In the process of registering on this forum, all players--including you--agreed to accept these terms and conditions and the terms and conditions of Invision Power Board. In doing so you essentially signed an electronic contract pledging to have read the rules and TOS and agreeing to follow the rules and TOS as written. It is your continued responsibility to read, follow, and keep up-to-date with the CN rules.
The following are basic guidelines for use of the Cyber Nations community forum. Anyone caught disobeying these guidelines will be issued a warning. The forum staff works on a five warn limit policy unless the situation calls for more appropriate action ranging from a verbal warning to a double warn and suspension to an immediate ban, etc. Just because something is not listed specifically here as illegal does not mean it's allowed. All players are expected to use common sense and are personally responsible for reading the pinned threads found in the Moderation forum. Questions regarding appropriateness or other concerns can be sent via PM to an appropriate moderator. A permanent ban on the forums results in a game ban, and vice versa. Please note that the in-game warn system works on a "three strikes you're out" policy and that in-game actions (including warnings and deletions) may not be appealed. If you receive a 100% warn level on the forums, you will be subject to removal from the forums AND have your nation deleted and banned from the game at moderator(s) discretion. If you are banned in the game, then you will be banned from the forums. Process of Appeals
Players may not appeal any in-game actions. This includes cheat flags, canceled trades, content removals, warn level increases, nation deletion, and bans from the game. Players may appeal individual forum warnings. You may only appeal a warning if you can show with evidence that it was unwarranted or unduly harsh. If a reasonable amount of time has passed (no less than one month and preferably longer) in which you have demonstrated reformed behavior than you may request a warning level reduction. Wasting staff time with inappropriately filed reports and/or unfounded appeals will result in a warn level raise. Repeat incidences will result in a ban from the forum. Bans are permanent. Banned players may appeal to the Senior Staff if they believe grounds exist (very, very rare) in which they state their case with evidence and why explain why they believe they deserve to be allowed back into Cyber Nations. This process is not quick and the investigation into cases may last three minutes or three weeks or more depending on the individual situation. The only place where discussion of moderator action is acceptable is in the appropriate Moderation forum. Posting commentary on or disagreement with moderator action elsewhere will result in a warn level raise. Posting
All posts must be in English. Common phrases in other languages will be allowed so long as they are translated upon request. Foreign languages are permitted in signatures and avatars, however. Certain areas of the forum require you to have a nation in either standard CN or CN:TE. If you have... A SE and a TE nation: You get one forum account. Your forum account name must match your SE nation or ruler name. You are allowed to post in either SE or TE areas of the forum. You must have your CN:TE nation name listed in your profile to post in the CN:TE section of the forum.
Just an SE nation: You get one forum account. Your forum account name must match your SE nation or ruler name. You are not allowed to post in any TE areas of the forum.
Just a TE nation: You get one forum account. Your forum account name must match your TE nation name or ruler name. Your must have your CN:TE nation name listed correctly in your profile. You are not allowed to post in any of the SE areas. You are allowed to post in the water cooler, question center and the moderation forums. Other than that, all your posts need to stay in the TE area. Flame/Flamebait/Trolling
Flaming is expressing anger or lobbing insults at a person/player rather than a character, post, idea, etc. Flamebait are posts that are made with the aim of targeting/harassing/provoking another user into rule-breaking. Trolling is submitting posts with the aim of targeting/harassing/provoking a specific group into rule-breaking. Forum users should not be participating in any of these, and doing so will result in a warning. Topic Hijacking
Hijacking is forcing the current thread discussion off of the original topic and usually results in spam or flame from either side. Forum users found hijacking threads will be given a warning. Repeat Topics
One topic is enough. Repeat topics will be locked, removed, and the author given a warning. Users found creating repeat topics after others were locked by staff will receive a warn raise. Joke Topics
Topics created as a joke are prohibited. Joke topics will be locked and the author warned. This includes topics in which the author is making an announcement “for” another in-game alliance. Humorous threads are permitted; it is up to the discretion of the moderation staff to determine what is merely satire and what is actually a joke topic. Spam
Spam is defined as creating posts or topics containing only contentless material of any kind. Users found spamming will receive a warning. Examples include (but are in no way limited to) posts containing nothing but smilies, "+1", "QFT", "this" any other one/few-word contentless combination, joke threads, or posts containing quotes and anything that counts as spam by itself. Adding words to a post with the express intent of avoiding a spam warn will result in a warning. These posts and other similar contributions have no substance and hence are considered spam. Posts of "Ave", "Hail" or any other one word congratulatory type are acceptable as one word posts. Emoticon type posts such as "o/" without accompanying text is still not allowed. Posts containing only images are considered spam, unless the image is being used in the Alliance Politics sub-forum and then the actual text of the image be placed into spoiler tags. Posting in All Caps
Posting large amounts of text in capital letters is not permitted. Use discretion when using your caps lock key. No Discussion Forums
