In the process of registering on this forum, all players--including you--agreed to accept these terms and conditions and the terms and conditions of Invision Power Board. In doing so you essentially signed an electronic contract pledging to have read the rules and TOS and agreeing to follow the rules and TOS as written. It is your continued responsibility to read, follow, and keep up-to-date with the CN rules.
The following are basic guidelines for use of the Cyber Nations community forum. Anyone caught disobeying these guidelines will be issued a warning. The forum staff works on a five warn limit policy unless the situation calls for more appropriate action ranging from a verbal warning to a double warn and suspension to an immediate ban, etc. Just because something is not listed specifically here as illegal does not mean it's allowed. All players are expected to use common sense and are personally responsible for reading the pinned threads found in the Moderation forum. Questions regarding appropriateness or other concerns can be sent via PM to an appropriate moderator. A permanent ban on the forums results in a game ban, and vice versa. Please note that the in-game warn system works on a "three strikes you're out" policy and that in-game actions (including warnings and deletions) may not be appealed. If you receive a 100% warn level on the forums, you will be subject to removal from the forums AND have your nation deleted and banned from the game at moderator(s) discretion. If you are banned in the game, then you will be banned from the forums. Process of Appeals
Players may not appeal any in-game actions. This includes cheat flags, canceled trades, content removals, warn level increases, nation deletion, and bans from the game. Players may appeal individual forum warnings. You may only appeal a warning if you can show with evidence that it was unwarranted or unduly harsh. If a reasonable amount of time has passed (no less than one month and preferably longer) in which you have demonstrated reformed behavior than you may request a warning level reduction. Wasting staff time with inappropriately filed reports and/or unfounded appeals will result in a warn level raise. Repeat incidences will result in a ban from the forum. Bans are permanent. Banned players may appeal to the Senior Staff if they believe grounds exist (very, very rare) in which they state their case with evidence and why explain why they believe they deserve to be allowed back into Cyber Nations. This process is not quick and the investigation into cases may last three minutes or three weeks or more depending on the individual situation. The only place where discussion of moderator action is acceptable is in the appropriate Moderation forum. Posting commentary on or disagreement with moderator action elsewhere will result in a warn level raise. Posting
All posts must be in English. Common phrases in other languages will be allowed so long as they are translated upon request. Foreign languages are permitted in signatures and avatars, however. Certain areas of the forum require you to have a nation in either standard CN or CN:TE. If you have... A SE and a TE nation: You get one forum account. Your forum account name must match your SE nation or ruler name. You are allowed to post in either SE or TE areas of the forum. You must have your CN:TE nation name listed in your profile to post in the CN:TE section of the forum.
Just an SE nation: You get one forum account. Your forum account name must match your SE nation or ruler name. You are not allowed to post in any TE areas of the forum.
Just a TE nation: You get one forum account. Your forum account name must match your TE nation name or ruler name. Your must have your CN:TE nation name listed correctly in your profile. You are not allowed to post in any of the SE areas. You are allowed to post in the water cooler, question center and the moderation forums. Other than that, all your posts need to stay in the TE area. Flame/Flamebait/Trolling
Flaming is expressing anger or lobbing insults at a person/player rather than a character, post, idea, etc. Flamebait are posts that are made with the aim of targeting/harassing/provoking another user into rule-breaking. Trolling is submitting posts with the aim of targeting/harassing/provoking a specific group into rule-breaking. Forum users should not be participating in any of these, and doing so will result in a warning. Topic Hijacking
Hijacking is forcing the current thread discussion off of the original topic and usually results in spam or flame from either side. Forum users found hijacking threads will be given a warning. Repeat Topics
One topic is enough. Repeat topics will be locked, removed, and the author given a warning. Users found creating repeat topics after others were locked by staff will receive a warn raise. Joke Topics
Topics created as a joke are prohibited. Joke topics will be locked and the author warned. This includes topics in which the author is making an announcement “for” another in-game alliance. Humorous threads are permitted; it is up to the discretion of the moderation staff to determine what is merely satire and what is actually a joke topic. Spam
