        Cyber Nations Forum Rules  
      In the process of registering on this forum, all players--including you--agreed to accept these terms and conditions and the terms and conditions of Invision Power Board. In doing so you essentially signed an electronic contract pledging to have read the rules and TOS and agreeing to follow the rules and TOS as written. It is your continued responsibility to read, follow, and keep up-to-date with the CN rules.
      The following are basic guidelines for use of the Cyber Nations community forum. Anyone caught disobeying these guidelines will be issued a warning. The forum staff works on a five warn limit policy unless the situation calls for more appropriate action ranging from a verbal warning to a double warn and suspension to an immediate ban, etc.   Just because something is not listed specifically here as illegal does not mean it's allowed. All players are expected to use common sense and are personally responsible for reading the pinned threads found in the Moderation forum. Questions regarding appropriateness or other concerns can be sent via PM to an appropriate moderator.   A permanent ban on the forums results in a game ban, and vice versa. Please note that the in-game warn system works on a "three strikes you're out" policy and that in-game actions (including warnings and deletions) may not be appealed. For more information regarding in-game rules please read the Cyber Nations Game Rules.   1.) First Warning

      3.) Third Warning (48 hour suspension at the forum)
      4.) Fourth Warning (120 hour suspension at the forum)
      5.) Permanent Ban   Game Bans and Forum Bans
      If you receive a 100% warn level on the forums, you will be subject to removal from the forums AND have your nation deleted and banned from the game at moderator(s) discretion.   If you are banned in the game, then you will be banned from the forums.   Process of Appeals
      Players may not appeal any in-game actions. This includes cheat flags, canceled trades, content removals, warn level increases, nation deletion, and bans from the game.   Players may appeal individual forum warnings. You may only appeal a warning if you can show with evidence that it was unwarranted or unduly harsh. If a reasonable amount of time has passed (no less than one month and preferably longer) in which you have demonstrated reformed behavior than you may request a warning level reduction. Wasting staff time with inappropriately filed reports and/or unfounded appeals will result in a warn level raise. Repeat incidences will result in a ban from the forum.   Bans are permanent. Banned players may appeal to the Senior Staff if they believe grounds exist (very, very rare) in which they state their case with evidence and why explain why they believe they deserve to be allowed back into Cyber Nations. This process is not quick and the investigation into cases may last three minutes or three weeks or more depending on the individual situation.   The only place where discussion of moderator action is acceptable is in the appropriate Moderation forum. Posting commentary on or disagreement with moderator action elsewhere will result in a warn level raise.   Posting
      All posts must be in English. Common phrases in other languages will be allowed so long as they are translated upon request. Foreign languages are permitted in signatures and avatars, however.   Certain areas of the forum require you to have a nation in either standard CN or CN:TE. If you have...   A SE and a TE nation: You get one forum account. Your forum account name must match your SE nation or ruler name. You are allowed to post in either SE or TE areas of the forum. You must have your CN:TE nation name listed in your profile to post in the CN:TE section of the forum.
      Just an SE nation: You get one forum account. Your forum account name must match your SE nation or ruler name. You are not allowed to post in any TE areas of the forum.
      Just a TE nation: You get one forum account. Your forum account name must match your TE nation name or ruler name. Your must have your CN:TE nation name listed correctly in your profile. You are not allowed to post in any of the SE areas. You are allowed to post in the water cooler, question center and the moderation forums. Other than that, all your posts need to stay in the TE area.   Flame/Flamebait/Trolling
      Flaming is expressing anger or lobbing insults at a person/player rather than a character, post, idea, etc. Flamebait are posts that are made with the aim of targeting/harassing/provoking another user into rule-breaking. Trolling is submitting posts with the aim of targeting/harassing/provoking a specific group into rule-breaking. Forum users should not be participating in any of these, and doing so will result in a warning.   Topic Hijacking
      Hijacking is forcing the current thread discussion off of the original topic and usually results in spam or flame from either side. Forum users found hijacking threads will be given a warning.   Repeat Topics
      One topic is enough. Repeat topics will be locked, removed, and the author given a warning. Users found creating repeat topics after others were locked by staff will receive a warn raise.   Joke Topics
      Topics created as a joke are prohibited. Joke topics will be locked and the author warned. This includes topics in which the author is making an announcement “for” another in-game alliance. Humorous threads are permitted; it is up to the discretion of the moderation staff to determine what is merely satire and what is actually a joke topic.   Spam
      Spam is defined as creating posts or topics containing only contentless material of any kind. Users found spamming will receive a warning. Examples include (but are in no way limited to) posts containing nothing but smilies, "+1", "QFT", "this" any other one/few-word contentless combination, joke threads, or posts containing quotes and anything that counts as spam by itself. Adding words to a post with the express intent of avoiding a spam warn will result in a warning. These posts and other similar contributions have no substance and hence are considered spam. Posts of "Ave", "Hail" or any other one word congratulatory type are acceptable as one word posts. Emoticon type posts such as "o/" without accompanying text is still not allowed. Posts containing only images are considered spam, unless the image is being used in the Alliance Politics sub-forum and then the actual text of the image be placed into spoiler tags.   Posting in All Caps