There are forums that are not for discussion and are used strictly for game and forum staff to address certain issues, bugs, etc. The following forums are not open to discussion: Report Game Abuse, Report Forum Abuse, and Warn/Ban Appeals. Only moderators and the original poster may post in a thread, period, with absolutely no exceptions. Users found disobeying this guideline will receive an automatic warning for each offense. Moderation Forums
All Moderation forums also maintain pinned threads clearly marked as required reading before posting. Failure to read and follow required reading and procedure in a Moderation forum will result in a warning. Examples include posting requests in the wrong forum, failure to include all required information in posts, etc. The standard of conduct and enforcement of rules in Moderation forums is strictly enforced and the repercussions for disregarding rules or disrespecting staff are harsh. Read the pinned threads before posting and you will be fine. Namecalling
Excessive or unqualified namecalling is not allowed in IC forums; namecalling should also never make up the bulk of a post. Namecalling is prohibited entirely in all OOC forums. Filtered Words
Any attempts to evade the word filter will result in a warning. The terms we have filtered are filtered for a reason and no excuse for evasion will be accepted. Filter evasion includes censoring or deliberately misspelling part of a filtered word. If you link to a website, image, video, etc., containing profanity, please post a disclaimer before the link. The moderation staff may still remove links if the content is deemed too obscene. Harassment
Forum users should not be stalking/harassing others on the forums. Anyone found stalking players from topic to topic, etc., will be subject to a warning. Gravedigging
Gravedigging is not allowed anywhere on the forums. Gravedigging is "bumping" old topics which haven't been active for quite some time (four to seven days is standard depending on the nature of the thread and how many pages back it had been pushed before bump). Your warn level will be raised if you are caught doing this. The Suggestion Box and Black Market forums are partial exceptions to this rule. Suggestions/ideas in that forum may be posted in regardless of age PROVIDING that the reviving post contains constructive, on-topic input to the original topic or discussion. Black Market threads may be bumped by the author if there is new information about the offered exchange (i.e open aid slots). In the Player Created Alliances forum it will not be considered gravedigging to bump a topic up to a year old, so long as the alliance in question still exists and it is not a duplicate thread. Signatures
Those who fail to read and abide by these rules will have their signatures removed and receive a warning. You may have only one image per signature which may not exceed the maximum size of 450 pixels wide by 150 pixels tall. You may have no more than 8 lines of text and text size cannot exceed size 4. Each quote-tag, image and empty line count as a line. Inappropriate Images and Other Disallowed Images
Images that are sexual in nature or have sexual overtones are prohibited. It is up to the discretion of the moderation staff to determine what constitutes sexual overtones. Depictions of kissing are permissible provided there are no sexual implications. Images depicting female nipples are prohibited outright. Making “ASCII art” is prohibited regardless of the image depicted. Using photos or likenesses of another Cyber Nations player is also prohibited. Drug References
Images and posts promoting illegal drug use are prohibited. References to drugs are acceptable only if the moderation staff deems that it is not promoting the use thereof. Obscene Content and/or "Account Suicide"
Anyone caught posting vulgar material (including but in no way limited to pornography, "gross," "tubgirl," "lemonparty," photos depicting RL illegal acts such as violence towards humans or animals, child pornography, death photos, and any other obscene or offensive material in either text form or picture form) will have their account(s) permanently banned, and their ISP contacted along with any other applicable internet and RL authorities. OOC Threats / Revealing Personal Information
An OOC threat of any nature will equate to an automatic ban from the game and forums. Likewise, the publishing of personal information of any other player without their explicit permission is grounds for warning and/or a ban from the game depending on the severity of the offense. Death Threats / Death Wishes
A death threat or a death wish of any nature (including but not limited to telling another player to commit suicide) will result in at very least a 40% warn level increase and 2 day suspension from the forums, with harsher punishments, including a complete ban from the forums and game, up to the discretion of the moderation staff. Quoting Rulebreaking Posts
Do not quote any post with obscene content or any other content that has to be removed by the moderation staff. Doing so makes it more difficult for the moderation staff to find and remove all such content and will result in a warn level increase. Putting rulebreaking posts of any kind in your signature is prohibited. Forum Names
With the exception of moderator accounts, all forum accounts must match up exactly with the ruler name or nation name of your in-game country. Those found not matching up will be warned and banned immediately. Forum account names may not be profane or offensive. Multiple Forum Accounts
With the exception of moderators, if you are caught with multiple forum accounts, the multiple account(s) will be banned, warn level raised, and your identity will be announced by a moderator to the CN community so rule-abiding players can take IC action against you. Multiple forum account offenders will receive a varying percentage warn level raise and/or a permanent ban on a case-by-case basis. Posting For Other Players
Posting for banned or suspended players is prohibited, as is posting for any person without a nation. This includes making warn and ban appeals on their behalf. Imitation &. Impersonation