Spam is defined as creating posts or topics containing only contentless material of any kind. Users found spamming will receive a warning. Examples include (but are in no way limited to) posts containing nothing but smilies, "+1", "QFT", "this" any other one/few-word contentless combination, joke threads, or posts containing quotes and anything that counts as spam by itself. Adding words to a post with the express intent of avoiding a spam warn will result in a warning. These posts and other similar contributions have no substance and hence are considered spam. Posts of "Ave", "Hail" or any other one word congratulatory type are acceptable as one word posts. Emoticon type posts such as "o/" without accompanying text is still not allowed. Posts containing only images are considered spam, unless the image is being used in the Alliance Politics sub-forum and then the actual text of the image be placed into spoiler tags. Posting in All Caps
Posting large amounts of text in capital letters is not permitted. Use discretion when using your caps lock key. No Discussion Forums
There are forums that are not for discussion and are used strictly for game and forum staff to address certain issues, bugs, etc. The following forums are not open to discussion: Report Game Abuse, Report Forum Abuse, and Warn/Ban Appeals. Only moderators and the original poster may post in a thread, period, with absolutely no exceptions. Users found disobeying this guideline will receive an automatic warning for each offense. Moderation Forums
All Moderation forums also maintain pinned threads clearly marked as required reading before posting. Failure to read and follow required reading and procedure in a Moderation forum will result in a warning. Examples include posting requests in the wrong forum, failure to include all required information in posts, etc. The standard of conduct and enforcement of rules in Moderation forums is strictly enforced and the repercussions for disregarding rules or disrespecting staff are harsh. Read the pinned threads before posting and you will be fine. Namecalling
Excessive or unqualified namecalling is not allowed in IC forums; namecalling should also never make up the bulk of a post. Namecalling is prohibited entirely in all OOC forums. Filtered Words
Any attempts to evade the word filter will result in a warning. The terms we have filtered are filtered for a reason and no excuse for evasion will be accepted. Filter evasion includes censoring or deliberately misspelling part of a filtered word. If you link to a website, image, video, etc., containing profanity, please post a disclaimer before the link. The moderation staff may still remove links if the content is deemed too obscene. Harassment
Forum users should not be stalking/harassing others on the forums. Anyone found stalking players from topic to topic, etc., will be subject to a warning. Gravedigging
Gravedigging is not allowed anywhere on the forums. Gravedigging is "bumping" old topics which haven't been active for quite some time (four to seven days is standard depending on the nature of the thread and how many pages back it had been pushed before bump). Your warn level will be raised if you are caught doing this. The Suggestion Box and Black Market forums are partial exceptions to this rule. Suggestions/ideas in that forum may be posted in regardless of age PROVIDING that the reviving post contains constructive, on-topic input to the original topic or discussion. Black Market threads may be bumped by the author if there is new information about the offered exchange (i.e open aid slots). In the Player Created Alliances forum it will not be considered gravedigging to bump a topic up to a year old, so long as the alliance in question still exists and it is not a duplicate thread. Signatures
Those who fail to read and abide by these rules will have their signatures removed and receive a warning. You may have only one image per signature which may not exceed the maximum size of 450 pixels wide by 150 pixels tall. You may have no more than 8 lines of text and text size cannot exceed size 4. Each quote-tag, image and empty line count as a line. Inappropriate Images and Other Disallowed Images
Images that are sexual in nature or have sexual overtones are prohibited. It is up to the discretion of the moderation staff to determine what constitutes sexual overtones. Depictions of kissing are permissible provided there are no sexual implications. Images depicting female nipples are prohibited outright. Making “ASCII art” is prohibited regardless of the image depicted. Using photos or likenesses of another Cyber Nations player is also prohibited. Drug References
Images and posts promoting illegal drug use are prohibited. References to drugs are acceptable only if the moderation staff deems that it is not promoting the use thereof. Obscene Content and/or "Account Suicide"