      Posting large amounts of text in capital letters is not permitted. Use discretion when using your caps lock key.   No Discussion Forums
      There are forums that are not for discussion and are used strictly for game and forum staff to address certain issues, bugs, etc. The following forums are not open to discussion: Report Game Abuse, Report Forum Abuse, and Warn/Ban Appeals. Only moderators and the original poster may post in a thread, period, with absolutely no exceptions. Users found disobeying this guideline will receive an automatic warning for each offense.   Moderation Forums
      All Moderation forums also maintain pinned threads clearly marked as required reading before posting. Failure to read and follow required reading and procedure in a Moderation forum will result in a warning. Examples include posting requests in the wrong forum, failure to include all required information in posts, etc. The standard of conduct and enforcement of rules in Moderation forums is strictly enforced and the repercussions for disregarding rules or disrespecting staff are harsh. Read the pinned threads before posting and you will be fine.   Namecalling
      Excessive or unqualified namecalling is not allowed in IC forums; namecalling should also never make up the bulk of a post. Namecalling is prohibited entirely in all OOC forums.   Filtered Words
      Any attempts to evade the word filter will result in a warning. The terms we have filtered are filtered for a reason and no excuse for evasion will be accepted. Filter evasion includes censoring or deliberately misspelling part of a filtered word.   If you link to a website, image, video, etc., containing profanity, please post a disclaimer before the link. The moderation staff may still remove links if the content is deemed too obscene.   Harassment
      Forum users should not be stalking/harassing others on the forums. Anyone found stalking players from topic to topic, etc., will be subject to a warning.   Gravedigging
      Gravedigging is not allowed anywhere on the forums. Gravedigging is "bumping" old topics which haven't been active for quite some time (four to seven days is standard depending on the nature of the thread and how many pages back it had been pushed before bump). Your warn level will be raised if you are caught doing this.   The Suggestion Box and Black Market forums are partial exceptions to this rule. Suggestions/ideas in that forum may be posted in regardless of age PROVIDING that the reviving post contains constructive, on-topic input to the original topic or discussion. Black Market threads may be bumped by the author if there is new information about the offered exchange (i.e open aid slots). In the Player Created Alliances forum it will not be considered gravedigging to bump a topic up to a year old, so long as the alliance in question still exists and it is not a duplicate thread.   Signatures
      Those who fail to read and abide by these rules will have their signatures removed and receive a warning.   You may have only one image per signature which may not exceed the maximum size of 450 pixels wide by 150 pixels tall. You may have no more than 8 lines of text and text size cannot exceed size 4. Each quote-tag, image and empty line count as a line.   Inappropriate Images and Other Disallowed Images
      Images that are sexual in nature or have sexual overtones are prohibited. It is up to the discretion of the moderation staff to determine what constitutes sexual overtones. Depictions of kissing are permissible provided there are no sexual implications. Images depicting female nipples are prohibited outright.   Making “ASCII art” is prohibited regardless of the image depicted.   Using photos or likenesses of another Cyber Nations player is also prohibited.   Drug References
      Images and posts promoting illegal drug use are prohibited. References to drugs are acceptable only if the moderation staff deems that it is not promoting the use thereof.   Obscene Content and/or "Account Suicide"
      Anyone caught posting vulgar material (including but in no way limited to pornography, "gross," "tubgirl," "lemonparty," photos depicting RL illegal acts such as violence towards humans or animals, child pornography, death photos, and any other obscene or offensive material in either text form or picture form) will have their account(s) permanently banned, and their ISP contacted along with any other applicable internet and RL authorities.   OOC Threats / Revealing Personal Information
      An OOC threat of any nature will equate to an automatic ban from the game and forums. Likewise, the publishing of personal information of any other player without their explicit permission is grounds for warning and/or a ban from the game depending on the severity of the offense.   Death Threats / Death Wishes
      A death threat or a death wish of any nature (including but not limited to telling another player to commit suicide) will result in at very least a 40% warn level increase and 2 day suspension from the forums, with harsher punishments, including a complete ban from the forums and game, up to the discretion of the moderation staff.   Quoting Rulebreaking Posts
      Do not quote any post with obscene content or any other content that has to be removed by the moderation staff. Doing so makes it more difficult for the moderation staff to find and remove all such content and will result in a warn level increase. Putting rulebreaking posts of any kind in your signature is prohibited.   Forum Names
      With the exception of moderator accounts, all forum accounts must match up exactly with the ruler name or nation name of your in-game country. Those found not matching up will be warned and banned immediately. Forum account names may not be profane or offensive.   Multiple Forum Accounts
      With the exception of moderators, if you are caught with multiple forum accounts, the multiple account(s) will be banned, warn level raised, and your identity will be announced by a moderator to the CN community so rule-abiding players can take IC action against you. Multiple forum account offenders will receive a varying percentage warn level raise and/or a permanent ban on a case-by-case basis.   Posting For Other Players
