached as well. The mount has a 360 degree all round traverse and is capable of aiming up to a 80 degree elevation as a measure for urban combat. The extra weight saved from the replacement of the turret has been redistributed towards the armoring of the vehicle which now has a v-shaped hull to protect the drive train and passenger compartments as well as additional armor protection to all sides.

[u][b]M1 Air Defense Vehicle[/b][/u]
Current mobile anti-aircraft vehicles lack the necessary capabilities or mobility to survive on the modern battlefield. As a result we have designed another M1 based vehicle for use in the anti-aircraft role. The base M1 hull remains the same but the turret has been extensively modified in order to fit the equipment necessary for this new role. It has been rearmed with two 35mm auto-cannons as well as 12 stinger infrared anti-aircraft missiles in two six missile pods on both sides of the turret. The radar systems mounted on the frontal face of the turret and the top rear provide a 360 degree field of coverage up to 16 miles away. The fire control and tracking systems give the vehicle an rapid engagement speed against low flying threats.

General Morgan was relaxing in his recliner behind his desk inside of his office. 'My office' he thought. Much better than the crappy renovated apartment complex at Fort Carlisle. As Chairman of the Joint Chiefs he pretty much had the best office available in the Pentagon. It was spacious, had a fully stocked minibar, a 60" HD TV that doubled as a video conference center and a great view. His office overlooked the Potomac and the view was quite spectacular. But these benefits were the privileges of rank and with that rank came duties.

He took a sip of the 20 year old scotch in his glass and started going over what he needed to do. The size of the military was growing pretty rapidly along with it's defense budget. Given the craziness that went on in the world that was probably for the best. It also meant he had to go to Capitol hill to explain to Congress where and how every cent was being spent. He signed off on a funding request for the newly integrated Virginian military forces. Some were demobilized but most units were retained, although anyone who didn't wish to remain were discharged with the benefits they would have received from their service in the former Virginian military.

Next there was the business of the peacekeeping forces currently deployed to the Carolinas and Georgia. Several brigades had been deployed after receiving more specialized peacekeeping training in order to interact with the local populace better. So far no serious incidents other than a couple minor traffic accidents and hopefully it would stay that way. Several more brigades would be heading there as well after they finished the joint training cycles with the former Virginian military units.

The final document was a naval construction plan forwarded by Secretary of Defense and approved by Congress. His signature was the last needed. Being an infantryman he had gone through special forces training under the old Empire of Pravus Ingruo so he really knew nothing about ships let alone the navy. Nonetheless he knew the importance of having a good naval force and that his signature was really a formality in this matter. First in line to be built were a couple of corvettes and frigates followed by destroyers and cruisers. A second more ambitious plan was being made that included battleships and aircraft carriers! Being built from scratch it was probably going to be a while till any vessels were operational but planning ahead is always a good idea.

With his work here done he exited his office which was guarded by two MPs who snapped off crisp salutes. Major Reynold, his aide, met him down the hall and proceeded to follow General Morgan to the garage where they entered a convoy to take them to the nearby heliport for the short trip to Andrews. From there they'd take a Air Force flight down to Virginia to assess the situation there. He'd been in his office for a whole of half an hour since he first stepped foot inside. Such were the duties of rank.

Reworking the basic design of the M551 Sheridan light tank we have created a functional improved model of the vehicle. The main design changes are the switch from aluminum to high strength steel armor and a weapons refit. The switch to steel for the vehicle's armor gives it improved protection and survivability on the battlefield. The frontal arc and sides of the vehicle are capable of withstanding light AT and cannon fire at the basic armor level. Additional armor packages can be fitted that include explosive reactive and slat armor to improve its protection.

The original 152mm gun/missile launcher has been replaced with the proven and reliable M68 105mm gun which also frees up the weight of the previous weapons system. The improved armament also comes with improved fire control systems, night vision equipment and thermal sights allowing the Sheridan to operate under all battlefield and weather conditions. Another variant is being tested which also mounts an integrated TOW missile system.

The mobility of the Sheridan has also been overhauled with the vehicle receiving an improved 500hp engine and the addition of hydro pumps on both sides to enhance its amphibious capabilities. Overall the Sheridan's weight has slightly increased but it retains its airborne and amphibious capabilities. As such a production run has been started to begin equipping the American Commonwealth military's light and airborne forces with this tank to provide enhanced and mobile light armored support.