Anyone caught posting vulgar material (including but in no way limited to pornography, "gross," "tubgirl," "lemonparty," photos depicting RL illegal acts such as violence towards humans or animals, child pornography, death photos, and any other obscene or offensive material in either text form or picture form) will have their account(s) permanently banned, and their ISP contacted along with any other applicable internet and RL authorities. OOC Threats / Revealing Personal Information
An OOC threat of any nature will equate to an automatic ban from the game and forums. Likewise, the publishing of personal information of any other player without their explicit permission is grounds for warning and/or a ban from the game depending on the severity of the offense. Death Threats / Death Wishes
A death threat or a death wish of any nature (including but not limited to telling another player to commit suicide) will result in at very least a 40% warn level increase and 2 day suspension from the forums, with harsher punishments, including a complete ban from the forums and game, up to the discretion of the moderation staff. Quoting Rulebreaking Posts
Do not quote any post with obscene content or any other content that has to be removed by the moderation staff. Doing so makes it more difficult for the moderation staff to find and remove all such content and will result in a warn level increase. Putting rulebreaking posts of any kind in your signature is prohibited. Forum Names
With the exception of moderator accounts, all forum accounts must match up exactly with the ruler name or nation name of your in-game country. Those found not matching up will be warned and banned immediately. Forum account names may not be profane or offensive. Multiple Forum Accounts
With the exception of moderators, if you are caught with multiple forum accounts, the multiple account(s) will be banned, warn level raised, and your identity will be announced by a moderator to the CN community so rule-abiding players can take IC action against you. Multiple forum account offenders will receive a varying percentage warn level raise and/or a permanent ban on a case-by-case basis. Posting For Other Players
Posting for banned or suspended players is prohibited, as is posting for any person without a nation. This includes making warn and ban appeals on their behalf. Imitation &. Impersonation
Imitation in terms of this forum is mimicking the posting, avatar, or signature styles of another user in an attempt to be satirical or generally humorous. Impersonation in terms of this forum is copying the posting, avatar, or signature styles of another user in order to present the illusion that the person is in fact that user. Imitation is fine and can be quite funny. Impersonation is disruptive and is warnable. Please pay attention to the subtle difference between these two concepts. A player may not impersonate another player by emulating the characteristics of someone else's past or present account in an attempt to harass, stalk, or flamebait. Creating a new forum account in an attempt to impersonate a standing account will result in deletion and banning without notice. Any attempt at imitation and/or impersonation of moderators and game staff is strictly prohibited and will be met with harsh repercussions. Avatars
Size for avatars is limited by the forum mechanics, therefore there is no size issue for a user to worry about. Avatars must be in good taste, and any avatar containing a picture that is too violent, disgusting, sexually explicit, insulting to another player or staff member, etc. will be removed. Avatars that are potentially seizure inducing will not be permitted. Players may not "borrow" the avatars of any moderator past or present without permission. Swastikas and Nazi Imagery
The swastika may not be used in signatures or avatars. Pictures of swastika's are acceptable for use in the In Character (IC) sections of the roleplay forums, so long as its context is In Character, and not Out Of Character. Pictures of Hitler, mentioning of the Holocaust, etc... have no place in the roleplay forums, since these people and events existed in real life, and have no bearing or place in the Cyberverse. Other Nazi or SS imagery is forbidden in all forums. Moderation Staff
The revealing of the private identities of any Cyber Nations staffers past or present is strictly prohibited, and thus no speculation/accusation of identity is allowed. Doing so is grounds for moderator action against your account appropriate to the offense, including a full forum/game ban. Claims of moderator bias should be directed to the highest level of authority--the Head Game & Forum Mod/Admin, Keelah. Claims of moderator bias without supporting evidence is grounds for a warning. Blatant disrespect of the moderator staff is strictly prohibited. This includes but is not limited to spoofing moderator accounts in any way, sig/avatar references, baiting, flaming, rude demands, mocking, attitude, and unsubstantiated claims of bias. They are volunteers hired to enforce the rules. If you have a problem with the way a moderator is enforcing the rules or the rules themselves please contact Keelah. Attempting to use the moderation staff as a weapon by abusing the report system in an attempt to get another player warned or banned is strictly prohibited. Do not ask about becoming or campaign to become a moderator. The moderators are drawn from CN membership but moderation positions are by invitation only. Asking to become one will substantially decrease your chances of ever being asked. Aiding Rule Violators