      Posting for banned or suspended players is prohibited, as is posting for any person without a nation. This includes making warn and ban appeals on their behalf.   Imitation &. Impersonation
      Imitation in terms of this forum is mimicking the posting, avatar, or signature styles of another user in an attempt to be satirical or generally humorous. Impersonation in terms of this forum is copying the posting, avatar, or signature styles of another user in order to present the illusion that the person is in fact that user. Imitation is fine and can be quite funny. Impersonation is disruptive and is warnable. Please pay attention to the subtle difference between these two concepts.   A player may not impersonate another player by emulating the characteristics of someone else's past or present account in an attempt to harass, stalk, or flamebait. Creating a new forum account in an attempt to impersonate a standing account will result in deletion and banning without notice.   Any attempt at imitation and/or impersonation of moderators and game staff is strictly prohibited and will be met with harsh repercussions.   Avatars
      Size for avatars is limited by the forum mechanics, therefore there is no size issue for a user to worry about. Avatars must be in good taste, and any avatar containing a picture that is too violent, disgusting, sexually explicit, insulting to another player or staff member, etc. will be removed. Avatars that are potentially seizure inducing will not be permitted. Players may not "borrow" the avatars of any moderator past or present without permission.   Swastikas and Nazi Imagery
      The swastika may not be used in signatures or avatars. Pictures of swastika's are acceptable for use in the In Character (IC) sections of the roleplay forums, so long as its context is In Character, and not Out Of Character. Pictures of Hitler, mentioning of the Holocaust, etc... have no place in the roleplay forums, since these people and events existed in real life, and have no bearing or place in the Cyberverse. Other Nazi or SS imagery is forbidden in all forums.   Moderation Staff
      The revealing of the private identities of any Cyber Nations staffers past or present is strictly prohibited, and thus no speculation/accusation of identity is allowed. Doing so is grounds for moderator action against your account appropriate to the offense, including a full forum/game ban.   Claims of moderator bias should be directed to the highest level of authority--the Head Game & Forum Mod/Admin, Keelah. Claims of moderator bias without supporting evidence is grounds for a warning.   Blatant disrespect of the moderator staff is strictly prohibited. This includes but is not limited to spoofing moderator accounts in any way, sig/avatar references, baiting, flaming, rude demands, mocking, attitude, and unsubstantiated claims of bias. They are volunteers hired to enforce the rules. If you have a problem with the way a moderator is enforcing the rules or the rules themselves please contact Keelah.   Attempting to use the moderation staff as a weapon by abusing the report system in an attempt to get another player warned or banned is strictly prohibited.   Do not ask about becoming or campaign to become a moderator. The moderators are drawn from CN membership but moderation positions are by invitation only. Asking to become one will substantially decrease your chances of ever being asked.   Aiding Rule Violators
      Any user found to know of a serious rule violation without reporting it to a game moderator (eg. knowledge of a user with multiple nations) will be given a warning or, in more serious cases, have their nation deleted.   Aiding Banned Players
      Any user found to be harboring, aiding or otherwise knowingly helping a banned user will be deleted. This includes knowing of their existence within the game without reporting it to the game-moderation staff.   Questionable Actions and Content
      The forum rules are not designed to cover every scenario. Any action that is seen to be counter-productive or harmful to the forum community may be met with moderator action against your account. The Cyber Nations Moderation Staff reserves the right to take action against your account without warning for any reason at any time.   Private Transactions
      Nation selling and other private transactions via such auction sites like eBay is against the Cyber Nations terms and conditions. While our moderators cannot control what people do outside of the game you are not allowed to promote such private exchanges on our forums without expressed permission from admin only. Anyone found to be engaging in such activity without permission will be banned from the game.   Advertising
      Advertising other browser games and forums is prohibited. Soliciting donations towards commercial causes is also prohibited. If you wish to ask for donations towards a charitable cause, please contact a moderator before doing so.   Extorting Donations
      Donations are excluded from any kind of IC payment. Anyone found extorting others for OOC payments will be warned in-game and/or banned.   Third Party Software
      Third party software is not allowed to be advertised on these forums by any means (post, signature, PM, etc). These programs can easily be used to put malware on the user's computer, and as such can cause huge security issues. Anybody who is caught spreading links to these will at the very least have their warning level increased.   Other Forum Terms & Rules   Please take a moment to review these rules detailed below. With the protectorate secured, the environment slowly recuperating and the nation of Guyana gaining strength, the system that had sustained Ceylon was changing slowly, infiltrated by agents of the companies called Sostra and Oberone. The changes were subtle, and some would need several years to come to fruition... But they were there.
It all was part of some convoluted master plan that would eventually allow Guyana's leadership to simply annihilate every trace of laissez faire and a free market with a single stroke. Radical, yes. Necessary, not. Desired, very.
As much as the various corporations cared for their employees, there always was a degree of dislike, resentment even, between the two parties.