Imitation in terms of this forum is mimicking the posting, avatar, or signature styles of another user in an attempt to be satirical or generally humorous. Impersonation in terms of this forum is copying the posting, avatar, or signature styles of another user in order to present the illusion that the person is in fact that user. Imitation is fine and can be quite funny. Impersonation is disruptive and is warnable. Please pay attention to the subtle difference between these two concepts. A player may not impersonate another player by emulating the characteristics of someone else's past or present account in an attempt to harass, stalk, or flamebait. Creating a new forum account in an attempt to impersonate a standing account will result in deletion and banning without notice. Any attempt at imitation and/or impersonation of moderators and game staff is strictly prohibited and will be met with harsh repercussions. Avatars
Size for avatars is limited by the forum mechanics, therefore there is no size issue for a user to worry about. Avatars must be in good taste, and any avatar containing a picture that is too violent, disgusting, sexually explicit, insulting to another player or staff member, etc. will be removed. Avatars that are potentially seizure inducing will not be permitted. Players may not "borrow" the avatars of any moderator past or present without permission. Swastikas and Nazi Imagery
The swastika may not be used in signatures or avatars. Pictures of swastika's are acceptable for use in the In Character (IC) sections of the roleplay forums, so long as its context is In Character, and not Out Of Character. Pictures of Hitler, mentioning of the Holocaust, etc... have no place in the roleplay forums, since these people and events existed in real life, and have no bearing or place in the Cyberverse. Other Nazi or SS imagery is forbidden in all forums. Moderation Staff
The revealing of the private identities of any Cyber Nations staffers past or present is strictly prohibited, and thus no speculation/accusation of identity is allowed. Doing so is grounds for moderator action against your account appropriate to the offense, including a full forum/game ban. Claims of moderator bias should be directed to the highest level of authority--the Head Game & Forum Mod/Admin, Keelah. Claims of moderator bias without supporting evidence is grounds for a warning. Blatant disrespect of the moderator staff is strictly prohibited. This includes but is not limited to spoofing moderator accounts in any way, sig/avatar references, baiting, flaming, rude demands, mocking, attitude, and unsubstantiated claims of bias. They are volunteers hired to enforce the rules. If you have a problem with the way a moderator is enforcing the rules or the rules themselves please contact Keelah. Attempting to use the moderation staff as a weapon by abusing the report system in an attempt to get another player warned or banned is strictly prohibited. Do not ask about becoming or campaign to become a moderator. The moderators are drawn from CN membership but moderation positions are by invitation only. Asking to become one will substantially decrease your chances of ever being asked. Aiding Rule Violators
Any user found to know of a serious rule violation without reporting it to a game moderator (eg. knowledge of a user with multiple nations) will be given a warning or, in more serious cases, have their nation deleted. Aiding Banned Players
Any user found to be harboring, aiding or otherwise knowingly helping a banned user will be deleted. This includes knowing of their existence within the game without reporting it to the game-moderation staff. Questionable Actions and Content
The forum rules are not designed to cover every scenario. Any action that is seen to be counter-productive or harmful to the forum community may be met with moderator action against your account. The Cyber Nations Moderation Staff reserves the right to take action against your account without warning for any reason at any time. Private Transactions
Nation selling and other private transactions via such auction sites like eBay is against the Cyber Nations terms and conditions. While our moderators cannot control what people do outside of the game you are not allowed to promote such private exchanges on our forums without expressed permission from admin only. Anyone found to be engaging in such activity without permission will be banned from the game. Advertising
Advertising other browser games and forums is prohibited. Soliciting donations towards commercial causes is also prohibited. If you wish to ask for donations towards a charitable cause, please contact a moderator before doing so. Extorting Donations
Donations are excluded from any kind of IC payment. Anyone found extorting others for OOC payments will be warned in-game and/or banned. Third Party Software
Third party software is not allowed to be advertised on these forums by any means (post, signature, PM, etc). These programs can easily be used to put malware on the user's computer, and as such can cause huge security issues. OOC: This is a character rp within CNRPA that is open to everyone including those who don't have CNRPA nations. The main story arc will be about Jesse and Jake discovering more about the ancient dragons and how what they learn may shape the future of Asia but it may branch off more from there depending on if people get involved and how they want to get involved. Promo for main story arc: The Historian: "In order to find the truth you have to forget the stories, forget the legends. You'll have to do more than walk in their footsteps. For they were more than the sum of their actions. I tell you this, not because I trust you, Commander Jake... but because all our lives are at stake. Because the seeds of our future... are sown in their past." As peace settles over mainland Asia after the defeat of the "Mandarin" Jesse and Jake continue to dig into the history of the ancient dragons. Jesse: "What we can learn about dragon history before even my mother was born may help us against future enemies." However finding that knowledge may be a bit harder than they thought. Mei: "There is a dragon called the Historian. His job is protecting and writing down our race's entire history. However finding him will not be an easy task." And the knowledge they find may be able to save them all from destruction. The Historian: "There is an enemy here on Earth that threatened our race even more than the humans did. If they are not stopped they will kill everyone!" Jake: "Than I guess we better stop them." The real battle for Asia is about to begin. Will the dragons be able to protect Asia from this ancient enemy of their's? Jesse: "They are sending us a message. That they can take whatever they want! Now we will send them a message! THAT THIS IS OUR LAND AND THESE PEOPLE ARE A PART OF OUR FAMILY!"