Any user found to know of a serious rule violation without reporting it to a game moderator (eg. knowledge of a user with multiple nations) will be given a warning or, in more serious cases, have their nation deleted. Aiding Banned Players
Any user found to be harboring, aiding or otherwise knowingly helping a banned user will be deleted. This includes knowing of their existence within the game without reporting it to the game-moderation staff. Questionable Actions and Content
The forum rules are not designed to cover every scenario. Any action that is seen to be counter-productive or harmful to the forum community may be met with moderator action against your account. The Cyber Nations Moderation Staff reserves the right to take action against your account without warning for any reason at any time. Private Transactions
Nation selling and other private transactions via such auction sites like eBay is against the Cyber Nations terms and conditions. While our moderators cannot control what people do outside of the game you are not allowed to promote such private exchanges on our forums without expressed permission from admin only. Anyone found to be engaging in such activity without permission will be banned from the game. Advertising
Advertising other browser games and forums is prohibited. Soliciting donations towards commercial causes is also prohibited. If you wish to ask for donations towards a charitable cause, please contact a moderator before doing so. Extorting Donations
Donations are excluded from any kind of IC payment. Anyone found extorting others for OOC payments will be warned in-game and/or banned. Third Party Software
Third party software is not allowed to be advertised on these forums by any means (post, signature, PM, etc). These programs can easily be used to put malware on the user's computer, and as such can cause huge security issues. Aevrum Charter Preamble Aevrum is an alliance which believes strongly in the principles of freedom, but also recognizes the need for effective leadership in any successful and forward driven organization. Leadership The King and Archon are in charge of running the alliance. Member Ranks Apprentices are new members, who have not yet begun building up to become nuclear capable. SOLDIER 3rd Class SOLDIER - Members who have shown promise and with the help of internal growth programs are on track to becoming Nuclear Capable. 2nd Class SOLDIER - Members who have developed Manhattan Project and are Nuclear Capable. 1st Class SOLDIER - Members who are our elite fighters, who have at least Manhattan Project and Strategic Defense Initiative. Master Rank Master Rank are those who have the highest level of access to discussions regarding the direction of the alliance and are able to vote on proposals brought forth for an up or down vote. Members need to be nominated by someone already within the Master Rank and voted in by the majority for promotion to this rank. Greetings, Cyberverse. For nearly a decade, our Assembly has been full of vibrant exchange with varied ideas and opinions. Often we have struggled to find a united path between us, at times it threatened to tear us apart. Thankfully, we had a very patriotic and loyal group who stuck it out, grinding through seemingly endless debate to find the perfect compromise. The end product was well thought out programs and policies that put us a notch above the average alliance. We never quite reached the moon, but it heard our howl to be sure as we are now one of the oldest alliances in the game, well-known, and well-respected. I, for one, consider this a success story so far as democracies go. However times change, and now the Assembly Hall is quiet and covered in dust. The Doom War took a lot out of us. While we can't take all the credit, we were involved from the very start and laid some of the early ground-work for the formation of the Doom Coalition. Our goal was to right the wrongs of the Disorder War. Luckily many shared this vision and to our amazement, it became a reality. On top of that, we had the honor of fighting on one of the most formidable fronts in the war. We held the lines on that front, against Sparta/NpO/TOP for months, until finally they submitted to the inevitable. While we were thrilled everything went as it did, it left us exhausted, and doubting we could ever top this achievement. There was a sense we can only go downhill from here, and several quit declaring victory over Planet Bob. Now only a handful of our statesmen remain, fewer still pay attention to the daily happenings on Planet Bob. We have seen it all, we have done it all, time and time again. We considered disbandment or merging, but our patriotism is so strong, we could not stomach it. There is no other place on Bob that is quite like Fellowship of The Wolves. Our history is long and rich, and there