The Hershey Land Systems Division will now be producing variants of the V-150 Commando series of wheeled armored vehicles for general use by rear area units and light forces. The baseline V-150 is a light 4x4 armored transport with a 40mm cannon capable of transporting six troops. It also possesses armor that makes it impervious to small arms fire from all angles and heavy machine gun fire from the frontal arc. A variant designed for use by internal security duties like convoy escort or military police is configured as a mobile machine gun platform with a turret armed with dual M2 Browning HMGs and two pintle mounted MMGs with gunshields on both sides of the vehicle. Another V-150 variant is intended to be a a light scout and is armed with a 90mm gun for use as a fire support and reconnaissance vehicle and is outfitted with advanced optics, night vision and thermal sights as well as having room for two infantry scouts to do dismounted recon. All V-150 vehicles have been slightly redesigned and are now capable of making combat airborne drops with the crews remaining inside the vehicle as it does so.

The LAV-300 is designed to provide a reliable and varied platform for light armor support and are intended to supplement the M551 Sheridan for light units. Even with sufficient armor to stop small arms and heavy machine gun rounds it is capable of being airdropped as well as amphibious operations with little preparation. Because of the utility of the base platform there are numerous variants of the vehicle available. The basic model is an APC with room for 9 troops and armed with a 90mm gun along with a co-ax and pintle mounted machine guns. A fire support and tanks destroyer version are found in a variant armed with a 105mm Cannon. Numerous other variants include a command vehicle, ambulance, mortar vehicle, anti-tank missile platform, anti-aircraft vehicle, logistics and reconnaissance.

Upon receiving the alert Commonwealth forces began mobilization procedures. Troops were drawing weapons and live ammunition, readying themselves for the order to move out. Most of the peacekeeping forces deployed to the Midwest were light units so armored and mechanized units were still in strength at home. Some peacekeeping units were being quietly brought home but not too many as to threaten the peacekeeping operation.

Radar stations along the coast watched the skies and seas for activity. These were also linked up to several E-3 Sentries which were about 50 miles out to sea with fighter escorts. Not far from the fighter cover a dozen P-3 Orions were conducting search operations and the data was being sent back to an ASW Control Station near Philadelphia. Fighters would maintain a CAP over major airbases and cities with more fighters on ready alert. Naval Aviation pilots were giving Air Force pilots quick training in anti-ship attack lessons and man Air Force bombers were being fitted with Harpoon anti-ship missiles.

Along the coast fixed and mobile anti-ship missile batteries and radars were on alert and readied their equipment. The mobile launchers and radars would move every couple of hours in order to avoid being stationary targets. Anti-aircraft units also did their best to keep as mobile as possible although there were many like the HAWK missile units that were inherently stationary due to their low mobility.

A notice was given to the Atlantic Confederacy government that these were merely precautions that were being taken due to the outbreak of the Umbrella Conflict.

The American Commonwealth's current air and sea detection systems, while adequate, can be further improved with the creation of an over-the-horizon radar network. This will allow us to monitor air and sea activity occurring around the Commonwealth at all times which will significantly improve our intelligence and early warning operations. Codenamed Vigil, the network will consist of six stations arrayed to provide full 360 degree coverage of our airspace and the Atlantic ocean. Each station will cover a 60 degree arc up to a distance over 3000 kilometers. This will not be a replacement for current radar and observation networks but rather a supplement. A joint service analysis center will allow information gathered by the Vigil network to be disseminated to all branches of the military quickly and efficiently. Command and responsibility of the facilities will be given to the Air Force. Three defense contractors have been selected for the program; Lockheed Martin, General Dynamics, and Hershey's Defense Systems (Technology Division) with assistance provided by DERP.

With the end of the UC-Gallifrey War a stand down order was issued and readiness was relaxed to DEFCON 5. Since Commonwealth forces were already on alert and conducting some maneuvers it was decided to begin a large military exercise involving all branches of the military. Labeled Stormy Night the exercise would consist of three phases. The first phase would be a simulated naval and air assault on the East Coast. A simultaneous exercise would involve an air offensive from the West. Phase two would be the initial invasion consisting of an amphibious assault at several points on the coast as well as airborne operations. The final phase would be a simulated defensive action across Central Pennsylvania, Virginia and West Virginia. Planning and preparation were proceeding rapidly to ensure a realistic environment. While forces were notified of the upcoming exercise, they weren't told where or even when to expect the exercise to take place.