It was thus that governmental agencies - an actual, public police, and a national military - were welcomed by the nation's new population.
What the people didn't anticipate was the force with which these new public services would act.

But all that was in the near and mid-term future. For now, only preparations to reach it were going on.

With military action ended and Ceylon in joint-control with Cochin, the carrier battlegroups formerly under Vanguard's command were ordered to Guyana's coasts, though one would remain anchored at South Georgia. Thus, three CBGs were near Guyana's coasts.

Further submarines were spread through international waters in the atlantic, for a total of 45 submarines, 12 of them capable of firing cruise and intercontinental missiles, while the other 33 were standard 'attack' submarines, using torpedos and ASMs and ASBMs.

Airports were refurnished, both military and civilian, allowing the Republic to begin fielding former Ceylon plane technology, 5.5 generation and thus fit to take on most aerial threats. Luckily, not too many nations were able to use 6th generation airplanes, and most of those had been built by the UFE.
The vast majority of Ceylon's airfleet could be ferried over to Guyana, with 100 squadrons (1,200 airplanes) to be stationed throughout the country, on South Georgia and on aircraft carriers, while the other five were dedicated to aid Cochin in the possible defense of Ceylon island.

With this achieved and set, reshaping the armed forces was underway, many of Vanguard's men who had been in South America during the shift having chosen to aid the new nation. Thus, almost 1.2 million men were already at arms, supported by around 12,000 tanks and numerous other support vehicles, even if the supply situation wasn't the best. But that would change soon, vast amounts of materiel and resources being ferried from Ceylon and Bengal, assets that the various corporations of the former Corporate Republic had left there and which were now to be used.
All in all, the young country was already rather capable.

Construction on the Island colonies resumed fully with the launch loop in South America secured and fully repaired. Using it, and the Cochin loop, resources and material could be sent twice as fast into orbit.
This in turn required further ferrying and transport capacities, because of which additional Yeoman transports were scheduled to be built in the space stations formerly belonging to Ceylon, now owned by Guyana. Still, ten of the Island two colonies were completed, those owned by Aeon and Germany populated already. A message was sent to the Kingdom of Cochin notifying them about the conclusion of construction. The One Island three colony at Side One had had a population of 3 million Ceylon citizens before the change in national affairs, though they all were offered Guyanese citizenship. Most accepted, not wanting to leave the space habitat.
The second Island three colony was near completion, the third and fourth - those two at Side 2, scheduled for Athens and the UFE - were currently under construction. Four Island two colonies at Side 2 were being worked on as well, expected to be finished long before the I-3 stations.

To further accelerate construction, and pave the way for additional construction in the mid-term to far future, a second launch loop was decided to be built, stretching from Boa Vista to an artificial island around 500 kilometers off the coast of the Brazilian region Maranhao. Construction was begun immediately, even as repopulation and industrial efforts in the nation itself were going on, and advancing at breakneck speeds.

More refugees from the wasteland made their way into the stable nation, even as half of Guyana's army - now numbering nearly two million - was still busy restoring the continent to its previous splendor, attempting to replant the grand amazonas rainforest and clean the amazonas river of the vast amounts of pollution that had accumulated during the HAE's civil war. So much work had been done, yet so much was waiting to be finished.
The advantage was that work was readily available for any immigrant or refugee, be it in the forests or in the quickly growing industrial and service sectors. Building or rebuilding a nation from ruin needed manpower, a lot of it. Power plants and buildings sprouted like mushrooms around existing cities and in urban regions.

In the meantime, expansion of the Von Braun lunar base was considered once more, adding a second lunar loop, as well. This would bring the population possibly to over three million and raise industrial capacities by a projected minimum of 60%, likely allowing the habitat colonies to be built ever faster.

And, of course, the new policies were put into motion. Corporations began to lose their rights, slowly being absorbed into the state for a considerably more state-controlled economy. Almost communist, some might argue. "Necessary," the Speaker of the Republic would say. Vanguard's remnants were slowly absorbed, Whole Foods and Kalari began to vanish, amongst many others. CIII's employees were absorbed into the nation's police and militia forces. CEC was one of the few who might be capable of keeping a sort of independence, conducting a great many of Guyana's (formerly Ceylon's) mining and construction operations on the moon.
Even the great Sarif Industries were not spared, its founder David Sarif forced to cede 40% of the corporation's shares to the state.

Still, so much to be done, so little finished.

[i]Religion in decline[/i]
In recent months, religions of all kinds have been losing followers, Islam and Christian faiths among those hit hardest. While as of now it is not known exactly why this is happening, prominent philosopher Joseph Warrington thinks that recent advances in medical and aeronautical technologies, as well as changes in education standards in the last two decades have brought this change upon Guyana. He adds that many citizens from less religious nations, such as the Athenian Federation have been immigrating as well, contributing to these changes. Whether this trend will continue on in the future remains to be seen, of course.

In other news, the Transitional government under Speaker Leclerc announced that it will instate a nuclear program to construct atomic bombs. While the first thought might be that the nation is arming itself with what many nations on the globe already possess, the reality is something else entirely.
"We will be constructing a so-called 'Verne Gun', named after the author Jules Verne, thanks to his novel [i]From The Earth To The Moon[/i], and the giant cannon Columbiad.
Set off one solitary ten megaton nuclear device in a deep underground salt dome. Perched on top is an Orion type spacecraft. All the EMP and radiation is contained in the underground cave - as has been done with historical underground nuclear tests. And 280,000 TONS of payload sails into low Earth orbit. Not pounds. Tons. Now, I say "sails into orbit", but of course it is more like "slammed by thousands of gs of acceleration", so this has to be unmanned - any human beings on board would instantly be converted into a thin layer of bloody chunky salsa covering the deck plates." - Charles Rocketworth, Advisor of Space

[*]Put up one or more of those cool gigantic orbiting space station wheels that are showcased so dramatically in the movie 2001: A Space Odyssey.
[*]Send an entire colony's worth of material to the moon or Mars. With a second shot, put up an interplanetary cycler ring, tether launch system or other permanent mechanism for shuttling people to and from the colonies.