Government: Federal Unitary dominant party republic/Head of state appointed by regional governors Currency: African Shilling State Religion: None (secular state) Languages: Somali, Arabic, English, German. Demonym: East African Summery: To call the East African Federation a true republic is debatable. Almost none of the representatives are elected by the general population however public demand to replace and remove a governor is possible and has happened more than once to prevent outright rebellion. The EAF has a rather large military compared to the rest of Africa and spends over 55% of its GDP into maintaining the army. With a national conscription and forced enlistment, there is no shortage of soldiers to fight for the Federation. The economy is strictly regulated by the state and income taxes vary to overall annual averages. Civil rights are rather low considering other nations, homosexuality is illegal, and religious groups are often slandered and insulted by state officials for their beliefs. People with mental illnesses are looked down upon and children with down syndrome are killed after diagnoses or put into slave labor for the state in the various mines. Citizens are not allowed to possess firearms or anything resembling opposing political manifests that would harm the Federations' hold of the territory. Women rights are practically non existent and most women attempt to remain indoors to avoid harassment. Military: All men aged 16-50 are conscripted into military service, 118,000 are placed into active duty while the rest go into reserves till war time. Most of the EAF army is supplied by left over Soviet hardware and are trained within a two week span. EAF infantry: Armed with Ak-47 assault rifles, and M1911 handguns. The EAF soldier isn't necessarily the best equipped soldier in the modern world. Their sheer numbers and ruthlessness are required to make up for the lack of sufficient advanced technology. Uniforms are simple camo fatigues and old cold war era helmets. M67 grenades are the preferred hand grenade of the EAF due to their ease of assembly in sweat shops. EAF armored corps: using outdated tech the EAF army has a large armored corps used to intimidate and control their country and keep warbands from raiding the border. Main battle tanks: T-55, T-62, Upgraded Sherman tanks APC: BMP-1 Troop transports: WW2 Jeep, V8 cargo truck, BTR-60 EAF Airforce: The most expensive of the EAF's military is also its most prized and needed. Pilots are treated like lower class royalty with higher pay than any other non-command personal in the EAF army. Main fighters: MiG-21MF variant, MiG-25 Foxbat Bombers: MiG-27, Tu-4. A nation constructed to allow liberty and absolute justice for you all…through other means.” He proclaimed, standing up taller. “Through successful means, and lord willing, a blessed land indeed. Now let us set our sword in the ground and proclaim this our land!” The man set his fist in the air, revealing his belief in the ideas being set down here. “I, Joseph Alexander, wish for the gratitude of the people of the United Workers Republics as its sovereign and absolute President. The right must, and only will be, established through the economics of absolute socialism and its doctrine. As for the her government,” He looked at the men standing next to him, “I expect no less than a working state in which communism and it’s right be proclaimed and maintained for our generations. Now let the workers of the world unite!” Alexander spoke, smiling to his people. Joseph was a young man; only 23 years old, not very experienced in politics. It was his revolutionary actions to establish a communist rule in the British Isles that gave him his Presidential title rather than skills in the field of politics. He was sitting in his office in Alexandria (Former London) when he got a knock on the door. “Enter” He said. A man dressed in an up-scale military uniform stepped in. “It is time to address the people.” He said. Joseph waited a moment, having a thousand-yard stare before turning and speaking quietly, “Ok. Position snipers on all buildings surrounding the square. Anyone not a supporter is a rebel, and you have permission to operate under black-out clearance. But, if asked, the order didn’t come from me.” Joseph said, speeding up as speaking. “Yes sir,” and the man exited the room. The reason for the up-tight security was Alexander’s first speech as the official President of the United Workers Republics of the British Isles, as its full name was. His paranoia about a possible, and probable, threat to his security gave him the reason to authorize the ‘black-out’ command. This means they have authorization to allow rebels to be shot during the speech. Although it might seem obvious to the surrounding spectators what is really going on, he was doubtful they would truly muster the ability to stand up to the threat, and not to mention the lack of sufficient evidence. Alexander was fully secure. “Good morning workers. I come to you not being as an overlord, but as an equal of your own self simply tasked with the means of carrying out your will.” Cheers would arise from the crowd, and the snipers would attempt to spot anyone not seeming to be as excited as the bunch. “Once I was crowned the…honorable…position of your leader, I told the men around me one thing, and that was that we will succeed, with or without your help. At that moment I will tell you that seven of the men once believing in our nation walked away in disgrace, not absolutely loyal to the state we have constructed.” He looked around. “I now will tell you farewell, and let the workers unite in the land of opportunity and absolute gain.” He quickly paced away from the podium, and the end of the speech was marked. We the workers of the Workers Republic, with a goal of creating the perfected union, will establish a constitution on this day which will provide for the defense and welfare of our own men and women. We will promote the blessings given to us, and secure the communist doctrine we have established in the socialist economy we constructed. With the statements made in our constitutions great preamble, we may declare the United Workers Republics an independent state for a long time to come.