In the situation room of the White House President Bronson, the Joint Chiefs and a variety of other military and government personnel were monitoring the overall exercise over the data displays and communication links. Some 400 aircraft and 40 naval vessels had been fitted with simulation gear which allowed for a real time exercise environment along with numerous ground units. The enemy was unspecified but would be given a slight advantage in terms of technology which was able to be modeled by the exercise management network.

120 aircraft of the OPFOR were loitering out at sea with tanker support. Some of the best pilots in the Air Force, using both regular fighters and upgraded high performance trainer craft, were tasked with acting as the OPFOR's carrier wing. Once orders were given to begin the exercise they formed up into their respective mission groups and proceeded. BLUEFOR pilots had been briefed not too long before and once the detection alert was issued they began to scramble. Overhead several E-3 Sentries were performing AWAC duties and directing intercept missions. Separately, naval aviation P-3 Orions were mounting a search for the OPFOR "fleet".

The OPFOR fleet was composed of 30 naval auxiliary and transport vessels along with some chartered freighters who were acting the part of both the enemy carrier and amphibious group. Several thousand marines were also on board for Phase II of the operation. The vessels were outfitted with equipment designating them as surface combatants, carriers and other naval vessels. Following a pre-determined course they were heading towards the amphibious exercise areas.

With both forces beginning their initial deployments and maneuvers the first simulated battle would soon be underway.

Major Jerry Paulson was just about to dig into breakfast at the base mess when the alert was issued. The wailing alarm klaxons jolted Dover AFB into a frenzy as aircraft participating in the exercise were being scrambled as quickly as possible. Major Bremen rushed to the ready room for a quick briefing and to suit up while ground crews were preparing the aircraft for takeoff. Captain Roberts, the wing intelligence officer, was waiting as the pilots of the 34th Fighter Wing shuffled in along with the command staff. In an emergency scramble the briefing would be given in flight but this was an exercise and safety was a concern.

"Listen up!" yelled the captain in order to be heard over the three dozen pilots assembled. The pilots sat attentively at their desks while the captain gave the briefing. "You have the mission profile in the folders on your desks. Follow along with the main briefing. This is the first phase of exercise Stormy Night. The situation is as follows: The OPFOR is planning on conducting an air superiority sweep followed up by an amphibious invasion. Early Warning elements have detected the general location of the enemy fleet and the incoming air attack. The OPFOR air mission is composed of roughly 120 aircraft including strike aircraft, escort fighters and some other auxiliary aircraft. In addition to the fighter sweep they are probably targeting air bases, radar installations, air defenses and C3I networks with an initial strike. Your mission is to prevent enemy strike aircraft from reaching their targets and to minimize losses while inflicting as many casualties against OPFOR aircraft as possible. You will have AWACS and land based radar support but not much else. You have five minutes to study the mission further before taking off".

As soon as the five minutes was up the pilots of the 29th Fighter Wing rushed to their aircraft already ready on the tarmac. Major Paulson was the commanding officer of the 88th Fighter Squadron and his F-15 was closest to the runway and already started up. He hopped in and ran through the takeoff procedures and was soon moving down the runway. It was another five minutes before the rest of his squadron was in the air where they were turned over to an AWACS controller who sent them east on an intercept course.

In the meantime at NAS Oceana naval aviation assets were preparing for their part of the exercise. A half dozen P-3 Orions would be conducting search mission to locate the OPFOR 'fleet' in order to verify location for a naval strike by air force and navy assets. Separate from the massive air exercise about to be underway they didn't have to worry about being involved. The results of the search and follow up strike would be factored into the amount of OPFOR assets that were able to land.

Progress on the Commonwealth's navy has been steady and the first several ships are due to be commissioned in the coming months. However, we do recognize that we do face a challenge in defending the eastern seaboard. Conventional patrol aircraft can provide coverage only for so long and the new over the horizon radar system can't be relied on for targeting data. As a result the Naval Research and Development Board has proposed the creation of outposts based on off-shore oil platforms on the edges of our exclusive economic zone to provide more accurate sea and air coverage. This will also have the additional effect of extending warning times on any hostile forces.