It is estimated that this Verne Gun will be usable within two years, potentially surpassing the launch loops in the sheer amount of material it can deliver into orbit.

Construction on the Verne Gun was going nicely... Then again, the work being done couldn't really be called 'construction'. Most of the work in the field was drilling a hole large enough for a 10-12 MTon thermonuclear warhead, and secure it with high-strength materials for possible re-use. The launch site was in the southern parts of the [url="http://en.wikipedia.org/wiki/Guyana"]Guyana[/url] region, near where the river Kassikaityu flows into the [url="http://en.wikipedia.org/wiki/File:Essequiborivermap.png"]Essequibo[/url].
In the meantime, three nuclear enrichment plants were being built, spread over the nation, but always near a major river, such as the Essequibo. These were to be used to construct Guyana's nuclear arsenal and to create the 'propellant' for the Verne Gun. Furthermore, blueprints for several thorium-based fission power plants were drawn up to augment the fusion plants in times of high energy demands, and to provide long-lasting power in case of a catastrophe.

[i]Security concerns[/i]
Yesterday evening the Speaker of the Republic, together with her council of advisors, decided to implement a security plan of considerable proportions. The proposal includes setting up security cameras in major, crime-endangered parts of Guyana's cities, as well as changing how IDs work; A DNA-based identification card has been proposed, its use only possible if the holder's DNA is the right one.
More radical members of the government argued for mandatory identification chips implanted into the arm or wrists, or using a similar system as the bygone German Democratic Republic decades ago. All of these radical demands have been rejected, the Speaker having been cited that such invasive measures are too much for the population of the Transitional Republic to cope with. She said that a re-evaluation may be considered some time in the future, though for now the current proposal is final.

[i]New ways of thinking[/i]
With many foreign immigrants coming to Guyana, the nation has become a melting pot of cultures and ethnicies, very much like the Brazil of the late 19th and the 20th century. Many ideologies are intermingling and mixing, creating new things, things which the Republic readily and gladly endorses and embraces. Some of this can already be felt in how the population is beginning to behave, people in individual apartment blocks helping each other and working together, city blocks cooperating to aid each other, among other things.
In the industries, a certain social-meritocratic way of thinking is emerging. Some economists are claiming these new ideologies are taking on a shape similar as Ubersteinianism, an ideology highly popular in the Uberstein Empire and Saboria in the early 21st century. Whether this will continue or further changes will happen can only be answered by waiting. But until then, we hope that Guyana's growing population will continue to be so accepting of new thought. In practise - as shown by engagements with rebels and traitors from the HAE era during the liberation of the continent - not quite as useful as advertised by Ultor. The company has of course been absorbed into the state by now. Improvements have been made, based on reports from Vanguard's former employees on the battlefield. SECOND's software has been improved, as well as the durability of the suit's hardware. External armour was applied, adding to current protection, making it near-impenetrable by most conventional weaponry below contemporary AR-grade capabilities in short firefights and providing superior protection in longer engagements. Most conventional fragmentation and close quarters weapons will have great difficulty defeating the improved armour. NBC protection continues to be standard. Various pockets have been added for greater access to munitions and other equipment. The helmet design has been completely overhauled for greater protection at the cost of weight, though providing a 360° view of the battlefield with superior access to battlefield intel, the battlefield awareness system and various information warfare capabilities, as well as very secure data uplink capabilities.
Weapons-uplink abilities have been improved and streamlined for easier access, while a system to classify non-compatible weaponry (generally hostile armament) has been implemented. The suit is still easily capable of high-altitude and underwater operations, and the general augmentations provided to its user have been improved slightly, by an average of 8.3%. Experimental active camouflage is being implemented in a select few units. Depending on success and expense, wider implementation will be considered.

All in all, the performance of the improved N2 suit - henceforth referred to as STACOS Mk. 3 (STAndard COmbat Suit Mark 3) - has seen considerable improvements. The helmet's target ID systems can identify targets up to the visible horizon on sea level, while the various viewing modes (thermal and NV, among others) have been improved for greater detail and accuracy. The real-time battlefield information system is now more streamlined, allowing for a continuously updated 3D map of the battlefield, video feeds, GPS, among other things. Networking with forward scout teams, scout aircraft and/or satellites has been improved, while encryptions have been strengthened for greater security.
All further systems of the former N2 (now STACOS Mk.2) that have not been mentioned are still in use, with improvements and streamlining applied as needed."

"Considering that technological advanced have made armoured infantry and exosuits more likely to be encountered on the battlefield, certain improvements concerning standard ammunition are under development.
Among them, are superior tungsten-tipped armour-piercing rounds for the CAR 21 (to be renamed GAR 22), which will be capable of penetrating most armour with relative ease. A disadvantage is a lower rate of fire, but this is more than offset by greater stopping power. Improvements for hollow-point rounds are being considered as well; two potential superior designs have been found already, which will give the average soldier that much more of a chance against thinner, but nonetheless powerful armour. Again, the somewhat lower RoF is offset by stopping power.
Improvements to the various other ammunition types in use are under development as well; Prototypes of 'intelligent' explosive ammunition exist. A ranging laser in the weapon would determine the distance to the cover a hostile is hiding behind and calculate when the bullet would have to detonate for the greatest possible effect if fired above or besides the cover. This intelligent ammunition is highly lethal to non-armoured targets, but still delivers considerable damage to even armoured opponents. Further research is scheduled.