Ukraine Declaration of Existence After several months of Ukraine's populace petitioning the USSR to allow for a referendum on independence, yesterday it finally happened, and the USSR allowed all of the Oblasts of Ukraine to independently hold it's own referendum on the matter. The population of Ukraine showed up to the referendum in record numbers, and the results have just moments ago been released. Every Oblast save for three -- Crimea, Luhansk Oblast, and Donetsk Oblast, which voted to remain in the USSR -- has voted to once again become part of an independent, sovereign Ukraine. Just moments after the official results of the referendum were released, Ukraine has officially released to the world it's Declaration of Existence, and is in the process of assembling a Constitutional Committee to draft a new Ukrainian Constitution. In the meantime, a Provisional Government will be set up to govern Ukraine in the interim.

Alrighty lads and ladies, it's high time that I stepped down having fulfilled my entire GM tenure. And as such, the next victim lamb for slaughter sacrificed to the mighty lord Helel, the Morning Star lucky one will be in service to the community until May 22nd of this year. Remember as you nominate people that FHIC, Brian nor I are not eligible for nomination (Because the first two are already GM's to begin with and I already finished my run as GM :v) This will nomination will run for 48 hours.

While the standoff between Druk Yul and Northland forces over the islands of Sri-Lanka continued Empress Mei of Druk Yul called for a meeting with her son Emperor Jesse of Shanghai. If China was to survive the coming storm than it needed to be whole instead of split and now Mei was in the position to help make it whole again but she knew it would not be easy. Many times people don't learn to appreciate things until they are gone and for Mei this was one of those things. Mealstrom would go to her and tell her that he planned on leaving the world for a time and leave control of Druk Yul to her for the time being. In the time leading up to that day she knew he was sick and needed help but she also understood they he had his own way of doing things and now he was leaving the leadership of Druk Yul to her until he was better. While this was not her first time being the leader of a modern nations a lot has changed since she stepped down as Empress of Shanghai and since she was now the leader of Druk Yul for the time being she knew things were going to have to change whether she wanted them to or not. As per Maelstrom's last wishes before he left King Wangchuck would crown Mei as the new Empress of Druk Yul to a huge appalause from the crowd that had gathered for the ceremony. She was no stranger to most of the world's leaders since she used to be the Empress of Shanghai and knew that many in the world may see it as Shanghai maybe trying to take control of all of Asia but in truth that is not what she wanted and she would let the world know it. "The Emperor of Shanghai may be my son but that does not mean we will be uniting into one nation unless the people really want it that way. Druk Yul is still one of/if not the Major Power here on mainland Asia and we shall continue to protect those we are allied with while still making sure our own borders are secure against any and all foreign agressors should they try to attack us. Note: The GM's want this to be an active, involved Hall. Without community involvement we will not have community resolution. Anyone can post here at will as long as it has to do with rules or disputes. First and foremost, roleplay is for fun and is collaborative. We work together to make fun stories. New Members There are two ways in which a new Role Player may join the RP. The first is to receive an invitation. The second is to apply and go through an interview. By receiving an invitation it means another player vouches for your ability to RP as well as to contribute to the Community without attempting to tear it apart. By receiving this invitation you are allowed to request unclaimed territory as your own. This territory will be put on hold for you while the GM's get confirmation of the vouch and do a minor interview with the person. Upon accepting the vouch the GM's may or may not approve the nation, all of the GM's must approve before that player may begin to RP. If you do not receive an invitation, you will be subject to a community interview upon applying to join the RP. The community will ask the person questions, as well as bring up previous RP experience if there is any. The player then will have to receive a 75% or higher vote from the community to allow the person into the RP, as well as approval from the GM's. Land Expansion Land expansion requires a minimum of 7 posts, per RL country/province (whichever is applicable). This is on average a post every 2 days. Multiple posts on one day do not count - the fastest you can expand is a post every day, fulfilling the requirements within 7 days. Your claim can be disputed for a period of 2 weeks. Posts will be checked for the forum date using GMT+1, not the ingame timer, so make sure there's between 20 and 24 hours minimum between each. An excessively large amount of provinces (Balkans, for example) may be combined into one 'region' if this region does not surpass 7.5 million people. Speak to the mapmaker about this to make sure it's legit. It is recommended but not necessary to make a new topic for integration or annexation of new territory, in case you don't want to clutter your news thread or equivalent. Every