im trying to start a trade circle, and got rid of all my trades

the other day i was gona buy an improvment, but i had to wait till 1000 people lived in my country, i was at like 760 people so i waited. the next day i went to like 830. then yesterday it went down to 730 and started saying my military was to over powered, but i had not bought eny. same happened to day but population stayed mostly the same. i got rid of 100 soldiers and now its no longer over powered but its weird cuz i didnt buy any soldiers or enyting the day it said i was too over powered. i got rid of all my trades the day it started, could this be it?