The concept has been tried before with the Texas Towers deployed by the United States in the middle of the Cold War for similar purposes. The design will be revamped but fairly similar. These structures will be prefabricated on land and towed out to sea to be deployed. For the best stability the design will possess three legs and also be modular in construction for ease of maintenance and repair. Improved construction materials will allow for greater strength and a better ability to withstand damage from storms.

Logistics is something that must be considered for these new outposts and all available options have been considered. Power shall be provided through solar and wave power along with diesel generators. A desalinization plant will provide a clean and drinkable water source for the facility. Other stores such as food, ammunition and spare parts can be brought in by helicopter or a cargo vessel dedicated to this task.

It will be outfitted with air and sea search radars along with communications and fire control equipment. Data received by one of these stations can be sent via data-link to shore installations as well as compatible aircraft. While their primary mission is acting as a radar picket it has been decided to arm these stations for self defense. Primary air defense is provided by a Patriot missile battery with immediate point defense provided by three SeaRAM and three Phalanx systems. Harpoon anti-ship missile batteries will also be deployed to provide defense against surface vessels. Anti-frogman measures will also be implemented to prevent sabotage of the defense platforms.

Extra space has been left as it is still under consideration whether or not to deploy an anti-submarine detection system in the Atlantic and if so the need might arise to install an anti-submarine warfare center in these facilities. All facilities have a helicopter landing pad along with a hanger to provide support for helicopters assigned to a platform.

Funds and materials have been allocated for the construction of one Sea Defense Platform as a test trial to determine its success and whether or not to follow on with additional facilities. The primary contractor for the platforms will be the Newport News Shipbuilding company with electronics and weapons systems contracted to Hershey Defense Systems.

The American Commonwealth military recognizes the need for a more clandestine maritime surveillance system in the Atlantic. It has been decided to operate surveillance operations out of open Atlantic fishing boats. The Defense Intelligence Agency will provide a fishing company as a front for this operation to be based out of a fishery in Atlantic City. Current requirements are for about 20 vessels to provide constant coverage over the mid Atlantic. These vessels will engage in routine fishing operations to avoid suspicion while making their patrol routes. The boats themselves remain the same on the exterior but will be extensively renovated with ELINT equipment, passive sonar and a secure communications link. For enhanced security the boats will be outfitted with scuttling devices to prevent capture. Operations are estimated to be able to begin within two weeks.

[u][b]M1 Mobile SAM[/b][/u]
The M1 Mobile SAM is a mobile surface to air missile launch vehicle based upon the M1 Abrams tank. The turret has been removed to accommodate a mount for three MIM-23 Improved Hawk missiles Mk 2. These missiles are a further improvement on the improved Hawk which extends its range out to 100km and adds a limited defense capabilities against short range ballistic missiles. The seekers have also been upgraded and now consists of a active radar homing guidance system as well as a backup infrared seeker. Combining the mobility and protection of the standard Commonwealth tank to the defense capabilities of a surface to air missile, the M1 Mobile SAM will be able to keep up and provide effective coverage for mobile armored forces. It is meant to complement existing systems and filling in the gap between the M1 Air Defense Vehicle (SHORAD) and the Patriot Missile.

[u][b]M1 Howitzer[/b][/u]
The M1 Howtizer combines the armor protection and mobility of an M1 Abrams with the indirect fire capabilities of a 155mm howitzer. This new self-propelled artillery vehicle is designed to be highly mobile and more survivable than the current M109 Paladin. The turret is based on that used by the Paladin but is much better armored to protect the vehicle against normal threats and counter-battery fire. The new 155mm howitzer has a much higher rate of fire (10 vs 3 sustained) and that figure is even more impressive when using burst mode. It also has integrated systems support to allow MRSI missions not only with an individual vehicle but in sync with other vehicles as well. It is also capable of using a large variety of ammunition including new guided rounds.

[u][b]Sea Hammer Anti-ship Missile[/b][/u]
The Sea Hammer is the American Commonwealth's newest supersonic anti-ship missile designed for use on a variety of platforms. With a top speed of Mach 5 and a 500lb warhead the range varies depending on the platform. Guidance is provided by a combination of inertial guidance, active radar and anti-radiation seekers. Slightly larger than the Harpoon missile it replaces it is expected to be able to replace it in most operational weapons systems. The air launched version has a range of 180nm climbs to roughly 40,000 meters after launch during which it will use inertial guidance to maintain its course and dives on the target at a speed of Mach 5. The RGM-89 is designed to be used by ships and has a range of 100nm and has a top speed of Mach 2. The RGM-89 is designed as a sea skimming missile for enhanced lethality and does not dive on the target like the air launched version does. The BGM-89 is the land launched version and is capable of both types of attacks depending on the use of the booster unique to the land model.