are still many who were here from the FEAR & WP's original founding.. If we disbanded, more would quit, and a unique part of Bob would be lost forever. At the same time we could not abide simply existing, sliding deeper and deeper into mediocrity. It is at the heart of our culture to strive for excellence. Something had to be done. So the seats of the Assembly Hall were dusted off, and we had one more debate, hammering out the details of a new Charter, a modern Charter, changed to meet the realities of today. The odds are still stacked against us (nothing new), but with change there is hope. Change is our best chance. In taking this leap of faith, the Fellowship has proven itself to still be proud and ambitious. Qualities that make us as dangerous as ever. TIF Official Constitution 2014 Preamble “The council of The International Federation officiate this as the TIF constitution so that we may bring justice, freedom and hopefully some bacon fat to planet Bob.” “Hail TIF!” Article 1: Internal Affairs I.All members of TIF are encouraged to participate in voting for open policies (Non-military/Foreign affairs) and also can feel free to give their opinion to the council. II.As a member of TIF you pledge your allegiance to us as a sovereign alliance and we pledge ours to you as a sovereign nation. III.All members of TIF are encouraged to do in-alliance trading and tech deals. The minimum price to pay for tech in the alliance is $3,000,000/100 or $1,500,000/50. Any less will be considered extortion and will be investigated by council members. Article 2: Foreign Affairs I.All TIF members are free to do tech deals with whoever they wish however if they threaten TIF’s security then council will end the deal by whatever means necessary. II.TIF is not a neutral alliance. If there is a serious threat posed towards one of our allies we will come to their defence to a certain extent. III.All TIF members are free to do trade circles with anyone regardless of if they are enemies of TIF. Article 3: Military Affairs I.TIF members are allowed to declare war on anybody without permission as long as they are not under protection or a member of an alliance. If a member wishes to attack someone under these circumstances they must first ask the General or the President. II.Large scale conflicts must be voted on by the council and in the event of alliance war, all nations including the Presidential nation are under the command of the General. III.Should a nation be at war and receive a message with orders from any superior, including members of council and high council then they are obliged to follow these orders to the letter. If that nation themselves is a council member then the orders must come directly from the General or President. IV.TIF DOES negotiate with terrorists. If we are being threatened then we will do all we can to negotiate a way out of it. Until that point terrorists threatening TIF security are considered hostile nations to be dismantled. Article 4: Nuclear Policy I.All members of TIF are encouraged to possess the ability to manufacture nuclear weapons however it is suggested that nations do not manufacture such weapons until they are in need of a nuclear solution. Article 5: Government I.TIF is governed by a council of ministers in the top ranks of the alliance. The TIF council vote on matters such as foreign affairs, military affairs and large scale internal affairs. The council is led by three members known as; “High Councillors”. II.Most internal affairs policies are considered public votes, for all members of TIF to have a say in. Article 6: Justice I.If a member of TIF behaves in an unacceptable manner they will be first given a warning. If the behaviour continues they will receive a punishment deemed appropriate by the internal affairs minister and Council. II.If a nation is banned from TIF they are officially considered enemies of TIF. Enemies of TIF do not get “un-banned” and should not expect friendly diplomacy from us. TIF holds grudges regardless of the diplomatic consequences.
We have made a few adjustments to our nest. The changes of note are new charter and new forums. Our new charter: The Laws of the Nest 2.0 Section I. Preamble We, in Doom Squad, believe that the military and financial strength of every member is the most important aspect of our alliance. We agree to put the collective good of our alliance over our own individual needs. We, as an alliance, agree to make sacrifices, including that of our nation's own security. Section II. Government God Prince - The God Prince is the leader of the alliance and the favored son of God Emperor. Doomanager - The Doomanager is the second ranking individual of the alliance. It is the bridge between the membership and the alliance leadership. In addition, it acts in an advisory capacity to the God Prince and a representative of the God Prince. Doombassador - The Doombassador is an individual heir for the Doomanager position. It is a third rank in position. It shares responsibility for foreign affairs and alliance announcements with the God Prince and the Doomanager. Doomarshall - The Doomarshall is responsible