I thought that was how it worked these days - someone gets defeated, then when they have nearly built back up they are attacked "just because". Or does that only happen to NPO?

I don't have any figures, but I am willing to bet that the victors are usually the ones that offer peace.

I seem to remember posting on this issue 2 years ago, so how come people still don't know what "white peace" means. If there are terms, it isn't white peace.