The CAR 21 is in need of improvements as well, though largely in materials and computer technology, less in design. After the changes, it will be formally renamed for GAR 22. It will be capable of acting as fallback battlefield computer for a soldier, with superior encryption to prevent intel from falling into enemy hands. Its system can be wiped by a manual command from the user of the STACOS suit, or if the user's life signals cease.
Please note that all improvements to ammunition applies to sniper rifles as well; especially the S8 ISD-V4 [i]Vanguard[/i] will benefit considerably from the superior armour piercing and anti-materiel capabilities."

"The [i]Drummond[/i] heavy transport helicopter is a recent development for military transportation in the terrain of Guyana. Capable of a maximum speed of 412 km/h (unloaded), this rotor-assisted helicopter - or more properly, VTOL craft - is relatively lightly armoured, though well enought to withstand most light-arms fire. It is not intended for use in hot combat zones. Its engines are powerful enough to carry even a Type 170 MBT. It has a range of around 650 kilometers, allowing for supplying any combat zone within the nation from as few as four depots located in strategic positions. Naturally, more than four depots will be constructed.
Its armament consists of a single 30mm autocannon with 600 rounds. Most of the main body's rear half is space for the powerful engines' fuel, hence why it is not intended for use in combat zones but rather slightly behind friendly lines." Edited by Lynneth

Immigration was a big topic in Guyana at the moment, considering that by now, only around five or six million of the nation's population were actual natives who had survived the HAE's civil war. Well over 80% of the population consisted of immigrants. A considerable majority had come from Cochin and former Ceylon territories, though many from Europe and various other Eurasia-african had arrived, as well. Many cultures were beginning to mix and mingle, perhaps not too dissimilar from what the USA in the 19th and 20th centuries looked like. There were of course differences, there was a certain amount of strife, but hopefully nothing that would disrupt ecoonomic growth too much.
On the topic of 'growth', a great majority - almost 95% - of the population had gathered into the cities of guyana. With many of these cities sitting on the atlantic seaboard, a considerable amount of the population was there, the cities growing, skyscrapers and apartment complexes rising. The astute observer might already figure out where such growth would go, should it continue - much of the coast might be settled. A problem was that potential global warming or storms might flood these cities partially. This would be remedied by the construction of dikes and levees, large and sturdy enough to hopefully prevent waves of up to 30 meters height from crashing into the cities. Anything higher was considered to be exceedingly unlikely. A sacrifice that had to bemade were the cities' harbours, forced to stay out of the earth- and steelworks' protection simply out of necessity. Building massive artificial bays or lagoons was considered too expensive for the relatively little damage a wave could do. The quays would, after all, largely keep standing.

Meanwhile, with the growing population came a need for agriculture. Some of the devastated land areas - especially inland plains - were designated for food production, though plans for vertical farms were made, as well. The government intended for Guyana to achieve a level of independence from the rest of the world, concerning certain necessities and natural resources. Whether this would be all that successful remained to be seen.

The apparent fall of Rebel Army had taken Guyana's government by surprise.
However, this was nothing if not an opportunity - Ecuador, an advanced and integrated part of the ancient nation was now without a proper government. Within minutes of receiving the news, Guyana's government ordered a carrier battlegroup to move 50 kilometers before Ecuador's coasts, while armed forces from the protectorate were ordered to contact the region for two reasons. The first, to confirm loss of contact with Rebel Army's government.
The second, to integrate the small but industrious region into Guyana. Opportunistic, yes. Rewarding, most certainly.

The orders were executed, and a short announcement made.

"We have noted that Rebel Army's government may have fallen into anarchy; It is thus that Guyana sees the need to help the people of RA's Ecuador province and prevents deteoriation of its economy to the same standards that currently reign in most of the South American continent, after the HAE's civil war and subsequent fall.
Should our attempts to make contact with Rebel Army's government and Lavo Shalam fail, we will offer full integration of the province into Guyana after a public election.
That is all."

We have maintained constant contact with Rebel Army's government for years without any sign of a disappearance of government. As such we must question where Guyana receives its intel as it is clearly not accurate.

The United Federation of the East notes that unlike the Kingdom of Cochin, the nation of Guyana attempted to make contact with Rebel Army rather than rush in despite being warned Rebel Army was still active. We feel this counts for something and will not take action against Guyana unless it pursues it against our allies.

Guyana's cities were growing and prospering, with industrial districts growing like mushrooms, the inner cities filled with shops and white collar job opportunities. Skyscrapers began to grow in an incredible speed, some reaching hundreds of meters into the sky in an attempt to tickle the lowest of clouds. Each single of these could house hundreds and thousands of people.

Some of the cities were developing suburbs around their cores; This was a development that many cityplanners wanted to avoid, though for now little could be done. If the cities had to grow further, however, it would be entirely possible to remove this incredibly inefficient housing and replace it with vertical farms and apartment complexes.
Of course the suburbs largely mirrored the cultural majority within. From classic european to exotic japanese styles, everything was represented.