province requires its own paragraph of 2 sentences minimum. You cannot slap 5 provinces into 3 sentences. Until that time period is up, the land is considered contestable should any other nation put forth forces to contest it In Character. Like so: _ Activity Requirements[Province 1 name, 3/7] Description [Province 2 name, 2/7] Description What are the rules? A total of 3 weeks is the maximum allowed time to go between IC posting before you will be removed from the map, after formally requesting a lock, in a public thread, from a GM you may have this extended to a total of 28 days. If you are locked and haven't posted in the last 28 days you will still be wiped. To request a lock to go on a holiday or deal with personal issues, you must do so in a public thread and not be in an ic state of war. During longer extensions, called a "lock", nations that are locked cannot be touched via RP. Character crossing No crossing characters/nations. What happens to your in Barfistan, stays in Barfistan. If you reroll your nation and go right back to your old tricks, you deserve to get smashed. You need to remember that a new nation is a fresh slate, so don't roll a new nation to go pick fights with the enemies of your old nation. This goes for others, a new nation should not be viewed in the same lens as the old one just because the person rping it did something objectionable in their last nation. If a person rerolls and brings old characters into power in a new nation, that's another story. That's not a reroll, its a successor state and how it is treated is entirely up to the RPer. IC/OOC crossing This is hard to prove, but occasionally someone will catch wind of gossip or get shown a chat log of someone plotting on their nation. This chat log is out of character, it should not be acted upon in Character. If someone uses a conversation or argument that happens out of character as motive for attacking someone in Character, this is a problem. Nor should threads labeled as private be used to influence the actions of another player. Private means private. As IC/OOC crossing is hard to prove, allegations of such behavior should not be made lightly. Further, neither should the community be forced to endure endless bleating sheeple claims of someone who thinks they are getting a raw deal. In short, some times you just have to sack up and role play things for reasons you don't like. However, should sufficient proof be shown, it should be discussed and dealt with on a case by case basis. Rerolling Think twice, think long and hard, and be advised, rerolling in CNRP Ascending isn't as easy as elsewhere. Rerolling is allowed with a 2 week period from the time your previous nation officially dissolves and your new nation begins. This period is to prevent rampant rerolling for the purpose of reducing the strain on the gm team and mapmaker. Waivers for this 2 week period can be requested on a case by case basis providing the land being requested is not in conflict and the GM team approves it. Tech Cap The Tech Cap for CNRP Ascendance uses the following formula to acquire the present tech cap: RL Year - 1 Year = Tech Cap for CNRP Ascendance. As an example, the current year is 2014, therefore the tech cap for CNRP Ascendance would be 2013. All military tech has to go strictly by service year, not by any other metric or year. If it wasn't in service before the tech cap, it cannot be used. Military Stat Saving Simple proposal, screenshot your nation, confirm the statistics with a GM, those are your stats for the duration of the conflict you are fighting, after said conflict is over you have 10 days to remain on those stats(to account for nuclear anarchy and a reasonable collection afterwards), and then your stats revert to whatever they are in game once more. Soldier Count Rules Every nation in CNRP Ascending has a 100k base with an 850k maximum with the following formula. Your in-game citizens x 10. You can raise this number through nuke swaps, but in no other way. Common sense clause (AKA, don't be an idiot clause) Tanks, IFVs, artillery, armored vehicles of any kind and military trucks are left to the judgement and common sense of the RP'er. Naval rules 40 points per nation 5 points for an Air Craft Carrier 2 points for a landing ship 3 points for Battleship 3 points for cruiser 2 points for a destroyer 1 point for a frigate 1 point for 2 corvettes 3 points for a nuclear submarine 1 point for a diesel submarine destroyers, frigates, corvettes, diesel submarines are all x 3. If you spend 10 points on a destroyer, you get 5 x 3- 15 destroyers. Infra modifiers for Aircraft in-game aircraft limit... x2 IG numbers 0-2k infra. (realistically 100 to 120 planes) no wonders included x4 IG numbers 2k to 4k infra. (200 to 240 planes) no wonders included x6 IG numbers 4k+ infra (300 to 630 planes) with 630 as a max cap including all possible wonders and navy. 1 stealth aircraft equals 2 ingame slots Nukes Nuclear Weapons will be not be allowed to be used in this RP to prevent the abuse of players from destroying another person RP needlessly. In exchange Nuclear Weapons may be exchanged for other benefits, to give perks to those nations that maintain them on their nations. These Modifiers are the only way to move beyond the current caps. 1 Nuke = 1 Naval Point 1 Nuke = 10 Planes or 5 Stealth Planes 1 Nuke = 10,000 Infantry Spying and Spyrolls Before a spyroll can be requested, there must be prior roleplay to establish that not only is there a mission to covertly infiltrate/wreak havoc/influence politics/steal intelligence from a nation, but