[u][b]B-1N[/b][/u]
Based on a somewhat upgraded B-1 Lancer the B-1N is optimized for anti-shipping operations and have been delivered to the American Commonwealth Navy. The B-1N provides a semi-stealthy profile along with a coating of RAM to allow for improved stealth capabilities. An improved engine allows for a top speed of Mach 2.2 with more reliability than the previous version. The internal bay has been reconfigured to carry 12 of the new AGM-89 Sea Hammer anti-ship missiles on two rotary launchers with six missiles each. Two external hard points can also be used and have been modified to carry three missiles each allowing for a total possible armament of 18 Sea Hammer missiles.


[u][b]B-1R[/b][/u]
The B1-R is an advanced air to air version of the B-1 Lancer. It has been improved in a manner very much like the B-1N with new engines capable of Mach 2.2 and enhanced stealth features. The B1-R also possesses a advanced AESA radar for targeting aircraft and also has a datalink to use targeting information from other aircraft without using its own radar systems. It has been configured to use every single air to air missile in the Commonwealth Air Force's inventory and is able to carry a massive amount of air armament.

[u][b]Pegasus Class Hydrofoil Missile Boat (Flight II)[/b][/u]
An improvement on the Pegasus class missile boats currently in service with the Commonwealth Navy, the Flight II upgrade is basically an enlarged and improved version of the base model. Slightly longer it has been overhauled with a new engine configuration which allows for a top speed of 50 knots foil borne and about 18 under normal conditions. The original 76mm gun has been replaced by a 76mm rapid fire cannon with a 120rpm rate of fire. It has also been decided to add a SeaRAM CIWS system to improve survivability for the new platform. The harpoon missiles have been replaced with the new RGM-89 Sea Hammer and is capable of carrying up to 12 such missiles .

[u][b]Sea Shanty class Trawler (Classified)[/b][/u]
Created for Project Marlin the Sea Shanty class intelligence trawler Hershey's General Defense Marine Systems has taken a basic Atlantic fishing trawler and turned it into a spy ship. On the exterior nothing has been altered in order to maintain cover for the boats which are to perform fishing activities to avoid suspicion. Inside is a different story with sonar, communications, SIGINT and advanced optical gear allowing for extensive coverage of the Atlantic against all threats. Secure and encrypted communications equipment allow for safe reporting. One of these methods is a new type of communications buoy has been designed to float about 10 meters underwater and activate on a delay setting to allow the trawler to exit the area allowing even more secure communication than conventional equipment. After transmitting the message or if it is being tampered with the buoy destroys itself. The ship is also outfitted to reduce its thermal signature to that of a normal fishing to make up for extra heat from the other equipment. Scuttling and demolition charges are fitted to the equipment and ship to destroy both in the event of eminent capture or discovery.

Commonwealth forces ran through their alert procedures rather quickly thanks to the recent training exercises and not too long ago alert during the UC-Gallifrey conflict. Fighters were rolling down the runway within minutes of receiving their orders and they began to operate combat air patrols over cities and major military bases. Several E-3 Sentries were out about 100 miles out to sea with a fighter escort. Naval aviation squadrons were readied with their new B-1Ns equipped with ASMs along with several air force bomber and tactical fighter squadrons. At Langley AFB the 151st Interceptor Squadron (Special Projects) had its six specially modified F-15s on standby. No longer capable of conducting normal fighter missions they had been specially built for the Commonwealth's ASAT program each carrying one ASM-135A anti-satellite missile.

At the edge of the Commonwealth EEZ two ocean defense stations were operational and both were watching their sectors vigilantly with the AN/SPY-1 radars installed on them. Capable of some self defense the platforms were still pretty vulnerable and were slated to receive fighter cover when called for. Project Marlin vessels had all received new orders to redeploy near Bermuda as well as to the ocean between the island and the eastern sea board. Two Sea Shanty trawlers were well out of what the Athenians considered their territory and would remain at a distance conducting their "fishing" runs while keeping an eye on the island. They would be replaced by a different group of trawlers before they remained too long and aroused suspicion.