Yet, the sheer speed of growth could stagger some people's minds. No day went by without construction of a new skyscraper or a dozen new houses being started. One could literally watch the urban spwarl grow, perhaps comparable to a bee hive or ant hill.
From above, some of the cities certainly looked the part.

Guyana was a young nation on an old continent. It was successor to an ancient empire in a world with many old nations. There were many things that had been thought impossible mere decades ago, but were now commonplace. Full three-dimensional television, holographic displays, incredible medical advances - such as potential cures for cancer, going down into the genes - were but a few that could be named.
In the same frame of time, numerous states and countries had risen and fallen, making the work of a cartographer a lucrative one; Yearly, new maps had to be printed and yearly, teachers concerning themselves with these topics had to change their files. Some might have been driven mad.
People like that, and many others were living in the growing metropoli of Guyana, most notably Georgetown, Paramaribo, Cayenne, Boa Vista and Macapa. Of these five, Georgetown and Paramaribo were growing the swiftest along the coasts of the Republic. Indeed, massive skyscrapers were rising into the sky in their cores, high above the ground and many other constructions.

Of course, these were not the only cities with considerable growth. 'Loop City East', a settlement that had grown from some ten thousand people around the Launch Loop, now housed almost a million souls, and some of the best hotels in the nation. In fact, one of these hotels had recently been named 'best living place on the continent'. Some argued it might be the best living place on the planet. Whether or not that was true, however, could not be guaranteed without a world-wide organisation gauging such things, instead of just national groups.

Meanwhile, something to look at were the massive arches between certain skyscrapers in Paramaribo. Some of these were large enough to make one wonder how structural stability could be guaranteed. Yet, there they were, even with certificated that they would withstand earthquakes up to 6 on the Richter scale despite the fact that earthquakes in Guyana were exceedingly rare. The true reason for this quality of construction was that these buildings would keep standing in the case of prolonged attacks by hostile forces, be it with missiles, conventional artillery or even MOABs or the like. The longer these structures stood in a war, the longer they could be used by local militia and military forces to strike against enemies from all floors.

The nation's rapid growth continued, with new trade partners on the continent emerging and friendly relations being established slowly but surely. Cities continued to grow, immigrants filling empty buildings as quickly as they were built. Some of the constructions were, thanks to inherited expertise from Ceylon, quite magnificent in form and scale, in one case a skybridge connecting two skyscrapers over a distance of nearly half a kilometer.

At the same time, the sprawling city-scape began encroaching upon coastal jungle; this was a problem, as Guyana was nominally for protection and aiding the resurgence of the continent's rain forests. However, the growing population needed housing.
In the end, select patches of forest were cleared for removal to be replaced with tar, steel and cement. Hopefully the rest of the forests could be preserved.

In the process of expansion, one thing was necessary: Extensive and efficient public transport, both above and below the ground. For every ten floors above the grouns, two were built underground, making Guyana's cities a masterwork of architectural magnificence.
Coupled with the great amounts of public transportation instead of large roads, emissions were expescted to be nearly non-existent coupled with rigorous environmental laws that would enforce high-quality filters for all sorts of industrial production.

And, somewhere in that sprawl, a certain building took shape...
It was an homage to a nation and an alliance from a long time ago, possibly forgotten by much of the world by now. Some might be able to recognise it, however...


In other news, science made several great discoveries
Roughly [url="http://www.bbc.co.uk/news/science-environment-16040655"]600 lightyears[/url] away, a 'superearth' had been confirmed to be warm enough for liquid water, and thus potential life. Further analysis would be delivered at a later date, but certain circles made this one of the locaations that should be visited by a so-called 'Generationship'.
Also, a new kind of [url="http://www.bbc.co.uk/news/technology-16034693"]low-energy chip[/url] was entering the market, not only smaller but also more energy-efficient than conventional silicon chips. The flexible properties of the MoS2 would also allow for superior electronics directly attached to the skin or clothing, allowing a person to be connected to the world without bulky internet-capable phones or the like. Further improvements are likely, and some scientists are prophesying that quantum computers are in reach for the common person, the singularity not being too far away either. While Guyana on the planet was growing, similar events were taking place far beyond geostationary orbit. The Von Braun base had been expanded a second time, bringing the total potential population up to 3.4 million, subsequently leading to far greater industrial capacities on the natural satellite. With the area that had been claimed on the moon as large as some nations on the planet - over a million square kilometers in area - even this large population was barely capable of working more than roughly five percent of the claimed area for resources. Still, the borders were there, towers visible from far away, broadcasting whose territory this was.
Not that anyone was truly capable of challenging this claim, or even violating it accidentially.