that there is also an operative who will be conducting said mission. Use your head to determine how much is needed. A one-liner is not sufficient. Upon needing the spyroll, a screenshot will be provided to the GMs with the odds against the in-game nation of the RP player you wish to conduct spy operations against. Be sure to hover over and give us the percentage so we can make an accurate roll. Upon either success or failure, the effects of the spyroll should be appropriately roleplayed out. There are no instant wins, or instant detections. Neither side can immediately claim to know something based off of one successful roll, but it shouldn't be totally impossible in the case of a failure either. Further, these rules can be optional if both parties agree that the spy or covert actions are to be role played out. To do so is highly encouraged and the GM team will make themselves available to assist in anyway possible. A possibility, but certainly not the only one, the rpers can private message their assets to be used in this incident to the GM. This will allow the rpers to get the drop on each other so to speak. This does not mean you get to private message the entire contents of your factbook to the GM, just what you have in a specific facility or region that can respond within a short time frame. Protectorate garrisoning Protectorates must be garrisoned. There are two different types of garrisons. The first, 15,000 men for the purposes of ensuring outside parties stay out and keeping eyes in the area without quashing local political and economic activity. The second, 75,000 or more for the purposes of keeping the region under your control and preventing from attaining self-rule. This rule applies for protectorates larger than 1/4th your current holdings. Under 1/4th divide the numbers by 1/2. Newly rolled nations will not attempt to individually gain or control protectorates for a period of four weeks after they have icly declared their national sovereignty. Further, newly created nations will not attempt to expand their borders through annexing for a period of 4 weeks. GM roles and voting 3 GMs are to be voted upon every 3 months after a 48 hour nomination period. This is a staggered process in which one GM spot is open per month. You may vote for yourself for GM but you may not nominate yourself. The voting period for a GM is 48 hours, the same amount of time for a nomination period. GMs may not serve consecutive terms. The role of the GM is to not create a body of precedents. If the same issue is decided upon more than once, perhaps that is an indication that a community discussion ought to be held to create a rule on that matter. A GM makes rolls for spy attacks. Further, if they are faced with an argument that is at a complete impasse, with both parties unwilling to resolve the problem, they can choose to make a 50/50 roll to resolve it. Additionally, GMs may elect to make a percentile roll to determine damages during wars. No one expects a GM to hold a degree in Weapons design, or for them to have served 20 years in the Armed forces. The only official source for technical data is what can be read on wikipedia, not what is linked to it or cited on wikipedia, but what can actually be read on the wikipedia article. Part of a GM's job is encourage roleplay to keep moving along. To that end, on occasion, the GM team can award additional naval points, squadrons of aircraft, or troops to nations engaged in armed conflict for cooperating with each other and being respectful to each other and the GM team. The following are the responsibilities of the GM team: Posting Nomination threads. Posting GM voting threads. Posting and recording the results of community rule threads. Posting discussion threads for disciplinary issues. Because not all situations and GM powers and responsibilities are covered, the GM team has a certain measure of discretionary power to resolve disputes or to take action. The discretionary power clause should not be seen as a permanent solution, but more a short term means of keeping the community peace or moving an rp forward. No permanent changes to CNRP Ascending rules can be made through the use of this clause without a community vote. The Dick Rule... Role players have an obligation to be respectful to each other and the GM team. If a role play can't manage that, the GM team can and is encouraged to issue an autoadvance to the appropriate role player involved in the IC situation. An example, bob and tim are embroiled in a dispute over a tim's president being taken hostage by bob. Bob is refusing to respect tim and the GMs. The GMs can award Tim an auto that allows his president to escape and return to his home country. If Bob gets out of hand because of this, his nation can be lock. If further disrespect is shown while locked, additional autos can be awarded to tim. These are not massive nation shattering autos, think 3 dozen cruise missiles versus the opening day of Gulf War 1's air war. GM decisions are a case by case situation as each RP is unique and the role players involved are different. Autoadvances are to be granted every 7 days after the requesting rper can demonstrate they attempted to make contact and resolve disputes. A three strike policy will be implemented for rule violations, OOC disrespect to the GM team, and OOC disrespect to other rpers when attempting to resolve IC issues. These bans can be issued for bad behavior in ooc official discussion threads, private discussions for the expressed purpose of discussing cnrpa, and irc discussions that are in official channels and involving official business. 