to ensure that the alliance is safe by patrolling the domain and watching movements outside of the perimeter. It is responsible for internal affairs and military inspections. Doomerchant - The Doomerchant is responsible to ensure that the alliance is economically functional by conducting trade circles and to cooperate with the Doomarshall for military purposes. Doom Advisor - The Doom Advisor is an individual with great experience and knowledge of the game. A Doom Advisor's opinion is greatly respected throughout the alliance and is a mentor to many affiliates. Doom Advisor bears responsibility of all vacated positions as stated above. There can be more than one Doom Advisor. Section III. Admission To gain admission into Doom Squad, all recruits must meet the following requirements: 1. Be in no offensive wars. 2. Technology Clause: You must have less than 30k tech. 3. Nation Strength Clause: You must have less than 250k NS. 4. Activity Clause: You must be IRC, In-game, or Skype active. 5. Tywin Lannister Clause: You must not be a complete tool. Section IV. War A state of war, or declaration of peace, may only be signed upon unanimous agreement between the God Prince and the Doomanager. Section V. Amendments The God Prince has the sole right to create and edit amendments to the Charter, with concurrent approval of the Doomanager. However nations with previous records of dirty dealings or nations fighting wars will have there case reviewed before being allowed to join. Article 2: TIF council will be punish nations who do not behave according to the TIF council. The Nation will be given three warnings and if the third is within one month of the first they will be kicked from the alliance. Article 3: TIF is a moderately peaceful alliance. TIF members are allowed to attack any non-AA nation but if the other nation is in an alliance they are only allowed to attack if they have first received permission from the General or the President. Article 4: TIF DOES negotiate with terrorists. Any threat to the peace will be first solved diplomatically and if not will be met with force. Article 5: TIF is a pro nuclear alliance, any nation is encouraged to build up their nuclear arsenal for the safety and defence of TIF. 612 is an auspicious number for a number of reasons. This year, the Alternian Empire will be celebrating the occasion for the first time. And overall, things have been favourable for the Alliance. Yes, we are still a protectorate of the Phoenix Federation. Yes, we know they're not what they used to be, but they still know how to 'stick 'n move' as they say. To start off with, the Alternian Empire will be announcing a revised charter, building on the lessons learned over the past few months. Despite the odds, AE has been successful largely in showing to all Alliances that external recruitment is still possible. All that is required is the perseverance and the will to educate and train newcomers, despite the odds. The Alternian Empire was formed as an Alliance of outsiders, and that is something we expect to continue, though as always we have several individuals and allies to thank. They know who they are. For now, let us enjoy this first instalment.

A new charter was proposed by the Evil Dictator himself which most of the sodiers of the Force have wilingly embraced. [b]Article I: Government Structure[/b] GPF is a representative democratic state in which the Secretary-General and his elected Triumvirate wield supreme power. [u][b]Section I: The Secretary-General[/b][/u] The Secretary-General is a permanent position and the Secretary-General will remain on his or her throne until he or she resigns. If this should occur, the Secretary-General will then designate his or her successor and power will be transferred within twenty-four hours. The Secretary-General has the supreme authority on all issues in the GPF and can overrule any of the other government officials, except the three Triumvirates. [u][b]Section II: The Triumvirate[/b][/u] The Three Triumvirates are three members of the GPF elected by the Membership to effectively lead the alliance in matters such as Internal Affairs, Foreign Affairs, and Military Affairs. Unanimous agreement is required by the Triumvirate to sign a treaty or declare aggressive war. The Triumvirate can overrule the Secretary-General on any issue so long as they acquire a 2/3 vote in favour. [u][b]Section III: The Directorate[/b][/u] The Directors are members of the GPF chosen by the Triumvirates to effectively run their selected departments. Directors must get approval from their Triumvirate before making a change to their department. [u]Section IV: The Deputy Directors[/u] The Deputy Directors are members of the GPF selected by the Triumvirates to assist the Directors in running their selected departments. If a Deputy Director does an exceptional job, they may be promoted to Director. [b]Article II: Election Process[/b] [u][b]Section I: Structure[/b][/u] Elections will be held every three months to fill the positions of the Triumvirate. The Elections will start ten days before the end of term of the current Triumvirate. [u][b]Section