In the end, a grand total of 3,262,837 people were living on the moon, supplying uncountable numbers of factories with resources, which then again supplied the two launch loops with material to deliver into orbit. This material could then be delivered to the [i]Sides[/i], where they would be put to use in the Island colonies.
These resources had to be moved somehow, of course. With some billions of tons for each of the Island 3 colonies and still many tens of millions of tons for each Island 2 colony, humongous capacities were required: The Yeoman class freighter provided them. Each single one was able to ferry 40,000 tons of goods and material from LEO to the moon in less than 14 hours, and from low moon orbit to any nearby side in one to eight hours. With the Yeoman fleet alone having grown to a combined tonnage of nearly 36 million dead-weight tonnes (or a total tonnage of almost 108 million tonnes), transport capacities had grown beyond any predictions. And, as plans were made to expand resource-extraction facilities further into the solar system - even if such plans were years, if not decades away - expansion for the Yeoman freighter fleet was considered, as well.

The current status of the Side constructions was full completion for [i]Side One[/i] - three Island Two colonies belonging to foreign nations - while construction at [i]Side Two[/i] was largely completed - only the I-3 colonies needed to be finished, and de jure possession then given to Athens and the UFE unlimited lease, to be ended upon the end of the owning nation. [i]Side Three[/i] was untouched for the moment, while [i]Side Four[/i] was seeing the first I-2 habitats under construction.
The grand total of habitation capacities currently was roughly 64,000,000 people (2.4 million going to Cochin, Aeon, Hethnamark for ownership of I-2 habs), with around 48 million to be added upon conclusion of I-3 habitat construction at [i]Side 2[/i]. The other two Sides, Four and Five, would add a total of 112 million to the projected population - giving a grand total of 224 million people, not including further expansion of the moon or the addition of [i]Side Three[/i]. A 'mere' 16 million were living in Guyana's habitats, not counting foreign-owned ones.

And this was just the beginning o the new space-age. In future decades, much more could take place.

OOC: I've had the Yeoman freighters for months, and it's only logical that expanding resource-gathering as I've RPd it on the moon would result in greater needs for transport capacity; They weren't built in one post. Their first mention is in [url="http://forums.cybernations.net/index.php?showtopic=90657&view=findpost&p=2731935"]this post[/url], mid-June, just as example. Another mention is [url="http://forums.cybernations.net/index.php?showtopic=90657&view=findpost&p=2769384"]here[/url], 1st of August. Evidently, I've had them for a long time.

Far above the surface, a quite complicated structure which hadn't been used in a while had been brought to life for a test run. It began to unfold its gargantuan 'wings', dwarfing practically any other structure in the planet's orbits below geostationary in simple size - if not mass.
What looked like solar sails were in fact immense mirrors intended to redirect sunlight into a 'focus crystal', in the end a complicated arraay of mirrors and lenses, polished to a degree of utter perfection, with little to no blemishes even on molecular level. This construction was one of both peace and war - and it opened its metaphorical mouth.
Light spilt downward, its intensity even burning through the clouds and illuminating the waters below.


[i]Icarus[/i] was, even now, fully functional. It was capable and ready to deliver a surgical strike against any foe coming too close to Guyana's territory - but it would also simply warm an area many square kilometers in size, such as parts of South Georgia.

"Functionality confirmed, ending test. Initiating shut-down procedures."
And so it began to fold up once more, so that it may be used at some point in the future, when it was needed.

Having inherited much of Ceylon's old equipment, Guyana was in a relatively comfortable position concerning weaponry. Aside from the already improved Nanosuit and ammunition, there were a few other, as of now 'vanilla' weapons.

With war in Asia raging, Guyana's [i]'space vacuums'[/i] prepared to clean up the mess that was being made in LEO, especially by Germany, the greatest offender.
Always having to clean up the mess others made was aggravating, but it also gave them previous materials for recycling. Quite useful, indeed.

"Ladies, Gentlemen.

Some time ago, we announced a project for [url="http://forums.cybernations.net/index.php?showtopic=106348&view=findpost&p=2844091"]nuclear fission[/url], and that Guyana would pursue the atom bomb. Well, we've built the first; A 10 MT warhead.
We will also be setting it off in a few minutes, with roughly 200,000 metric tons of material for the Island habitats just above it, within an Orion class spacecraft - the Orion One, to be exact. This is only a test run, however; Right now, we're working on at least weekly deliveries by Verne Launch Station One. That means 10 MT warheads weekly, dedicated solely for this most scientific endeavour. With this, a VLS One will be capable of delivering far more material per year into space than the Launch Loop - no humans, though.
Now, let us sit down and watch in awe as human ingenuity tames atomic fire and propels us into space."

The camera feed ended, another image now showing; It wasn't much, just a view of the jungle in the distance, somewhere in Guyana, with a select few buildings scattered around and the area around a relatively narrow hole flattened and 'urbanised', just without the skyscrapers.
In the lower left, a countdown appeared.











Then, the ground rumbled, and the camera with it. Moments later, the atomic fire from a 10 megaton nuclear detonation propelling a bullet-shaped something into the sky It had reached speeds that would turn any living thing into red paste and was still accelerating somewhat.
At its near-highest, the craft deployed another nuclear warhead, this time a 'measly' 50 kilotons. This detonation served to propel the Orion One further up; and soon enough, another warhead detonated. The craft had activated its [url="http://en.wikipedia.org/wiki/Nuclear_pulse_propulsion"]Nuclear Pulse Drive[/url], or Nuclear Detonation Drive - propulsion by nuclear bombs.
200,000 metric tons had been delivered into space over the course of less than half an hour.
"And we are planning to make this a weekly occurence."