1st strike, 3 week "pause" upon your nation, to be treated similar to a lock. 2nd strike, 1 month ban from the RP, your nation is wiped. 3rd strike, 6 month ban. These bans can be overturned by a vote of the community. 10 rpers are required to post their support for a vote on a discussion thread specifically launched, by the banned rper, for the purpose of requesting such a ban be overturned. The rper will post their evidence for supporting their claim that the GMs were wrong or acting improperly when making the decision to ban. Claims that can be summed up as, "I don't like being banned, not fair, GM's are mean" will not be taken seriously and could result in having the original ban doubled. The ban can be voted down with a 66 percent in favor over overruling it. Should the vote go against the contesting rper, the duration of the ban could be doubled. GMs in a war can not rule on their own conflict. They can give nonbinding feedback, but their feedback is just that, nonbinding. If there is only one GM to make rulings in the event of a major conflict, the war will be halted until the community nominates and elects a temporary conflict GM. Expectations of GMs GMs are required to be active on a weekly basis. GMs who go on holiday will announce their plans in public. GMs are required to be civil and respectful and will refrain from using profanity and other insults when dealing with rpers in their official capacity as a GM. Being a GM is more of a burden than a reward, yet being one is important as we depend on them to be a fair and impartial resolver of disputes . Should a GM fail in these expectations, any rper can start a discussion thread to call for the GMs removal at anytime. The RPer must show their evidence that calls for the removal of the GM. If 10 rpers support a vote, a GM team member has 24 hours to post a 48 hour vote. A 66 percent majority in favor of removal is necessary. Temporary GMs can be appointed to fill the role of a GM that is on holiday, voted out of office, and to be a second party as a Conflict GM. The same voting and nominating process applies for these Temporary GMs with their term of office to be specifically stated in the voting thread, which will be different from the official GM term depending upon the situation. The Map Archivist The Archivist of CNRP Ascending's map will be responsible for ensuring the official map is kept up to date and accurate. There are no limitations on who provides the updates, any member of the CNRP Ascending Community can volunteer to assist. However, the final responsibility for accuracy and timeliness is the sole responsibility of the Archivist. The Archivist will serve at the pleasure of the GM team and will be appointed or released from service by the GM team. The Archivist will publicly announce their leaves of absence to allow the GM to take action to cover that period or make changes if needed. The Archivist will link to the CNRP Ascending GM court and will be absolutely clear that the GM Court for CNRP Ascending is the official source of the rule set. The rules for CNRP Ascending will be posted in the opening post of the GM court and not on the Map thread. For service as the Archivist, the GM team may choose to elect to award the outgoing Archivist a small bonus of troops, planes, or naval points. Community Driven Rules The above set of rules is by no means complete. The members of the community have a voice in deciding what the rules are and how they should be applied. Members of the CNRP2 community can post discussion threads to talk about new rules, old rules, and/or changing the rules. Polls can be posted as well, however, GM polls are the official measure of the community's desire to modify, remove, or add new rules. If a rper's discussion shows 7 or more rpers support a vote for a specified set of polling options, the GM team has 24 hours to post a vote.

Cloe looked out the window of what might as well have been her cell and schemed quietly. She'd been used so viciously over the last pair of years that it didn't even phase her anymore, but there was no question that escape was still heavily on her mind. Even moreso than usual if anything. Her mind had become strong from the long years of torture, her master had forced her to submit, broken her mind, made her his pet, kept her beautiful just for his use, but she had built herself back up gradually, in secret. Yes, escape was practically all she thought about. Some nights she would slip the loose bar out the window and squeeze through to walk along the little ledge just beneath, looking for some way to tell people about her suffering, to find some rescue, to escape. She had several options she knew of, though none of them were sure things in any way. Tonight would be different though. [hr] She was standing on the little ledge, knowing she couldn't leave the grounds without being caught and punished viciously, having already tried that once. There was a shortwave radio in one of these rooms, she would just have to find it and it would be game over. She had no idea how to use a radio like that but she had to try, there had to be someone listening somewhere that she could transmit to. There had to be something. She edged along the ledge carefully, the thing only being an inch or two wide, her heels the only things that were on it. She nearly fell, catching her breath after the slip of her foot. The fall from here might - might - not be fatal, but she was sure that she wouldn't be walking away at very least if she fell off of here.