II: Nominations[/b][/u] Any member who has been a member of the GPF for a minimum of three months may be nominated by a fellow member to run in the Election. Said member must have previous experience within the department he/she is being nominated for. Nominations will last for three days. [u][b]Section III: Campaigning[/b][/u] Upon being nominated and the nomination period has ended, nominees are to begin a new thread in the correct forum detailing their campaign for their nominated position. Nominees should detail their three month plan that they would implement should they be successful. Campaigning will last for four days. [u][b]Section IV: Voting[/b][/u] At the end of the four days of campaigning the Secretary-General will open the polling booths. There will be a poll each for each department, that will list the nominees. Each member has one vote per position, giving a total of three votes. [u][b]Section V: Tie[/b][/u] In the event of a tie, the Secretary-General will cast the deciding vote. [b]Article III: Foreign Relations[/b] [u][b]Section I: Diplomatic Discussions[/b][/u] The GPF is open to all alliances who wish to establish diplomatic ties. The GPF, however, reserves the right to cut off ties at any point with a valid reason. [u][b]Section II: Treaties[/b][/u] The GPF will sign treaties with those alliances it has grown close to and not sign treaties that are simply for our benefit. The GPF will honor all of its treaties no matter the cost to the alliance. [b]Article IV: War[/b] [u][b]Section I: Inter-Alliance War[/b][/u] The GPF is a peaceful alliance and will not enter into an alliance war unless we are attacked first, we are honoring a treaty, or we have a legitimate casus belli. The GPF will not provoke a war with any other alliance knowingly. Furthermore, the GPF will only enter in conflicts of arms only at the approval of the Triumvirate and the Secretary-General. [u][b]Section II- Unapproved Offensive[/b][/u] Nations flying the GPF alliance affiliation that attack aligned nations without proper approval will be subject to trial before the Secretary-General and/or the Triumvirate. Punishments will range between paying reparations to expulsion and being declared an enemy of the GPF and treated as such. [u][b]Section III: Raiding[/b][/u] Nations of the GPF are permitted to attack unaligned nations, but do so at their own risk. Aid will not be provided to those who have been attacked during a raid. [u][b]Section IV: Foreign Aggression[/b][/u] If an aligned nation attacks a member of the GPF, the GPF will at first pursue a diplomatic solution. If these talks fail, the GPF reserves the right to attack the offending nation. [u][b]Section V: Nuclear Activity[/b][/u] Members of the GPF are encouraged to possess nuclear weapons as a deterrent to prevent other nations from attacking, rather than a weapon of mass destruction. Members are prohibited from using them in warfare unless prior ermission has been granted. Only GPF military command and/or the Secretary-General can approve the launch of a nuclear device on another nation. [b]Article V: Foreign Aid[/b] [u][b]Section I: Non-Members Requesting Aid[/b][/u] Non-members will not be granted foreign aid with the exception of nations allied by treaty to the GPF. [u][b]Section II: Members Requesting Aid[/b][/u] Members requesting aid will have to apply for it through proper channels. If it is very urgent, it is encouraged that these members seek aid directly from fellow members of the GPF. [b]Article VI: Discharge from the Alliance[/b] [u][b]Section I: Honorable Discharge[/b][/u] A member of GPF may resign his or her post and leave the alliance without any repercussions whatsoever. However, if a member leaves and reveals the secrets of the GPF to another alliance, they shall be deemed a traitor and will be dealt with as such. [u][b]Section II: Expulsion[/b][/u] [i][u][b]Clause I- Nomination[/b][/u][/i] A member of GPF can only be nominated for expulsion from our ranks if the member has committed treason, broken the laws set in place by the Charter, or declared war on a fellow member. [u][i][b]Clause II- Expulsion by Popular Vote[/b][/i][/u] Any one nation or group of nations may submit the notion to expel a member. All members of GPF may vote as to the member’s fate. If 70 percent of votes agree to the expulsion of the member, the member will be expelled from the GPF unless pardoned by the Secretary-General. [u][i][b]Clause III- Imperial Expulsion[/b][/i][/u] If a member is deemed a spy, traitor, or otherwise, the Secretary-General may immediately expel said member without beginning a vote among the populace of GPF over the member's expulsion, so long as the Secretary-General has a 2/3 support of the Triumvirate. [b]Article VII: Amendments to the Charter[/b] [u][b]Section I: Amendments[/b][/u] Any member of the GPF may propose such amendments and from there it will go into a voting period of no less than 72 hours. After 72 hours, if the amendment has 80% + 1 votes in favor of passing, it will then go to the Triumvirate and the Secretary-General. Said groups must rule unanimously for the amendment to pass.
